Armenia’s FM: Statement of General Staff not attempted coup d’etat in Armenia

The results of the aggression unleashed by Azerbaijan had its negative impact on internal stability in Armenia, Foreign Minister Ara Aivazian said in an interview to Al Arabiya.

“Of course, you know that we have a very complicated situation in the aftermath of the aggression unleashed by Azerbaijan against Nagorno-Karabakh. The situation also had its repercussions on the internal situation in Armenia. Of course, we are now confronting internal difficulties, but I would like to emphasize the fact that Armenia is a democracy, may not a perfect one. And the recent years we witnessed significant achievements in this regard. This is the path of development that we have chosen and we are not going to backtrack from this path. As for the internal processes within Armenia, this is going on strictly upon the provisions of the Constitution. And it’s my conviction that the current difficulties can be overcome through dialogue, consolidation and unification of our society both in Armenia and Artsakh (Nagorno-Karabakh) to safeguard and protect our state and national interests,” he said.

He also stressed that the results of the aggression unleashed by Azerbaijan had its negative impact on internal stability in Armenia but added that he strongly disagrees with the qualification of the attempted coup d’etat in Armenia.

Asked about the statement of the General Staff of the Armenian Armed Forces, Aivazian said, “This was a kind of political positioning of some members of General Stuff. They just made a political statement, which is not  an attempted coup itself. This was also the assessment of different countries and international organizations. There are no elements of a coup d’etat in Armenia. And Armenia continues to be a democracy and the current situation, as I said, will be dealt according to democratic standards in our society.”

“At the same time the first president inspires hope that the common sense will finally win, and Armenia will avoid the imminent threat of falling into abyss,” Musinyan said.

PAP leader to meet with Armenia’s PM – agenda remains his resignation

Prosperous Armenia party is not planning to meet with the president of Armenia Armen Sarkissian, PAP leader Gagik Tsarukyan told the reporters today.

Asked about meeting with Nikol Pashinyan, Tsarukyan said the meeting will take place but did not mention exact date.

At the same time he stressed that the agenda of the meeting has remained unchanged – Pashinyan’s resignation and snap elections.

Asked whether in case of Pashinyan’s resignation and nomination of NA speaker Ararat Mirzoyan the PAP will vote for him, Tsarukyan said the PAP will not nominate candidate and the votes of the opposition will not be determining in this issue.

Armenian Prez, PM at odds over new army chief’s appointment

Armenian President Armen Sarkissian has rejected Prime Minister Nikol Pashinyan’s motion on appointing a new Chief of the Army’s General Staff.

A statement issued on Thursday by the President’s office said that Sarkissian returned the motion with objections, reports Xinhua news agency. 
However, the Prime Minister’s Office said that they have already re-submitted the motion to the President after the rejection. 
The incident came amid rising tension between the Prime Minister and President on sacking former army chief Onik Gasparyan. 
On Wednesday, the Prime Minister’s Office said that Gasparyan was dismissed because the President neither signed his dismissal order nor did he apply to the constitutional court within the deadline prescribed by law. 
Meanwhile, Pashinyan appointed Artak Davtyan as the new Armt chief and sent the motion to the President. 
Previously, Pashinyan submitted a second request to Sarkissian on February 27 to seek the dismissal of Gasparyan shortly after the President refused to sign the request and said the motion to fire the military chief is unconstitutional. 
On February 25, Pashinyan dismissed Gasparyan and sent the motion to the President, accusing him of attempting a military coup. 
Earlier that day, Gasparyan, his deputies and dozens of top military commanders had signed a statement, demanding Pashinyan and his cabinet resign.

Armenian ombudsman presents Azerbaijani war crimes at UN Human Rights Council

During the 46th session of the UN Human Rights Council, on March 8, 2021, the video message of Armenia’s Human Rights Defender (Ombudsman) Arman Tatoyan was published and broadcast in a special format, the ombudsman said in a statement on Thursday.

Only national human rights institutions with an international “A” status have such an opportunity.

Prior to the video message, a more extensive written report of the ombudsman was submitted to the Human Rights Council.

Both in the video message and in the written report refer to the atrocities during the 2020 September-November war in Artsakh, setting forth the Azerbaijani armed forces torture and ill-treatment of Armenian servicemen and civilians. In addition, references are made to Azeri servicemen’s use of the same words and utterances in videos depicting such tortures and ill-treatment as those made in official Azeri speeches.

Ethnically motivated crimes against Armenians are encouraged by the Azerbaijani authorities and this fact has been confirmed by ECHR judgments, Tatoyan said.

The video message and written report specifically emphasize the Azerbaijani authorities’ artificial delay of the release and return of prisoners of war (POWs), including servicemen and civilians, despite the unequivocal requirements of international humanitarian law, which causes mental anguish to the families of the illegally held prisoners, and inflicts deep emotional pain to Armenian society.

This particular session was dedicated to the discussion with the UN Special Rapporteur on Torture.

Tigran Abrahamyan: Many factors can significantly increase likelihood of war in the long run

Armenian analyst Tigran Abrahamyan, the head of Henaket Analytical Center, sees no threat of war with Azerbaijan over a short or medium period of time.

“Considering that the risk of renewed hostilities is being discussed from different angles, I would like to make a few brief observations.

“I must say right away that I exclude the likelihood of war in the near future. In the medium term, the risks will definitely increase, but I do not consider the likelihood of renewed war at that stage high.

“In the long run, there are many factors that can significantly increase the likelihood of war,” he wrote on Facebook on Friday.

Abrahamyan said the main reason for not predicting a war in the short and medium terms is the presence of the Russian military in Artsakh and its expansion on Armenia’s border.

“In 2008, we saw in Abkhazia and South Ossetia what happens when attempts are made to use force in conditions of the deployment of Russian peacekeepers.

“The situation may change if there are sharp turns inside Russia and in our region.

“What I said in no way excludes border provocations and tensions, moreover, their intensification is a subject of additional analysis,” the analyst said. 

Anti-Pashinyan protesters rally outside Armenian president’s residence

Many opposition activists rallied outside the Armenian president’s residence on Saturday to obstruct a meeting of Armen Sarkissian and Prime Minister Nikol Pashinyan.

The protesters were chanting “Nikol the traitor!”, “Armenia without a Turk”, “Leave, land giver!”, etc.

Large police forces were deployed in the area. Addressing them, one of the protesters said: “Dear police officers, you just have to hold on a little bit, we will get rid of him soon. We know that you stand with us. Hold on!”

Later, it became clear that Pashinyan left the presidential residence bypassing Demirchyan Street, where participates of the rally organized by the Homeland Salvation Movement were waiting for him.

ARF member Gerasim Vardanyan and RPA Youth Organization head Hayk Mamijanyan said that they have succeeded in fulfilling their task, in particular, they prevented the “traitor” from moving around in Yerevan freely.

They said that today’s protest is over, but they will continue the struggle for Pashinyan’s removal from office.

Earlier on Saturday, the opposition held a rally outside the Foreign Ministry building to impede the prime minister’s planned visit. 

Nikol Pashinyan will not leave office unless everyone in turn demands it – ARF member

Armenian Prime Minister Nikol Pashinyan will not leave office unless every Armenian in turn demands his resignation, Artsvik Minasyan, a member of the Armenian Revolutionary Federation (ARF) Supreme Council of Armenia, told reporters during an opposition rally outside the Foreign Ministry building on Saturday.

According to him, if Pashinyan remains in office, there will be no future for the people and families will find themselves in a very difficult situation.

Noting that aggression and hatred have reached their peak in Armenia, Minasyan stated that the number one instigator of it has been and remains the authorities.

He also addressed the concerns of some Diaspora Armenians that the opposition is simply striving for power.

“It is not that the leaders of the Homeland Salvation Movement are seeking to come to power and hold an office. Our number one task today is to remove the person who led the country to a war through conspiracy, caused a defeat and huge losses and brought the country to the brink of disaster,” Minasyan stated, noting that it is for the people to decide who will be in power.

The politician believes Pashinyan has no actual intention to hold snap elections, adding even if they are held, he will use all the levers.

Minasyan attached importance to the role of the National Assembly in the current situation, stressing the need to pressure pro-government lawmakers to oust Pashinyan.

Stressing that the people are faced with an existential issue today, Artsvik Minasyan said public servants should also voice their protest to their superiors.

Opposition MP to authorities: ‘Stop disgracing Armenia’

Leader of the opposition Bright Armenia faction took to Facebook on Saturday to denounce the Armenian government’s move to approve a bill that would cut the funding for the Ombudsman’s Office.

“Stay away from the ombudsman! Stop disgracing Armenia!” the MP wrote.

At today’s news conference, Human Rights Defender Arman Tatoyan called the bill “discriminatory” and “unconstitutional”, unveiling his plans to apply to the Constitutional Court if the draft law is passed by the parliament.

Sniper deployed at rooftop of Armenian Foreign Ministry building

At least one sniper has been deployed in the Armenian Foreign Ministry building as the opposition announced a rally outside the ministry on Saturday.

Photos show the sniper perched atop the building of the ministry. Large police forces have also been deployed in the area.

Earlier on Saturday, the opposition Homeland Salvation Movement urged people to gather outside the building “to greet” Prime Minister Nikol Pashinyan, who is expected to pay a visit to the ministry.

“Nikol Pashinyan has decided to visit the Foreign Ministry at the second block of the government complex at 12:30am. On the Diplomat’s Day marked on March 2, he broke the established tradition and didn’t attended the ministry and instead decided to visit there on March 13. We will greet him outside the ministry building to once again voice our demand: Armenia without Nikol!” the statement released by the movement said.

Earlier in February, snipers were also positioned inside and on the rooftop of the parliament building during Pashinyan’s visit.
