YEREVAN, AUGUST 29, ARMENPRESS. Local elections will take place in Armenia’s 18 enlarged communities on September 25.

The ruling Civil Contract party is going to actively take part in the elections. The pre-election activities of the party will be coordinated by Civil Contract faction MP, member of the party Board, Arsen Torosyan.

Speaking to ARMENPRESS, Mr. Torosyan introduced the current activities and his assessment of the pre-election processes.

“At this moment, the nomination, registration of candidates of proportional lists, document clarification within the set time are taking place. After registration a lottery will be held to draw numbers, and the pre-election campaign will start on August 31. The registration of the vote of our citizen is very important for us, no matter whether we or our opponents will receive it. In this regard, we are making additional efforts for the process to be maximally free and transparent”, he said.

The Civil Contract party is participating in elections in 17 of these 18 enlarged communities. These are the followings: Tsaghkahovit, Talin and Alagyaz (Aragatsotn province), Gyulagarak, Alaverdi, Lori Berd, Tashir (Lori province), Charentsavan, Akunk, Byureghavan, Jrvezh (Kotayk province), Ani (Shirak province), Sisian, Kajaran (Syunik province), Areni, Yeghegis (Vayots Dzor province) and Berd (Tavush province). The party is not participating in elections in Chambarak community.

“We have submitted almost all documents, the names of candidates toping the lists, the lists of the council of elders. I am coordinating all of this, but actions are also being taken by a large representative staff from the parliament, the government and the Civil Contract party office”, he said.

The lawmaker says that the activeness of citizens in local self-government elections depends on various circumstances, such as the number of candidates nominated in this or that community, the process of the election campaign and the rhetoric to be used, as well as the contradictions existing between the competing political forces.

“For instance, in Sisian enlarged community, which is again being enlarged with Gorayk community, 7 political forces have been nominated. This automatically means there will be a very high activeness because everyone will try to get a vote and get people involved. But we have a community where only one political force has been nominated, for example Jrvezh. Of course, we should try to encourage people as much as possible to come and vote because the registration of a citizen’s vote is important in order to show the legitimacy of the elections, but the difference will be obvious”, he said.

Arsen Torosyan stated that as a political commitment the Civil Contract party attaches importance to the broad participation of political forces, because the more people participate in elections, the more representational and legitimate the elections will be.

As for the main emphasis of the pre-election program of the Civil Contract party in the local elections, Mr. Torosyan said that the ruling force has shown at the government and parliament level that the development of communities is one of their most important priorities.

“This is also the reason for the subvention programs being implemented by the government when the community and the government are participating in the implementation of such programs, as asphalting, lighting, garbage collection, renovation of kindergartens. You see how much money is allocated for it every time at the Cabinet meetings. The development of communities is also being done with direct spending by the government. For example, the construction, renovation and re-construction of hundreds of schools and kindergartens, that we have announced, also relates to communities. Now our candidates are taking a commitment to solve the problems typical to each community, by using the central commitment and expressing readiness to unconditionally assist it. Of course, we have registered major progress in many communities and this is obvious when the problems, that have not been solved for 20-30 years, are now being solved, but, of course, there are problems that need to be solved. It seems, we are also offering the voters a symbiosis, as the work between the community and the central power will give much better results than if they work separately from each other”, Arsen Torosyan stated.

“There are elements of crisis in Armenian-Russian relations”: opinion

Armenian-Russian cooperation agreement

Armenia and Russia signed the Treaty of Friendship, Cooperation and Mutual Assistance twenty-five years ago today, August 29. The Foreign Ministries exchanged statements underscoring the importance of allied relations on the anniversary of the signing.

A telephone call between the Prime Minister of Armenia and the President of Russia also took place. Pashinyan and Putin are reported to have congratulated each other, the leaders “expressing confidence that the mutually beneficial relations between Armenia and Russia will continue to develop and be strengthened effectively.”

However, Armenian analysts say that not everything is as smooth as it could be or should have been. According to political scientist Suren Surenyants, the cooperation agreement is a comprehensive document that fixes the relationship between the two states. Meanwhile, “in real life there are discrepancies that do not correspond to the spirit of the document.”

According to economist Armen Ktoyan, dependence on Russia, which is under sanctions, significantly limits the possibilities of development in Armenia.

Diplomatic statements by Yerevan and Moscow on the 25th anniversary of the cooperation agreement, and analytical opinion about the document and Armenian-Russian relations in general.

  • Putin-Erdogan negotiations: agreements on the region and risks for Armenia. Opinion

The Armenian Foreign Ministry described the mutual assistance agreement as a “key document” that “determines the principles and priorities of interstate relations” between the two countries.

“Regular trust-based contacts between the leadership of Armenia and Russia are of decisive importance for building up bilateral potential, allowing not only resolution of pressing issues, but coordination on key regional and international problems,” the Armenian Foreign Ministry said in a statement.

Moscow stressed that the agreement was an important milestone in the bilateral partnership to become a real alliance.

“We are ready to continue to help Yerevan as an ally in strengthening its defense capability and border security, and in regulating relations with its neighbors,” the congratulatory message from Russia reads.

Protests in Yerevan demanding the protection of NK, the Kremlin’s reaction to Pashinyan’s statements on peacekeepers, an explanation from the ruling party of Armenia about what it meant, and an expert’s comments

Political scientist Suren Surenyants believes that the agreement signed in 1997 is indeed the basis of Armenian-Russian relations, but that there’s more than meets the eye.

He says that at the time the document was signed, Armenian-Russian relations were more natural, and Armenia’s role in the region was stronger.

“Armenia was gradually losing its dependency, especially after the war. This could not but affect the nature and direction of Armenian-Russian relations. While at the time Armenia was Russia’s only ally in the region, Russia has now documented relations with Azerbaijan as well,” Surenyants said in an interview with JAMnews.

In his opinion, despite Armenia’s dissatisfaction with the level of allied relations, it has no other choice:

“Is there another geopolitical center or state that is ready to be a more responsible ally? I think not, at the moment. Not that Armenia could even choose another option and find itself in more favorable conditions.”

Surenyants has doubts and reservations not about the agreement itself, but about its fulfillment:

“The problem is that in real life, especially today, there are certain differences and even some elements of crisis in Armenian-Russian relations, which contradict the spirit of the document. I would like the current level of these relations to be adapted to the spirit and logic of the document.”

Surenyants considers it natural that relations between Armenia and Russia were initially asymmetrical. He says that is also the relationship of the United States with its many allies.

He emphasizes that Yerevan and Moscow are on the same economic, political plane and in a single security environment. Therefore, the task of Armenia is to maintain allied relations at the highest possible level in diplomatic relations.

“Allied relations should be protected from all risks that may arise as a result of relations between Russia and other regional players.”

According to Doctor of Political Sciences Dzhumshud Nuriev, Russian provocations can move from Central Asia to the Caucasus – to Georgia and Azerbaijan

Economist Armen Ktoyan says the Russian Federation is Armenia’s main trading partner, and this can be seen as both an advantage and a disadvantage.

“The advantage is that we thus have a large market in which we can sell our products and services. It is easier and more convenient for our manufacturers. On the other hand, when you get used to ease, you face significant difficulties in entering more complex markets,” Ktoyan told JAMnews.

In Ktoyan’s opinion, after joining the Eurasian Economic Union, which operates under the auspices of Russia, Armenia’s dependence on the Russian Federation has increased even more and continues to grow.

The economist believes that dependence on a single main partner which is under sanctions significantly limits Armenia’s opportunities for development and diversification.

According to Ktoyan, Armenia will feel this negative impact more strongly over time, although this process is currently benefiting it:

“Russians are coming to Armenia, they are moving their business here, Armenia has managed to generate double-digit growth in economic activity so far, but all this is short-term.”

Ktoyan regards it as a disadvantage that Russia alone invests in certain sectors of the Armenian economy, and holds that Western companies simply do not have the opportunity to penetrate these areas:

“Increasing the share of Western companies may be more profitable for us. They have an established business culture and more advanced technology.”

Armenian-Azerbaijani talks in Moscow and Brussels: more contradictions than connections

Armenian-Azerbaijani negotiations

Quickened Armenian-Azerbaijani negotiations by the end of August have caused alarm in Armenia, citizens fearing another concessions to Azerbaijan. A meeting of the national commissions of Armenia and Azerbaijan on the issue of demarcation and delimitation of borders is scheduled in Moscow for August 30, and on August 31, a meeting of the heads of state in Brussels.

Opinions of Armenian analysts about what can be expected from Armenian-Azerbaijani negotiations.

  • “Independence is like health – it needs to be taken care of every day” – Pashinyan
  • Note from Russian Embassy to Armenian Foreign Ministry: Armenians react and analyst comment

Armenian-Azerbaijani negotiations in Moscow and Brussels were preceded by a portentous series of events. In early August another escalation took place in Karabakh. Thanks to military pressure, Azerbaijan managed to ensure that the corridor connecting Nagorno-Karabakh and Armenia was changed. In a related development, two more towns and the city of Lachin, through which the former corridor passed, came under the control of Azerbaijan.

Political observer Tatul Hakobyan talks about Armenia’s proposal to replace the Zangezur corridor.

At the same time, relations between Azerbaijan and the United States deteriorated. Baku reacted critically to the appointment of a new American co-chair of the OSCE Minsk Group. Baku is against the resumption of the Minsk process to resolve the Karabakh conflict, as it considers it to have been resolved militarily.

Philip Reeker was simultaneously appointed US representative in the Geneva International Discussions – thus he will coordinate all conflicts in the South Caucasus

The refusal of the US and French ambassadors to visit the city of Shushi (Shusha in Azerbaijan) caused a scandal in Baku, being seen as disrespect for the territorial integrity of Azerbaijan.

According to Azerbaijani political scientist Elkhan Shahinoglu, sooner or later the ambassadors of both countries will have to visit both Shusha and Lachin. Former US Ambassador to Baku thinks otherwise

In Brussels, the creation of a working group to prepare the text of a peace agreement with Armenia will be agreed upon, Hikmet Hajiyev, adviser to the President of Azerbaijan, said prior to the Pashinyan–Aliyev meeting.

Armenian experts believe that fundamental contradictions between the parties on key issues will prevent this.

“It is unlikely that the August meetings of heads of state in Brussels and heads of border demarcation commissions in Moscow will lead to a significant breakthrough. There are too many radically opposed approaches in the positions of the parties. It is hard to imagine that a couple of meetings will not only smooth them over, but also lead to a peace agreement. Moreover, in addition to the positions of the parties themselves, there are also conflicts of interests between major intermediary actors. This is not only Brussels and Moscow, but also Washington and Moscow.

“The latest US statements on the appointment of an American co-chair indicate that Washington has its own proposals and the main message is directed towards Baku. This suggests that substantive work on a peace agreement is not to be expected in the near future.”

The political landscape Armenia is becoming more acute and dangerous. Commentary by political scientist Alexander Iskandaryan on how adequately the country is responding to the crisis

“There are many contradictions between the positions of Armenia and Azerbaijan, above all the unblocking of transport routes, in which there are Azerbaijani “corridor” ambitions. There are complex discussions here, as evinced by the reaction of Iran.

The November 9 tripartite statement ending the 2020 Karabakh war says Armenia guarantees the security of transport routes between the western regions of Azerbaijan and Nakhichevan. Azerbaijan interprets this paragraph as unhindered movement with no control by Armenia. Accordingly, Baku demands a road through the Armenian city of Meghri, calling it the “Zangezur corridor.”

The Armenian authorities say they are ready to unblock roads, but are not ready to lose sovereignty over the provided roads. The term “corridor” suggests a loss of sovereign control, but is not mentioned in the tripartite statement.

Iran has already stated several times that it will not allow changes in its borders with Armenia. This further complicates the matter of Armenian-Azerbaijani negotiations.

“There are also contradictions in the issue of demarcation and delimitation of borders. The most acute is the problem of Nagorno-Karabakh. In particular, the issues of the status of Artsakh, management of the situation, defense, the army itself. The contradictions of the parties here are fundamental.

“At the same time there are contradictions between major players fighting for influence in the region. Moscow is trying to maintain its influence, the US is trying to limit and weaken Moscow’s influence. In the actions of the United States there is a certain pressure on Iran in order to dictate its terms on the nuclear deal. Turkey is trying to play both sides, navigating the contradictions between Washington and Moscow.”

Iran scholar Emma Begijanyan believes that the strategic and national security interests of Armenia and Iran coincide

“The key and painful issues for Armenia underlie the strategic struggle of major players. For example in the Karabakh issue, if it were beneficial for Russia to resolve the status of Artsakh today, the United States would do the opposite. America itself would suggest leaving the issue of status for later and addressing only humanitarian issues.

“The Russians see postponing the status problem as an opportunity to maintain their influence. Russia wants to leave these things behind, as it is busy with Ukraine and prefers to pay less attention to the Caucasus.

“The United States suggests to Baku only those solutions which will rid the region of the Russians, since with their solution it will be easier to withdraw Russian troops. Naturally, for this, America must make Baku a more attractive offer than the Russians.

“On the same issue of the “corridor” through Meghri. We know more or less what the Russians are proposing – according to point 9 of the tripartite statement on Karabakh, Armenia provides the road and the Russians control the transport of Azerbaijani and Turkish goods. Obviously, Russia does not want to give this corridor to Azerbaijan and Turkey.

Armenian experts talk about another concession made under pressure by Azerbaijan. But no changes are expected and by the end of August the Lachin corridor will be replaced by another road

“What the US proposes in this matter is unclear. It is reported that the West is offering assistance that will facilitate the unblocking of roads and provide technical support. What that means is hard to say. But apparently the approaches are again different, since Iran speaks of “the unacceptability of closing the Armenian-Iranian border.”

“Whether the West is offering an abrogation of the 9th paragraph of the statement, that is from Russian control in exchange for some kind of international mechanism, is unknown.

“Under such conditions it is difficult to imagine any work on a peace agreement. But if the meetings in Brussels and Moscow help maintain stability in the region and prevent the situation from escalating, then we can already talk about a positive result.”

Armenian authorities say that the alternative road “will not be inferior to the Lachin corridor in any respect”

“I am far from thinking that Baku is so naive that they decided to go on an adventure, allowing themselves a daring tone in a conversation with the United States. At the same time, I am far from thinking that Baku was unduly frightened by the announcement of a new American co-chair and the restoration of the OSCE Minsk Group. Russians will not work in this format, the MG cannot be restored.

“It’s most likely a trade. There are subtexts in the American responses; the US wants to lure Baku to its side. Washington says – accept our proposals, in three years we will withdraw Russian troops from the region.

“Washington now does not particularly need to revive the MG, especially since they understand that this is not entirely realistic. All statements are made for bargaining, and Baku, knowing this very well, allows itself free statements.”

At the end of August, Armenia will transfer the Lachin corridor to Azerbaijan, which connects NK with Armenia, and the surrounding towns.

“Obviously, Russia is not at all interested in a resolution in Karabakh. In this its approach coincides with Azerbaijan, but partly. Baku generally refuses to recognize the existence of the Karabakh issue, stating that the problem has been resolved, it is the territory of Azerbaijan; and the population may accept that or leave.

“Russia’s position is as follows: it admits that there is a problem, but it is not going to discuss it now and plans to postpone it until better times. The Russian Federation is trying to keep its place in the region, leaving a lever of influence on both Baku and Yerevan. Therefore, Russia is in no way interested in changing the favorable status quo for it with the presence of its troops here.”

Protests in Yerevan demanding the protection of NK, the Kremlin’s reaction to Pashinyan’s statements on peacekeepers, an explanation from the ruling party of Armenia about what it meant, and an expert’s comments

“Europeans and Americans understand this and therefore believe that the problem needs to be solved radically and the sooner the better. In this regard, the President of the European Council, Charles Michel, through his press secretary, says that “we need to go back to the root of the problem and solve it.”

“The Americans say the same thing, saying that the problem has not been solved, and it needs to be thoroughly, globally and comprehensively addressed. The change of the American co-chairman to a fairly high-ranking and influential diplomat speaks to this.

“This is a sign of US interest in this issue and it plans to put pressure on Azerbaijan in order to bring it to the negotiating table regarding Karabakh in a new round of Armenian-Azerbaijani negotiations. The regular refusal of the American and French ambassadors to attend an event organized by the Azerbaijani authorities in Shushi is also significant.

“The West declares that a political solution to the Karabakh issue is needed, referring to the status of NK. Everything depends on the approaches and readiness of Azerbaijan for peaceful coexistence with the Armenians in Artsakh. But today such total xenophobia, Armenophobia, racism and the desire for ethnic cleansing of the Armenian population are widespread in Azerbaijan, that I don’t think the Europeans will consider it possible to leave Nagorno-Karabakh entirely to Azerbaijan.”

Commentary by political commentator Hakob Badalyan on the regional situation, the interests of major players and their expectations from Armenia, the risks of starting a war, and relations with the West and Russia

“The West suggests Azerbaijan take the path of democracy: in this case, the problem of Artsakh is automatically attached to democratic processes and becomes a lever of pressure in the hands of the West on Baku. Otherwise, Azerbaijan loses NK.

“With a democratization of Azerbaijan, Baku will not be able to carry out ethnic cleansing of Armenians, because it will automatically agree to the presence of international forces, as well as to the status of Artsakh, providing a full guarantee of the security of Armenians. In principle, this was stipulated in the 1997 package agreement.

“If Azerbaijan does not follow a democratic path, I am sure that the international community and the West will force it into the Kosovo scenario, the legal and political packages for which are already being prepared by the European Parliament, the European Court of Human Rights and the International Court of Justice in The Hague.”

To foster new type of international relations of huge significance: Armenian expert

Aug 30 2022

By Cao Shiyun

“China has made admirable development achievements, and the leadership of the Communist Party of China (CPC) is the source of the country’s development miracle,” said Benyamin Poghosyan, chairman of the Center for Political and Economic Strategic Studies in Armenia, during a recent interview with People’s Daily.

Under the strong leadership of the CPC, China has reached its first centenary goal of building a moderately prosperous society in all respects, he said.

“Chinese leaders always put people’s interests in the first place, and the people-centered development approach has set a good example for other countries,” said Poghosyan.

“The Chinese people are more affluent today than they were decades ago. They always wear a smile on their faces and are energetic,” Poghosyan said.

As a scholar, he has visited a number of Chinese cities, including Beijing, Chongqing, Shenzhen and Guangzhou, contributing to China-Armenia exchanges and cooperation in multiple fields.
“The Chinese people are hospitable and friendly to foreigners. Visiting China feels like coming home to me,” Poghosyan noted.

Paying visits to local museums is something that Poghosyan must do after he arrives in a city. “From the development course of Chinese cities, I can sense the drastic changes that have taken place in the country,” Poghosyan said.
“From building modern infrastructure to improving ecology, China’s urban construction is very impressive,” he told People’s Daily.

Poghosyan believes that unsustainable and unequal economic growth is what causes the wealth gap, and that is bothering many developing countries.

“The CPC always values people-centered development and promotes balanced urban-rural and regional development, so as to lead the Chinese people toward the goal of common prosperity. China’s successful experience is worth learning for political parties from many other countries,” Poghosyan said.

“During my visits to China, my Chinese friends shared with me their experience and wisdom in politics and economy, which deepened my understanding of Chinese domestic and foreign policies,” the man said, who pays high attention to China’s whole-process people’s democracy.

He said China’s democratic construction is worth learning, adding that democracy is not exclusive to a few countries, and every country has the right to choose its own path to democracy.

“The political parties of some countries always forget their promises after winning elections and even implement the opposite policies. However, China’s institutional arrangement makes it possible for everyone in Chinese society to have the opportunity to join in the country’s decision-making,” Poghosyan noted.

As a reader of Chinese President Xi Jinping’s book – “Xi Jinping: The Governance of China”, Poghosyan has been deeply impressed by the remarks of the Chinese leader.

“China upholds that all countries are equal, irrespective of size, strength, and wealth. It respects the right of all countries to choose their own path of development, upholds international equity and justice, and opposes the act of imposing one’s will on others. The country respects the right of the people of all countries to choose their own development path, and opposes acts that impose one’s will on others or interfere in the internal affairs of others,” Poghosyan said.

President Xi’s proposal to foster a new type of international relations is of huge significance, especially when changes are taking place in international situation, the Poghosyan said, adding that it helps realize win-win cooperation.

He said the vision of building a community with a shared future for mankind and the Global Development Initiative proposed by President Xi have paved a path of mutual respect, peaceful coexistence and win-win cooperation for global countries, and are significant for promoting friendship among them.

China has been Armenia’s second largest trading partner, second largest destination of exports and second largest source of imports for years. Armenia is an active participant in the Belt and Road Initiative (BRI) and the two countries have reached a series of agreements on the joint construction of the Belt and Road.

As an expert on the BRI, Poghosyan promoted the establishment of the Armenian branch of a network for cooperation among NGOs in countries along the Belt and Road, which has carried out a series of pragmatic cooperation projects.
“I’m glad to cooperate with my Chinese counterparts to expand mutual understanding and promote constant development of Armenia-China friendship,” Poghosyan said.

During the interview, he also sent his wishes to the upcoming 20th CPC National Congress. “I believe the 20th CPC National Congress will lay a solid foundation for China to maintain steady development and realize the second centenary goal of fully building a modern socialist country in all respects. It will be another important milestone in the great rejuvenation of the Chinese nation,” he told People’s Daily.

Iranian-Armenian pastor begins 10-year prison sentence

Aug 30 2022

An Iranian-Armenian pastor has today begun serving a 10-year prison sentence for holding church services in his home.

Joseph Shahbazian, who is 58 years old, was yesterday given 24 hours to hand himself in to the authorities at Tehran’s Evin Prison, and did so today at around midday, Iranian time.

Meanwhile, a Christian convert sentenced to six years in prison for her involvement in Joseph’s “house-church” was given a stay of execution, because she is still recovering from a broken leg.

Mina Khajavi, who is 59 years old, also received a summons to prison yesterday, but was today told by the prison authorities that she could return home until she has recovered.

Mina’s leg was broken in three places as a result of a recent car accident, and she was only released from her cast two days ago. The authorities at Evin told her that a government-certified doctor must now review her medical records and confirm her condition, upon which she may be given up to six weeks’ recovery time before being required to serve her sentence.

Two other Christian converts, mother and daughter Masoumeh Ghasemi and Somayeh (Sonya) Sadegh, were also summoned yesterday to pay within 24 hours fines of 24 million ($950) and 40 million ($1,275) tomans, respectively.

Masoumeh and Sonya had also been handed prison sentences of one year and four years, respectively, but were permitted by the judge to pay fines instead.

The same was true for two other converts in the case, Farhad Khazaee and Salar Eshraghi Moghadam, who again were sentenced to one year and four years, respectively, but permitted to pay fines instead.

The seventh Christian in the case, 48-year-old convert Malihe Nazari, also faces a six-year prison sentence, though it is not yet known whether or not she has been summoned.

Left to right: Malihe Nazari, Mina Khajavi, Joseph Shahbazian, Sonya Sadegh, and Masoumeh Ghasemi.

The seven Christians in the case were among at least 35 Christians arrested or interrogated by intelligence agents belonging to the Islamic Revolutionary Guard Corps (IRGC) in a coordinated operation over two days and across three cities in the summer of 2020.

They were eventually sentenced in June this year, and their appeals were rejected just two weeks ago.

Another Iranian-Armenian pastor, 60-year-old Anooshavan Avedian, is also awaiting a summons in a separate case to serve a 10-year sentence on similar charges.

Meanwhile, an elderly man with Parkinson’s disease, Homayoun Zhaveh, and his wife, Sara Ahmadi, recently began serving their own prison sentences, of two and eight years, respectively, also as a result of charges relating to their involvement in a house-church.

In Iran, while Christians are one of three officially recognised religious minorities, converts are not recognised as Christians and are not permitted to attend the churches of the “recognised” Christians of Armenian and Assyrian descent – Christians like Joseph and Anooshavan, who themselves are not permitted to proselytise.

At the same time, Iran is a signatory of the International Covenant on Civil and Political Rights, which enshrines freedom of religion, including the freedom to change one’s religion and to share it with others.

However, in reality, there is no such freedom, as seen clearly in the above-mentioned cases, which all relate to Christians worshipping together in their homes because Persian-speaking Christians have no place to worship, as highlighted in the Place2Worship campaign.

Last week, eight UN experts called on the Iranian authorities to stop “persecuting and harassing” members of religious minorities, including Christian converts.

On the same day, the British Ambassador to Iran, Simon Shercliff, tweeted a message in the Persian language promoting religious freedom, including freedom to share one’s faith with others and to change one’s belief.

“Everyone should be free to choose any religion/belief, practise it freely, share their religion … and also freely change their religion/belief,” he wrote.

Also that same day, 22 August, which is the International Day Commemorating the Victims of Acts of Violence Based on Religion or Belief, the Secretary-General of the Spanish Evangelical Alliance, Emilio Carmona, wrote to the Iranian embassy in Spain about the cases of Joseph, Anooshavan, Mina and Malihe.

“These people were simply exercising their freedom of thought, conscience and religion, as well as their freedom of _expression_, as defined in the International Covenant on Civil and Political Rights ratified by their country,” he wrote.

“This case leads me to ask you: if Christians cannot meet in their homes, where should they meet to worship? I know there are many Christians in Iran, so they should be able to meet somewhere. Can Christian believers be safe when they go to a church to worship together?”

Earlier this month, Article18 joined partner organisations CSW, Open Doors, Middle East Concern and the World Evangelical Alliance in sending a joint report to the UN’s Human Rights Committee on the situation of Christians in Iran, in which we asked the committee to demand that Iran answers that very question:

“Please clarify how Persian speakers in Iran, whatever their ethnicity, may freely gather to worship, as envisaged by Article 18 of the [International] Covenant [on Civil and Political Rights],” we wrote.

We continue to await an answer.
