American Armenian youth hold protest rally outside Armenia embassy in Washington

A group of American Armenian youth held a protest rally, with the national flags of Armenia and Artsakh (Nagorno-Karabakh), during a dinner at the embassy of Armenia in Washington, D.C.,—and in honor of visiting Armenian foreign minister Ararat Mirzoyan.

Also, these youth held banners that read, “No to Armenian-Turkish and Armenian-Azeri protocols.” They demanded to stand up for Artsakh, and to stop the Armenian-Turkish negotiations.

Upon learning about FM Mirzoyan’s visit Tuesday, these American Armenian youth had brought thorny, black roses and a Turkish flag to outside the Armenian embassy.

Armenian foreign minister Ararat Mirzoyan is on a working visit to Washington, D.C., since Monday.


Hardly anyone in Armenia would dare cede Artsakh to Azerbaijan – Davit Sanasaryan

ArmInfo. It is not at all clear what policy underlies the opposition forces’ promises to save Artsakh from Azerbaijan and Armenia from Turkification, Davit Sanasaryan, Chairman  of the Sovereign Armenia Party, said in an interview with ArmInfo.

“I can only assume that a policy toward joining the Allied State or,  to an extent, integrating with Russia, is being implemented. In any  case, Russia is playing its role in all these games  – and not at all  for mere participation. In any case, democratic processes are taking  place in Armenia, and elections are not accompanied with frauds  similar to those not long ago. And profound democratic changes in  Armenia cannot, understandably, be in Moscow’s interests,” Mr  Sanasaryan said. 

In this context, he does rule out that one of the aims of the  protests by the parliamentary opposition is to force Armenia’s  Premier Nikol Pashinyan into remaining subordinate to Moscow, with a  “contingency plan” of changing power in Armenia if necessary. 

As to the reasons for the opposition forces’ intensified activities,  Mr Sanasaryan singled out the premier’s recent “inaccurate”  statements, which enabled the opposition forces to play on people’s  emotions and beliefs, claiming an imminent surrender of Artsakh.  

“You know, the caliber of Nikol Pashinyan – or of any other person in  Armenia – does not allow them to cede Artsakh to Azerbaijan. Once  they attempt to do so, they will face such public discontent that  they will ‘regret the mistake.’ And everyone will see a real  revolution, not what is going on now. And however hard these people  try to emulate our street protests, they will fail for the simple  reason that it was the people, not parties, that took to the streets  in 2018 – the people humiliated and robbed by the leaders of the  present-day opposition. The people were defending their interests not  those of clans,” Mr Sanasaryan said.  

He stressed that the righteous popular discontent with Armenia’s  premier and demand for his resignation after the defeat in the 44-day  war met with the actions by supporters of Robert Kocharyan and Serzh  Sargsyan. In particular, most of the discontented prefers staying at  home after seeing the “former ones'” activities. And most of the  voters supported Pashinyan in the early parliamentary elections only  to prevent the return of Robert Kocharyan and Serzh Sargsyan.

“And now Pashinyan is making unacceptable statements on both Artsakh  and Armenia, but people are not taking to the streets as they are  perfectly aware that the cries about Artsakh, Turks and enemies are  nothing but a struggle for power. And, in some cases, the reason for  this struggle is those people’s desire to not find themselves behind  the bars,” Mr Sanasaryan said.

Armenia ruling force MP: Opposition will not achieve its goal

The opposition will not achieve its goal. Vladimir Vardanyan, a member of the ruling majority “Civil Contract” Faction in the National Assembly (NA) of Armenia,  stated this at Wednesday’s session of the NA—and referring to the current protest actions that were launched by the opposition.

According to him, one of the functions of the NA deputy speaker is to ensure the normal and stable activity of the parliament.

“We have a situation when that normal activity is not only not ensured, but everything is being done to disrupt it; this is done with various statements. It feels like those people have nothing to do with the parliament,” said Vardanyan, referring to the opposition’s Resistance Movement coordinator Ishkhan Saghatelyan, who is the NA deputy speaker from the opposition “Armenia” Faction and a representative of the Supreme Body of the opposition Armenian Revolutionary Federation (ARF) Dashnaktsutyun Party of Armenia.

US congressmen pressed Secretary of State to enforce Section 907 restrictions on U.S. military aid to Azerbaijan

ArmInfo.Senate Foreign Relations Committee Chair Bob Menendez and House Foreign Affairs Committee members Brad Sherman (D-CA) and Jim Costa (D-CA) pressed Secretary of State Antony Blinken last week to enforce Section 907 restrictions on  U.S. military aid to Azerbaijan and expand U.S. aid to Artsakh,  reported the Armenian National Committee of America (ANCA).  

The exchanges with the Secretary of State took place during Senate  and House committee hearings reviewing the Biden Administration’s  Fiscal Year 2023 foreign aid priorities.  “Azerbaijan’s oil-rich,  anti-Armenian Aliyev regime does not need and surely doesn’t deserve  a single penny of U.S. taxpayer money,” said ANCA Executive Director  Aram Hamparian. “We are grateful for the grilling of Secretary  Blinken by Senator Menendez and Representative Sherman and Costa and  echo their calls for an end to all U.S. arms and aid to Azerbaijan.” 

During the Senate Foreign Relations Committee hearing, Chairman  Menendez referenced the Government Accountability Office report that  found that the State Department failed to properly report on the  impact of the waiver of Section 907 restrictions on the military  balance between Armenia and Artsakh.  “I look at this budget now and  I see a $1.4 million discrepancy between the support for Armenia and  Azerbaijan. I see what the Azerbaijanis are doing in  Nagorno-Karabakh, including trying to eradicate the presence of  Armenians who have lived there. How is it that we’re going to provide  more money – which in my mind is in violation, but forgetting about  the waiver, is in direct violation of section907? That’s not  something I’m going to support, just to have you know.” 

Blinken responded, saying, “907 is, as you know, an annual decision.   We have an interagency review going on and that review is underway,  but I take what you say seriously and I’ll take a look at that.”  He  continued to note that he has been “very actively and directly  engaged with leadership in both Armenia and Azerbaijan, including  just as recently as a week ago phone calls with Prime Minister  Pashinyan and with President Aliyev as well as their foreign  ministers trying to help advance the prospects for a long term  political settlement with regard to Nagorno-Karabakh. We have been  developing and promoting various confidence-building measures.”  

In a surprising departure from the standard U.S. policy of false  parity on Azerbaijani aggression, Secretary Blinken noted, “we’ve  been trying to push back on any unilateral actions, particularly by  Azerbaijan that would only inflame the situation.” 

During the House Foreign Affairs Committee hearing, Rep. Brad Sherman  asked:  “Should the Administration not waive Section 907, at least  until the POWs are released and those of Armenian ethnicity are able  to go back to their homes from which they’ve been cleansed?”  Secretary Blinken responded that the Biden Administration is “working  very assiduously” to secure the release of POWs from Azerbaijan.   “Second, 907 is, as it is annually, under review. And as soon as we  have the results of that review, obviously we’ll make those known to  you.”  Rep. Sherman again urged Secretary Blinken not to waive  Section 907.   Rep. Costa pressed Secretary Blinken on U.S. aid levels to Artsakh.   “The situation with Armenia and Azerbaijan has been very frustrating.   And I don’t believe Azerbaijan has lived up to their agreements, and  certainly we’ve learned a lot of things in the last few months, but  Russia clearly is not good at keeping their word with the war  criminal who is heading the country today.  What can we expect for  additional support for Armenia and trying to hold Azerbaijan to the  commitments they made in the truce settlement?” Secretary Blinken,   reiterated his outreach to President Aliyev and Prime Minister  Pashinyan, “trying first of all to make sure that no one takes any  steps that would potentially revert to conflict, but also to try to  advance and support a long term political settlement.”  When he  referenced the $2 million allocation for Artsakh demining, Rep.   Costa promptly replied, “we need to do more.”

Similar to his budget request for FY2022, the President’s FY2023  budget includes $23,405,000 in foreign aid and $600,000 in military  assistance to Armenia. A separate line item in the budget calls for  $6,050,000 in International Narcotics and Law Enforcement spending in  Armenia. Following broad-based Congressional outreach by the ANCA and  the Armenian American community last year, the final FY2022 aid  package for Armenia was increased to $45 million and included an  additional $2 million in U.S.  demining assistance for those affected  by the 2020 Azerbaijan and Turkey-led attacks on Armenia and Artsakh.   The ANCA has already issued calls on the White House and Congress for  $50 million in US aid to Artsakh, to help resettle the over 100,000  indigenous Artsakh Armenians ethnically cleansed by Azerbaijan in  2020. To join the nationwide call to action, visit anca.org/aid.   Last week, a bipartisan group of 64 U.S. Representatives called on  leaders of the House Appropriations Committee to stop military aid to  Azerbaijan and allocate $150 million for Artsakh and Armenia to  address the ongoing humanitarian and security crises caused by the  Erdogan and Aliyev regimes. “The overdue process of holding  Azerbaijan accountable must begin with Congress encouraging the  Administration to fully enforce Section 907, restricting the State  Department’s authority to waive this law, and enacting statutory  prohibitions on any new U.S. military or security aid to Azerbaijan,”  stated the lawmakers in the letter initiated by the Congressional  Armenian Caucus and supported by the ANCA.  

ANCA Government Affairs Director Tereza Yerimyan echoed these  concerns in ANCA testimony submitted to the key appropriations panel.   “Azerbaijan has destroyed countless homes, churches, and hospitals.   It has targeted civilians, used prohibited cluster munitions and  white phosphorus, illegally detained and abused Armenian prisoners of  war, and continues to desecrate Armenian Christian holy sites and  cemeteries.  Shockingly, Azerbaijan has yet to be held to account,”  stated Yerimyan.  

“Neither the Trump nor Biden administrations have investigated  Turkey’s role in Azerbaijan’s aggression, including Ankara’s  recruitment of jihadist mercenaries from Syria and Libya to fight  against Armenians.  Nor has either administration investigated  reports of Turkish F-16s having been used in Azerbaijan’s attacks.   Closer to home, we have yet to see either the Pentagon or Department  of State look into potential violations of U.S. arms export laws  related to the discovery of U.S.  parts and technology in Turkish  Bayraktar drones deployed by Azerbaijan against Artsakh,” continued  Yerimyan.  

Aliyev insists so-called Zangezur corridor ‘is already a reality’

Azerbaijani President Ilham Aliyev insists that the so-called Zangezur corridor “is already a reality,” local media reported.

According to him, the construction of the Azerbaijani part of the railroad within the Zangezur corridor will be completed in 2023.

“The Zangezur corridor is already a reality. As for the railroad, our station in this direction, which is the last railway infrastructure at the moment, is Horadiz. The construction of the railroad from Horadiz to Agbend (border with Armenia) is already underway, and I am sure that it will be fully operational next year.”

Aliyev noted that the railroad “through the Zangilan region (Kovsakan) within the Zangezur corridor in the future will not only connect the main part of Azerbaijan with the Nakhchivan Autonomous Republic, but also become a new road for international cargo transportation”.

He also said that the “Zangilan International Airport” will operate this year.

NSS and Police issue similar statements about possible attempt to seize Parliament

ArmInfo. The National Security Servicel of Armenia and the Police issued similar statements about a possible attempt to seize the parliament building.

The statement of the National Security Service of the Republic of  Armenia reads, in particular: “The National Security Service of the  Republic of Armenia received reliable operational data that the  organizers of the rally in Yerevan intend to provoke illegal actions  through provocations during the regular session of the National  Assembly of the Republic of Armenia held today, and to induce the  participants in the rally to seize the NA building, to force to take  any action, thus destabilizing the internal security of the country,  disturbing public order and security.  The National Security Service  strictly warns the organizers of the rally and participants to  refrain from committing illegal actions, otherwise the organizers  will bear full responsibility for what happened.

The Service calls on all law-abiding citizens not to succumb to  provocations, to refrain from illegal steps, otherwise they will  equally share the entire burden of criminal responsibility”, the  statement says.

In fact, the RA Police also made a statement with the same text.  It  should be noted that the Armenian opposition is holding indefinite  protests demanding the resignation of current Prime Minister of the  Republic of Armenia Nikol Pashinyan and his team.  And since May 1, a  tent city of opposition forces has been set up on France Square.  Activists of the Resistance Movement have been spending the third  night on France Square, and since morning they have been blocking the  roads of the capital. On May 3, regional roads were also blocked. 

Youth World Cup: Gor Sahakyan becomes bronze medalist

World Youth Weightlifting Championships in Greece are continuing.

Armenian representative Gor Sahakyan has won bronze medal in 67kg weight category. The Armenian athlete lifted 302 kg (137+165) in biathlon.

Earlier Garnik Cholakyan won the gold medal in the weight category up to 55 kg.

Armenian Human Rights Defender met with members of France-Armenia Friendship Group in French Senate

ArmInfo.Today, Human Rights Defender of Armenia Kristine Grigoryan met with the members of the France- Armenia Friendship Group in the French Senate, led by Gilbert-Luc Devinaz, who are on a visit in Armenia.

According to the press service of the office of the Human Rights  Defender of Armenia, Grigoryan thanked the French senators for the  consistent implementation of a resolute pro-Armenian policy. She  presented to the guests the priorities of the work of the Human  Rights Defender’s Office, measures taken in the field of combating  domestic violence, empowering women, ensuring equality between women  and men and combating discrimination.

Grigoryan touched upon the urgent problem of the return of Armenian  prisoners of war and civilians held captive in Azerbaijan, presented  to the guests the facts of the ongoing anti-Armenian policy of the  leadership of this country. She also touched upon the issues of  ensuring security and humanitarian problems of the residents of  Artsakh and the border regions of Armenia and the steps taken by the  Human Rights Defender’s Office to resolve them.

All these problems aroused keen interest among the French senators,  including the legal aspects of the return of prisoners of war and  civilians to Armenia from Azerbaijani captivity. Members of the  delegation expressed their indignation at the policy of Azerbaijan in  this matter, as well as in the issue of the ongoing anti-Armenian  hateful policy of the Azerbaijani authorities. 

Tens of thousands rally to demand Armenian PM’s resignation

YEREVAN, Armenia (AP) — Tens of thousands of protesters blocked streets and gathered around government buildings in Armenia’s capital on Wednesday to demand the prime minister’s resignation over his calls for a formal peace agreement with neighboring Azerbaijan.

The demonstrators used cement mixers and trucks to close off roads and bridges leading to the center of Yerevan. They marched, chanting “Armenia without Nikol,” referring to Prime Minister Nikol Pashinyan. Clashes broke out with police and several arrests were reported.

Anti-government demonstrations have taken place almost daily since April 17. The prime minister became a renewed target of rancor after he spoke in parliament about the need to sign a peace deal with Azerbaijan.

The two countries have clashed for decades over the separatist region of Nagorno-Karabakh, which is part of Azerbaijan but has been under Armenian control since early 1990s. During a six-week war in 2020, Azerbaijan reclaimed control over some of the region before signing a Russia-brokered truce with Armenia.

“We can speak with the authorities about only one thing – their immediate departure,” said opposition politician Ishkhan Saghatelyan, vice president of the country’s parliament. He called on all Armenians to join the civil disobedience and for protests to continue daily.

Police arrested some of the protesters, and security officials warned them against trying to storm the parliament building, but they massed outside, as well as near the Interior Ministry and elsewhere in the capital. Inside parliament, opposition politicians demanded Pashinyan’s resignation in his presence. He said he would address the grievances but opponents walked out before he could do so.

Armenia Central Bank chief comments on decline of dollar exchange rate

YEREVAN, MAY 3, ARMENPRESS. In terms of supply, there is a progressive growth of foreign currency means in Armenia conditioned by the presence of foreign visitors, which led to some strengthening of the dram, President of the Central Bank Martin Galstyan said during a press conference, commenting on the recent developments in the dollar-dram exchange rate market, particularly the decline of the dollar exchange rate.

He said it’s important to understand the reasons of the behavior of the exchange rate. “We see a situation when we have international visitors in Armenia. There is such a situation in Armenia that the external demand has increased. There is a certain increase in demand for our services, which supposes that our services have become exportable. When these persons spend some money in our resorts or restaurants, this is supposed to be a growth in export, from the perspective of the balance of payments of Armenia. This situation led to the point that we have a progressive growth of foreign currency means in terms of supply to demand, which resulted in some strengthening of the dram”, the CBA President said.

In order to understand how fundamental this phenomenon is, the CBA chief said it’s important to know how long these people are planning to stay in Armenia, how they will behave. As the exchange rate is free-floating in Armenia, Galstyan refused to make assessments when it will be restored or what level it will reach.

As of May 2, the US dollar exchange rate declined 3.61 drams in Armenia, amounting to 449.65 drams.
