TEHRAN, Jan. 23 (MNA) – The Islamic Republic of Iran and the Republic of Azerbaijan can have extensive economic cooperation due to their common historical, religious, cultural and linguistic values, as well as various economic advantages.

At the present time, after the liberation of the seven occupied cities of the Republic of Azerbaijan and the conclusion of a ceasefire agreement between Baku and Yerevan, the benefits of cooperation between the two countries have increased.

The Republic of Azerbaijan pays special attention to the reconstruction of these seven cities in order to stabilize its position in the liberated cities and return the inhabitants of these regions. These cities are adjacent to Iran and along the Aras River, and our country can play a constructive role in this process. The President of Azerbaijan has asked friendly countries to take an active part in the reconstruction of Nagorno-Karabakh, and in the meantime, Iran is the closest and most prepared country to cooperate with Azerbaijan in the reconstruction of these cities.

In the technical field of engineering, Iranian companies and contractors in the field of hardware, software and manpower have valuable experience and worked in the field of civil engineering and modernization. Items required by the Republic of Azerbaijan, such as construction materials and installation items, are produced and available in Iran. Food is abundant in Iran for export to Azerbaijan, and the proximity of the two countries can optimize the speed and security of work.

It is in Azerbaijan's interest to use Iranian companies and contractors to rebuild Nagorno-Karabakh for economic reasons, the proximity between the two countries, the extra familiarity between the two sides and so on. Iran's presence for the reconstruction of Azerbaijan will be possible at a lower cost for this country, and Iranian companies can participate independently or in consortium with other countries in the region and even companies of the Republic of Azerbaijan in the reconstruction of Nagorno-Karabakh.

In the field of transit and transportation, Iran is considered to be the axis connecting the Republic of Azerbaijan to the warm waters of the Persian Gulf, and the Republic of Azerbaijan is the gateway for Iran to enter the Caucasus and reach Europe via the Black Sea. The construction of the Rasht-Astara railway is an opportunity to complete the north-south corridor and connect Asia to Europe, and the acceleration of the construction of the Rasht-Astara railway is emphasized by the governments of the two countries.

In the field of trade, the Republic of Azerbaijan has always been one of the partners of Iran and an importer of non-oil goods of our country, and there are many advantages for cooperation. Azerbaijan has land borders with Ardabil, Gilan and East and West Azerbaijan provinces and sea borders with Mazandaran and Golestan provinces. If we add Zanjan province to this collection due to language sharing, we will see that the activation of Iranian provinces in the economic field is very important.

Setting preferential tariffs neededIn order to increase trade between Iran and the Republic of Azerbaijan, it is necessary to set preferential tariffs for some goods, for which the necessary documents have been prepared. This measure will increase the competitiveness of traders of the two countries and provide the basis for the development of trade relations. Meanwhile, due to the activities of three free economic zones – Anzali, Mako and Aras in these provinces - Azerbaijani investors can benefit from the existing economic facilities in these areas.

In the field of agriculture and animal husbandry, especially offshore agriculture, there is an extraordinary capacity for cooperation, and one of the most important programs of the two countries is to strengthen the infrastructure in this field. Iran's joint investment in this field is one of the important areas of economic cooperation between the two sides and can play a serious role in providing food to the cities of Azerbaijan.

In the energy sector, the issue of swapping natural gas of the Republic of Azerbaijan through Iran to the Autonomous Republic of Nakhchivan continues.  In the energy sector, the issue of swapping natural gas of the Republic of Azerbaijan through Iran to the Autonomous Republic of Nakhchivan continues. Tehran and Baku signed a contract for the project in August 2004, based on which 1 million cubic meters of natural gas is being transferred from Iran to Nakhchivan. The Islamic Republic of Iran participates in the large energy project of the Republic of Azerbaijan related to the development of the largest Shah Deniz gas field with the presence of Niko Oil Company by 10%. At the same time, joint investment of the two countries to explore oil and gas in Alborz region in the Caspian Sea is on agenda.

In the field of electricity supply, the construction of several power plants with a capacity of 500 MW of energy production and 4,000 MW of solar energy production, including 88 development programs of the Republic of Azerbaijan for the rehabilitation of the liberated areas, has been planned. Electricity exchange between the Islamic Republic of Iran and the Republic of Azerbaijan is done through several power transmission lines, including Imishli-Parsabad, Astara, Araz, Jolfa lines, and the total annual electricity exchange between the two countries is about 700 million kWh.

During the visit of the President of Azerbaijan Ilham Aliyev to Iran in April 2014, an agreement was signed on the construction and operation of the hydropower plants 'Ordobad' and 'Marzad', the implementation of which will make it possible to supply electricity to the neighboring regions of Iran and Azerbaijan.

Transactions between the two countries should be done through the national currencies

Of course, it is necessary to increase the banking relations between the two countries to strengthen economic cooperation, and especially the transactions between the two countries should be done through the national currencies of the two countries. In this regard, the central bank and the two parties are considering a memorandum of understanding to finance the active companies.

In order to strengthen the economy, the Government of the Republic of Azerbaijan has pursued a policy of reducing dependence on oil revenues, and therefore mutual cooperation can help strengthen the economy of the two countries.

The membership of Iran and Azerbaijan in regional organizations such as the Organization of Islamic Cooperation and ECO is an important indicator for the connection and dependence of the two countries.

Iran was the main supporter of the Republic of Azerbaijan in the Nagorno-Karabakh war, and the opinion of Supreme Leader Ayatollah Khamenei on the need to preserve the territorial integrity of the Republic of Azerbaijan and liberate the occupied cities of this country opened a new chapter in relations between the two countries.

The 14th Joint Economic Commission of the two countries, which was held last week, can also be a big step towards establishing close relations and establishing positive interactions for Tehran and Baku.

It is an undeniable fact that countries, through empathy and cooperation, go through the stages of friendship and reach the shores of security and tranquility through cooperation. Iran and the Republic of Azerbaijan, given the commonalities and existing capacities, can be permanent allies in the region, and strengthening relations with the Republic of Azerbaijan will be a promise of lasting friendship between the two nations.

Armenia remains at risk of becoming ‘theater of war’ in region, expert says

The threats from the joint Turkish-Azerbaijani military exercises to be held in Kars early next month should not be downplayed, according to Armenian expert on Turkey Ruben Melkonyan.

"The drills have attracted opposing reactions. According to some claims, they don’t pose any threats, but I think it’s not a right approach. Others, including me, believe that Turkey and Azerbaijan are a threat not only to Armenia, but also to the entire region, including our strategic partner Russia. The steps of those states continue to pose threats to our statehood and our region," he told a news conference on Saturday.

In Melkonyan’s words, military exercises, preparation for military operations and other steps of these countries should be perceived as a potential threat.

"The specter of a great war is haunting our region, but it's not yet clear when the war will start and which big countries will become its targets, Iran or Russia, we'll have to see how things unfold. But in case of any scenario, Armenia remains a target. Armenia remains at risk of becoming a theater of war. We should not ignore all this," the expert said.

According to him, even though such military exercises are held regularly, they pose a clear threat, since they are carried out by the countries that continue to pursue aggressive policies. The problems in the region have not been completely resolved, Melkonyan said, adding the occupation of a part of Artsakh by Azerbaijan is not the end of a big war plan.

"Thus, we can assume that there is a possibility of renewed hostilities in the region," Melkonyan noted.

Tehran: Iran, Armenia to increase economic cooperation

TEHRAN, Jan. 23 (MNA) – Governor of Central Bank of Iran (CBI) noted that Iran and Armenia will increase their trade volume based on the agreements reached between the two countries.

Abdolnaser Hemmati made the remarks on the sidelines of the meeting with the Armenian Minister of Economy on Saturday, noting that both sides conferred on the expansion of economic relations as well as methods of transferring money and resources between the two countries.

“The goal is to increase trade volume between the two countries from the current 320 or 330 million euros through adopting joint measures,” he added.

He went on to say that the participation of both countries in the Eurasian Economic Union is a great opportunity to facilitate trade between Tehran and Yerevan.

According to Hemmati, necessary measures have been adopted to facilitate the investment of Iranian companies in Armenia.

Armenian Minister of Economy Vahan Kerobyan arrived in Tehran on Friday and he is scheduled to hold talks with a number of Iranian officials on the expansion of economic relations.

The State Symphony Orchestra of Armenia continues receiving congratulations by numerous renowned musicians from different corners of the world on its 15th anniversary to be marked on January 25, the press service of the orchestra reports.

Congratulating the orchestra and its conductor Sergey Smbatyan, Russian violinist and conductor Dmitry Sitkovetsky said: "I was lucky to cooperate with the orchestra and was immediately captivated by its spirituality, original manner of playing, openness and ability to absorb any new ideas.”

Pianist Armine Grigoryan, in turn, underlined that the orchestra has built a brilliant career in 15 years. "The State Symphony Orchestra of Armenia, as a powerful army of like-minded people, creating beautiful and lasting traditions, presents the Armenian music to the whole world,” she said.

Armenian expert slams Pashinyan’s ‘ignorant’ remarks on Shushi

Armenian expert on Turkey Ruben Melkonyan on Saturday strongly condemned Prime Minister Nikol Pashinyan’s statement that Artsakh’s Shushi was “an Azerbaijani town before its liberation in 1990s” as a result of “sheer ignorance” not worthy of comments.

At the National Assembly on January 21, the Armenian premier said: “Before the start of the conflict and its liberation, 90% or more of the population of Shushi was Azerbaijani.”

Speaking at a news conference, Melkonyan noted, however, that the statement was made by the head of state from the parliament floor, and not reacting to it could lead to certain misinterpretations.

"It is necessary to make it clear Shushi, just like the whole of Artsakh, is an Armenian territory, an Armenian cradle, and the claims that Shushi is Azerbaijani don’t hold water. It’s is far from historical objectivity and approaches to the logical presentation of facts.

"Shushi was not only one of the most important Armenian towns, but also there are numerous facts that Shushi was one of the educational centers of Transcaucasia," the expert said.

Melkonyan stressed that making such an “irresponsible” statement in distortion of the obvious facts by an official is “unacceptable”.

“It’s is a major blow, first of all, to our national pride, our statehood, as well as our state principles, because for decades we have constantly come across false Azerbaijani theses about the belonging of Artsakh and Shushi, always counterarguing Baku with objective facts. The Soviet leadership has always defended and upheld the thesis that Artsakh, including Shushi, is Armenian based on scientific facts,” he expert underlined.

Ruben Melkonyan said Turkic Council, an organization comprising Turkic countries, has decided to declare Shushi the cultural capital of the Turkic world in 2022, while the Armenian authorities remain silent on the matter.

He believes that such a large number of anti-Armenian statements and pro-Turkish actions in different spheres by the Armenian authorities over the past 2.5-3 years do not seem to be accidental, but a part of a planned process.

He called for criminalization of insults to the Armenian history, national values and culture, adding officials should not be allowed to speak from high tribunes on topics that “are a direct insult to our national identity, statehood and national values.”

“We are living in tragic times and the use of such mechanisms, unfortunately, is not superfluous,” Melkonyan added.

  

Opposition leader believes Pashinyan will ‘rig’ proposed snap elections

Ishkhan Saghatelyan, one of the leaders of the opposition Armenian Revolutionary Federation (ARF Dashnaktsutyun) party and coordinator of the Homeland Salvation Movement, reaffirmed the opposition support for the conduct of snap parliamentary elections in the country.

At a meeting with members of the ARF Youth Union of Armenia on Friday, he dismissed Prime Minister Nikol Pashinyan’s claims that the opposition parties oppose early elections, but reiterated their demand for the elections to be held only after Pashinyan is removed from office.

He states Nikol Pashinyan should not continue to serve as prime minister during the elections because he will not be dealing with any issue other than the preparation for the elections during presumably five-month pre-election period, which, the opposition leader believes, will lead to an increase in the challenges facing the country.

“He will cling to power and will focus all his resources on preparing for the elections,” Saghatelyan noted.

The opposition figure believes the Armenian premier will “rig” the elections simply because he will stand trial if he fails to win reelection.

Also, he deplored the claims that Nikol Pashinyan enjoys high popular support as an “offence” to the people.

“How can a person claim to have high public support after handing over half of our lands, committing so many acts of treason and leading the country to such a situation? In general, populists can deceive the people once. These people manage to deceive their people once, but never twice,” he said.

Mikayel Minasyan: Lilit Makunts set to be appointed Armenian ambassador to US

Armenian Prime Minister Nikol Pashinyan has decided to appoint his My Step bloc’s leader Lilit Makunts Armenian Ambassador to the US for her “special merits”, Armenia’s former Ambassador to the Vatican Mikayel Minasyan said on Telegram on Saturday.

"Even if we assume that Makunts is not a bad person, there is no doubt that Makunts is an incompetent politician, furthermore, an incompetent diplomat,” Minasyan noted.

“Evidence of her ignorance is her foreign policy failures at various levels, including in inter-parliamentary relations. But it was Makunts whom Nikol Pashinyan entrusted to head first the Ministry of Culture, and then his faction. Makunts, known for being Nikol’s English teacher, has only one merit – Nikol believes in her unconditionally. That is why, sending her to the United States, he decided to kill two birds with one stone: to rescue her from a sinking ship and use her in a dirty game between the two superpowers [Russia and the US].

“Nikol’s political team managed to stray in power before Biden’s inauguration. It was decided to send Lilit Makunts after the State Department “cookies”, which the velvet revolutionaries dreamed of so much. It seems to them that dilettante Makunts will be able to save Armenia in the wake of the conflict of superpowers’ interests. Her expected appointment is a blow not only to the Armenian-US, Armenian-Russian relations and Armenia's image, but also to our existence as an independent country…

“Two days ago, the Soros circles were ordered to step up anti-Russian rhetoric and start flirting with the United States. The decision to appoint Makunts will be the formalization and institutionalization of the geopolitical chaos which Nikol is drawing Armenia into.

P.S. Incidentally, Nikol Pashinyan has pledged to reconsider the practice of appointing individuals who are not considered career diplomats to the posts of ambassadors,” the ex-ambassador wrote.

The feature documentary directed by Vaga Vardanyan has been filmed with the support of the National Cinema Center of Armenia, the center said on Facebook on Friday.

The film centers on the creative career of the world-famous Armenian composer.

The first TV premiere of the film will be held at 2:05pm (Russian time).

Antony Blinken: Biden Administration will consult with Congress on April 24th statement

U.S. President Joe Biden’s nominee to serve as Secretary of State, Antony Blinken, confirmed that the incoming Administration will consult with Congress on the wording of its April 24th statement, reported the Armenian National Committee of America (ANCA).

In response to a written question from Senator Ed Markey (D-MA) during his confirmation hearing, Blinken noted that: “As a presidential candidate, President Biden pledged in his Remembrance Day statement to support a resolution recognizing the Armenian Genocide,” adding: “The Administration will determine the wording for the White House statement to mark Remembrance Day once in office and will consult with Congress on this important issue.” The U.S. House and Senate nearly unanimously passed Armenian Genocide Resolutions in 2019.

Senator Markey also asked about what steps the Administration plans take “to ensure the immediate return of POWs being held by Azerbaijan.” Blinken stressed, in response, that: “the United States should be leading a diplomatic effort to find a lasting resolution to the conflict, working together with our European partners, including facilitating the return of prisoners of war.”

“We join with Armenian Americans and our pro-Armenian allies from across Massachusetts and around the country in thanking Senator Markey for his leadership in calling out and confronting the continuity of official Turkish and Azerbaijani genocidal intent and actions against the Armenian people,” said ANCA Executive Director Aram Hamparian. “In the wake of Baku’s war crimes against Artsakh – armed and incited by Ankara – it is more urgent than ever for the United States to signal both Turkey and Azerbaijan that the U.S. will no longer turn a blind eye to their genocidal drive to destroy the Armenian nation.”

Sen. Markey: Will you formally recognize the crimes committed against the Armenian people by the Ottoman Empire as Genocide?

Blinken: As a presidential candidate, President Biden pledged in his Remembrance Day statement to support a resolution recognizing the Armenian genocide. Our administration will be committed to prioritizing human rights and ensuring such a tragedy is not repeated. The Administration will determine the wording for the White House statement to mark Remembrance Day once in office and will consult with Congress on this important issue.

Sen. Markey: In the aftermath of the war between Azerbaijan and Armenia last year, what steps will the Administration take to ensure the immediate return of POWs being held by Azerbaijan?

Blinken: As the President has said, the United States should be leading a diplomatic effort to find a lasting resolution to the conflict, working together with our European partners, including facilitating the return of prisoners of war. If confirmed, I will reinvigorate U.S. engagement to find a permanent settlement to the Nagorno-Karabakh conflict that protects the security of Nagorno-Karabakh and helps to ensure another war does not break out. This includes stepping up our engagement via the Minsk Group, of which the United States is a co-chair, and additional diplomatic work to prevent any further interference by third parties.

Sen. Markey: Will the Administration restrict funding to Azerbaijan, fully enforcing Section 907 of the Freedom Support Act, as President-elect Joe Biden urged the Trump Administration to do?

Blinken: In light of the recent outbreak of hostilities in Nagorno-Karabakh, the Biden-Harris administration will review our security assistance to Azerbaijan. If the circumstances warrant, we will be prepared to suspend waivers of requirements under section 907 of the Freedom Support Act. If confirmed, I look forward to working with Congress and the Secretary of Defense to determine the appropriate level of assistance to meet the security needs of Armenia and the region.
