Defendant in case of tragic road accident on Armenia bridge is sentenced to 6.5 years in prison.

A verdict was reached Friday in the case of the tragic road accident that happened more than three years ago on the Zod bridge in Ararat Province of the Republic of Armenia (RA).

The general jurisdiction court of Artashat city sentenced the defendant, Soghomon Hakobyan, to 6 years and 6 months in prison.

Armenian News-NEWS.am has learned that the court took into account the terms of detention during the investigation and the trial for the final punishment. In other words, Hakobyan will remain in prison for 3 years and 5 months more. He has been in pretrial detention since July 8, 2019, the verdict was handed down on August 4, 2022.

The prosecution had motioned that Hakobyan be sentenced to 8 years in prison.

Tigran Avetisyan, the father of 20-year-old Astghik Avetisyan who died as a result of the aforesaid accident, told us said that the court granted 50 percent of the claim for compensation of the material damages of the injured parties.

The legal successors of the victims are dissatisfied with the court verdict. "The defense delayed the court hearing for about 2 months, on July 1, the RA Criminal Code was changed, so that article was mitigated. If after that terrible incident that person should be sentenced to [just] 6 years in prison, then what can I say" Tigran Avetisyan noted.

On July 6, 2019, a passenger van, a Toyota Hilux, and a VAZ-21063 collided on the aforesaid bridge, which resulted in a fire in the van, and then it spread onto the other two cars.

Toyota Hilux driver Soghomon Hakobyan was charged with violating traffic rules and causing the death of two or more people.

According to the indictment, Hakobyan negligently caused 7 deaths and 4 injuries.

Armenia Constitutional Court ex-judge: Berdzor, Aghavno, Sus residents of Artsakh can petition to ECHR

The residents of Berdzor, Aghavno, and Sus communities of Artsakh (Nagorno-Karabakh), who are forced to leave their homes, can petition to the European Court of Human Rights (ECHR) against their own government, or demand compensation. Alvina Gylumyan, former judge of the Constitutional Court of Armenia, said this during a discussion held on Friday.

But if there is a process of dispossession of homeland, then this, according to her, is a different issue.

"For other aspects, we should wait for August 25 and see how the situation will develop," Gylumyan emphasized.

The former judge of the Constitutional Court of Armenia concluded that the goal of many human rights organizations throughout their activities is to achieve power.

"Now they have become part of the [Armenian] authorities and, naturally, they do not carry out human rights activities. Therefore, it is important to form a civil society which will not become part of the new authorities by a change of power, but will remain in its place", Gylumyan added.

Opposition MP: We will not have democracy as long as Armenia is ruled by occupation gang

As long as the country is ruled by the occupation gang, which pursues the goal of beheading all forces, we will not have democracy. This was stated by Aspram Krpeyan, an opposition MP of Armenia, during a discussion on Friday.

According to her, not a classical opposition-authorities’ relation has been established in Armenia, but rather a fight is being waged against the criminal gang that has occupied the Armenian state and is advancing the Turkish agenda.

"Under these circumstances, it is naive to expect any active response from the international community, an active response from the ‘civil society’ serving the interests of the criminal gang. We have no such expectations. During this time, we have become witnesses of lustration, we have clearly seen who the true supporter of democracy and human rights is, and who has been promoting just fake democracy for a long time," Krpeyan emphasized.

The opposition lawmaker noted that there cannot be a true democratic system in the country without a stable security mechanism, and that it is only under these conditions that it is possible to form the necessary environment for the development of democracy.

She expressed confidence that all legal mechanisms should be used.

"The parliamentary opposition submitted 14 petitions to the Constitutional Court during this period," Krpeyan recalled.

Stepanakert Mayor: Alternative road under construction does not cause inconvenience to Artsakh residents

There have been no problems with electricity, gas and communications in Stepanakert for a long time, the mayor of Stepanakert David Sargsyan told journalists in Shurnukh today.

He said he can't give the exact number of citizens who settled in Stepanakert after the 44-day war but that there are many of them. According to Sarkisian, the alternative road to the Lachin corridor, which is under construction, does not create inconveniences for Artsakh residents. "They are ready for the inconveniences. Artsakh people are ready to pass 4-5 km. The government is working on the road, and the mood of the people of Karabakh is very good. They are firmly on their land after the war. The builders are working, in a short time there will be a normal road," he said.

The Mayor replied, "I wasn't interested in that, but all the issues are already solved.

Asked why the society learns about the decisions on Artsakh after they are made or from the Azerbaijani side, Sarkisyan said he couldn't answer that question. "I am a mayor, I do not deal with politics," he said.


Will residents of Aganus village, which was transferred to Azerbaijan, return to their lands?

The residents of Aganus village are skeptical that their village, handed over to Azerbaijan after the 44-day war, can be returned to the Armenian side.

And about the possible transfer of Aganus under Artsakh's control, Artsakh Minister of Territorial Administration and Infrastructure Hayk Khanumyan said the other day. "The territory of Aganus community returns to the corridor, goes out of Azerbaijani control, but everything there has been looted and burned since the first war and until 2020," Khanumyan told Armenpress.

The Artsakh village of Aganus came under Azerbaijani control a few days after the end of the 44-day war, on December 1. The village had 102 residents who were evacuated during the war. Most of them settled in Armenia. The residents of Aganus learned from the media that the village could once again come under Artsakh's control.

The head of the aforementioned Karabakh village Artak Abrahamyan has already had time to talk to his fellow villagers about this issue. According to him, the fellow villagers believe that it is too early to talk about it. "How reliable is the information that Aganus will remain Armenian? Today Azerbaijan is only deporting Artsakh people. It's still too early to talk about the return of the residents to Aganus, I just can't imagine how an Armenian and an Azerbaijani can live next to each other?   Residents from 1994 until the 44-day war were deceived, and no one is going back at the moment, because people think about creating their own corner at least in Armenia," Abrahamyan said.

Aganus was inhabited at the end of 1994. According to the head of the community, up to 300 families lived in the village in different years, but during the 44-day war there were only 13 families, with 102 residents. Abrahamyan assures that not a single house in their village was burned down, but during the war, when the residents were evacuated, they were looted.

Replacing the Lachin corridor in Nagorno-Karabakh

The Lachin corridor has become another bone of contention for Armenia, Nagorno-Karabakh and Azerbaijan. Today it is the only road connecting Armenia with NK. But this is about to change.

Azerbaijan has completed construction of the new road on its side and is demanding that Armenia change their side’s route. The Secretary of the Security Council of Armenia calls the demand groundless and “illegitimate”. According to the document signed by the parties to the conflict, by November 2023, “a plan for the construction of a new traffic route along the Lachin Corridor” has yet to be determined.

Azerbaijan has, however, asserted itself in spite of that clause. Another military escalation resulted in the death of two Armenian soldiers and the wounding of nineteen. Official discussions have in fact ceased. The eviction of Armenian residents from towns located within the Lachin corridor has also begun, and the territory will pass under the control of Azerbaijan.

Tension in Nagorno-Karabakh has been observed since the end of July. Azerbaijan accused Armenia of shelling almost daily, though the latter immediately dismissed the charge. Armenian experts warned of preparations for further escalation by Azerbaijan. On August 3, Azerbaijan used grenade launchers and bayraktars, killing and wounding Armenian soldiers. Now the situation is seen as stable, but tension remains.

Meanwhile, via Russian peacekeepers deployed in NK, Baku demanded the transportation route with Armenia be changed so as to bypass the Lachin corridor. After the second Karabakh war, the leaders of Armenia, Russia and Azerbaijan agreed to keep the Lachin corridor until 2023.

The Prime Minister of Armenia stated that Azerbaijan is thus trying to eliminate the conditions laid down in the November 9 tripartite statement which ended the 2020 war:

“Allegedly, they have completed work on the construction of a new route of the Lachin corridor, and therefore a number of sections of the existing corridor should be transferred to their control. Such statements by Azerbaijan are a gross violation of the tripartite statement.”

The Prime Minister of Armenia has expressed his opinion on what is behind the escalation in Nagorno-Karabakh.

The city of Lachin (Armenia calls it Berdzor) and the towns of Aghavno and Sus are located in the Lachin corridor. More than a hundred families live there. Aghavno, for example, is home to more than 200 people. There is a school and a kindergarten in the village. It is is especially important because infrastructure from Armenia runs through this section supplying NK with electricity, gas, telephone communications and the internet. After the Lachin corridor goes to Azerbaijan, the unrecognized republic may lose all services.

Political scientist Benyamin Poghosyan believes that in this way Baku will receive “another trump card for the integration” of Nagorno-Karabakh into Azerbaijan:

“If we give Berdzor to Azerbaijan now, this means that Baku will be able to cut off not only the gas that it also turned off this spring, it will be able to cut Artsakh off from the internet and electricity, or at least ban the export of electricity from Armenia to NK. And then tell the Karabakh Armenians: ‘People, do you want to live in the Middle Ages without gas, electricity and the internet? If you want to, no problem; but if not, you have to get gas and internet from Azerbaijan.’ ”

In March of this year, during unprecedented snow and frost in NK, people were left without gas for almost three weeks. The gas pipeline through which gas is supplied from Armenia was damaged. The damaged section was on territory under the control of Azerbaijan. The latter did not allow anyone access to the site for repairs. After ten days of negotiations, Azerbaijan repaired the pipeline itself. Then blackouts began. It is believed that a valve was installed during repair.

Almost immediately after the signing of the trilateral agreement in 2020, the President of Azerbaijan announced that an alternative road to the Lachin corridor would be built in less than three years.

“After determining the parameters of the new corridor, the city of Lachin will also be returned to us,” Ilham Aliyev said.

And so in just two years, Baku announced not a project proposal, as indicated in the agreement, but the construction of a road.

On August 2, when Baku demanded a new route be organized, Armenia brought construction equipment to the village of Kornidzor in the Syunik region. Construction work has been going on for only a few days. The road will run from the bridge over the Aghavno River to the village of Kornidzor.

The length of the new road will be 11 kilometers 750 meters, of which about 6 kilometers, according to the head of the Kornidzor community Arshak Karapetyan, will be very difficult to build.

After August 25, until the new road is built, the road between Armenia and NK will be a four-kilometer section of dirt road.

Analysts do not consider the escalation accidental, tying it to Baku’s dissatisfaction with the negotiation process, and believe it to be directed against the activity of the West in the region

At the end of June, Nikol Pashinyan announced that territory outside the borders of the former Nagorno-Karabakh Autonomous Region would pass to Azerbaijan after the commissioning of a new road bypassing the city of Lachin. Thus the Prime Minister, in fact, announced the transfer of the towns of Ahavno (Zabukh in Azerbaijan), Sus and Lachin to Azerbaijan.

When asked what will happen to the residents of these places, Pashinyan said that the problems of the urban population are being solved by the Armenian government – they will be provided with housing.

“I think the problems of the residents of Aghavno will be resolved with the help of the government of Artsakh. I can’t say about Sus, because at the moment I don’t have such information,” Pashinyan said.

Following the Armenian prime minister, the president of the unrecognized NKR, Arayik Harutyunyan, stated that in the case of a new route“we must bypass the city of Berdzor (Lachin)”:

“Negotiations are underway. Let’s see what the possibilities are. […] We did not tell anyone to leave Berdzor, but I consider it unlikely that our compatriots will continue to live in Berdzor, and we will continue our negotiations regarding Aghavno.”

As it turned out, the negotiations yielded no results. Residents must leave their homes by August 25, a deadline they discovered just twenty days before that date. In response, the residents of Berdzor blocked the road to the Lachin corridor for some time, demanding that the town not be surrendered and that they be given guarantees.

They were then told that families would be provided with certificates for purchasing housing in the amount of 8 to 12 million drams ($19,000-28,000) and financial assistance of 40,000 drams (about $100) per person.

For several days, cultural monuments have been removed from territory transferred to Azerbaijan. Residents are removing everything they can, but stil return to their homes. Many will wait until the very last day, hoping that at the last moment their fortunes will reverse.

Commentary by political commentator Hakob Badalyan on the regional situation, the interests of major players and their expectations from Armenia, the risks of starting a war, and relations with the West and Russia

The founder of the Agency for the Development of Tourism and Culture of NK, Sergey Shakhverdyan, has published a map showing where the alternative road to the Lachin corridor will go.

“Since the state has not clearly explained to the public how traffic along the new corridor will be organized, we have to do this based on the information available to us. After the new road Mets Shen-In Shen was built by Azerbaijan, the bridge on the Akari River towards Kornidzor breaks off in the territory of Armenia and actually leads nowhere, so it was decided to make a new temporary route from this bridge, according to the attached map,” he wrote.

According to Shakhverdyan, on the map “a part of the road built by Azerbaijan is marked in red, a temporary dirt road that runs next to the hydroelectric power station […] and connects with the existing Ahavno-Teh highway is marked in blue, the distance from the temporary highway to the village of Aghavno is indicated in green – only 1200 meters.”

Sergey Shakhverdyan discusses possible options:

“Thus Aghavno, until the commissioning of the Mets Shen-Kornidzor route, continues to be within the Lachin Humanitarian Corridor. And this means that the armed forces of Azerbaijan cannot be located inside the five-kilometer security zone, including, of course, Aghavno. Thus, the question arises – how legitimate is the demand for the deportation of the population of Aghavno?

“To what extent do the statements of the NKR authorities that Russian peacekeepers will leave their current deployment near Aghavno on August 25 correspond to reality, and to the provisions of the infamous statement of November 10?! And finally, if they leave on August 25, which is not very believable, how will the security of the temporary route be managed?

“And, finally, do the ultimatums of the authorities to the residents of Aghavno to surrender their houses intact in exchange for compensation, mean that there are special agreements between the authorities of the NKR and Azerbaijan on the issue of deportation of residents, and that compensation was allocated by Azerbaijan on certain conditions?”

At the end of August, Armenia will transfer the Lachin corridor to Azerbaijan, which connects NK with Armenia, and the surrounding towns.

Political scientist Armen Baghdasaryan believes that the latest Azerbaijani attacks on NK were to demonstrate to Yerevan that in case of refusal to provide the so-called “Zangezur corridor”, Azerbaijan would close the corridor through Lachin.

The so-called “Zangezur Corridor” is a road that will connect Azerbaijan through the territory of Armenia with its Nakhchivan exclave. Azerbaijan and Turkey call this road a “corridor”. Armenia has repeatedly announced that it agrees to unblock roads, but with the preservation of sovereign control over these roads. Tthe term “corridor” implies a loss of sovereignty.

“The leadership of Armenia made many promises to Azerbaijan, which they have consistently executed. But Azerbaijan is rushing this process, seeing Armenia’s desire to delay this process as much as possible. That’s the whole point of what’s going on.”

Military expert Karen Vrtanesyan recalls that, according to the text of the tripartite statement, it is only about diverting the road from Shushi:

“Here is the part of the text of the tripartite statement that interests us:

“The Lachin corridor, which will ensure the connection of Nagorno-Karabakh with Armenia and at the same time will not affect the city of Shusha, remains under the control of the peacekeeping contingent of the Russian Federation.” […]

“Here they are talking only about the diversion of the road from Shushi. Not about leaving Berdzor. Not about expelling Armenians from Berdzor […]. And it is obvious that the new route, bypassing Berdzor and Aghavno, was approved by all the signatories of the statement before the construction of the road began, otherwise they would not have started construction.”

Political scientist Andranik Hovhannisyan also emphasizes that there is not a single word in the statement that provides for Armenia transferring the towns of Lachin, Aghavno and Sus to the control of Azerbaijan:

“This paragraph clearly states that a plan for the construction of a new traffic route along the Lachin corridor will be determined in the next three years. I repeat: along the Lachin corridor, and not outside it. According to the new route, the road should bypass the Armenian city of Shushi [Shusha] occupied by Azerbaijani troops for several kilometers, and it is for this reason that Shushi is mentioned in this paragraph.”

Analysts say that the Armenian authorities, under pressure from Azerbaijan, are making further concessions, agreeing to abandon the Lachin corridor ahead of schedule.

Official Yerevan limited itself to statements about the illegality of Baku’s demands. After the war in Karabakh, virtually every escalation led to concessions from the Armenian side. There is already talk out of Azerbaijan that the next step should be the complete disarmament of the unrecognized republic.

If this happens, the only guarantor of the security of the NK population, in fact, will be the Russian peacekeeping contingent. However, the experience of the last two years has shown that the Russian side is unable or unwilling to ensure a stable peace and security in the region.

“In case of pressure on Armenia, Iran will intervene, not excluding even military intervention,” Iranian expert Emma Begijanyan believes. In her opinion, this is exactly what the President of Iran was trying to say in a conversation with the Prime Minister of Armenia by telephone.

Recently, Armenian-Iranian relations have become more active. On August 11, information appeared that Tehran had appointed a consul general in the city of Kapan in the Syunik region of southern Armenia. On the same day the leaders of Armenia and Iran spoke by phone.

Referring to tension in the South Caucasus, Iranian President Ibrahim Raisi once again stated: “Iran is attentive to the issue of its borders and will oppose any attempts to change them.” Armenian experts believe that these words were addressed to Turkey and Azerbaijan.

On July 19, Iran’s spiritual leader, Ayatollah Ali Khamenei, also discussed the issue in Tehran. During meetings with the presidents of Turkey and Russia, who arrived to discuss the Syrian crisis, he stressed that Iran will not tolerate policies and programs that could lead to blocking the border between Iran and Armenia.

Nikol Pashinyan gave Ibrahim Raisi details of recent border incidents between Armenia and Azerbaijan.

It was in connection therewith that the President of Iran said that his country “will oppose any attempts to change its borders.”

Raisi described Armenian-Iranian relations as historical and deep, emphasizing the need to increase the level of stable economic cooperation.

According to the prime minister’s office, Nikol Pashinyan vowed that “Armenia is ready to increase the transit of goods between the two countries and develop cooperation in the field of infrastructure, including in transport, energy and other areas.”

It was revealsed yesterday that Abedin Varamin was appointed Consul General of Iran in the city of Kapan in the Syunik region of Armenia. The Iranian embassy in Armenia has given no further details.

Last year the Iranian Foreign Ministry made a proposal to open a consulate general in Kapan. The Armenian government approved this proposal at the end of December 2021.

The consulate has not yet officially opened, which is expected later this year.

According to Iran scholar Emma Begijanyan, President Raisi’s statement has to do with Iran’s refusal to brook a “corridor” encroaching on Iranian territory. She believes that the change of borders, the so-called “corridor”, is a red line for Iran.

“Iran will oppose this at any cost, not excluding even military intervention. The Lachin corridor in Nagorno-Karabakh is being replaced by another, which is of course undesirable for Iran, but it did not intervene. However, if there is pressure on Armenia, then Iran will intervene.”

Azerbaijan and Turkey continue to insist on a corridor with Nakhichevan through the territory of Armenia. According to the Armenian Prime Minister, Yerevan is ready to provide this today, but within the framework of the country’s legislation.

The Armenian authorities have repeatedly stated that “corridor logic” is unacceptable for Armenia in the process of unblocking regional transport routes. It has always been emphasized that in all three statements signed by the presidents of Armenia, Russia and Azerbaijan, a “corridor” through the territory of Armenia is not provided.

According to Emma Begijanyan, Iran has access to roads through Turkey and Azerbaijan, but does not consider them reliable. Therefore Armenia is an indispensable partner to the Islamic Republic. The expert believes that Yerevan and Tehran should cooperate closely in all key areas:

Aliyev on construction of alternative road

In an interview with Azerbaijani state television, President Ilham Aliyev said that schedule and route of the new alternative road to the Lachin corridor had been agreed upon with Russia, and that Armenia was aware of this. He also added that during construction of the road, Azerbaijani builders and the local Armenian population were contact without the intervention of Russian peacekeepers.

“Armenians living in Karabakh will have no status, no independence, no special privileges. Both for the citizens of Azerbaijan and for them,” Aliyev said, commenting on the status of the part of Karabakh where the Russian peacekeeping contingent is temporarily stationed.

Ilham Aliyev gave an interview to state television AzTV during his visit to the town of Basgal in the Ismayilli region of Azerbaijan.

According to Azerbaijani President Ilham Aliyev, the tripartite statement of November 10, 2020 “clearly states that a new road will be built, and its planning and approval shall be ensured within three years.”

“We built this road in just one year. Its length is 32 kilometers. Prior to that, immediately after the second Karabakh war we began negotiations with Russia regarding the path of this road. That is, this road did not appear by itself. We agreed on it.

The road will allow Azerbaijan to take control of the regional center of the Lachin region. The Armenian part of the road is not yet complete

“There were several possible routes, but in the end we chose this one. The Ministry of Defense of Russia agreed with us on this route and approved it. If it were otherwise, how could we build a road on territory under the temporary control of Russia,” Aliyev said.

He also commented on Armenia disputing the legality of the construction of an alternative road:

“If someone is trying to accuse us of doing something illegal or taking some kind of unilateral step, this is absolutely not true. We can prove it at any level.

“You can send a request to the official bodies of Russia and view all the documents on how this road was built, all the approvals. This route has been approved.

“Of course, we were not obliged to coordinate with Armenia, because this does not concern Armenia in any way. It’s just that Armenia was notified at which point there would be an exit to the Armenian border, and they, for their part, had to build a new road there. But unfortunately they didn’t. Why? To drag out time. There is no other reason.”

In his interview, Aliyev also touched upon the issue of building a part of the alternative road located in Armenia.

“When we started building a new Lachin road, we turned to Armenia through the Russians – I assumed that they would resort to such tricks – and suggested building a road on their territory. There are only 8-9 kilometers. They refused. They said no, we’ll build it ourselves. And when did they start doing it?

“Moreover, it is impossible to call this the beginning, because they are only now conducting a feasibility study. Then we sent an official notice to Russia. We sent notice that we are completing this road on August 5 and ask to move the posts of the peacekeeping contingent from the old road to the new one.

“When we sent them this letter, Armenia probably also got acquainted with it, and a day after that, Armenia said that we supposedly want to start the economic justification of this road and build it by the end of 2023. This is manipulation. A completely frivolous and inadequate step.

“We said that in this case, on August 5, we would enter the Lachin corridor, create posts and see how you move. After that a commotion began, and the Armenians living in Karabakh asked for more time, until the end of August. And we agreed to this – August 25, September 1, there isn’t much difference.

“At the same time, the Armenians living in Karabakh turned to us with a request that we also build a dirt road 4 kilometers long to a point that will be connected to the Armenian border. We agreed to this as well,” the President of Azerbaijan said.

According to Aliyev, people illegally settled in the city of Lachin and nearby towns should withdraw:

“Their presence there is essentially a war crime because it is contrary to the rules of the Geneva Convention. The occupying country cannot carry out illegal settlement on occupied lands. This is a war crime.

“Perhaps the Armenians living there, who came from Syria, Lebanon, do not know this, but the leadership of Armenia is well aware of it. We get messages from the area that they will not leave. I hope they do not test our patience again. Let them leave of their own free will. Where they go, we don’t care.”

Displaced inhabitants who left the Lachin region in the early 1990s during the first Karabakh war will soon return to their homes, the President of Azerbaijan announced.

“We must return to Lachin, to Zabuh, to Sus. I instructed the State Committee for Refugees and Internally Displaced Persons to contact the residents of the city of Lachin, the towns of Sus and Zabukh, and we will soon return them to their homes,” he said.

“Armenians living in Karabakh are our citizens. The sooner they understand this, and this process is already underway, the better it will be for all of us,” Aliyev stressed.

“In the process of normalization taking place today between Armenia and Azerbaijan, there is no topic of Karabakh. There were such attempts, but I never agreed with it. What does Armenia have to do with this? This is our internal business.

“Today there is no talk of any status at the negotiating table at all. What is this about? The rights and security of the Armenians living in Karabakh. And I said yes, their rights and security will be ensured by the Azerbaijani state, and I always do what I say.”

Aliyev gave an example of the neighborly attitude of Azerbaijanis and Armenians living in Karabakh during the construction of the new road:

“We saw this during the construction of the new Lachin road. When we had just started building the road, Russian peacekeepers as it were protected our builders from the local population, or they from us, our builders. I don’t know who was guarded from whom, in any case they were there.

“Some time later they left, and for the last six or seven months there was not a single Russian peacekeeper along the road at all, there was no need for it. Our builders were in contact with the local Armenians living there in the villages, some of whom even helped, thanked us for building such a high-quality road.

“So there is already contact, and this is very important, I also welcome this. People-to-people contact will serve long-term peace.”

The President of Azerbaijan once again raised the issue of the status of the part of Karabakh where the Armenian population lives.

“Armenians living in Karabakh need to take the right step, to understand that their future is only through integration into Azerbaijani society. It’s impossible otherwise. We live in the real world. Karabakh is an integral part of Azerbaijan from the economic, geographical and transport points of view, an integral part from the point of view of history and international law.

“If someone in Karabakh again, for the sake of some kind of populism or, as they say, out of fear, talks about some kind of status, independence, then you should know that he is first the enemy of the Armenian people, because the Armenians living in Karabakh will have no special status, no independence, no special privileges. Both for the citizens of Azerbaijan and for them. Their rights will be protected in the same way as the rights of the citizens of Azerbaijan, as well as the rights of the peoples living in Azerbaijan. This is the only way,” he said.

Take a trip to Jerusalem: Cooler, drier climate for Israel’s hot summer

Allow me to state the obvious: Summers are hot in Israel. Very hot. And yet in Jerusalem, where the climate is dry, the air can be much more comfortable – especially at night. If you have a 24-hour block of time available this summer, I highly recommend spending your next getaway in Jerusalem. 

My recent trip to the capital began at the Montefiore Windmill in Mishkenot Sha’ananim, which overlooks the Old City. The windmill was originally built in 1858 as a flour mill, but today the site functions as a tourist attraction and includes a small museum. At the museum, you will learn about the story of Sir Moses Montefiore, who initiated and raised the money for the construction of the windmill. 

The site also functions as a wine-tasting room and visitor center for the Jerusalem Vineyard Winery. The winery’s vineyards are spread all around Israel – including Samaria, Judea, the Jerusalem Hills and the Carmel. All the wines produced from these grapes can be tasted at the Jerusalem visitor center, along with light refreshments. 


The Jerusalem Winery, which was founded in 1870, produces four million bottles of wine a year and offers five series, each of which includes between three and six strains. The wines, which have a mehadrin kashrut certification, have won many prizes.

Next on our itinerary was a special guided tour of the New Gate in the Old City. It is called thus since it is not quite as old as the other gates, which were constructed along with the outer wall in the 16th century. At the end of the 19th century, this newer gate was added at the behest of Christians who were hoping to alleviate travel for pilgrims making their way between the holy Christian sites inside the Christian Quarter and their residences north of the Old City, including the Russian Colony and the Chapel of Notre Dame. Up until then, the pilgrims would exit the Old City from either the Jaffa Gate or the Damascus Gate, but then in 1889, Sultan Abd Al-Hamid agreed to construct a new gate, as long as the gate would be named after him. (It was named after him, but the “New Gate” was the more popular name.)

Our tour of the Armenian Quarter was led by Yael Livni, who works with an organization called This Is Jerusalem, which is managed by Dana Hafzedi. During the tour, we were entranced by stories about the people who lived within the walls of the Old City in previous generations. Afterwards, we were offered tastes of delicacies from various Jewish communities. 

Every Wednesday in August at 7:30 p.m., guests are treated to interesting lectures and fascinating performances. Every Thursday in August, from 5 to 8:30 p.m. there are children’s shows, street performances, creative workshops and a wide variety of activities for the whole family.

Just 120 meters from the New Gate, to the left, you’ll find the lovely shop owned by George and Doron Sandroni, who create handmade Armenian artisanal crafts. For 40 years, they have been using traditional methods, without any modern technology, to create tiles and kitchen crafts. Visitors are welcome to watch them work – it’s quite fascinating. And if you ask George about his personal story, he’ll be happy to tell you all about his life. Even better, you can join a two- or three-hour workshop and learn how to paint ceramic objects using age-old techniques. They’ll then place your piece in the kiln, after which you can take your work of art home.

After finishing the Armenian artisanal craft workshop, we continued straight, and then turned left, where we encountered Elia Photo, a quaint shop that was established by Elia Kahvedjian. There, you’ll see historical photographs that were taken in Israel during its pre-state days. There are photos that extend from 1860 until the present time. 

Kahvedjian, a genocide survivor from Armenia, was only five when he saw 163 family members murdered before his very eyes. American aid agencies gathered any orphaned children they found and sent them to orphanages around the world. That is how Kahvedjian ended up in Nazareth. One of his teachers at the orphanage was a photographer, and through him Kahvedjian learned photography. In his store, visitors can see photographs that were taken as far back as 1920. 

When he turned 16, Kahvedjian moved to Jerusalem and opened up his own photography studio, which burned down in the 1948 riots. Luckily, he was forewarned about the attack and was able to escape to safety with his most precious photographs. In 1949, he reopened his business at 14 Ma’alot al-Hankah, where the shop is located to this day. 

When we entered the shop, we noticed the pungent metallic-like odor of film developers, which immediately took me back to earlier days. Kahvedjian passed away at the age of 89, and since then, his grandson has been managing the business. On the walls of the shop, you can see photographs of famous figures, such as Ze’ev Jabotinsky and Rabbi Abraham Isaac Kook, as well as other figures who played a role in the establishment of the State of Israel. In short, a visit to Elia Photo is a must.

The tour of the Old City continued on to the Church of the Holy Sepulchre, where we heard fascinating stories, then for a lunch of tasty kebabs, and short stops at a number of quaint spice and gift shops along the way. 

From there, we continued on toward the Inbal Hotel, one of the capital’s finest hotels, for a short rest and a dip in the pool. This was a fantastic way to cool down quickly. The spacious hotel offers high-quality service, and its breakfast spreads are incredible. 

After our short rest, we attended the Food Truck Festival, taking place every Tuesday through Thursday until August 25, from 6-11 p.m. in the Hinnom Valley. Have a taste from a selection of food trucks, separated into dairy and meat sections (not too much available for vegetarians, unfortunately.) There is also a DJ spinning. Prices range from NIS 30-40. The evenings are organized by the Jerusalem and Heritage Ministry, Jerusalem Municipality, Jerusalem Development Authority and Kapayim.

Iran Appoints Consul General in Armenia’s Kapan

TEHRAN (Tasnim) – Iran has appointed a consul general in Armenia's southern city of Kapan.

In line with the policy of expansion of relations with the northern neighbors, the Iranian Ministry of Foreign Affairs appointed Abedin Varamin as the consul general of the Islamic Republic in Kapan, a town in southeast Armenia.

The Iranian administration decided to reopen the country's consul general in Kapan in late December 2021 upon a proposal by the Ministry of Foreign Affairs.

Kapan is the capital of Syunik Province of Armenia.

The Armenian province hosts Meghri border crossing, which is connected to Iran's border town of Nordooz.
