Human Rights Defender criticizes int’l community for its inadequate…response to facts of torture and ill-treatment of Armenian servicemen during 44-day war

ArmInfo. Armenian Human Rights Defender Kristine Grigoryan criticized the international community’s for its disproportionate and inadequate response to the facts of  torture and ill-treatment of Armenian servicemen and civilians during  and after the 44-day war in Nagorno- Karabakh in the fall of 2020.

Thus, the Office of the Human Rights Defender of the Republic of  Armenia reports, in part, “On June 22, Human Rights Defender of the  Republic of Armenia, Ms. Kristinne Grigoryan made a video statement  during the interactive dialogue with Special Rapporteur on summary  executions held within the framework of the 50th regular session of  the UN Human Rights Council (June 13 – July 8 ).

During the dialogue, in her statement the Defender highly appreciated  the work of the Special Rapporteur on extrajudicial, summary or  arbitrary executions stressing the need for further strengthening the  mandate and allocating more resources.

The Defender reflected on the response to torture, extrajudicial and  summary executions of Armenian civilian captives and PoW during and  after the 2020 hostilities in Nagorno Karabakh, which has been  inadequate and insufficient to say the least creating preconditions  for extrajudicial and arbitrary executions in other ongoing  conflicts.

Summing-up the Speech, as a guarantee of effective implementation of  the mandate the Defender stressed the imperative of visiting the  regions and territories more by Special Rapporteur emphasizing the  need for better understanding on the ground.

Highlighting the role of national human rights institutions as a  valuable partner to the Special Rapporteur, Defender Grigoryan  expressed her willingness for partnership.”  

OSCE Minsk Group hardly has any prospects – Alexey Malashenko

ArmInfo. The OSCE Minsk Group’s further activities hardly have any prospects, Alexey Malashenko, Senior Researcher at the Institute of World Economy and International  Relations of the Russian Academy of Sciences (IMEMO), said in an  interview with ArmInfo. 

“I consider the statements on the OSCE Minsk Group co-chairmanship  made by Karen Donfried and Maria Zakharova in this context. This is  nothing but intricate diplomatic swordplay in the present strained  geopolitical situation. Nothing else should be expected at the  current stage,” he said. 

On June 22, Karen Donfried, U.S. Assistant Secretary of State for  European and Eurasian Affairs, stated in Yerevan that, despite the  broken off contacts with Russia, the USA was willing to continue  cooperation in settling the Nagorno-Karabakh conflict within the OSCE  Minsk Group.

In response, Maria Zakharova, Spokesperson for the Russian Ministry  of Foreign Affairs expressed her doubts about the sincerity of that  statement. According to her, if Washington and Paris really  appreciated thee Minsk Group, they would not have disregarded the  mandate approved by all the member-states. 

In this context, Mr Malashenko believes that all the latest talks  about the OSCE Minsk Group are an “artificial political agenda” both  for Washington, Paris and Brussels and for Moscow. And this agenda  enables the parties to convey certain messages to each other in the  best-case scenario or, in the worst-case scenario, seriously damage  the opponent’s international reputation. 

“In fact, fierce rivalry is taking place for mediation in settling  the Armenian-Azerbaijani problems now.  And the West is seeking to  gain the upper hand in the Nagorno-Karabakh peace process. And  neither party is capable of thinking of what the OSCE Minsk Group’s  activities could be. Clearly, it is causing damage to the peace  process itself, and the lack of results is evidence thereof. And to  resolve the current situation the mediators should abandon the policy  of escalating the regional region,” the expert said.

Moscow badly miscalculated Turkish president`s potential – David Hovhannisyan

ArmInfo. In the autumn 2020, Moscow badly miscalculated the potential of Turkey and its President Recep Erdogan, Professor David Hovhannisyan said in an interview with  ArmInfo. 

“The scenario of the 44-day war was initially well thought out. And  it was the condition for Moscow’s consent to Azerbaijan’s aggression  against Artsakh. Under that scenario, the Azerbaijani army was  capturing the territories it actually captured – halting its advance  from time to time,” Mr Hovhannisyan said. 

And the Russian scenario was developing until Erdogan intervened in  the Russian game, which brought about a change in the situation,  especially toward the end of the war. And Moscow had to resort to  rather radical ways of persuasion to prevent the theater of war  ‘going beyond the set bounds,’ which resulted in Azerbaijan downing a  Russian helicopter gunship in Armenia’s territory. 

And Moscow has now realized its miscalculations and is seeking to  remedy the resultant situation, which is a rather difficult task to  accomplish. And Moscow major miscalculation was thinking that the  Turkish president had nothing to do in that “from the first.”  However, toward the end of the end of the war it was clear that, to  put it mildly, it was far from being the truth.

“Russia’s current problems in Artsakh are being exacerbated by the  fact that Erdogan is to be reckoned with as Russia’s ally, albeit one  of convenience, on the other platforms. And the obviously conflicting  strategic interests are not at all an obstacle to tactical  cooperation between Ankara and Moscow for common advantage, with each  of them interpreting this advantage in their own way. This  necessitates tactical agreements on various problems in different  places of the Greater Middle East,” Mr Hovhannisyan said. 

Russian FM speak of some progress in activities of tripartite group on the opening of communications

ArmInfo.There is some progress in the activities of the tripartite working group on the opening of communications in the South Caucasus, Russian FM Sergey Lavrov stated  at his meeting with Azerbaijani President Ilham Aliyev. 

“As for regional issues, we are ready to do everything possible to  facilitate the implementation of the three documents signed by the  three leaders in November 2020, January and November 2021. According  to our assessment, there is some progress in the activities of the  tripartite working group on the opening of communications. We are  discussing the issues to be agreed with the Armenian side. It seems  to me that a general idea is being formed on how to solve the problem  of organizing this work so that there are no artificial obstacles to  the movement of cars with maximum comfort. Russia will help in this  until the results are achieved. I do hope that this will happen soon.  We are also ready to provide consulting services on the work of two  commissions established for the delimitation and demarcation of  borders in Azerbaijan and Armenia in accordance with other  agreements. There are specific proposals on this. I would be glad to  discuss them with you.

“You mentioned the normalization of relations, the peace agreement  and provisions of the future agreement submitted by you. By the way,  we have heard that the Armenian side, Prime Minister Pashinyan, is  ready to hold talks on this issue. We are ready to help here with the  consent of Azerbaijan and Armenia,” Mr Lavrov said.

Chinese tourist: Policeman sexually assaulted me in Yerevan

Chinese Lei Manna, who came to Armenia as a tourist in early June, claims that she was recently sexually assaulted by a police officer in Yerevan.

“In Yerevan, the policeman touched my body, and I found myself in an awkward situation. The incident took place on 2 June, that day I applied to the police because the hotel did not return my money. When the police arrived, I was standing near the hotel. One of them touched my chest with his hand and squeezed it, then put his hand on my shoulder and said, “I will protect you, I will be with you.” And when we were in the car, where there were two other policemen and an interpreter beside us, he hugged me and said, “You are beautiful.” I think I was sexually assaulted. I felt very bad because that man touched me,” the Chinese tourist told NEWS.am.

Lei Manna tried to report the incident to the police, but the police refused to accept the report, saying that there were no elements of a crime in the incident. The Chinese woman told us the name of the policeman, which we do not publish. “The police told me that it was nothing and they could not process my application, but for me, it is not. A police officer on duty in China has no right to touch a woman’s body. They can hold hand or touch hair, but not the chest. The policeman would be held responsible for that in China. “

BAKU, Azerbaijan, June 24. A trilateral meeting of the Prosecutor Generals of Azerbaijan, Russia and Armenia was held in Minsk, on the initiative of the Russian side, General Prosecutor’s Office of the Republic of Azerbaijan told Trend.

Prosecutor General of Azerbaijan Kamran Aliyev noted the significance of joint activities to search for persons missing as a result of the first and second Karabakh wars.

The meeting addressed the importance of mine maps for protecting people’s lives, prevention of illegal trips to Karabakh, as well as underscored the need to continue cooperation in this area.

Azerbaijan’s full compliance with the trilateral statement of November 10, 2020 was also emphasized.

Russian Prosecutor General Igor Krasnov thanked his Azerbaijani and Armenian colleagues for considerable efforts to achieve peace and stability for the benefit of the region’s peoples.

Moreover, the sides discussed future cooperation in the legal sphere and expressed support for strengthening ties.

Turkish press: Peace agreement proposal left unanswered by Armenia: Aliyev

Our proposal for a peace agreement has been left unanswered by Armenia, Azerbaijan’s President Ilham Aliyev said Thursday, indicating that he is hoping Yerevan will accept it.

During talks with Russian Foreign Minister Sergey Lavrov, Aliyev said that Azerbaijan’s position aims to establish long-term peace in the region.

“I am confident that our efforts will be positively received by Armenia and the multi-faceted confrontation will end. Our proposal to start work on a peace agreement remains unanswered, but we still hope that this proposal will be accepted,” he said.

In April, Azerbaijan’s President Ilham Aliyev said that Armenia accepted the five-point proposal. In addition, the two countries’ leaders agreed on a working group to prepare a peace agreement, the establishment of a commission on the delimitation of borders and the activities of a working group on transport issues with the involvement of Azerbaijan, Russia and Armenia following a meeting with European Council President Charles Michel.

Citing positive aspects, Aliyev said that there is an intensification of the work of the trilateral working group chaired by the deputy prime ministers of Russia, Azerbaijan and Armenia.

“We hope that practical steps will be taken to implement the November 2020 Declaration in the context of opening communications, ensuring the unimpeded delivery of Azerbaijani cargo and citizens to the Nakhchivan Autonomous Republic. This is a legal obligation of the Armenian side,” he said.

“Unfortunately, more than a year and a half has passed since the end of the Second Karabakh War, but this paragraph of the Declaration has not yet been implemented. I think that it will be possible to take many practical steps within the framework of our concept to normalize the situation as a whole,” Aliyev underlined.

Lavrov, for his part, said Russia is ready to do everything possible to assist in the implementation of the three documents signed by the three leaders in November 2020, January 2021 and November.

He said Moscow is also ready to provide consulting services on the work of two commissions established for the delimitation and demarcation of borders in Azerbaijan and Armenia.

Relations between the two former Soviet countries, Azerbaijan and Armenia, have been tense since 1991, when the Armenian military illegally occupied Karabakh, a territory internationally recognized as part of Azerbaijan, and seven adjacent regions.

New clashes erupted on Sept. 27, 2020, and the 44-day conflict saw Azerbaijan liberate several cities and over 300 settlements and villages that Armenia occupied for almost three decades.

Yerevan has been gripped by anti-government protests since mid-April, with opposition parties demanding Prime Minister Nikol Pashinian’s resignation over his handling of a territorial dispute with Azerbaijan.

After the conflict ended, Azerbaijan launched a massive reconstruction initiative in the liberated Karabakh region.

This year’s first direct flight is starting with media tour within the frames of which several reporters of Armenian media outlets, including ARMENPRESS state news agency, will have an opportunity to get acquainted with tourism opportunities of Tunisia and presented it in details.

Tunisia is yet an undiscovered tourism destination for Armenians. It didn’t have a demand among Armenian tourists because of the absence of direct flights and tourism offers. Tunisia also requires a visa, and in the past obtaining a visa was a difficult procedure because the citizens of Armenia were getting a Tunisian visa from the Embassy of that country in Moscow, Russia. But now, all these problems are solved if an Armenian tourist planning to visit Tunisia buys the packages offered by Anriva Tour, which are sold by all Armenian travel agencies. The visa is provided in the airport like in Hurghada’s (Egypt) case. The flight duration to Tunisia is 4 hours. The flights from Yerevan will be operated once a week. The country is famous for both its seaside resort, as well as cultural and historical sites. Tourists visit here to enjoy the Tunisian beaches, to get acquainted with the historical and beautiful sites, do shopping in the Eastern market and also to be in the world’s largest desert – the Sahara. In fact, for Armenians Tunisia could become an alternative tourism destination to Egypt.
