Human rights activist: Armenian minister crudely violated procedure for referendum campaigning

Minister of Territorial Administration and Infrastructure of Armenia Suren Papikyan crudely violated the procedure for campaigning for the referendum. This is what human rights activist Ruben Melikyan wrote on his Facebook page, touching upon the speech that Suren Papikyan gave during the question-and-answer session with government officials in parliament today.

He particularly wrote the following:

“Acting ex officio, as member of the Government of Armenia, and participating in the procedure prescribed by Article 112 of the Constitution of Armenia (question-and-answer session between deputies and members of government), Suren Papikyan directly carried out the YES campaign for the referendum for constitutional amendments from the podium of the National Assembly.

The possible “explanation” that this happened after the end of the working day (after 6 p.m.) and that this means campaigning was permitted, is completely groundless because if a person acts ex officio (as an official), as in this case, the day or hour doesn’t matter. We state that this is a crude violation of the Constitutional Law “On referendum”. We also state that opposition MP Gevorg Gorgisyan gave an adequate evaluation of the fact.”


Karabakh MFA issues statement in response to meeting of Turkish FM and OSCE Minsk Group Co-Chairs

Turkey is neutral in the conflict between Azerbaijan and Artsakh (Nagorno-Karabakh Republic), and therefore, it objectively can’t play any positive role. This is what the Department of Information and Public Relations of the Ministry of Foreign Affairs of the Republic of Artsakh declared in response to the request to comment on the statement that Minister of Foreign Affairs of Turkey Mevlut Cavusoglu made during his meeting with the OSCE Minsk Group Co-Chairs.

“It is a fact that Turkey is an ally of Azerbaijan. Since the origin of the Artsakh movement in 1988 and throughout the conflict between Azerbaijan and Artsakh, Turkey has supported Azerbaijan. Moreover, in April 2016, Turkey overtly supported the military aggression that Azerbaijan had unleashed against Artsakh, contrary to the calls of the OSCE Minsk Group Co-Chairs and, in general, the international community to immediately terminate the military operations,” the clarification of the Ministry of Foreign Affairs of the Republic of Artsakh reads.

According to the official Stepanakert, Ankara’s policy of unconditional support to Azerbaijan not only contradicts the status of Turkey as a member of the OSCE Minsk Group, but also undermines the efforts of the international intermediaries targeted at the ultimate settlement of the conflict between Azerbaijan and Artsakh.

The government of Armenia recently commemorated the 30th anniversary of the Baku pogrom.
 
                   
 
St. Laurent MP Emmanuella Lambropoulos commemorated in the Commons last week the 30th anniversary of pogroms committed against the Armenian population of Baku in Azerbaijan.
 
“For seven days in January 1990, hundreds of Armenians were beaten, expelled from the city or killed,” the MP explained. “These crimes against the Armenians escalated and resulted in an almost complete ethnic cleansing of Armenians from the country. Close to 500,000 Armenians were deported and sought refuge in various countries around the world, including Canada.”
 
Lambropoulos said the 1990 pogrom was preceded by the Sumgait pogrom in 1988, “where Armenian civilians were targeted, being killed in their homes and in the streets.
 
“The civil violence in Sumgait and the atrocities committed there shocked the entire world,” she added. “This anniversary reminds us of what a privilege it is to live in a country where diversity and inclusion make us strong and where various ethnic and religious communities can participate equally in our country’s political life.”
 
Lambropoulos said that in commemorating the Armenian victims of the 1988 and 1990 pogroms, “we solemnly condemn all forms of racism, xenophobia and hatred.

The court on Tuesday accepted President of the Constitutional Court of Armenia Hrayr Tovmasyan’s statement of claim against Prime Minister of Armenia Nikol Pashinyan for proceedings, as reported the Judicial Information System.

The President of the Constitutional Court demands that Pashinyan be obliged to apologize for his offensive remarks and refute defamatory information.

During his January 25 press conference, Pashinyan declared that “Hrayr Tovmasyan had offered his services since May 2018, first on a daily basis, then on a weekly basis and later on a monthly basis.”

Afterwards, Hrayr Tovmasyan gave the Prime Minister twenty days to present any evidence of this, after which the Prime Minister went live on Facebook and showed a pen that the President of the Constitutional Court had given him.

Armenian journalist, Azerbaijani lawyer awarded International Women of Courage Award

The award is given every year by the US Secretary of State

Azerbaijani lawyer Shahla Qumbatova and Armenian journalist Lucy Kocharyan are two of 12 laureates of the International Women of Courage Award.

This prize is awarded by the US Secretary of State annually since 2007 to women from around the world who have shown courage and leadership in the struggle for peace, justice, human rights, gender equality and women’s empowerment.

Shahla Qumbatova is one of the few Azerbaijani lawyers who defend human rights advocates, journalists, bloggers, activists, opposition members and representatives of the LGBT community, whom the state persecutes for their views or demands for respect for rights and freedoms.

At the same time, Qumbatova herself regularly faces threats and harassment for her activities.

 

 

Lucy Kocharyan is an advocate for the rights of children with mental illness and against violence against women and children.

She also faces harsh criticism and threats of lawsuits. The organizers took into account the efforts and courage of Kocharyan, who raised the topic of domestic and sexual violence in Armenia and insisted on the need for serious measures in this area.

The award ceremony will be held March 4 in Washington, at 10:00 local time.

The awards will be awarded by US Secretary of State Mike Pompeo, reports Voice of America.

Armenia hails Iran’s efforts to contain COVID-19

TEHRAN, Mar. 04 (MNA) – In a phone conversation on Wednesday, Iranian and Armenia health ministers discussed the situation around the novel coronavirus outbreak.

Health Minister of Armenia Arsen Torosyan praised the measures adopted by Iran to contain the virus, wishing success for the Iranian health sector on defeating the outbreak.

Iranian Health Minister Saeed Namaki pointed to extensive measures implemented across the country to contain the virus, especially to increased controls in borders for crossing passengers and goods. He referred to the importance of boosting hygienic standards and protocols in shared borders.

The conversation comes as the virus has infected 2,336 people, claiming 77 lives in Iran as of Tuesday.

Armenia announced on Tuesday, a three-week closure of the joint border with Iran following concerns over the spread of the virus.

The Armenian minister also held a meeting with Iranian Ambassador to Armenia Abbas Badakhshan Zohouri on Tuesday to discuss the situation.

Armenia Justice Minister responds to MPs criticizing amendments to Judicial Code

In his closing speech during a discussion on the draft law on making amendments to the Constitutional Law “Judicial Code” and the attached draft laws in parliament today, Minister of Justice of Armenia Rustam Badasyan stated that the draft laws will provide the opportunity to fight against corruption in the judiciary effectively and not undermine the independence of the judiciary at the same time.

Touching upon the observation of head of Bright Armenia faction Edmon Marukyan and the faction’s MP Taron Simonyan that this draft law will lead to the creation of a judiciary dependent on the government, the minister asked the MPs to state which body the judiciary will be dependent on when judges comprise the Ethics and Disciplinary Committee, the Supreme Judicial Council and other bodies.

Badasyan addressed the opposition MPs and independent MP Arman Babajanyan and stated the following: “During the first-second readings, bring a version that will solve the problems facing the judiciary better, and the ruling party will definitely accept it, but under the condition that it doesn’t contradict the Constitution,” Badasyan said.

Farmer: Villagers of at least 3 Armenian provinces boycotting constitutional amendments referendum

Villagers of Armenia’s Vayots Dzor, Syunik and Gegharkunik Provinces are boycotting the upcoming referendum for constitutional amendments, and farmer Tigran Yeghoyan confirmed the news today.

According to him, over the past two years, there are 20% more villagers with loans, and all the actions of the government are making the farmers lose hope again. “The problems with water supply haven’t been solved due to the activities of the hydroelectric station, veterinarians still receive low salaries, while ministers are already receiving tremendous amounts of money, and the government isn’t raising these issues. Nikol Pashinyan continues to destroy Armenia’s villages, offend villagers and implement programs for the unification of communities to pursue political goals. Taking into consideration the fact that the villagers don’t receive state support, I call on them to boycott the referendum for constitutional amendments, which has served as another occasion for more tension in the villages,” he stated.

In his turn, former Member of Parliament Lernik Aleksanyan stated that more than half of the problems in the agriculture sector are linked to organization of labor by the State and villagers and that this has been going on for 30 years now.

The referendum for making amendments to an article of the Constitution of Armenia is scheduled for April 5. The authorities offer early termination of the powers of 9 members of the Constitutional Court, including the president of the Constitutional Court, referring to them as representatives of the former “regime”. Almost all political parties, except for the ruling My Step Alliance and former President Levon Ter-Petrosyan’s Armenian National Congress political party have refused to participate in the referendum. The referendum will succeed, if more than half of voters say YES to the amendments and if there is at least a quarter of voters on the voters’ list (650,000 people).
