MOSCOW, August 31. /TASS/. Armenia has fulfilled its commitments and released Azerbaijani prisoners and is expecting Baku to do the same, visiting Armenian Foreign Minister Ararat Mirzoyan said on Tuesday after talks with Russian Foreign Minister Sergey Lavrov.

“Armenia fulfilled its liabilities on this matter long ago. The Armenian side released all Azerbaijani prisoners under the all-for-all principle. We believe, as Minister Lavrov has already said, that Azerbaijan also must release all Armenian prisoners and other persons it keeps not only as the implementation of its commitments under the November 9 statement but also in the interests of creating an atmosphere of trust,” he said.

According to the Armenian top diplomat, “when the atmosphere of trust is created it will be possible to proceed to further processes of discussing issues of the final settlement.”

Provision eight of the document envisages an exchange of prisoners in the all-for-all format. Armenia demands Azerbaijan release all the Armenian nationals it holds. The situation in the South Caucasus is still tense because of Azerbaijan’s destructive policy and its avoiding the implementation of the November 9, 2020, trilateral statement on the cessation of hostilities in Nagorno-Karabakh, visiting Armenian Foreign Minister Ararat Mirzoyan said on Tuesday after talks with Russian Foreign Minister Sergey Lavrov.

“Stability in our region is our strategy and we are ready for an active dialogue to attain this goal. However, the situation in the region is still rather tense, which is due, to a larger extent, to Azerbaijan’s destructive policy. I want to state that Baku is not fulfilling its commitments under the November 9, 2020, trilateral statement by the Armenian, Russian and Azerbaijani leaders, which was reached thanks to [Russian President Vladimir] Putin’s personal efforts,” he said.

MOSCOW, August 31. /TASS/. Moscow and Yerevan have agreed to continue efforts to remove mutual irritants in relations between Armenia and Azerbaijan, Russian Foreign Minister Sergey Lavrov said on Tuesday after talks with his visiting Armenian counterpart, Ararat Mirzoyan.

Lavrov said that during the talks they discussed the implementation of the November 9, 2020, trilateral agreements of the Russian, Armenian and Azerbaijani leaders that made it possible to stop the conflict in Nagorno-Karabakh. “We agreed not to relax attention to the efforts geared to remove mutual irritants in relations between Yerevan and Baku, including the final solution to the problem of the release of Armenian prisoners and sharing mine location maps, and reiterated the importance of further activities of the OSCE Minsk Group co-chairs,” he said.

The minister expressed the hope that the activities of the trilateral working group co-chaired by the Russian, Armenian and Azerbaijani deputy prime ministers to unblock transport and economic ties in the South Caucasus would create a reliable basis for political settlement and prosperity of the entire region.

MOSCOW, August 31. /TASS/. Armenian Foreign Minister Ararat Mirzoyan has said that he is willing to conduct a meeting with his Azerbaijani counterpart to resume negotiations in Nagorno-Karabakh settlement.

“Armenia has repeatedly said that we see the settlement [of the Nagorno-Karabakh crisis] achieved only through peace negotiations so we are ready for a meeting,” he said in Moscow on Tuesday at a press conference following talks with his Russian counterpart Sergey Lavrov.

The situation at the Armenian-Azerbaijani border has remained tense since May 12 when Armenia’s Defense Ministry said that the Azerbaijani Armed Forces had attempted to carry out “certain operations” in a border area in Syunik Province in a bid to “adjust the border.” Since then, the sides have been reporting border incidents from time to time.At the same time, Mirzoyan stressed that Armenia is currently not engaged in talks with Azerbaijan to sign a peace treaty, recommending that Baku focus on implementing all provisions of the trilateral statement on ceasefire in the conflict zone signed on November 9.

The conflict between Armenia and Azerbaijan over the highland region of Nagorno-Karabakh, a disputed territory that had been part of Azerbaijan before the Soviet Union break-up, but primarily populated by ethnic Armenians, broke out in February 1988 after the Nagorno-Karabakh Autonomous Region announced its withdrawal from the Azerbaijan Soviet Socialist Republic. In 1992-1994, tensions boiled over and exploded into large-scale military action for control over the enclave and seven adjacent territories after Azerbaijan lost control of them. Talks on the Nagorno-Karabakh settlement have been ongoing since 1992 under the OSCE Minsk Group, led by its three co-chairs – Russia, France, and the United States.

MOSCOW, August 31. /TASS/. Azerbaijan and Armenia should substantially tone down the rhetoric addressed to each other in the interests of a final peaceful settlement, Russian Foreign Minister Sergey Lavrov said at a press conference following talks with his Armenian counterpart Ararat Mirzoyan. 

“Certainly, it is necessary to seriously, substantially tone down the rhetoric from both sides. This will create the conditions for the final, complete settlement, I do not doubt this,” he emphasized.

The Russian top diplomat noted the significance of the work of the trilateral working group on Karabakh to restore trust between the sides. “Currently, I am proceeding from the premise that we are not talking about renewing the process, we are talking about implementing what had already been signed, and, above all, about the necessity to ensure reliable security and, of course, to begin restoring trust. Here a special role is played by the trilateral working group at the level of deputy prime ministers on unblocking transport communications and economic links. This will be a very important measure which would allow the sides to treat the events more constructively,” the foreign minister pointed out.

He also added that Moscow thinks that it is fundamentally important to encourage humanitarian connections between Armenia and Azerbaijan at all levels. He suggested that a question about any scheduled meetings between the sides should be addressed to Baku and Yerevan.

“I would like to note with gratitude Russia’s and President Vladimir Putin’s consistent efforts. We highly value Russia’s efforts geared toward implementing the agreements (statement by the Russian, Armenian and Azerbaijani leaders of November 9, 2020 – TASS) and the most topical of them is the issue of prisoner release. Thanks to these efforts, some of the Armenian prisoners have returned home,” he said.

Chairman of the Foreign Affairs Committee of the US Senate H.E. Robert Menendez was awarded the Grand Cross of the Order of Makarios III.

Senator Menendez accompanied by Vartkes Mahdessian, met with leading members of the Armenian community of Cyprus, where the Representative of the Armenian community presented him a plaque as a token of appreciation, for his leading role in the very important and historic decision of the US to recognize the Armenian Genocide and his ongoing active support to the Armenian nation.

No talks on peace treaty with Azerbaijan – Armenian FM

There are currently no negotiations on a peace treaty between Armenia and Azerbaijan, Armenian Foreign Minister Ararat Mirzoyan said at a joint press conference with his Russian counterpart Sergey Lavrov in Moscow.

“The Azerbaijani authorities had better concentrate on the implementation of agreements reached earlier under the statements of November 9, 2020, and January 11, 2021,” Minister Mirzoyan said.

“There are currently no negotiations on a peace treaty between Armenia and Azerbaijan. If they start at some point in the future, they should include the issue of the status of Nagorno Karabakh based on the principles stipulated by the OSCE Minsk Group Co-Chairs,” the Armenian FM said.

Armenia is to pay 11,600 euros to the country’s Ambassador to Sweden, European Court rules

The European Court of Human Rights (ECtHR) has ruled that the Republic of Armenia is to pay 9,000 euros in non-pecuniary damage and 2,600 euros in respect of costs and expenses to Alexander Arzumanyan, who currently serves as the country’s Ambassador to Sweden.  

 The case concerns the applicant’s conviction for his involvement in the protest movement that followed the disputed presidential election of 19 February 2008 and raises issues under Articles 10, 11 and 14 of the Convention.

On 19 February 2008 a presidential election was held in Armenia. The main contenders were the then Prime Minister, Mr Serzh Sargsyan, representing the ruling party, and the main opposition candidate, Mr Levon Ter-Petrosyan.

 Immediately after the announcement of the preliminary results of the election, Mr Ter-Petrosyan called on his supporters to gather at Freedom Square in central Yerevan in order to protest against the irregularities which had allegedly occurred in the election process, announcing that the election had not been free and fair. From 20 February 2008 onwards, nationwide daily protest rallies were held by Mr Ter-Petrosyan’s supporters, their main meeting place being Freedom Square and the surrounding park. It appears that the rallies at Freedom Square attracted at times tens of thousands of people, while several hundred demonstrators stayed in that area around the clock, having set up a camp.

 The applicant, who was a known political figure and a former minister of foreign affairs, acted as the head of Mr Ter-Petrosyan’s pre-election campaign and was actively involved in the post-election protests, regularly attending the demonstrations held at Freedom Square and giving speeches.

On 10 March 2008 the applicant was arrested by officers of the National Security Service on suspicion of usurpation of State power.  On the same day he was questioned as a suspect. He refused to testify and stated that his prosecution was politically motivated.

On 12 March 2008 the applicant was charged under Articles 225 § 3 and 300 § 1 (usurpation of State power) of the CC. This decision stated that, after the presidential election of 19 February 2008, the applicant joined the group of supporters of Levon Ter-Petrosyan and, having conspired with them to usurp State power in violation of the constitutional order, actively participated in carrying out activities for that purpose, including discrediting the pre-election process and the conduct of the election, instilling distrust towards the results among large segments of the population, creating illusions of public discontent and revolt, thereby organizing and holding unlawful demonstrations aimed at destabilizing the internal political situation.

On 22 June 2009 the Kentron and Nork-Marash District Court of Yerevan found the applicant guilty under Article 225 § 1 of the CC of organizing mass disorder, sentencing him to five years in prison, at the same time applying an amnesty and freeing the applicant.

The court has declared the complaints concerning the interference with the applicant’s right to freedom of _expression_ and freedom of peaceful assembly, as well as the applicant’s alleged discrimination on the basis of his political opinion admissible.

The Court holds:

(a) that the respondent State is to pay the applicant, within three months, the following amounts:

(i) EUR 9,000 (nine thousand euros), plus any tax that may be chargeable, in respect of non-pecuniary damage, to be converted into the currency of the respondent State at the rate applicable at the date of settlement;

(ii) EUR 2,600 (two thousand six hundred euros), plus any tax that may be chargeable to the applicant, in respect of costs and expenses, to be converted into GBP at the rate applicable on the date of settlement and to be paid into the applicant’s representatives’ bank account in the United Kingdom;

(b) that from the expiry of the above-mentioned three months until settlement simple interest shall be payable on the above amounts at a rate equal to the marginal lending rate of the European Central Bank during the default period plus three percentage points;
