Artsakh’s FM urges heads of UN and UNESCO to take measures for protecting Artsakh’s heritage

YEREVAN, JANUARY 26, ARMENPRESS.  Minister of Foreign Affairs of the Republic of Artsakh David Babayan sent letters on January 26 to the UN Secretary General Antonio Guterres and UNESCO Director-General Audrey Azoulay in connection with the systematic and deliberate destruction by the Azerbaijani authorities of the Armenian cultural heritage in the territories of the Republic of Artsakh under the occupation of Azerbaijan, which is a gross violation of international law, ARMENPRESS was informed from the press service of the MFA Artsakh.

The letters present detailed facts on the consistent commitment of similar crimes by the Azerbaijani authorities, in the Soviet period and the following years, with the aim of partially or completely destroying any evidence of Armenian presence in the territories under Azerbaijani control.

In particular, it is noted that the most tragic fact in the practice of eradication of the Armenian cultural heritage was the deliberate destruction of several thousand medieval khachkars (cross-stones) at the Armenian cemetery of Old Jugha (Julfa) in Nakhijevan in 1997-2006.

The letters also state that during the Soviet period and Azerbaijani military aggression against the Republic of Artsakh in 1992-1994, no less than 167 Armenian churches, 8 Armenian monastic complexes, and 123 historical Armenian cemeteries were ruined, obliterated and completely destroyed by the Azerbaijani authorities. During the same period, some 2500 Armenian khachkars (cross-stones) and more than 10,000 Armenian tombstones were destroyed and used as building material.

The letter emphasized that such policy of Azerbaijan became more intensive during the military aggression unleashed against the Republic of Artsakh on September 27, 2020 and is still underway, which is a real threat of complete destruction of the Armenian cultural heritage in the territories under the Azerbaijani military occupation in the near future. In particular, attention is drawn to the fact that the Azerbaijani Armed Forces deliberately missile-struck Ghazanchetsots Christ the Saviour Cathedral, located in the town of Shushi, utilizing an optically-guided unmanned aerial vehicle—not once, but twice. It is also noted that numerous videos and photos are distributed regularly on the Internet by the servicemen of the Azerbaijani Armed Forces, evidencing their deliberate destruction of monuments and artefacts of Armenian cultural heritage.

The Foreign Minister called on the heads of the international organizations to take effective steps to ensure the protection of Armenian historical, cultural, and religious monuments and to demand that the Azerbaijani authorities respect and fulfill their obligations to preserve Armenian cultural heritage that is currently under their control and to abandon their dissolute policy of its erasure and destruction.

Attached to the letters was the report of the Office of the Human Rights Defender of the Republic of Artsakh on vandalism against the Armenian cultural heritage in the occupied territories of the Republic of Artsakh and the threat of destruction of Armenian monuments․

Ruling Bloc Mulls Easier Dissolution Of Armenian Parliament

Lawmakers representing the ruling My Step bloc discussed on Tuesday a potential 
constitutional amendment that would make it easier for them to dissolve the 
Armenian parliament and pave the way for fresh general elections.
Prime Minister Nikol Pashinian has expressed readiness to hold such elections in 
response to opposition demands for his resignation sparked by the Armenian 
side’s defeat in the autumn war in Nagorno-Karabakh.
Under Armenia’s existing constitution, snap polls must be called only if 
Pashinian resigns and the National Assembly twice fails to elect another prime 
minister. His bloc officially controls 83 seats in the 132-member parliament and 
should in theory be able to easily prevent the election of another premier 
nominated by the opposition minority.
Nevertheless, Pashinian demanded earlier this month that the two parliamentary 
opposition parties formally pledge to refrain from such nominations in the event 
of his tactical resignation.
Both parties, Prosperous Armenia (BHK) and Bright Armenia (LHK), refused to do 
that. Their senior representatives say Pashinian fears that pro-government 
lawmakers would break ranks and vote to install another premier.
My Step deputies stoked the opposition speculation when they met on Tuesday to 
discuss the possibility of enacting a constitutional amendment that would allow 
the parliament’s pro-government majority to dissolve the National Assembly 
without Pashinian’s resignation.
“It was a very tentative discussion,” one of them, Hamazasp Danielian told 
reporters after the meeting. “Most members of our parliamentary faction were not 
present at the meeting … and it’s really too early to formulate any position.”
To pass, the would-be constitutional amendment must be backed by at least 88 
parliamentarians. A senior My Step lawmaker, Vahagn Hovakimian, admitted that 
Pashinian’s political team cannot enact it without opposition support.
Hovakimian did not clearly explain the rationale for amending the constitution 
instead of activating the existing constitutional mechanism for the parliament’s 
dissolution. “This idea is designed not only for the current political 
situation,” he said.

Meanwhile, opposition lawmakers insisted that Pashinian does not trust his own 
parliamentary group.
“Why is Nikol Pashinian afraid of resigning?” said the BHK’s Naira Zohrabian. 
“Even if he resigns and the BHK or the LHK nominate a prime-ministerial 
candidate we won’t have enough votes without being backed by a large number of 
My Step deputies. This means that Pashinian does not trust even his own 
political team.”
“They are not sure their team would not elect, say, [LHK leader] Edmon Marukian 
as prime minister,” agreed the LHK’s Gevorg Gorgisian. “That is why they are 
choosing this option.”
Five deputies have defected from My Step since a Russian-brokered ceasefire 
agreement stopped the war on November 10. One of them publicly demanded 
Pashinian’s resignation last week.
Virtually all Armenian opposition groups want the fresh elections to be held 
after Pashinian’s resignation. President Armen Sarkissian has also called on the 
prime minister to step down and hand over power to an interim government.
Armenian President Discharged From Hospital

President Armen Sarkissian has been discharged from hospital but has not yet 
fully recovered from COVID-19, his office said on Tuesday.
The office said in a statement that Sarkissian is “continuing his treatment at 
home.”
“The Armenian President’s condition has relatively improved, there is a positive 
dynamic in his health state, but he is still monitored by doctors,” the 
statement said, adding that he is continuing to perform his duties remotely and 
will return to Armenia “immediately after the doctors' permission.”
According to the presidential press office, Sarkissian tested positive for the 
coronavirus days after travelling to Britain late last month to spend New Year’s 
Eve with his sons and grandchildren living in London.
The office announced on January 13 that the 67-year-old head of state was 
hospitalized there after developing double pneumonia and showing other symptoms 
of the disease.
It remains unclear whether Sarkissian, who has consistently observed physical 
distancing rules during his official engagements, was infected with COVID-19 in 
Armenia or the United Kingdom. Both countries have been hit hard by the 
coronavirus pandemic.
Opposition Leader Threatens ‘Uprising’

The Homeland Salvation Front should stage an anti-government “uprising” if it 
fails to topple Prime Minister Nikol Pashinian with conventional street 
protests, a leader of the alliance of 17 Armenian opposition parties said on 
Tuesday.
“We are now following the constitutional path in trying to kick out Nikol 
Pashinian,” Vazgen Manukian told hundreds of opposition supporters in the 
southern town of Ararat. “If the constitutional path proves fruitless we should 
organize an uprising.”
“This is a natural right of the people. It is enshrined in the U.S. declaration 
of independence which says that if the government fails to fulfill its 
obligations the people have a right to revolt,” he said.
“At stake is the future of our country and people. We will either get destroyed 
or move forward,” added Manukian.
Speaking to journalists after the indoor meeting, Manukian explained that the 
uprising favored by him would involve nonviolent seizures of government 
buildings.
It was not clear if the comments reflected only his personal views or also those 
of the parties making up the alliance. Manukian was nominated by them late last 
year to serve as a prime minister in an interim government which they believe 
should be formed after Pashinian’s resignation.
The opposition alliance blames Pashinian for Armenia’s defeat in the war with 
Azerbaijan stopped by a Russian-brokered ceasefire on November 10. It staged a 
series of demonstrations later in November and December in a bid to force him to 
resign. The protests did not attract large crowds.
The alliance coordinator, Ishkhan Saghatelian, told RFE/RL’s Armenian Service on 
Monday that the opposition forces are now exploring a “new tactic” for their 
push for regime change.
Pashinian has rejected the opposition demands and offered to hold fresh 
parliamentary elections instead. The opposition says that such polls must take 
place only after his resignation.
Armenian Trucks ‘Attacked In Georgia’

Armenian heavy trucks were pelted with stones and damaged early on Monday as 
they drove through a region in Georgia mostly populated by ethnic Azerbaijanis, 
according to the Armenian Embassy in Tbilisi.
A statement released by the embassy said the incident took place near the 
village of Qvemo Ponichala just outside Tbilisi. It said unknown persons threw 
stones at the trucks and smashed some of their windshields before fleeing the 
scene.
“The trucks were then escorted by [Georgian] road police to the 
Georgian-Armenian border and crossed it,” read the statement.
The embassy added that Georgian law-enforcement authorities have launched a 
criminal investigation and that it is “actively working” with them to ensure 
that the attackers are brought to justice and to “prevent a repeat of such 
incidents.”
The Georgian Interior Ministry issued no statements on the reported attack.
The Yerevan.today news service reported that more than 30 Armenian trucks were 
damaged in the incident. “Cargo shipments through Georgia are becoming very 
dangerous,” it quoted one of their drivers as saying.
The online publication also posted a mobile phone video that showed a truck cab 
littered with broken glass.
Qvemo Ponichala is located along a highway connecting Tbilisi to the main 
Georgian-Armenian border crossing. It also passes through other 
Azerbaijani-populated towns and villages.

The Sadakhlo-Bagratashen crossing was effectively shut down on September 28 the 
day after the outbreak of the war in Nagorno-Karabakh. Citing security reasons, 
Armenian and Georgian authorities told commercial trucks with Armenian license 
plates to use another, more remote and smaller border checkpoint leading to 
Georgia’s Javakheti region mostly populated by ethnic Armenians.
The Sadakhlo-Bagratashen crossing was reopened for cargo traffic on December 1, 
three weeks after a Russian-brokered ceasefire that stopped the war.
Georgia serves as the main transit route for Armenia’s trade with the outside 
world. Armenian trucks mainly use Georgian territory for cargo shipments to and 
from Russia as well as European countries.

I was expecting former Minister of Defense of Armenia Davit Tonoyan to give an interview that would be totally different in terms of style, quality and format, especially after the war that took place in the fall. This is what former Deputy Minister of Defense of Armenia Artak Zakaryan told reporters today.

According to him, the defense minister bears a totally different and more significant responsibility than other high-ranking officials, especially during a war. “All this played an essential role in Armenia’s defeat, and members of the opposition and various experts and specialists have talked about all this several times, yet all the comments and observations remain unanswered,” the ex-deputy defense minister said.

In response to the comment that Tonoyan tried to warn the opposition to not make him primarily responsible for the failures of the Defense Army of Artsakh (Nagorno-Karabakh), Zakaryan said this reminds him of an attempt to justify himself and be defensive.

“When Prime Minister Nikol Pashinyan resigns, he will also try to justify himself and be defensive. There might be a lawsuit filed against Pashinyan, but I don’t know who will agree to defend him,” he said, adding that, in spite of this, Pashinyan, whom he described as a pathological liar, won’t have problems with self-defense since he is capable of using any trick to defend himself.

The incumbent authorities have made several serious mistakes and omissions over the past two-and-a-half years. This is what former Deputy Minister of Defense of Armenia Artak Zakaryan told reporters today.

According to him, the statements made by politicians and diplomats became the reason why the adversary relaunched scaled hostilities. “The incumbent authorities have made mistakes in many directions. In particular, they made serious omissions with regard to monitoring of violation of the balance of forces in the region. The Ministry of Defense failed to pay proper attention to this,” Zakaryan stated.

The biggest “rope” connecting us with Russia was the issue of Artsakh [(Nagorno-Karabakh)]; there is no Artsakh, there is no Russia, and the Caucasus passes completely under Turkey’s rule. Vazgen Manukyan, the opposition Homeland Salvation Movement’s candidate for the post of Prime Minister, stated this Tuesday during a meeting with the residents of Ararat Province of Armenia.

“This issue was being resolved and continues to be resolved. Secret talks are in progress with Azerbaijan and Turkey. [Armenian PM] Nikol [Pashinyan] is lying when he says he stopped the [recent Artsakh] war; Russia compelled him [to do so] because if we had lost Artsakh completely, Russia would have nothing to do here; it could neither deploy peacekeeping troops and was losing the South Caucasus.  It continued in the same way after the war,” Manukyan said.

He spoke also about the plans for de-blockage of the roads. “They [the Armenian authorities] say, ‘We will [re]open the roads and make use of them.’ They are lying! Only Turkey and Azerbaijan will make use of these roads. Yesterday, Azerbaijanis had attacked Armenian trucks in Georgia. If we cannot disengage from the Azerbaijanis in the territory of Georgia, what cargo will we transport or transport people via Azerbaijan? The whole goal is to open the road to [the Azerbaijani exclave of] Nakhchivan.”

Lake Sevan is a unique natural object that is not only a center for vacation for tens of thousands of people who spend their vacations there every year, but also a major source of sweet-tasting water, and the bioactivity of the Transcaucasia depends on that. This is what Russian cosmonaut Sergey Kud-Sverchkov wrote on his Instagram, posting a photo of Lake Sevan taken from space. He added the following:

“Lake Sevan is often considered the ‘aquatic pearl’ of Armenia since it is the biggest, high mountainous lake with sweet-tasting water in the territory of CIS countries. The length of the natural dam is 75 km, and the maximum depth is nearly 100 meters.”

By losing Artsakh (Nagorno-Karabakh), we Armenians lost 100 megawatts of electricity, 100 hectares of grazing fields, 315,000 hectares of grassy fields and more. This is what Vazgen Manukyan, candidate of the opposition Homeland Salvation Movement for Prime Minister of Armenia, said during a meeting with residents in Ararat Province where he was asked what he will do to improve the country’s economic situation after he becomes Prime Minister.

“Armenia’s GDP dropped by 7%, and it was due to not only the war, but also the coronavirus. The budget isn’t being performed, and social expenditures have increased significantly. I can take many steps to boost the economy, but the important thing is to invest funds in Armenia, and the funds can be collected from Diaspora Armenians, particularly the Armenians of Russia who said they can make big investments in Armenia, if Nikol Pashinyan resigns. There can also be funds collected from financial donors at low interest rates. However, it is also necessary to develop the economy. There are also several programs for agriculture that haven’t been implemented to this day,” Manukyan said, adding that he will talk more openly when the programs are presented.


Armenia ruling bloc MP: My Step faction considering idea of granting parliament the right to self-dissolution

The only thing I can tell you is that the idea of granting the National Assembly the right to self-dissolution is being considered. This is what deputy of the ruling My Step bloc of the National Assembly of Armenia Vahagn Hovakimyan told reporters in parliament today.

According to him, the ruling My Step bloc’s parliamentary faction hasn’t held a discussion on this yet, bu it might give a negative conclusion.

Asked if this is the ruling majority’s initiative, the deputy paused and gave an affirmative answer. In response to a specifying question why the idea has come up, the deputy said the issue was considered when amendments were being made to the Constitution.

When reporters noted that citizens might get the impression that the ruling bloc doesn’t know how to dissolve the parliament since it renounces Prime Minister Nikol Pashinyan’s resignation and is trying to find alternative paths to solve the issue, Hovakimyan said this is only reporters’ impression.
