YEREVAN, APRIL 17, ARMENPRESS. Secretary of the Security Council of Armenia Armen Grigoryan received newly-elected President of Artsakh Arayik Harutyunyan, Mr. Grigoryan’s Office told Armenpress.

Armen Grigoryan congratulated Arayik Harutyunyan and attached importance to ensuring the development of democratic institutions in Artsakh. He expressed his readiness to support the agenda of conducting security and defense reforms in Artsakh, as well as the harmonization of security institutes.

At the end of the meeting the sides reaffirmed the importance of joint efforts in tacking the security challenges.

Asbarez: Glendale News-Press to Publish Last Edition Saturday

The Los Angeles Times announced on Thursday that it plans to stop publishing three of its community newspapers: the Glendale News-Press, Burbank Leader and La Cañada Valley Sun, adding that staff members will be laid off.

“This was a difficult business decision in a trying time for community newspapers compounded by the economic effects of the coronavirus pandemic. The three titles, while journalistically sound, are operating at significant losses,” said the L.A. Times in a note to its readers published Thursday.

The company announced that the final editions of the Glendale News-Press and the Burbank Leader will be published Saturday, with the Valley Sun going out after its final issue slated for April 23. “The community papers’ work will be archived at latimes.com,” said the note.

The L.A. Times cited falling print circulation and advertising revenue as the impetus behind its decision. In its note to its readers, the L.A. Times pledged that it will continue to cover “larger” news stories in the areas covered by the three publications.

“It is often the smaller stories covered by local newspapers that bring out the true essence and vitality of a a city,” said Ara Khachatourian, editor of Asbarez. “It is always disheartening to see a newspaper close.”

“Without its daily online presence and its print iterations, Glendale, Burbank and La Canada sadly will lose the local insight that the three publications brought,” added Khachatourian. “We wish the journalists and staff at these publications the best in their endeavors in these difficult times.”

All three publications have had a long and storied impact on the communities they covered. Glenadle News-Press began publication in 1905 and served as the newspaper of record for all things Glendale. The Burbank Leader was founded in 1985 as a successor to the Burbank Daily Review, which was founded in 1908. The La Cañada Valley Sun started publication in April 1946.

The Los Angeles Times bought the Glendale News-Press and Burbank Leader in 1993 and the Valley Sun in 2005, incorporating them as part the Times Community News division.

Asbarez: ANCA Discusses Effort to Deliver $25 Million Expanded U.S. COVID-19 Aid to Armenia

The Chairman of the Armenian National Committee of America Raffi Hamparian recently wrote letters to both U.S. Ambassador to Armenia Lynne Tracy and U.S. Secretary of State Mike Pompeo urging them to reprogram at least $25 million in U.S. assistance to help Armenia respond to the COVID-19 pandemic. The ANCA’s Government Affairs Director, Tereza Yerimyan, recently spoke to Asbarez to explain the details of this request.

Asbarez: We are pleased to be interviewing you Tereza. As the Government Affairs Director for the ANCA – the point person of the organization’s legislative efforts on Capitol Hill – could you help our readers understand the ANCA’s effort to bolster American support for COVID-19 relief efforts in Armenia? As you can imagine, while all our readers want to see America do all it can to help Armenia, many of them won’t be very familiar with the legal intricacies and policy precedents related to federal authorizations, appropriations, and allocations.

Tereza Yerimyan: The most straightforward example I can share to help your readers understand what we are trying to do is the following. Imagine your readers are thinking about buying a nice new car – but on the way to the auto dealership – they learn that the roof on their house has a big leak – and it’s April – rainy season. While your readers might want to buy a new car – they all know the responsible and reasonable action is to delay that purchase and immediately repair or replace their roof.  This is an example of a smart reprogramming of funds – dollars once destined for your new car are quickly repurposed for roof repair.

The same example can be applied to understand why the ANCA is urging that existing U.S. funding be reprogrammed for COVID-19 efforts in Armenia. Prior to this global pandemic, U.S. funds were going to be used for a variety of projects in Armenia – but now with the pandemic – we are arguing to urgently reprogram a portion of these funds – at least $25 million – to save lives across Armenia.

Asbarez: When you say reprogramming U.S. funding for Armenia – is the ANCA asking for new funds?

T.Y.: No, we are not asking for new funds for Armenia. We are asking that U.S. funds already appropriated by Congress last year be reprogrammed to meet three basic needs in Armenia. First, to assist the Ministry of Health in Armenia with their urgent efforts to contain the pandemic and bend the curve in Armenia. Second, to use these funds to enhance data collection to slow the spread of COVID-19 across the country. And third, we are eager for these U.S. funds to be used to help the large number of impoverished people in Armenia – who are being financially devastated by this pandemic.

Asbarez: How large is the U.S. aid program for Armenia this year?

T.Y.: Thanks to the efforts of Congresswoman Jackie Speier and thousands of ANCA Rapid Responders across the nation – Congress acted last year to boost funding to Armenia by over $40 million dollars.  Specifically, in June of last year, Congresswoman Speier offered an amendment to the Fiscal Year 2020 Foreign Aid bill to bolster aid to Armenia. Thankfully – with the great efforts of Congresswoman Speier and the backing of the ANCA’s grassroots supporters – the Speier amendment was adopted by a vote of 268 to 152.

Asbarez: Thank you for that clarification about U.S. aid levels for Armenia. Is it true that Congresswoman Speier recently commented about the wisdom of reprogramming funding U.S. aid to Armenia?

T.Y.: Yes, she did.  At a recent San Francisco/Bay Area tele-townhall meeting the Congresswoman responded to a question on reprogramming Armenia aid from longtime ANCA leader Roxanne Makasdjian. Specifically, the Congresswoman made the following remark on reprogramming funding – “The effort to redirect some of the $40 million that I was able to get into the budget for this fiscal year, is something that we will certainly pursue and it makes all the sense in the world, when you are in a pandemic like this, what’s the most urgent need? The urgent need is to provide care to those who are sick, to prevent those from getting sick, and certainly to test those who may or may not be exposed.”

Asbarez: Has the U.S. Government shared any COVID-19 assistance with Armenia to date?

T.Y.: Yes, the U.S. sent $1.1 million dollars to Armenia as part of a global package focused on certain countries. Most recently, the U.S. shared an additional $600,000 to address issues related to the pandemic in Armenia. In contrast, the European Union is delivering over 90 million Euros to Armenia to address immediate and short term needs related to the pandemic.

The Bureau of the Armenian Revolutionary Federation on Thursday congratulated the president-elect of Artsakh, Arayik Harutyunyan, who was elected in Tuesday’s runoff elections.

Bureau chairman Hagop Der Khachadourian, in a letter to Harutyunyan, said that the presidential and parliamentary elections in Artsakh once again proved the unwavering will of the people of Artsakh to live free and determine their own fate.

“We are confident that the coming years will be a period for economic development, bolstering of democracy, a further strengthening of the Armed Forces and the deepening of Artsakh’s security,” said Der Khachadourian.

“I would like to assure you that for the Armenian Revolutionary Federation, Artsakh has been and continues to remain a priority. As always, the ARF is ready to devote all its abilities for Artsakh security,” added Der Khachadourian.

LOS ANGELES—The Armenian community organizations in charge of organizing the Southern California area Armenian Genocide commemorations, the United Armenian Council of Los Angeles (UACLA), the Unified Young Armenians (UYA) and the Armenian Genocide Committee (AGC) announce their plans for alternative commemorative events given state and local orders prohibiting mass gatherings due to the ongoing coronavirus pandemic.

In lieu of the traditional requiem service at the Armenian Genocide Martyrs Monument in Montebello, the march in Little Armenia and the protest demonstration in front of the Los Angeles Turkish Consulate, the committees have been working together to create an all day commemoration which will be aired on local Armenian television channels as well as several hours of live streaming on social media all to take place on April 24, 2020 beginning at 10 a.m.

The all-day commemoration will feature addresses by several prominent government officials, community leaders and the clergy, as well as informative panel discussions concerning Genocide recognition, reparations and restitution for the crime of Genocide. In addition, viewers will have the opportunity to see documentaries regarding the Genocide and hear from our community, well-known personalities and cultural presentations to honor the victims of the first genocide of the 20th century.

The Armenian Genocide brought unspeakable horrors upon the Armenian population of the Ottoman Empire, including mass starvation. At the time, Americans organized the largest relief effort in United States history, through the Committee for Near East Relief to come to the aid of the Armenians devastated by the impact of the Genocide. Armenians have never forgotten the benevolence and great generosity of the American people. 105 years later, now Americans are facing a food insecurity crisis due to unprecedented levels of unemployment brought on by the Coronavirus pandemic.

To address this need, the UACLA/UYA/AGC have partnered with Feeding America, America’s largest food bank, to raise funds to provide 1,500,000 meals to America, in honor of our fallen martyrs and this great nation that came to our aid. Through this epic campaign, the entire Armenian community will be able to give thanks to America for its philanthropy at our greatest hour of need, and now, as Armenian-Americans we will do our part to help our communities and neighbors of all backgrounds and affiliations who face food shortages at this extraordinary time.

U.S. Government to provide additional $600,000 to Armenia to fight against Covid-19

The U.S. Government, through USAID, has committed an additional $600,000 to Armenia to support the country’s response to COVID-19, U.S. Embassy in Armenia reports.

These funds will build on the $1,1 million support announced last week.

Armenia Imposes Ban on Gambling Ads

Armenia has imposed a ban on gambling advertising during the Coronavirus pandemic that has swept the globe.

The new measures were announced by Armenian Deputy Justice Minister, Vahe Danielyan, as the country battles the spread of COVID-19.

According to reports, scientific, educational, sports and cultural programmes sponsored advertising will be allowed but the advertising of gambling, sweepstakes and strip clubs will be strictly prohibited.

The country is trying to curb gambling as it fights COVID-19. Armenia has already imposed many restrictions on gambling advertising in recent years. In 2018, the government changed rules to only permit gambling commercials to air between 10 pm and 6 am.



Newspaper: What did Armenia ex-President Sargsyan say at parliament April 2016 war inquiry committee?

YEREVAN. – Zhoghovurd newspaper of Armenia writes: Yesterday, [third President and former ruling Republican Party of Armenia (RPA) chairman] Serzh Sargsyan was finally hosted by the members of the NA [National Assembly] inquiry committee investigating the circumstances of the April [2016] war.

Zhoghovurd daily has learned some details from that closed session.

 (…) at first, Serzh Sargsyan made an introductory speech (…). He noted that the time has come to speak, explain, voice, and he is ready to talk openly about everything, he has nothing to hide, to be constrained.

According to Zhoghovurd daily’s information, the meeting passed very calmly, (…) but that did not prevent the deputies from asking the most various questions (…).

Then, he told what actually interested the committee members (…).

According to our information, each of the deputies present at the sitting asked several questions (…).

Many of them were interested in how that well-known information to this society happened; that is, the Armenian side lost 800 hectares of land, now it is reported that it was 400 hectares. Serzh Sargsyan patiently explained in detail (…) noting that the Armenian side had only 400 hectares of land in the 800-hectare area, whereas the other 400 hectares were in the neutral zone, which went under the control of the Azerbaijani armed forces. And that means we lost only 400 hectares of land as a result of the four-day April war.

In general, he presented the four-day war in April as a victory, and he had answers to all the questions that seemed surprising. He said, “You all know from the media that we have had about 100 casualties, whereas the Azerbaijani armed forces have had about 1,000 casualties. Isn’t that a victory?” The RPA leader bewildered. He was also proud that the international community approached with complete understanding toward the actions of the Armenian side and did not criticize us in any domain.

When everything was presented so brightly, the deputies inquired about the shortcomings during that period (…). In response, Serzh Sargsyan recalled his April 26, 2016 decrees, according to which (…) [several officers] were relieved of their posts.

Serzh Sargsyan emphasized that maybe there were things on which he was not reported, or there are circumstances that he does not remember. But by and large, most of the deputies were quite surprised by the former president’s willingness to answer all the questions.

(…) the committee must prepare a final report, whose deadline is June 4.

An investigation is ongoing in Armenia on how prepared the country was for the “April war” of 2016

    Former President of Armenia Serzh Sargsyan participated in a meeting of the commission on April 16, which investigates the events related to the escalation on the contact line of the Armenian and Azerbaijani armed forces in April 2016.

    These were the first large-scale military operations around Nagorno-Karabakh after the signing of the armistice in 1994. They received the name “April”, or “four-day war.”

    The ex-president agreed to answer the questions of the commission, provided that he will then be given a copy of the transcript and video of this discussion. The Commission agreed to satisfy this request.

    Before the meeting, Serzh Sargsyan told reporters that he had nothing to hide and that he was ready to answer all questions. After the meeting, he said that the decision to meet with the commission “was justified.”

    He reiterated that he was interested in providing the public with truthful and reliable information about the April war. In his opinion, during those events, the Armenian side “won not only on the battlefield, but also in the diplomatic arena.”


    The creation of the investigative commission of the National Assembly became known on May 20, 2019. Then Prime Minister Nikol Pashinyan said that the time had come to create a parliamentary commission to study the circumstances of hostilities on the contact line of troops in Karabakh from April 2 to 5, 2016.

    In 2019, the commission held 21 meetings; conversations were held with many military, former and current high-ranking officials.

    The commission consists of 11 deputies. Her powers were transferred to the standing commission on defense and security. The chairman of this standing commission is Andranik Kocharian, a former deputy minister of defense, deputy from the ruling faction My Step.

    The commission also includes representatives of the prosperous Armenia and Enlightened Armenia opposition parties.

Disagreement with Catholicos must not turn into disgusting campaign against Armenian Church: Edmon Marukyan

Freedom of speech relates to all, with both spiritual servants and secular people having right to speak and express their opinion, head of Bright Armenia faction Edmon Marukyan said, commenting on the statement of Armenia’s Catholicos about necessity of changing Robert Kocharyan’s preventive measure.

“He expressed an opinion. Who must respect this opinion? The court or the prosecutor’s office. If they respect it, it’s all right, if not, it’s all right too. But to make such a big problem of it, start a campaign against the Catholicos and the Armenian church…I strictly condemn it. Finally we are going against our values our 2 thousand old church,” Marukyan said.

“Personally I do not share the opinion of the Catholicos, and if I speak about it, I will speak with respect,” he said, adding that our church is not the one to be attacked as it is being done right now.

“The disagreement with the Catholicos must not turn into disgusting campaign against the church,” he said.
