YEREVAN, MAY 3, ARMENPRESS. The Deputy Minister of Territorial Administration and Infrastructures Armen Simonyan received an Uzbekistani official delegation led by the Deputy Minister of Transport Jasurbek Choriyev. The delegation included the Uzbek ministry’s Head of the Department of International Relations, Logistics and Exports Developments Mamanbi Omarov and Chief Expert for Aviation Transport Development Sator Satorov.

Simonyan emphasized the importance of carrying out direct flights between Armenia and Uzbekistan and presented Armenia’s strategic directions and prospects in the air, railway and automobile transportation sector.

The Uzbek delegation expressed interest in being involved in the Armenian aviation market, noting that the Uzbek airlines want to carry out flights to Armenia but lack necessary resources due to overloaded work. In response, the Armenian authorities presented information on the Armenian airlines, both active and upcoming, and expressed readiness to encourage partnership between the airlines and the Uzbek side.

The possibilities of using the roads of Armenia as a transit route and connecting Uzbekistan with Europe were discussed.

Simonyan said the sides will continue to actively cooperate and it is possible that the dynamically developing relations will be strengthened with an inter-governmental agreement.

Armenia Central Bank forecasts gradual decline of 12-month inflation

YEREVAN, MAY 3, ARMENPRESS. As of March 2022, the 12-month inflation increased in Armenia, comprising 7.4%, the 12-month core inflation has also increased, comprising 7.0%, however, the Central Bank estimates that the inflation deviation risks from the predicted horizon are mainly balanced, CBA Governor Martin Galstyan said at a press conference.

He reminded that during today’s session the Board of the Central Bank decided to keep the refinancing rate unchanged, setting it at 9.25%.

“The Russian-Ukrainian conflict continues, and the uncertainties related to it remain. This has a negative impact on the economic and financial market developments in the main partner countries of Armenia. The slower-than-expected slowdown in economic growth in partner countries is accompanied by an expansion of the inflationary environment. The latter is the result of value chain disruptions and accelerated inflation in international commodity markets. Thus, inflationary impact on the Armenian economy from the external sector will persist”, he said.

He stated that in the first quarter of 2022, developments in the economic activity of the Republic of Armenia were more positive than expected. The significant influx of international visitors is reflected in the high growth of the service sector and the expansion of aggregate demand. “It contributes to the improvement of the Republic of Armenia external balance and appreciation of Armenian dram in foreign exchange market. It is estimated that the latter will also have a positive impact on weakening the domestic inflationary environment and lowering inflation expectations”, the CBA chief added.

“In view of the above, the Board judges appropriate to leave the refinancing rate still unchanged. The CBA Board is committed to take adequate measures to neutralize any possible risk of deanchoring of inflation expectations. It is projected that the 12-month inflation will gradually decline and will approach the target of 4% in the medium term.

The CBA Board considers that as a result of geopolitical developments the high uncertainty related to the macroeconomic perspective remains. At the same time, the risks of inflation deviation from the projected trajectory are mainly balanced. Should the risks materialize in any direction, the Board stands ready to respond accordingly in fulfilment of the price stability objective”, Martin Galstyan said, reading today’s press statement of the Bank.

PM Pashinyan receives delegation of France-Armenia Friendship Group

YEREVAN, MAY 3, ARMENPRESS. Prime Minister of Armenia Nikol Pashinyan received the delegation led by Chair of the France-Armenia Friendship Group in the French Senate Gilbert-Luc Devinaz, the PM’s Office said.

Welcoming the French delegation’s visit to Armenia, Pashinyan highly appreciated their contribution to the development and strengthening of the Armenian-French relations. He added that the legislative and executive authorities of the two countries are closely cooperating, and here the friendship group plays a big role. “Your visits to our country give a new and positive impetus to the constant strengthening of the Armenian-French partnership”, PM Pashinyan said.

Gilbert-Luc Devinaz thanked for the warm reception and stated that they will direct further efforts for the development of partnership. “We will continue to stand by Armenia and Artsakh”, he said, reminding that the resolution on recognizing the independence of Artsakh by the French Senate is broadly supported by senators.

PM Pashinyan said that the resolution adopted by the Senate has a huge political significance, which gives a great strength and trust in the context of international recognition of rights of Artsakh-Armenians.

The meeting also touched upon issues relating to ensuring the return of Armenian prisoners of war, hostages and other civilians held in Azerbaijan, the current situation in Nagorno Karabakh, the humanitarian problems, as well as the development of democracy in Armenia.

Special envoys of Armenia and Turkey reaffirm declared goal of achieving full normalization

On May 3, Special Representatives for the normalization process between Armenia and Turkey, respectively, Deputy Speaker of the National Assembly of Armenia Ruben Rubinyan and Ambassador Serdar Kılıç held their third meeting in Vienna, the Armenian Foreign Ministry reports.

“The Special Representatives reaffirmed the declared goal of achieving full normalization between their respective countries through this process. In this sense, they had sincere and productive exchange of concrete views and discussed possible steps that can be undertaken for tangible progress in this direction.

They reiterated their agreement to continue the process without preconditions”, the ministry said.

Around 16,000 non-residents open bank accounts in Armenia

YEREVAN, MAY 3, ARMENPRESS. Around 16,000 non-residents have opened new bank accounts in Armenian banks, the Central Bank Governor Martin Galstyan said at a news conference.

He said that most of these non-residents are Russian residents.

Galstyan said that in accordance to globally accepted rules of banking, non-residents are under higher supervision.

“The Armenian banking system is working very accurately in the current situation in terms of maintaining all international norms. At the same time we see that under these norms we have not only citizens of Russia, but also citizens of other countries, who, upon entering the bank and proving that the center of their economic interest is being relocated to Armenia, have the opportunity to open accounts in Armenian commercial banks and be serviced in the Armenian banking system. The number of such customers, if I am not mistaken, is currently around 16 thousand,” Galstyan said, adding that most of them are Russian residents.

Russian Ruble exchange rate up by 0.17 drams to 6.51 drams. GBP exchange rate down by 1.77 drams to 563.40 drams.

The Central Bank has set the following prices for precious metals.

Gold price up by 70.06 drams to 27700.92 drams. Silver price up by 0.86 drams to 339.79 drams. Platinum price stood at 16414.1 drams.

“The past two years have been a watershed, profoundly transforming all spheres of our lives. Fortunately, science has helped us better understand and cope with the challenges brought about by COVID-19. Meanwhile, we also witnessed how the pandemic affected production, trade, logistics and the consumption of goods – including food and other agricultural products.

The United Nations and its agencies have worked hard to protect the health and safety of people and the planet, encouraging governments to find ways to build back better. In particular, the Food and Agriculture Organization of the United Nations (FAO) has advocated for transformed agrifood systems that are more efficient, more inclusive, more resilient and more sustainable, to achieve the Four Betters: better production, better nutrition, a better environment and a better life for all, leaving no one behind.

This call for the transformation of our agrifood systems has echoed around the world. 

The United Nations Food Systems Summit in September 2021 was a key step on the path towards this transformation, encouraging all countries to innovate to ensure resilience to the climate crisis, natural disasters and conflicts.

Also in 2021, FAO Members agreed on the FAO Strategic Framework for 2022–31 that articulates the Organization’s vision for a sustainable and food-secure world for all in the context of the 2030 Agenda and the Sustainable Development Goals (SDGs).

This strategic document became even more important in early 2022, when global food security was impacted by yet another crisis.

Each passing day the war in Ukraine is negatively affecting global food security. Ukraine and the Russian Federation are key pillars of global markets. They are important suppliers of agricultural commodities (wheat, maize, barley and sunflower) and other staple inputs, including fertilizers. Combined, the Russian Federation and Ukraine account for around 30 percent of global wheat exports and 20 percent of maize exports.

Shortages will likely extend into next year. According to FAO estimates, at least 20 percent of Ukraine’s winter crops – wheat, most notably – may not be harvested, and farmers in Ukraine will likely miss the May planting season. This will further reduce the global food supply, with serious implications for the Europe and Central Asia region and beyond. Nearly 50 low-income, food-deficit countries in Africa and the Near East depend heavily on Ukrainian and Russian grain supplies.

Food prices were already on the rise due to concerns over crop conditions, export availabilities and price inflation in the energy, fertilizer and feed sectors. As the war in Ukraine sent shocks through markets for staple grains and vegetable oils, food prices soared even higher, reaching a historic peak in March.

Immediate – and, above all, joint – coordinated actions and policy responses are needed to mitigate the impacts of ongoing food security challenges, and FAO has a critical role to play in this regard.

It is crucial that food and fertilizers flow uninterrupted. Agricultural production and trade should continue to supply domestic and global markets, and supply chains should protect standing crops, livestock, food processing infrastructure and logistical systems.

FAO strongly advises that the Agricultural Market Information System (AMIS) be strengthened as an existing platform for food market transparency and coordinated policy action in times of market uncertainty.

Furthermore, countries in Europe and Central Asia – and throughout the world – should improve their efficiency and productivity in managing natural resources, to not only lower the costs of agricultural production, but to also empower innovation capacity. This is especially crucial when it comes to exported goods.

Better management of natural resources is a cornerstone of sustainable development. To this end, achieving the SDGs, as outlined in the Organization’s Strategies on Climate Change, and on Science & Innovation, is at the core of the FAO Strategic Framework 2022-31. To support the achievement of these goals and to respond to the interconnected challenges, FAO has launched the Regional Technical Platform on Green Agriculture, which provides a digital and user-friendly gateway for sharing information on mainstreaming the green agenda. An international conference to be held on 6 May in Baku, Azerbaijan, will focus on these topics.

Finally, we must increase the resilience of livelihoods. The most vulnerable depend on agriculture and natural resources for their livelihood, and they are usually the hardest hit by shocks and disasters.

By working together with governments, partners and communities – before, during and after disasters – FAO is in a unique position to support Members in building more resilient and food-secure futures by linking prevention, preparedness and rehabilitation for sustainable development, and helping farmers and rural economies become more agile, efficient and innovative. Without losing the focus on our strategic goals, FAO actively responds to emergencies to alleviate the effect of conflicts on human lives and livelihoods.

The world has never been more interconnected. Conflicts in one region echo in all corners of the globe, and their ramifications are grave for food security and all other development aspirations”.

Deputy FM of Japan emphasizes role of OSCE MG Co-Chairs in peaceful settlement of NK conflict

YEREVAN, MAY 3, ARMENPRESS. On May 3, Deputy Foreign Minister Mnatsakan Safaryan met the delegation led by the Parliamentary Vice-Minister for Foreign Affairs of Japan Honda Taro, ARMENPRESS was informed from the press service of MFA Armenia.

At the beginning of the meeting, the parties exchanged congratulatory messages on the occasion of the 30th anniversary of the establishment of diplomatic relations between the two countries, noting the importance of the anniversary for further development of the bilateral agenda.  

Mnatsakan Safaryan emphasized the importance of further development and strengthening of the Armenian-Japanese relations, the activation of economic cooperation valuing the official assistance programs implemented by the Government of Japan in Armenia.

The Armenian Deputy Foreign Minister presented the situation resulting from the blatant encroachments on the sovereign territory of the Republic of Armenia by Azerbaijan, as well as the recent developments on the Nagorno Karabakh conflict, reaffirming the urgency for a peaceful settlement of the Nagorno Karabakh issue under the OSCE Minsk Group Co-Chairs mandate. 

Taro Honda noted that the aim of his visit is the promotion of the Armenian-Japanese dialogue and expressed his satisfaction with the confirmation of Armenia’s participation in the “Osaka 2025” international Expo. He reiterated Japan’s position that the Nagorno-Karabakh conflict should be settled through peaceful negotiations, emphasizing the role of the OSCE Minsk Group Co-Chairs in the process of settlement. 

During the meeting, the Armenian-Japanese collaboration on multilateral platforms, as well as further cultural exchanges and cooperation in the sphere of tourism were touched upon.

YEREVAN, MAY 3, ARMENPRESS. Croatian President Zoran Milanović intends to use his veto power at the NATO summit in Madrid to block the entry of Finland and Sweden into the military-political alliance, ARMENPRESS reports, TASS reports referring to the statement of Milanović.

“I, as the representative of Croatia at the NATO summit, will veto (the invitation of Finland and Sweden to join the alliance), if it is at this level,” he said.

At the same time, the President expressed doubt that he will be able to influence the situation if the invitation to Helsinki and Stockholm is sent at a lower political level.

The NATO summit will be held on June 28-30 in Madrid.
