Artsakh reports 2 daily COVID-19 cases

STEPANAKERT, SEPTEMBER 9, ARMENPRESSS. 2 new cases of COVID-19 have been confirmed in the Republic of Artsakh in the past 24 hours, the ministry of healthcare said today.

59 COVID-19 tests were conducted on September 8.

Currently, 23 infected patients receive treatment in hospitals. 4 of them are in serious condition.

Armenian President congratulates Tajik counterpart on Independence Day

YEREVAN, SEPTEMBER 9, ARMENPRESSS. President of Armenia Armen Sarkissian sent a congratulatory letter to President of Tajikistan Emomali Rahmon on the 30th anniversary of Independence, the Armenian President’s Office told Armenpress.

The letter reads:

“Armenia attaches great importance to the strengthening of mutual relations with the Republic of Tajikistan. Our countries run a productive and mutually beneficial cooperation both within bilateral format and the framework of a number of international and regional organizations.

I am convinced that our joint efforts will contribute to the deepening of the ties between Armenia and Tajikistan in different areas for the benefit of our peoples”.

Armenian rights defenders claim abuse of POWs in Azerbaijan

At a press conference held in Yerevan on September 8, human rights defenders presented a report in which they accused Azerbaijan of inhuman treatment of Armenian prisoners of war during the last autumn aggravation of the Karabakh conflict. They have noted that the report is entirely based on evidence, the reliability of which had been confirmed.

Arman Tatoyan, the Armenian Ombudsperson, said that physical and psychological violence is used against both Armenian POWs and civilians.

Among the widespread torture of POWs, the Ombudsperson noted the deprivation of food and water; in some cases, food and water were given only after bullying and physical abuse.

According to Mr Tatoyan, physical violence was also used during medical examinations; and often by doctors: POWs were forced to withstand pain, when the injured places were deliberately hit. “There was a case when an Armenian POW was doused with boiling water and beaten up; he was unable to walk for more than 20 days because of the received burns,” the Ombudsperson has stated.

There is information that in winter, in the cold, POWs were forced to sleep on the floor with their hands roped; they were naked, while the windows were open. Besides, they were doused with cold water and handcuffed to radiators.

According to Arman Tatoyan, civilians were also subjected to cruel treatment. “Witnesses tell that one of the captured civilians was beaten up until he died; and his body was left in the cell for several days,” the Ombudsperson has added.

Human rights defenders have noted that it is necessary to introduce international monitoring mechanisms to fix violations and bring the violating party to justice. According to their version, Armenia has chances to achieve international sanctions against Azerbaijan.

Armenian Defense Minister receives new Commander of Russian peacekeeping troops in Artsakh

YEREVAN, SEPTEMBER 9, ARMENPRESSS. Defense Minister of Armenia Arshak Karapetyan received on September 9 the newly-appointed commander of the Russian peacekeeping troops in Artsakh, Major-General Mikhail Kosobokov and commander of the 102nd Russian military base in Armenia, Colonel Dmitry Ovcharov, the defense ministry of Armenia reports.

Minister Karapetyan congratulated Major-General Mikhail Kosobokov on appointment and wished success to his peacekeeping mission. He also congratulated Colonel Dmitry Ovcharov on appointment, highlighting the role and significance of the Russian military base in the territory of Armenia.

The Armenian defense minister also highly valued Russia’s efforts aimed at stabilizing the military-political situation in the region, as well as the process and efficiency of the Russian peacekeeping mission in Artsakh.

The meeting participants exchanged views on regional security-related issues during their talk.

France allocates over 500,000 euros to Azerbaijan to search for missing people

France has allocated more than half a million euros to Azerbaijan in search of nearly 4000 citizens who disappeared during the first Karabakh war, the French Embassy in Baku reports.

The “Caucasian Knot” has reported that earlier, the Ministry of Foreign Affairs (MFA) of Azerbaijan has reported that 3890 residents of the country, including 719 civilians, have gone missing since the beginning of the Karabakh conflict.

France has allocated over 500,000 euros in the form of voluntary contributions to the International Committee of the Red Cross (ICRC) to search for nearly 4000 Azerbaijanis who disappeared during the first Karabakh war, the “Caucasian Knot” correspondent was told at the country’s embassy in Baku.

The French Embassy also notes that France will allocate another amount of 400,000 euros to Azerbaijan to clean up the territories from mines.

Turkish-Azerbaijani exercises show vulnerability of Lachin Corridor to Armenia

The Turkish-Azerbaijani military exercises conducted in Karabakh are mastering various scenarios for the situation development in the region, including the closure of the Lachin Corridor, Mger Akopyan, a military expert, and Andrias Gukasyan, a political analyst, believe.

The “Caucasian Knot” has reported that on September 6, the joint tactical exercises of the Azerbaijani and Turkish troops with live fire began in the Lachin District, through which the corridor between Yerevan and Stepanakert passes.

The above exercises in the Lachin (the Armenian name is Berdzor) indicate the hostile attitude of the Turkish-Azerbaijani tandem towards Armenia and the Armenian people, Mr Akopyan told the “Caucasian Knot” correspondent, adding that by conducting the exercises, Turkey and Azerbaijan are trying to exert political and psychological pressure on Armenia.

At their joint exercises, Azerbaijan and Turkey are mastering possible offensive actions against Armenia, as well as the scenario of blocking the Lachin Corridor, Mr Gukasyan has stated.

“The exercises should create tension for the Armenian Armed Forces, moreover given the fact that the last year’s joint exercises were followed by aggression against Artsakh (Nagorno-Karabakh) with the Turkish participation. The current exercises are viewed as a real threat and a demonstration of force and intimidation,” Andrias Gukasyan told the “Caucasian Knot” correspondent.

Defense minister holds meeting with families of missing servicemen

YEREVAN, SEPTEMBER 9, ARMENPRESSS. Defense Minister of Armenia Arshak Karapetyan today received the parents and relatives of the servicemen and volunteers who went missing during the 2020 Artsakh War, the ministry reports.

The minister listened to the concerns and proposals of the families of missing servicemen, and answered to their questions, stating that the search operations still continue. He also taken into account the information provided by the parents of missing soldiers.

Arshak Karapetyan assured that all efforts are made to reveal the fate of all missing servicemen.

The minister tasked the responsible officials to examine the issues raised by the parents of the soldiers and report the details.

The defense minister also stated that such meetings will be held on a regular basis, assuring that the issue is under his direct attention.

Aircompany Armenia carried out 536 evacuation flights in 2020 because of COVID-19

In May-December 2020, because of the closed air borders, Aircompany Armenia carried out 536 evacuation flights, thanks to which nearly 38,000 citizens of Armenia were evacuated from different countries and transported to the homeland, the company’s Deputy Director General for the commercial Gevorg Khachatryan said at a press conference in Armenpress.

He stated that at that period the company has used almost 10% of its entire resource.

“Armenia’s airspace was closed on March 15, 2020 because of the coronavirus disease. For about 2-3 months the Aircompany Armenia, as well as many more other airlines in the world have suspended their operation and were not operating flights. But from May the Aircompany Armenia has gradually resumed its flights. We were using almost 10% of our entire resource that time. We have carried out nearly 536 evacuation flights from May to December 2020. It means that we have transported those citizens to Armenia who were left abroad at that period. A total of 38,000 citizens have been transported to Armenia”, he said.

He informed that the main directions of those evacuation flights have been the cities of Russia, such as Moscow, Voronezh, Mineralnye Vody, Krasnodar, Rostov-on-Don, Novosibirsk, Sochi, Yekaterinburg, as well as the French city of Lyon and the city of Dubai of the United Arab Emirates.

‘Peaceful settlement of Nagorno Karabakh conflict has no alternative’ – Serbian Speaker of Parliament

YEREVAN, SEPTEMBER 9, ARMENPRESSS.  Speaker of Parliament of Armenia Alen Simonyan met on September 8 with Speaker of Parliament of Serbia Ivica Dačić in Vienna on the sidelines of the Fifth World Conference of Speakers of Parliament, the Armenian Parliament told Armenpress.

In his remarks Alen Simonyan said Armenia attaches great importance to the inter-parliamentary cooperation with Serbia.

He assured that the cooperation and active contacts will continue, contributing to the dynamic development of bilateral relations.

The sides highlighted paying mutual visits for boosting the inter-parliamentary partnership.

Alen Simonyan welcomed the decision of opening an embassy of Serbia in Armenia, which, he said, would give a new impetus for the development of the Armenian-Serbian relations and further cooperation.

The officials also discussed the current situation on the Armenian-Azerbaijani border. Speaker Alen Simonyan presented information about the actions on releasing Armenian prisoners of war held in Azerbaijan.

The Serbian Speaker of Parliament reaffirmed his country’s readiness to deepen the cooperation with Armenia in all areas, including through strengthening the partnering ties between the parliaments. He emphasized that the peaceful settlement of the Nagorno Karabakh conflict has no alternative.

At the end of the meeting Alen Simonyan reaffirmed his invitation addressed to the Serbian counterpart to pay an official visit to Armenia.

Armenian PM Nikol Pashinyan Visits Georgia

Armenian Prime Minister Nikol Pashinyan pays an official visit to Georgia. Pashinyan’s welcoming ceremony took place at the Georgian government administration. Armenian PM held a face to face and expanded meetings with his Georgian counterpart Irakli Gharibashvili Gharibashvili, after which the two PM held a joint press conference.

According to the press services of the Georgian government, the extended meeting between Gharibashvili and Pashinyan engaged the cabinet members from both countries. The meeting focused on trade and economy, transport, logistics, arts and culture.

“Dignitaries spoke about the successful mediation of Irakli Garibashvili, Prime Minister of Georgia, which resulted in the release of 15 Armenian citizens in exchange to the important mined land maps handed over to Azerbaijan. Nikol Pashinyan expressed his gratitude to Irakli Garibashvili for his personal contribution in the process of mediation”, – reads the government administration’s statement.

After meeting with Gharibashvili, PM Pashynian visited President Salome Zurabishvili at the Orbeliani Palace. According to the Presidential Administration, the sides discussed issues of stability and security in the region. As the press service reported, the importance of using and developing the future potential of regional cooperation was stressed.
