Azerbaijan has announced that Eduard Martirosov, a soldier who crossed the Armenian-Azerbaijani border and was captured on April 23 under unknown circumstances, will be returned to Armenia this week, ARMENPRESS reports Azerbaijani media reported that Coordinator of the Information Center for Azerbaijani Captives and Hostages Ahmad Shahidov said.

The Ministry of Defense of Armenia reported on April 24 that on April 23, on the way from the military unit to a military position, contact was lost with the conscript of the N military unit, private Eduard Martirosov. Search and rescue operations were launched immediately. As a result of the work carried out with the representatives of the Azerbaijani Armed Forces through the mediation of the Russian side, it turned out that Martirosov had crossed the Armenian-Azerbaijani border under unknown circumstances.

Real economic growth in Armenia in the first quarter was 8.6%, despite the geopolitical situation and crises, ARMENPRESS reports Prime Minister of Armenia Nikol Pashinyan said at the National Assembly during the parliament-Cabinet Q&A session, answering the question of MP from Civil Contract Party Gevorg Papoyan.  

Papoyan reminded that in January-April the economic activity index increased by 9.4%, which he considered quite satisfactory, especially against the background of worse forecasts due to the situation in Ukraine. He inquired what actions the government is going to take to maintain that pace.

According to the Prime Minister, the index of economic activity is transformed into economic growth by certain formulas. But at this stage, the economic growth of the first quarter is summed up. “And we have 8.6 percent real economic growth. This shows the economic resilience of Armenia. In April, we set an absolute record for the highest number of registered paid jobs in the history of the Third Republic. According to the results of April, the number of paid jobs registered in Armenia is by over 120 thousand more than in 2018. According to the data of the first 4 months, this year trade turnover was by 570 billion AMD more than last year,” Pashinyan said.

According to him, this means that despite the crises, the geopolitical situation, 7% economic growth must be ensured this year, which requires a lot of effort. The Prime Minister expressed hope that the peace agenda of the Armenian government will improve the economic mood, and that it will be possible to achieve that goal.

Referring to the question, what are the reasons that despite the pessimism, the economy shows such resistance, the Prime Minister said, “It’s because there is no corrupt system to take that money away from the economy, put it in some shelves, put it in offshore accounts. This is a very important fact. Business today knows that it has no relationship with anyone else, its relationship is with itself, with the competitive field, it is with its tax obligations and law. And this is first of all connected with this, and also with the economic policy pursued by the government.”

Prime Minister of Armenia Nikol Pashinyan attaches great importance to Artsakh’s position on the issue of whether the agenda of normalization of relations between Armenia and Azerbaijan should be separated from the agenda of settlement of the Nagorno-Karabakh conflict, or whether the normalization of relations should also resolve the Nagorno-Karabakh conflict. Discussions are underway in Armenia to form a position on this issue, and at the moment negotiations are underway only on the format and parameters of starting negotiations, ARMENPRESS reports Pashinyan said at the parliament-Cabinet Q&A session.

Sargis Khandanyan, a member of the Civil Contract faction, reminded that the statement issued by the President of the European Council after the trilateral meeting in Brussels did not mention Azerbaijan’s proposals for peace talks and Armenia’s proposals in response. And the President of Azerbaijan stated that the 5 principles proposed by Azerbaijan will play a key role in the preparation of the peace treaty.

“Some formulations that have given rise to speculation are, in fact, that the principles proposed by Armenia and Azerbaijan should become the common pillars of the peace treaty. It may be formulated not correctly, not successfully, but in reality it is about that,” Pashinyan assured.

There is a very important conceptual debate in the international community, Pashinyan noted that that debate has reached the Republic of Armenia. “There is a question whether the issue of normalization of relations should also resolve the Nagorno-Karabakh conflict, or whether the Nagorno-Karabakh conflict should be separated from the issue of normalization of relations and viewed as a separate issue. This question arose from our response. Azerbaijan says “no territorial claims to each other”, we say that it is acceptable, because for us the Karabakh issue has never been a matter of territory, it is a matter of right. And the statement of the President of the European Council refers to the right probably for emphasizing that context,” Pashinyan said.

Pashinyan noted that the representatives of the opposition are also developing that agenda, saying that the agenda of normalization of relations should be separated from the agenda of the settlement of the Nagorno-Karabakh conflict. The Prime Minister considered this a legitimate point of view. He highlighted the discussions during this period, emphasizing that a number of opposition partners refuse from those discussions. “But we have those discussions with other political circles, moreover, we also discuss with the Artsakh authorities which tactical approach is better,” Pashinyan said, adding that he has his own position, but that position will be specified after discussions with a wider audience.

He stressed that Artsakh’s position on this issue will be very important.

“In fact, now the negotiations are about the format and parameters of starting negotiations. What we are discussing is about that,” said the Prime Minister.

The Prime Minister cannot say when the talks will start. The foreign ministries of the two countries work together.

YEREVAN, MAY 25, ARMENPRESS. There are several directions on the Armenia-Azerbaijan negotiation table where some progress has already been registered, there are directions where the positions can or have the opportunity to coincide, ARMENPRESS reports Foreign Minister of Armenia Ararat Mirzoyan said during the parliament-Cabinet Q&A session, answering the question of MP Lilit Kirakosyan from Civil Contract Party about the perceptions of the Armenian side on peace and which perceptions of Armenia and Azerbaijan coincide and which do not.

“Your question, in fact, is about all the possible nuances of the whole negotiation process. Of course, I will find it difficult to answer all the sub-questions now, but the Prime Minister has already spoken extensively about those topics. I can only add that what is on the Armenia-Azerbaijan negotiating table is quite transparent, public, there are several directions in which we already have some progress, there are directions where we are still trying to understand the possible points where the positions can or have a chance to match.

For example, there is already some progress on demarcation, delimitation and security issues. You are aware that yesterday the Deputy Prime Ministers and the commissions headed by them met on the Armenia-Azerbaijan border and at the first meeting they discussed the working and methodological issues. There is an agreement to organize the next meeting in Moscow. Of course, there are certain ideas.

Another direction is the opening of transport and economic infrastructure, there are also certain coincidences and ideas here.

I have spoken about this many times, I can reaffirm that all the roads to be reopened must be under the sovereignty of the countries and the laws of the countries through which they pass. There are other coincidences, I am optimistic in this respect,” Mirzoyan emphasized.

The Foreign Minister reaffirmed that the “Zangezur Corridor” with the logic that was being circulated a year and a half ago, by which the Azerbaijani side was trying to present, is unacceptable for Armenia, and it seems there is a general perception that it will not happen.

Complying with the letter addressed to the President of the Republic by the political parties submitted to the Artsakh Republic Parliament on May 24, President of the Artsakh Republic Arayik Harutyunyan convened an enlarged sitting of the Security Council on May 25, ARMENPRESS was informed from the press service of the Artsakh President’s Office.

Ad initium, the Head of the State underscored that the wording about ensuring the “rights and security of the ethnic Armenian population of Karabakh” in the statement of President of the European Council Charles Michel is highly unacceptable for the people and authorities of Artsakh, noting that it does not reflect the demands and aspirations of the Artsakh Armenians, based on the right of peoples to self-determination, which have been clearly formulated for the international community over the past thirty years.

According to President Harutyunyan, he had a chance to meet with Armenian Premier Nikol Pashinyan and discuss the Pashinyan-Aliyev meeting held in Brussels on May 22, and in this context he would like to affirm once again, that the exclusive right of determining the fate and status of Artsakh belongs to the people and authorities of Artsakh. In the words of the President, Prime Minister Pashinyan stressed that no one can, nor is going to sign any document behind the back of the people of Armenia and Artsakh. If there is a concrete proposal for concrete solutions, it will be discussed with the Artsakh authorities, and the public will be informed properly.

President Harutyunyan stressed that the Artsakh Republic unwaveringly pursues the path of international recognition of independence through the full and unconditional realization of its people’s right to self-determination, and the proper provision of the rights and security of the people of Artsakh is only possible outside Azerbaijan.

During the event, Lieutenant Governor Kounalakis had an honest discussion about issues concerning the Armenian community in California, including the integration challenges faced by Armenian immigrants, the challenges facing Armenian youth in California, the rising levels of cost-of-living, poverty and homelessness, as well as the security threats posed by Turkey and Azerbaijan against the Republics of Armenia and Artsakh.

“It has been an honor to represent California’s vibrant Armenian community during my tenure as Lieutenant Governor,” said Kounalakis during the event. “The contributions Armenian-Americans have made to our state over generations is a testament to their hard work and their dedication to the pursuit of the American Dream.”

Kounalakis, who previously served as the United States Ambassador to Hungary from 2010 to 2013, was the first Greek-American woman ever to serve as a U.S. ambassador, and is the author of “Madam Ambassador: Three Years of Diplomacy, Dinner Parties, and Democracy in Budapest.” 
 
During the fundraising event, Lieutenant Governor Kounalakis recalled the events of August 2012, when Hungary’s Prime Minister Viktor Orbán suddenly repatriated Ramil Safarov, an Azeri serving a life term in Hungary for hacking an Armenian soldier (Lt. Gurgen Margaryan) to death during a NATO-sponsored training program. She reiterated that PM Orban’s decision to repatriate the axe murderer to Azerbaijan ended Hungary’s two-decade status as a reliable strategic partner of the United States.
 
The fundraising event in support of Lieutenant Governor Eleni Kounalakis was hosted at the prestigious City Club of Los Angeles by longtime ANCA-WR supporter Michael Mahdesian. Mahdesian is currently Chairman of the Board of Servicon Systems, Inc., a business based in Los Angeles. He has previously served as the Deputy Assistant Administrator for USAID’s Bureau of Humanitarian Response between 1993 and 2000 and was the former Executive Director of the United Armenian Fund’s airlift to the 1988 earthquake victims in Armenia. 
 
“We thank Mr. Mahdesian for his forty-years of support to ANCA-WR’s efforts to deliver justice for the Armenian Genocide and security to the people of Armenia and Artsakh,” said Levon Kirakosian, Esq., ANCA-WR Board Advisor.
 
The ANCA-WR endorsed Lieutenant Governor Kounalakis on April 19, 2022. The primary elections are set to take place on June 7, while the General Elections are scheduled for November 8.

ANCA Colorado Endorses Colorado Governor Jared Polis for Reelection

DENVER—The Colorado chapter of the Armenian National Committee of America endorsed Colorado Governor Jared Polis’ reelection bid in the upcoming June 28 Colorado Primary. 

“Gov. Polis has stood with the Armenian community locally and globally in recognizing the Armenian Genocide and has spoken out against Armenophobia and the genocidal onslaught against Artsakh (Nagorno-Karabakh),” said ANCA Colorado board member Kim Christianian. “We are thrilled and honored to endorse Gov. Polis’ reelection bid.” 

On April 24, Governor Polis commemorated the Armenian Genocide in a video address, highlighting the ongoing threats to Armenian existence. “I stand today with the Armenian community in Colorado and across the world as they commemorate the 107th anniversary of the Armenian Genocide,” said the Governor.

“Colorado has always stood with the Armenian people — whether through humanitarian fundraising during and after WWI, the permanent installation of the State Capitol Khachkar in memory of the victims of all crimes against humanity, and raising our voice against Armenophobic hate crimes globally,” added Gov. Polis. “I know that as Armenians remember the Genocide this week, they are concerned about attempts at repeating the Armenian Genocide in the disputed region of Nagorno-Karabakh. Never again should mean never again — anywhere and everywhere in the world.” 

As part of the governor’s ongoing engagement with the Armenian community in Colorado, on April 7, during the restoration of the Colorado State Capitol Armenian Memorial Khachkar, Gov. Polis met with restoration craftsman Gaspar Gharibyan, accompanied by ANCA Colorado board member Simon Maghakyan, Armenians of Colorado (AOC) Board President Byuzand Yeremyan, and AOC Board member Narek Sargsyan. 

On April 1, Gov. Polis proclaimed the month of April as Genocide Awareness Month, noting that “the State of Colorado has commemorated all genocides and crimes against humanity with a permanent Khachkar memorial on the Colorado State Capitol grounds,” and how “it is important to remember and commemorate the 20th-century genocides perpetrated against Armenians, Jews, Cambodians, Bosnians, and Rwandans, among others.” 

In previous years, Gov. Polis similarly issued statements in commemoration of the Armenian Genocide and in solidarity of the Armenian community. ANCA Colorado is a chapter of the Armenian National Committee of America-Western Region, which is the largest and most influential Armenian American grassroots organization in the Western United States. Artsakh Parliament Baffled by European Leader’s ‘Distortion’ of Karabakh Settlement Process

The four factions in Artsakh’s parliament issued a statement voicing their collective chagrin with President of the European Council Charles Michel, whom they claim is distorting the “essence of the Karabakh conflict settlement” and the processes that have taken place during the past 30 years that ensured, among other things, Artsakh’s right to self-determination.

Michel issued a statement Monday summing up the results of a meeting he hosted with Prime Minister Nikol Pashinyan and President Ilham Aliyev of Azerbaijan, who agreed to fast track discussion on the demarcation and elimination of the borders between the two countries, as well as the so-called “peace talks” that recently have dominated the discourse around the Karabakh conflict settlement issue.

“The unified position of the people and authorities of Artsakh was presented in a statement by the [Artsakh] National Assembly dated April 14 of this year, thereby confirming that the agenda of discussions and negotiations held through international institutions were acceptable to us only if they they correspond to the provisions laid out waiting the said statement,” explains the Artsakh parliamentary blocs.

“Charles Michel’s statement on the results of the recent trilateral meeting in Brussels is baffling since it distorts the essence of the settlement of the Karabakh conflict and its legacy accumulated over 30 years through the negotiation processes,” the statement emphasized.

“For the first time in the negotiation discourse, an attempt is being made to abandon the political and geographical concept of ‘Nagorno-Karabakh’ and the phrase ‘ethnic Armenian population of Karabakh’ has been introduced. All this is completely in line with the positions articulate by the leadership of Azerbaijan prior to the Brussels meeting and recently in general, and demonstrates a retreat by the current authorities of Armenia on its foreign policy front,” the statement pointed out.

“The active role of the European Council in the issue of opening the ‘era of peace’ between Armenia and Azerbaijan at an accelerated pace could be understood if the response to the aggression provoked by Azerbaijan against the people of the Republic of Artsakh in September 2020 were vocalized with the same consistency. The emphasis on security and protection of rights during the 44-day war would have been acceptable to some extent for the people of Artsakh, who were defending their sovereignty,” emphasized the Artsakh lawmakers.

In the current circumstances, the authorities of Armenia are obliged to act solely from the standpoint of promoting and protecting the rights of the Artsakh people to self-determination in international instances, based on the decision of the Supreme Council of the Republic of Armenia on July 8, 1992, according to which ‘any domestic or international document is unacceptable for Armenia, in which Nagorno-Karabakh is celebrated as part of Azerbaijan,’” the lawmakers explained.

“For the authorities governing both in Artsakh and Armenia, the priority should be declarations on the proclamation of two Armenian republics, the values enshrined in the decision of September 2, 1991, and the independence referendum of December 10, 1991. Not a single official, not a single political force is authorized to independently decide the future of our Homeland, for the formation of which thousands of our sons gave their lives,” added the statement.

“We are faced with the imperative of making historic decisions, and no one can evade that responsibility for future generations,” the Artsakh lawmakers concluded.

Yerimyan: ‘Artsakh’s Security and Sovereignty are ANCA’s Top Advocacy Priorities

STEPANAKERT / WASHINGTON—The Republic of Artsakh’s security, socio-economic growth, and youth empowerment were at the center of the Armenian National Committee of America’s recent working visit to Artsakh, during which three professional staff consulted closely with government officials, humanitarian groups, and civil society leaders regarding the ANCA’s array of pro-Artsakh advocacy initiatives.  

ANCA Government Affairs Director Tereza Yerimyan, IT Director Nerses Semerjian, and Programs Director Alex Manoukian were joined by the ANC International’s Gevorg Ghukasyan in a week-long fact-finding mission to Artsakh.  While there, they worked closely with the ANC of Artsakh, which was launched in September 2021, to focus on protecting the rights of Artsakh’s citizens, securing international recognition of the Artsakh Republic, and restoring Artsakh’s territorial integrity. The visit took place as the ANCA ramps up advocacy for pro-Artsakh priorities in the Fiscal Year 2023 Foreign Aid Bill and FY2023 National Defense Authorization Act.

“Artsakh’s security and sovereignty are the ANCA’s top advocacy priorities,” explained Yerimyan. “We appreciated the opportunity to speak with government officials, as well as civic and community organizations to understand Artsakh’s challenges firsthand in order to better advocate for policies that will ensure the safety of the people of Artsakh and ensure their right to determine their own destiny on their ancestral lands,” added Yerimyan.  “We look forward to sharing insights about the long-term effects of the 2020 war and ongoing Azerbaijani aggression with U.S. officials, as we continue to work to end U.S. military aid to Azerbaijan and expand U.S. aid to Artsakh.”

The ANCA team discussed Artsakh’s geopolitical challenges with Foreign Minister David Babayan and shared the ANCA’s current federal level efforts calling on President Biden to maintain FREEDOM Support Act Section 907 restrictions on U.S. aid to Azerbaijan and Congressional efforts to block any additional military assistance to the dictatorial Aliyev regime.  Yerimyan also outlined the ANCA’s work with the Biden Administration and members of Congress to secure sanctions against Azerbaijan and Turkey for war crimes committed during their 2020 attack on Artsakh and Armenia. The ANCA’s work with groups like the Armenian Legal Center for Human Rights and Justice to impose international political and legal pressure on the Aliyev Administration to release over 200 Armenian prisoners of war was also discussed, among a broad range of pressing topics.

During meetings with Artsakh Republic Minister of Social Development and Migration Armine Petrosyan, the ANCA team learned new details about the plight of the 100,000 Armenian refugees forced from their ancestral homes during the 2020 war, and efforts to assist their return to Artsakh. They discussed the important role expanded U.S. assistance to Artsakh would play in the everyday lives of Artsakh Armenians and ongoing Armenian American community efforts to secure $50 million as part of the FY2023 Foreign Aid Bill. The ANCA team also met with Artsakh representatives of the Armenian Relief Society (ARS) and Hamazkayin Armenian Educational and Cultural Association to learn about their programs on the ground to help families affected by the war.  Among programs discussed were the ARS “Stand with an Artsakh Family” relief project and Hamazkayin’s “Children of Artsakh” initiative.  During an uplifting visit to the ARS Soseh Kindergarten, the ANCA team was treated to special dance and poetry presentations by the children.

Artsakh Human Rights Defender Gegham Stepanyan discussed the effects of Azerbaijan’s ongoing attacks on border villages and the water and gas challenges facing the Artsakh population.  During the March 2022, Azerbaijani disruption of the gas pipeline, Stepanyan brought international attention to the crisis through daily reports, which the ANCA shared with elected officials.  He continues to monitor and investigate the latest incidents and offered detailed reports on Azerbaijan’s targeting of civilian populations. Stepanyan continues to work closely with families whose relatives remain prisoners of war in Azerbaijan and advocates for their immediate release.  The ANCA team spoke with several former prisoners who had returned from Azerbaijani captivity and heard their harrowing stories of survival.

“Meeting with returned refugees from the 2020 Artsakh war and speaking with families who lived through the Azerbaijani bombing of Stepanakert was a powerful reminder of the incredible resilience of Artsakh Armenians and the very real impact of worldwide ANC – Hai Tahd – advocacy in support of Artsakh self-determination and freedom,” said Nerses Semerjian.  “We look forward to sharing Artsakh’s story of survival with elected officials and community members alike – as we work to expand the ANCA’s network of chapters and advocates across the U.S.”

During meetings with Vardan Tadevosyan, the founder and director of the Lady Cox Rehabilitation Center, the ANCA team learned more about the life-changing assistance the center provides for soldiers and civilians injured during the 2020 Artsakh war, while working with children and adults with physical and mental disabilities. 

The Center, first established in 1998 through a partnership of local health officials and then-Speaker of the United Kingdom’s House of Lords, Baroness Caroline Cox (a trained nurse), is respected internationally for its leadership in rehabilitation. Following the 2020 Artsakh war, the Center has assisted 1800 patients per year at their facility and served another 300 homebound patients in surrounding regions.  The ANCA has long called for U.S. humanitarian assistance for the Center to increase outpatient services and expand its reach into isolated, rural, and impoverished areas.

The ANCA team also met with representatives of The HALO Trust, whose demining efforts have saved countless lives in Artsakh for over two decades, in part through ANCA-supported U.S. assistance. The HALO Trust hit a demining milestone last week, announcing that they had just finished clearing the Artsakh capital, Stepanakert, of all known unexploded ordnance – a major feat since over 20% of Stepanakert had been contaminated during the 2020 Artsakh war.  The ANCA continues to support U.S. demining assistance to the HALO Trust to clear Martuni and Martakert, the second and third-most densely populated cities in Artsakh, particularly given the increasing flow of returning civilians to the area. Program Officer Alexey Adikov discussed the ongoing dangers unexploded ordnance pose to Artsakh civilians, escorting the ANCA team to a field near Stepanakert, where demining experts disposed of an unexploded U.S.-made M77 mine from the 2020 war.

During the ANCA working visit, the team also explored ways to encourage broader Artsakh youth civic participation, offering best practices developed through the ANCA’s broad range of student empowerment and career services programs.  ANCA Programs Director Alex Manoukian is working closely with the ANC of Artsakh to explore remote and in-person intern exchanges between Artsakh and the U.S., with a focus on university students interested in policy, politics, and media.  Manoukian, who also serves on the Armenian Youth Federation Eastern Region Central Executive, teamed up with AYF-ER Central Junior Council member Shirag Ohannesian in visiting with AYF chapters throughout Artsakh to expand cooperation through the AYF “Together for Artsakh” program.

“This is my second visit to Artsakh in the past six months, and each time our ANCA Board members and staff visit, we return with new ideas to strengthen the bond with the people – and particularly our youth,” said Alex Manoukian.  “Working with the ANC of Artsakh and the AYF, we look forward to building on existing programs and establishing new ones to help Artsakh students and recent graduates build a brighter future in their ancestral homeland.”

Prior to the ANCA working visit to Artsakh, Yerimyan submitted testimony to the House Appropriations Subcommittee on Foreign Operations, outlining Armenian American pro-Artsakh priorities, with a sharp focus on ending all U.S. military aid to Azerbaijan and delivering an urgently needed $50 million aid package to Artsakh.

In her testimony, Yerimyan made the case that, in the wake of Azerbaijan’s ethnic cleansing of Artsakh and amid Baku’s ongoing occupation of sovereign Armenian territory, the U.S. Congress should hold the Aliyev regime accountable by cutting off all U.S. military aid to its armed forces. She also pressed for a long-term developmental investment in Artsakh to help its families “rebuild their lives and resettle in safety upon their indigenous Armenian homeland.”

Yerimyan will be submitting testimony to the corresponding Senate panel shortly, sharing the ANCA team’s latest findings.

AW: The Historic Visit of the ARS Central Executive Board to the Artsakh Republic

The Armenian Relief Society (ARS) Central Executive Board’s (CEB) four-day visit to Artsakh from April 26 to 29 proved to be not only historic, but also a miraculous reality. Truly, to see Stepanakert – after the 44-day war – so enticing and so serene, no words can describe one’s innermost feelings of exultation.  

After a 10-hour journey over endless winding roads, stopping for hours at some 10 checkpoints, the ARS CEB mission, forced to circumvent our Armenian Shushi, arrived at Stepanakert and, to everyone’s surprise, found Stepanakert standing, buildings renovated, teeming crowds attending to their daily lives. Yet, even as a certain melancholy permeated the air, one could feel the Artsakhtsis’ unyielding determination to develop the small area left of their homeland in order to expand it with a clear vision of recovering the lost territories of their beloved Republic.  

In response to this invigorating environment of unyielding faith and hope, ignoring exhaustion, the members of the ARS CEB visited the organization’s offices in Artsakh, where they met the members of its executive body and presented the purpose of their visit. After tasting some delicious jingalov bread, the ARS CEB left to visit the main office of the Armenian Revolutionary Federation (ARF) Artsakh Central Committee (CC), where they had an informal meeting with the CC members and presented new ARS programs to be realized in Artsakh. ARF Artsakh CC representative Artur Mosiyan welcomed the mission, expressing great appreciation for the ARS’ endeavors and offering readiness to cooperate and assist in the implementation of our programs.

On April 27, accompanied by ARS Armenia Regional Executive chairperson Zora Kocharian, ARS Artsakh chairperson Lilit Martyrosian, ARS Artsakh members and Artsakh ARS Soseh Kindergarten coordinator Artemis Grigorian, the ARS CEB visited the Artsakh Yeghbayrakan cemetery and laid flowers at the base of the World War II Casualties Monument, paying respects to their everlasting memory. ARS members also visited the graves of martyred soldiers in the 2020 Artsakh War, placed flowers on their graves and prayed for their immortal souls.

Members were accompanied by ARF Artsakh CC member Aleona Grigorian to a brief meeting with Artsakh Republic President Arayik Harutyunyan. During the meeting, ARS CEB chairperson Dr. Nyree Derderian presented the latest ARS program, the implementation of a solar heating system in the Artsakh Republic. This program was received with great enthusiasm by President Harutyunyan, who promised to match the funds invested by the ARS.

On the same day, the group visited the recently rebuilt ARS Soseh Kindergarten and Youth Center, where its principal Nelly Ghulyan showed ARS members the modernized facilities of the building. The pupils, among which are children of martyred soldiers and displaced Artsakh families, welcomed the guests with an enchanting program of song and dance, bringing tears of joy to the eyes of the ARS members. This essential visit was not only enjoyable but encouraging, especially in conversing with the children. Many of them stated that they want to become soldiers to defend their beloved homeland of Artsakh.

After learning all about this beautiful kindergarten, the ARS CEB mission proceeded to the Askeran region’s Khndzristan ARS Soseh Kindergarten, where the principal Susana Hakobjanyan gave details concerning the kindergarten’s educational programs. Guests toured the classrooms, which were beautifully decorated by the handiwork of the children. Then, the students delighted the enthusiastic guests with songs and recitations.

In the evening, the ARS Best Student awards ceremony took place at the ARS Stepanakert Soseh Kindergarten. This year, the ARS CEB dedicated the event to college students who had, without hesitation, volunteered for the Artsakh Defense Army, risking their lives during the 44-day war. The ARS CEB awarded these students at Artsakh State University, Stepanakert Mesrop Mashtots University, Grigor Narekatsi University and Shushi Technological University with a citation of valor and a modest monetary prize. Speakers representing the above-mentioned colleges expressed deep gratitude. All the speakers appreciated and praised the global family of the ARS, their supporters, benefactors and donors who help realize assistance programs in Artsakh. They all spoke of their belief that Artsakhtsis will remain firmly attached to their sacred and indisputably historic Armenian soil until the liberation of the captive territories. 

“We are proud to be with you today, sharing the pain you have lived following the 44-day war, proud to have the opportunity to give you this modest prize, along with the firm belief that a bright future awaits you, not only because you are citizens of the Artsakh Republic, but because you are Artsakh’s most committed soldiers,” said Dr. Derderian. On behalf of the ARS family, Dr. Derderian said she promised to always stand by Artsakh and its valiant people in times of both war and peace.

After this memorable function, the ARS CEB met with the membership of ARS Artsakh, during which they discussed various issues concerning the entity.

On April 28, the mission visited the Ashan ARS Soseh Kindergarten, where its principal Gayaneh Hovhannisyan, her staff and pupils welcomed the visiting ARS members with the traditional salt and bread and proceeded to describe the function of various facilities on the premises. The kindergarten has a large playground, well equipped with swings, slides and a variety of educational toys. Again, the guests were regaled with the lively song and recitation performances of Artsakhtsi children. 

After this visit to the kindergarten, the ARS CEB visited the houses being built near the Ivanyan community by the Hayastan All-Armenian Fund for deported families. According to the builders, the houses will be ready for occupancy for 100 families by the end of the year. 

That evening, the ARS CEB met with the secretary of the Artsakh Republic Security Council, Vitali Balasanian. During this meeting, Dr. Derderian presented the ARS’ latest project of a solar heating system across the Artsakh Republic.

Later, in the evening, the ARS mission, executive members of ARS Artsakh and several other guests shared a supper that turned into a merry celebration by all participants. 

April 29 was the date of departure for the ARS mission; however, it was impossible to say farewell to Artsakh without visiting the Lady Cox Rehabilitation Centre. The center was established with the efforts of the English Baroness Caroline Cox. Director Vartan Tatevosyan presented the scope of activities in the center, which serves the needs of citizens of all ages. Treatment is offered to wounded soldiers as well as residents. It has specialized departments that treat children with speech impediments or suffer from autism, along with a physical therapy section. Well known for its specialized training courses in photography, drawing, pottery and other artistic handicrafts, these items are put on exhibition and sold to the public, securing income for the Center. Presently, it has 21 beds. The center treats 1,200 patients, 300 of whom are citizens. The rest are wounded soldiers and freedom fighters. The ARS CEB left the Center with tearful eyes and unshakable determination to help Artsakh on its way to a bright future. 

The ARS CEB lived four days of pride in Artsakh, pride for an Artsakh that, in spite of its wounds and lost territories, retains the will to recover and endure, solidly entrenched on its remaining millennial patrimony and sworn to reclaim its legitimate territories now illegally occupied by a brutal aggressor.
