Polish OSCE Chairmanship expresses concern at reports of armed incidents and casualties in South Caucasus

ArmInfo.The Polish OSCE Chairmanship is extremely concerned about reported armed incidents and casualties in the South Caucasus. This is stated in the statement  of the Polish delegation to the OSCE in its microblog on Twitter.

"We urge Armenia and Azerbaijan to take all necessary measures to  bring de-escalation and resume dialogue. We remain committed to  support all efforts aimed at consolidating peace in the region," the  statement emphasizes.

According to the Artsakh Defense Army, "On August 3, starting at  09:00, Azerbaijani units, grossly violating the ceasefire regime,  using mortars, grenade launchers and attack UAVs, fired at the  positions of one of the military units of the Defense Army, as a  result of which contract servicemen Gurgen Gabrielyan and Artur  Khachatryan were killed. The Ministry of Defense of the Republic of  Artsakh shares the heavy sorrow of the loss and expresses its  solidarity with the family members, relatives and comrades of the  fallen servicemen." 

According to the report, another 14 servicemen received injuries of  varying degrees. , the information of the defense department says.

Armenian men`s team is sole leader of World Chess Olympiad

ArmInfo. The Armenian men's chess team won the sixth consecutive victory at the World Chess Olympiad, becoming the sole leader of the tournament. The  International Chess Federation reports on its microblog in Twitter.

ArmInfo.Azerbaijan's actions grossly violate the principles of international law on the  prohibition on the use of force and the threat of use of force, as  well as the obligations of the Azerbaijani state under the trilateral  agreement of November 9, 2020. This is stated in the statement of RA  Human Rights Defender Kristine Grigoryan,  the press service of  the  Defender reports.

The Defender recalled that, on the 1st and 2nd of August, and today,  the Azerbaijani side conducted aggressive military operations in the  zone of responsibility of the Russian peacekeeping mission in the  various directions of Artsakh, using weapons of various calibers,  grenade launchers, and attack unmanned aerial vehicles.

"These acts grossly violate the principles of international law on  the prohibition on the use of force and the threat of use of force,  as well as the obligations of the Azerbaijani state under the  trilateral agreement of November 9, 2020.

This criminal behavior of Azerbaijan is reprehensible, it directly  endangers, and in fact, nullifies any guarantee of life for people  living in Artsakh, which is the most vital component of peace. The  criminal acts of the Azerbaijani side must cease immediately.

Regardless of the geography of the incidents and the  politico-military objectives of the parties involved, this  encroachment on the right to life and other fundamental rights of the  civilian population must receive its true assessment.

I have called upon the ambassadors of the Minsk Group Co-Chair  Countries, and other international actors involved in the conflict  resolution to make maximum efforts in the direction of truly  guaranteeing the right to life of the peaceful population of  Artsakh," Grigoryan concluded.

On August 3, during the attack of the Azerbaijani armed forces on  Armenian positions in Nagorno- Karabakh, two servicemen were killed,  and 14 more were injured.

Given the fact that the RA authorities have agreed to fulfill Azerbaijan's demand on the withdrawal of conscripts from Artsakh, Azerbaijan is tightening the ring even more, demanding full disarmament, Tigran Abrahamyan, a member of the I have Honor faction of the National Assembly, wrote on his Facebook page.

"Azerbaijan has been actively talking about the existence of "illegal armed formations" operating in Artsakh for several months now, referring to the defense army and warning about the need for "anti-terrorist operations," said Abrahamyan.

While Azerbaijan was preparing the ground for the development of the operation, the Armenian government domestically became convinced that peace was inevitable, and those who talked about possible escalation and military action were caught in the crosshairs of the government propaganda machine and the political majority.

Pashinian's regime has shut down all possibilities of survival and Armenian existence and is leading the country down the path of a new adventure.

Arkady Karapetyan: Did government fail to build alternative road because of miscalculation or on purpose?

The aim of Azerbaijan's attacks on Artsakh is to obtain the Lachin corridor, Arkady Karapetyan (Ago), the first commander of the NKR Self-Defense Army, told NEWS.am today.

"They aim to evacuate the people of Artsakh, but our government hasn't built a new road yet. If they attack and kill people, it will be difficult to escape because there is no road. Coincidences give rise to doubts. Wrong decisions always lead to tragedy. Didn't the government build the alternate road as a result of faulty calculation or intent? Everyone can comment all they want. You don't have to say big patriotic things, you have to understand what you can do. If we could not build a road and hold our ground, there would be no need to build a road. However, I'm not sure whether we are capable of it or not, especially when our ally is not fulfilling its function," Karapetyan said.

Because of unclear mandate and limited number of Russian peacekeepers, relative peace is threatened

Since August 1, the Azerbaijani side has conducted aggressive military operations in various directions of the Republic of Artsakh, using weapons of various calibers, grenade launchers, and attack drones.

All this is happening in the event that since November 2020, a ceasefire has been established by the agreement of the parties and Russian peacekeeping forces have been deployed in Artsakh to ensure the peace of the people of Artsakh.

This indicates that peace has not been properly established in Artsakh, and the Azerbaijani side does not fulfill the obligations assumed by the declaration, using all kinds of opportunities to force concessions on one or another issue.
Azerbaijan combines any of its demands with the use of force or the threat of use of force, grossly violating the fundamental provisions of international law.

During the negotiations on various issues, the Armenian side is forced to make concessions, as a result of which the most basic rights of people, including the right to life, are violated. Due to the unclear mandate and a limited number of Russian peacekeepers, fragile and relative peace is regularly endangered. And the people of Artsakh are again fighting alone for the protection of their rights.Statements supporting the establishment of peace are regularly made by various international actors. Where is that support? Where are the real steps taken by the OSCE Minsk Group co-chair countries to protect people's rights, save people's lives, and ensure people's peaceful life? Where are the actions of the UN, CoE, or OSCE? Or is everything just at the level of empty words?

The international media is not silent for a minute regarding the conflicts taking place in other parts of the world, the international organizations make statements, they show indescribable amounts of support, but the people of Artsakh, who have been directly fighting against the Azerbaijani dictatorship for tens of years, are ignored.

Is it acceptable to be guided by such explicitly double standards and blinded by political interests, fully ignoring people and their rights?" the statement said.

Yerevan.Today: Several hundred soldiers urgently evacuated and demobilized from Artsakh in middle of night

Last night panic broke out in the military units of Artsakh at once. The command gave the alarm to the conscripts on duty and they quickly assembled and went down to the military units. informed that they would be demobilized early, reports Yerevan.Today.

At night, buses quickly organized themselves and came to the military units to transport the troops to Armenia as quickly and discreetly as possible, and after midnight, more than a dozen buses left simultaneously.

The troops were brought into Yerevan at night and dropped off near the Monument to Labor Glory; because of the panic, they didn't have time to tell all the parents to meet the early demobilized children at the old Monument to Labor Glory site. Most of the soldiers camped out on the sidewalks and greeted the dawn in Yerevan.

The families were happy to have met their children alive and well, but were dismayed that the demobilization dates had been broken and their sons had been sent home prematurely and forcibly. But now they came ten days earlier, and it's obvious that this is what Aliyev wanted… The situation is tense, our guys were demoted from their positions and sent home to destroy Artsakh, Artsakh will remain defenseless," the parents said.

Police use force to detain citizens protesting against government

Some time ago, police forcibly detained a woman protesting against the government, as well as the son of journalist and writer Vahan Ishkhanyan Hovhannes Ishkhanyan, who demanded that the police present the reasons for the woman's detention.

Vahagn Chakhalyan, a founding member of the National Christian Party Zartonk, also participated in the protest in front of the government, saying that by detaining people, the police are trying to prevent people from joining the protest and raising their voice against the military actions unleashed by Azerbaijan in Artsakh.

Chakhalyan also said that the ambassadors of all countries operating in Armenia should gather right now in front of the government building and present what is happening in Artsakh.

Artsakh Health Minister: Number of injured has reached 19, some of them moved to Yerevan

The number of soldiers wounded as a result of Azerbaijani shelling in Artsakh is 19 people, Artsakh Health Minister Mikayel Hayriyan told Azatutyun.

"Four injured are in a serious condition, one of them is in an extremely serious condition. The condition of the others is assessed as moderate to light," Mikael Hayriyan said.

The minister answered the question, "Is there a need to move to Yerevan?" "There is a need, we have already moved some of the wounded, they are on their way now."

He noted that the soldiers who received medium and light wounds have been transferred to Yerevan, while the soldier who is in an extremely serious condition continues to stay in the Republican Hospital.

The minister said the servicemen suffered shrapnel wounds. "In other words, this is a consequence of the UAV."

Turkish press: Azerbaijani soldier killed in attack by Armenian forces

An Azerbaijani soldier was killed when "illegal Armenian armed detachments" opened fire in the border region of Lachin, authorities said on Wednesday. 

They targeted Azerbaijani military positions early on Wednesday, according to a statement by the Azerbaijani Defense Ministry.

An Azerbaijani soldier was killed due to a bullet wound, it added, noting that a Russian peacekeeping contingent had been deployed in the area where the attack took place.

Relations between the former Soviet republics of Armenia and Azerbaijan have been tense since 1991 when the Armenian military occupied Nagorno-Karabakh, also known as Upper Karabakh, a territory internationally recognized as part of Azerbaijan, and seven adjacent regions.

Their most recent clashes were in September 2020, during which Azerbaijan liberated several cities and nearly 300 settlements and villages that were occupied by Armenia for nearly three decades.

A Russia-brokered deal brought an end to 44 days of intense conflict in November 2020.
