Taner Akcam: Azerbaijan has taken Turkey ‘hostage’ so that latter would not normalize relations with Armenia

It's very good that Armenia and Turkey are talking to each other because these countries are neighbors, and you can't choose your neighbors, but you have to find ways for them—despite all the problems associated with it. Taner Akcam, a famous Turkish historian and Inaugural Director of the Armenian Genocide Research Program of the Promise Armenian Institute at UCLA, made such a prediction on the regular edition of the "Strength Factor" program.

"In international relations, all over the world, even enemy states have diplomatic relations with each other. So, based on many circumstances, I am fully in favor of establishing diplomatic relations and opening borders. But whether we can call this a normalization of relations is another question. I am in favor of establishing diplomatic relations and opening the border because it is an important precondition for the normalization of relations," he said.

To the question of whether there are real possibilities of reopening the Armenia-Turkey border and establishing diplomatic relations between the two countries, which would be a necessary prerequisite for the normalization of relations, Taner Akcam said that the matter should be considered at several levels.

"I am following the path of Hrant Dink, and the most important thing for me is to develop the relations between the two peoples, this is very important for us. Closed borders and the absence of diplomatic relations are one of the main tests for the broken relations between peoples. That is why, I believe, the establishment of diplomatic relations and the opening of the border will help in this matter. It is important that Armenia and Turkey can talk directly to each other and discuss various issues. Whether this will help in the normalization of relations is another question," he said.

According to the historian, Armenian-Turkish or Armenia-Turkey relations have ended up in the shadow of Azerbaijan. He reminded that it was Turkey that originally refused to establish diplomatic relations with Armenia, "And Azerbaijan has taken Turkey ‘hostage’ so that the latter would not normalize relations with Armenia."

"There have been various governments in Turkey, some of which found that policy of Azerbaijan convenient because they themselves did not want to establish relations with Armenia under any circumstances, and some governments followed the path of Azerbaijan out of economic or selfish interests. I am not so sure whether this process will contribute to the establishment of Armenia-Turkey relations; let's wait and see. I am not an expert on international relations, but this issue should be paid attention to. I am fully in favor of bringing people closer together, creating ties, and developing relations between the parties," he emphasized.

Addressing the question of whether the Turkish president really wants to establish diplomatic relations, normalize relations with Armenia, and create a favorable environment for improving the relations between the Armenian and Turkish peoples, Taner Akcam said that no matter how bad the objectives of the Turkish president may be, in international relations you have to look at the matter from a different perspective. According to him, you can never know those objectives, but you can guess the conditions.

"This is where I see the motives that may lie behind Turkey's goals to develop relations with Armenia. The first is economic benefit. Turkey is a very powerful country economically. Yes, there are serious economic problems now, but Turkey is quite a powerful country. In case of opening the border and establishing diplomatic relations, normalizing the relations with Armenia, Turkey will gain a lot economically because if the negotiations have a positive end, it will get a direct connection with Armenia, Azerbaijan, as well as Central Asian countries, it will also get access to railways, etc. This will be a great economic benefit for Turkey, and this was not possible because of Azerbaijan," he said.

According to Taner Akcam, Turkey wants to become a regional power, just like all other big states want to achieve it in their regions. And if Turkey wants to achieve this, it is in its interest to establish relations with Armenia. The historian also mentioned that we should not forget that the main—or the only—precondition posited by Turkey for the establishment of relations with Armenia was the Nagorno-Karabakh (Artsakh) conflict, and now Turkey has no other justification from the point of view of discourse and ideology.

"There was a war [in the fall of 2020], Azerbaijan won it, and Armenia practically lost the main part of Nagorno-Karabakh, and the only justification that Turkey was positing for the normalization of relations with Armenia is no longer there; fortunately or unfortunately, that issue was resolved on the battlefield. Therefore, Turkey no longer has another precondition, and that is, in my opinion, the reason why it is beneficial for Turkey to normalize relations with Armenia. I believe that they are serious, but that seriousness of the Turkish side largely depends on Azerbaijan's policy. Compared to us, the international observers, Armenians naturally know much better that Azerbaijan's policy does not stabilize the situation in Nagorno-Karabakh, they [i.e., the Azerbaijanis] are still pursuing a long-term policy of ethnic cleansing [of the Armenians]," he said.

The Turkish historian noted that it is not known what preconditions Azerbaijan can posit before Turkey for negotiations with Armenia.

"The situation here is quite fragile, I can't say more, but I want to emphasize again that the shadow of Azerbaijan is now present in the negotiations, but it will continue to be. As Azerbaijan seems to have given Turkey a green light in this matter, we should really take advantage of this as much as possible," he emphasized.

Turning to the question that there is concern in the Armenian society about how it is possible to normalize relations with Turkey if in 2020 the latter clearly supported Azerbaijan in its bloody war unleashed against Artsakh, Taner Akcam said that these concerns are justified and it is not possible to object to them and to say that there were no such steps by Turkey; they are facts, they should be accepted as reality.

"The question is whether it is possible to achieve better relations if [Armenia-Turkey] the border remains closed, all ties are severed, or to achieve at least some changes in Turkey's internal politics using the opening of the border, the establishment of diplomatic relations, and any other type of bilateral relations. I understand these concerns, they are justified because Turkey is really pursuing an aggressive policy—and not only towards Armenia. Look at what policy Turkey is pursuing against the Syrian Kurds and, in general, against Syria; these are really important issues. It is possible to change this approach, or at least there is a possibility to change it, if there are bilateral relations between the parties," Taner Akcam said.

Turkey FM says they have not yet seen clear steps from Armenia to normalize relations

The minister of foreign affairs of Turkey spoke about the topic of normalization of relations with Armenia.

Mevlut Cavusoglu said they have not yet seen any clear steps from Armenia in this regard, Haberler reported.

He claimed that the Armenian authorities need to take clear steps to establish peace, as just talking is not enough.


Armenia commissioner for diaspora speaks against law initiative by National Security Service

We have two components. One of them addresses the matter of compatriots' repatriation. This was announced by Zareh Sinanyan, the High Commissioner for Diaspora Affairs of Armenia, during the press briefing after Thursday’s Cabinet meeting of the government—and commenting on the law initiative proposed by the National Security Service, according to which, the procedure for granting Armenian citizenship to Diaspora Armenians will be tightened.

According to the official, however, the aforesaid will in no way affect the repatriation of Diaspora Armenians.

Sinanyan noted that those Diaspora Armenians who have not been in Armenia for at least 60 days within two years can come to the country, spend those 60 days, then apply for Armenian citizenship.

"It is another thing that this change is not positive in terms of relations with the [Armenian] diaspora in general. Our department is against the aforementioned change," Sinanyan concluded.

Turkey parliament speaker does not hide who needs ‘Zangezur corridor’

The opening of "Zangezur corridor" will create new opportunities for Azerbaijan, Turkey, and Pakistan. Speaker of Turkish National Grand Assembly, Mustafa Sentop, stated about this at the second trilateral meeting of the speakers of the Turkish, Azerbaijani, and Pakistani parliaments in Istanbul, APA's correspondent in Istanbul reports.

According to Sentop, the peoples of these three countries are linked to each other with close historical and cultural ties.

It is noteworthy that the Turkish legislature speaker managed to talk about the "Zangezur corridor" without mentioning Armenia once.

Armenia health minister: 50 more remains of those killed in 44-day war were sent to Netherlands

Fifty more remains of those Armenians fallen in the 44-day Artsakh (Nagorno-Karabakh) war in the fall of 2020 were sent to the Netherlands for additional forensic medical examination. Minister of Health Anahit Avanesyan stated about this during the press briefing after Thursday’s Cabinet meeting of the government of Armenia.

"Repeated and continued examinations are still being carried out in our forensic medical center. Unfortunately, we had had badly damaged remains from which the DNA could not be separated. We are collaborating with the Netherlands for a year now. In recent times, 50 more remains were sent [there] for additional examination. The remains that are subject to difficult examination have been sent, but there is an assessment that it is possible to work with them," said the minister.

Armenia interstate motorway section leading toward Azerbaijan border undergoing major repairs

A 5km section of the Yerevan-Sevan-Ijevan-Azerbaijan border interstate motorway of Armenia is undergoing major repairs, reported the Road Department Fund.

The construction works are carried out with the funds provided from the Armenian state budget. About 1 billion drams (approx. US$ 2.4 million) have been allocated for this project.

These repairs are expected to be completed by the end of the year.

Karen Hekimyan, Chairman of the "Citizens Rights Protector" NGO of Armenia, posted on Facebook the exchange rates offered—on July 16—by the currency exchange office at Zvartnots International Airport of Yerevan—and which are drastically different from the rates offered by other exchange offices in the Armenian capital.

In particular, one US dollar was bought for 300 drams and sold for 620 drams, one Russian ruble was bought for 3 drams and sold for 7.60 drams, and one euro was bought for 300 drams and sold for 650 drams.

“This is Zvartnots airport of Yerevan. Look at the exchange rates. Arshakyan Hakob [i.e., deputy speaker of the National Assembly of Armenia and co-chairman of the ‘STARMUS FESTIVAL VI: 50 years on Mars’] was right: 2022 is the year of space for Armenia. This is space robbery," Hekimyan wrote on Facebook.

Political scientist: Armenia is in crisis of values

We need to note a few things so that what we have to do is clear. Political scientist Stepan Danielyan of Armenia wrote this on Facebook.

"[PM] Nikol [Pashinyan] is condemned to go to repressions, and their volume is going to get bigger. He has no other choice, it is a matter of life and death for him; [if] he lost power, he will lose everything. And apart from repressions, he no longer has any other tool to keep the power. However, his pillars are not kamikazes like him; that is his weakness.

We [i.e., Armenia] don't have civil society, human rights advocates, and similar things; their bubble has burst a long time ago. Let's note that as well once and for all.

The situation in which the Armenian people are now is not a political problem; it is a value crisis, and the solution is not in the hands of political parties, but in the arena of public movement, which should bring value changes by wording them in advance.

Let's just note these for future actions", the political scientist added.

Azerbaijan identifies 2908 people killed in 44-day war

The identities of 2908 people killed in the 44-day war (aggression against Artsakh and Armenia from 27 September to 9 November, 2020) have been established in Azerbaijan, Azerbaijani Military Prosecutor's Office reported.

This was announced by military prosecutor  Khanlar Veliyev at a meeting of the Collegiate Military Prosecutor's Office on the results of the first half of 2022, haqqin.az reported.

He noted that as a result of operational and investigative activities, urgent investigative actions, numerous examinations, as well as the regular work of search teams in this direction, military prosecutors together with the staff of the Ministry of Interior and State Security Service have so far managed to identify 2908 people who died in the 44-day war, and identify missing servicemen and transfer their bodies to the families. According to him, investigative measures continue in order to establish the whereabouts of six missing servicemen.

Against the backdrop of geopolitical developments, Russian businessman Roman Trotsenko's GeoProMining Gold (CEO Roman Khudoliy), which mysteriously acquired a majority stake in the Zangezur Copper-Molybdenum Combine (ZCMC), seems to be backing out of its commitments towards the Armenian government, the Past daily reports.

“Our sources tell us that the ZCMC management has given two main reasons for its inaction: the fall in global copper prices and the shortage of funds due to restrictions on the movement of Russian and Trotsenko-owned capital,” the newspaper says.

“The sources have told Past that last month two senior Armenian officials lobbying Trotsenko tried to “test the waters” for granting ZCMC permission for “selective mining” in the competent government agencies as a preliminary condition of the possible settlement of the situation.

“The officials claimed that GeoProMining warned in case of refusal to give it permission, the current financial and economic situation will be regarded as force majeure and none of the promised projects will be implemented: there will be no copper smelter, nuclear power plant or any solution to the environmental and tailing dump-related problems.

“According to our information, despite the obvious blackmail, the government is aware of the consequences of a possible attempt to grab a "fat slice" of the mine over several years and does not want to make such a deal. Moreover, it is clear that selective mining of ore in terms of mining policy in the civilized world, including Russia, is considered a threat to national security.

“According to our interlocutor, Trotsenko's team wants to easily extract copper from rich areas and make super profits. But the authorities must realize that this will lead to the impoverishment and early closure of the mine, because the mine will thus lose its industrial value. Therefore, such a deal can only be made as a result of a highly dubious political decision,” Past says.
