Will Armenia open its airspace to Azerbaijan? Views from Baku and Yerevan

On the night of October 6, 2021, a passenger plane of the Azerbaijani state airline AZAL made a regular flight Baku-Nakhichevan via the airspace of Armenia. What does this mean and what prospects does it hold for the region? Information and comments from both sides.

On Tuesday, October 5, Iran notified Azerbaijan of the closure of its airspace for military cargo air transportation of Azerbaijani airlines in the direction of Nakhichevan. For a long time, Azerbaijani aircraft used air corridors over Iran to perform flights from the main part of the country to the exclave – the Nakhichevan Autonomous Republic – bypassing Armenia.

The decision of Tehran was another consequence of the aggravation of relations between the Islamic republic and its northern neighbor, Azerbaijan.

What caused the tensions in the relations between Azerbaijan and Iran and what consequences may this have for both of the countries?

The next day, AZAL operated a passenger flight to Nakhichevan through the territory of Armenia. It should be noted that Iran did not close its airspace for Azerbaijan for passenger traffic.

“This step demonstrates Azerbaijan’s resolute readiness to unblock transport communications in the region, which meets the interests of all border countries.

Changing the route of the Baku-Nakhichevan-Baku flight will also lead to a reduction in the flight time in this direction and decrease fuel consumption during the flight”, reads AZAL press release.

As the company stressed, from now on, when performing this flight, AZAL can use all existing air corridors, including those passing through the territories of Armenia and Iran.

It is also noted that Armenian air carriers can use air routes passing through Azerbaijan.

Passenger buses on the Baku-Nakhichevan-Baku route continue to run through the territory of Iran. This was reported by the State Automobile Transport Service of Azerbaijan.

The Azerbaijani segment of social media reacted positively to this development but some had questions to the management of the local airline.

Here are some of the typical comments:

“At the beginning of 2010, I often flew to Nakhichevan and I remember that once, on a cloudless day, I clearly saw that we were flying over Lake Sevan. I still remember that several years ago Matthew Bryza was perplexed by the protests of Azerbaijan over the airport in Khankendi (Stepanakert). He wrote that Azerbaijani planes also use air routes over Armenia for flights to Nakhichevan”.

“AZAL says that from now on, the flight time to Nakhichevan and fuel consumption will be reduced. But, of course, no one expects tickets to get cheaper”.

“The Zangezur corridor is opening. Iran is once again out of the game”.

The Civil Aviation Committee of Armenia confirmed that on October 6, the flight on the Baku-Nakhichevan route was carried out over the country’s airspace. Moreover, the committee said that the use of the airspace of both Armenia and Azerbaijan was not limited for passenger aircraft, with the exception of the 44-days of the war in Karabakh (from September 27 to November 10, 2020).

The Armenian government did not comment on the situation in any way, but there is an active discussion about it on social media. Most of the users believe that the Armenian authorities are succumbing to the pressure of Azerbaijan. Political scientists also joined the discussion.

Turkologist Varuzhan Geghamyan wrote on his Facebook page that Armenia opened the first “Turkic corridor”:

“In fact, this was the first component of the Azerbaijan-Nakhichevan-Turkey corridor. […] The capitulation regime in effect in Armenia since 2020, in order to preserve its power, agreed to fulfill the main demand of Turkey and Azerbaijan – to ensure communication between the two countries through their own territory. The air section of the corridor was officially granted this morning.

Such cases fully prove that today there is a de facto pro-Turkish government in Armenia. If the activities of the capitulator [meaning Prime Minister Pashinyan, who signed the trilateral document on the ceasefire in Karabakh] is not stopped with the assistance of national forces and foreign partners, then the turn of the land corridor will come behind the air corridor”.

Since the conclusion of an armistice in Karabakh, Azerbaijan has been insisting on the provision of a land corridor through the south of Armenia with its exclave Nakhichevan. All this time, the Armenian side continues to assert that the statement signed by the Prime Minister of Armenia speaks of unblocking all communications. There is no talk in the document about a “corridor” that will not be controlled by Armenia.

Political scientist Movses Harutyunyan also commented on the situation on his Facebook page, responding to the opinion spreading on social media: “Patriotic Iran closes its airspace for Azerbaijan, and pro-Turkish Armenia opens”:

“This idea is doubly wrong: Iran did not close, and Armenia did not open its airspace.

1.Firstly, the airspace of Armenia has never been closed to Azerbaijani civil air transportation. It was Azerbaijan that in 2013, on its own initiative, decided to stop air transportation through the airspace of Armenia in order to inflict economic damage on us, and yesterday it decided to resume the transportation of citizens through our territory.

2.The airspace of Azerbaijan, in turn, was not closed to Armenian airlines. But Armenia refused to carry out transportation through the territory of Azerbaijan. Similarly, we can, for example, start using their airspace today.

3.Iran has closed the possibility of military flights, and the air remains open for civil flights from Azerbaijan.

4.Even if we want to, we cannot prohibit Azerbaijan to carry out civil air transportations through our airspace, since the Chicago Convention on International Civil Aviation prohibits the member states of the International Civil Aviation Organization (ICAO) from taking a discriminatory approach to the use of their airspace”.

Armenian art works on display at Italian Presidential Palace

An exhibition of works by famous Armenian painters Hovhannes Aivazovsky, Gevorg Bashinjaghyan, Martiros Saryan, Vardges Surenyants and Hakob Kojoyan opened today at the Quirinal Palace under the auspices of the Presidents of Armenia and Italy.

Presidents Armen Sarkissian and Sergio Matarella watched the exhibition.

A similar Italian exhibition featuring works by 18th century Italian artists Giovanni Antonio Canal (Canaletto), Bernardo Bellotto, Francesco Guardi and Michele Marieschi was organized in September 2020 at the residence of the President of the Republic of Armenia.

According to President Armen Sarkissian, such exhibitions are a testimony to the deep and close friendly and warm relations between the peoples of Armenia and Italy. “Art unites peoples, which is more than obvious in the case of the Armenian and Italian peoples with ancient roots of friendship. And this is exactly what is called the dialogue of civilizations, the dialogue of cultures, the dialogue of the inner world and the talent of nations,” he said.

The President of Armenia noted that the works presented at the Quirinal Palace are part of the rich Armenian cultural heritage, which we show the greatest respect for and which we share with our friends.

According to him, this talented constellation of Armenian artists – Hovhannes Aivazovsky, Gevorg Bashinjaghyan, Martiros Saryan, Vardges Surenyants, Hakob Kojoyan – is an inseparable part not only of our national but also of world heritage. Some of these artists, he said, once had close ties with Italy and the Italian people. According to the President, there is a huge treasury of Armenian cultural and spiritual values in Italy, represented by the heritage of St. Lazarus Mekhitarist Congregation.

Iranian FM: We expect Russia to react to probable changes in countries’ borders in the South Caucasus

Iran’s Foreign Minister Hossein Amirabdollahian stated on Tuesday that in his meeting with Russian counterpart Sergei Lavrov he has ensured him that Iran will harmonize its stands on Caucasus region developments with Russia, Iran news agency reported. 

Upon his arrival in Moscow Amirabdollahian said in a meeting with the media representatives that “we expect Russia to react to probable changes in countries’ borders in the region and be sensitive about such matters”.

“It is also expected that Russia will be sensitive about the presence of the terrorists and the intriguing moves of the Zionists in the region, which are both threats against regional peace and stability,” he added.

The foreign minister said that besides this visit Tehran and Moscow are continually and through diplomatic and telephone calls exchanging viewpoints on various issues of mutual interest.

“The Iranian and Russian presidents had two phone talks and President Putin had sent his high ranking representative to attend President Raisi’s inauguration ceremony in Tehran,” he added.

Amirabdollahian said that keeping in mind the Iranian Embassy’s efforts in recent months in Russia the ground is quite paved and this visit will therefore have achievements aimed at taking a long and comprehensive stride forth in bilateral ties.

“Keeping in mind the status in the South Caucasus region and Afghanistan, we are going to have serious negotiations,” he said.

Amirabdollahian said that Tehran and Moscow policies have been very close to each other during the recent years and in the field of mutual interests good, harmonized and constructive moves have been made.

“We hope this potential will be further improved in all sections to ensure regional security,” he said, as quoted by the source.

An exhibition titled “We will be back:Saved pieces” will open in Europe-Artsakh Hotel in capital city of Artsakh Stepanakert on October 11. The exhibition will feature cultural and spiritual values saved during the thirst Karabakh war saved from the Azerbaijani occupation.

The exhibition which is organised by The Public Council of Cultural Heritage and Artsakh Republic’s  Historical Environment Protection Service NCSO, will run through November 11. 

A cross-stone in memory of the victims of the Karabakh war placed in Los Angeles

A cross-stone in memory of the victims of the Nagorno Karabakh war was placed on Tuesday in Los Angeles, the Armenian service of the Voice of America reported. According to the source, the monument was erected near St. Leon (Ghevontiants) Armenian Cathedral. At the opening ceremony, Armenia’s Consul General to Los Angeles Armen Bayburdyan stressed that the cross-stone will become a unique place of prayer to preserve the memory of the victims. 

The cross-stone had been created in Armenia and its duplicate is kept in the motherland. It represents the duplicate of famous Poghos cross-stone from Goshavank. 

Ruben Melikyan: If no action is taken, it means everyone agrees to air corridor decision

Former Artsakh Ombudsman, co-founder of the Path of Law NGO Ruben Melikyan expressed his readiness to participate in any rally against the “Turkic air corridor”.

His comments came after Azerbaijan Airlines reportedly started operating Baku-Nakhichevan-Baku flights through Armenia’s airspace.

According to reports, Azerbaijan Airlines can use all air corridors during the flight, including those passing through the space of Iran and Armenia.

“I am ready to take part in an emergency rally held by any political force in an effort to FORCE the capitulator to annul the decision on the provision of the “Turkic air corridor”.

“If necessary, I am prepared to be beaten by the police during the rally,” he wrote on Facebook on Wednesday.

“We cannot sit idly by. If no action is taken, it means that everyone agrees [to the decision],” Melikyan said. 

People displaced from Artsakh’s Hadrut protest outside Armenian government, demand rent assistance

People forcibly displaced from Artsakh’s Hadrut region held a rally outside the Armenian government building on Wednesday demanding a solution to their housing issue.

Speaking to reporters, Artur Stepanyan, a resident of Hadrut, said he had met with a deputy minister of labor and social affairs to demand a rent refund.

The official has told him that the ministry is drafting a new social support program to give each displaced person a monthly payment of 50,000 drams. A decision will be made within this week, he said, adding they will be paid for September and October at once.

At the same time, Artur Stepanyan said that no clear guarantees were given at the meeting that the program would be approved.

Also, he said the government had sought to deprive the displaced pensioners of 50,000 drams assistance.

“I told them that if they are deprived of the financial support, they will have no means to live at all,” the protester said.

Stepanyan says they have raised the rent issue since the government no longer provides 68,000 drams in assistance.

“It is not pleasant for us to come here every time to voice our complaints, it is unpleasant for anyone, naturally” Stepanyan said.

“We were not satisfied with the meeting, we can’t live on our salaries and pay the rent, it’s small, now we are going to the Artsakh government’s office. We’ve filed applications and will stay there until our rent refund is provided,” he said.

Erdogan asks parliament to strip 4 MPs, including Garo Paylan, of immunity

Turkish President Recep Tayyip Erdogan has petitioned the parliament to strip 4 opposition lawmakers of immunity, including ethnic Armenian MP Garo Paylan from the pro-Kurdish Peoples’ Democratic Party (HDP), Ermenihaber reported.

The three other MPs are also from the HDP and the Democratic Regions Party (DBP).

The issue must first be discussed at the parliament’s Joint Committee on Constitution and Justice, the source said.

Opposition MP: Goris-Kapan road section de facto handed over to Azerbaijan

A section of the road linking two Armenian towns, Goris and Kapan, has in fact been handed over to Azerbaijan, MP Anna Grigoryan from the opposition Armenia faction told reporters in the parliament on Wednesday.

“Members of the Civil Contract faction were recently in Goris and I understood from their posts that they were in Tatev. I wonder why they didn’t pass through the Goris-Kapan road section to understand the feelings of our compatriots,” she said.

In her words, the facts indicate that the Goris-Kapan road section has de facto been handed over to Azerbaijan.

Grigoryan noted that Iranian citizens have a stamp placed in their documents when entering Armenia at the Meghri customs checkpoint, and Azerbaijanis place their stamp over the Armenian one on the Goris-Kapan road section.

“When leaving Armenia, our customs officers put another stamp over the Azerbaijani one, de facto recognizing that the Azerbaijanis have full control over this road section. But there is no legal document in this regard,” the MP said.

Grigoryan recalled that as a result of the previous construction works an Azerbaijani customs checkpoint was set up on the road, adding new construction is currently underway and it is not known yet what is being built.

She noted that in order to clarify these issues, the opposition factions invited the heads of the relevant agencies to the National Assembly, but the latter refused to appear in parliament or attend a meeting of the Standing Committee on Defense and Security.

“Judging from that, I can assume that they have some kind of secret agreement, which they don’t want to speak about, or they simply don’t know what is going on,” said the lawmaker.

According to her, there are no well-maintained roads to the villages of Bardzravan, Shurnukh, Vorotan and no construction works either.

She said that the dirt road leading to the villages passes through a wooded area and is extremely inconvenient for travel in winter.

Anna Grigoryan added that currently the Goris-Kapan road is used less often than the Tatev road.

Armenia’s move to allow Azerbaijani flights over its airspace is one of the worst possible signals that could be sent to Iran, according to expert on Iran Vardan Voskanyan.

As Panorama.am reported earlier, Azerbaijan Airlines started operating Baku-Nakhichevan-Baku flights through Armenia’s airspace on Wednesday.

“Allowing an enemy aircraft to fly over Armenian airspace exactly today and in this particular direction is one of the worst possible signals that could be sent to Iran,” Voskanyan wrote on Facebook.

The move came one day after Iran banned Azerbaijani military planes from flying over the Islamic Republic to Nakhichevan.
