Ukraine denies Armenian genocide, refers instead to ‘tragic events of April’

Deputy Foreign Minister of Ukraine Vasyl Bodnar has urged government agencies to refrain from using the term ‘genocide’ when referring to the slaughter of Armenians a century ago, as it would go against Kiev’s political interests.

An estimated 1.5 million Armenians were killed by the Ottoman Empire between 1915 and 1922. Bodnar outlined reasons for refusing to recognize the events as genocide in a letter to government officials, which was subsequently leaked on Facebook by a member of the Verkovna Rada, Ukraine’s parliament.

According to Bodnar, these events do not fit the UN definition of genocide, which constitutes “actions committed with the intention to destroy, in whole or in part, any national, ethnic, racial or religious group as such.” 

His letter, however, confirmed that the Ukrainian Foreign Ministry made that determination mainly for strategic reasons. It argued that modern Armenia is a close ally of Russia, and may vote for resolutions in international bodies hostile to the interests of Ukraine. Kiev has been at odds with Moscow ever since 2014, when an elected government was overthrown in a US-backed coup, prompting three regions of Ukraine to declare independence and one of them, Crimea, to rejoin Russia.

Another thing pointed out in Bodnar’s letter is that the Armenian issue is an “extremely sensitive topic” for Ukraine’s key strategic partner in the region, Turkey. Although the Turkish republic began in 1923 by disavowing its Ottoman past, it has maintained ever since that what happened to the Armenian, Greek and other Christian populations during WWI and its aftermath was not genocide.

Bodnar’s position was blasted on social media as outright genocide denial, with some Twitter users pointing out the irony and hypocrisy of Kiev insisting that the 1932 famine amounted to a Soviet genocide of Ukrainians.

The ‘Holodomor’ has been a similarly controversial topic in the world, with Ukrainian nationalists claiming that the famine was a direct and deliberate attack on them, even though the famine affected other parts of the Soviet Union as well, due to a combination of bad weather and strict agricultural collectivization policies. 

Russia is among the 29 countries that have officially recognized the Armenian genocide as of 2020. While both chambers of the US Congress have adopted resolutions recognizing the genocide, during the 2019 crisis over Turkey’s invasion of Syrian territories held by US-backed Kurdish militias, the White House has not signed off on them, so they do not have the force of law.



Advocate: Armenian authorities will use case of attack on Artur Danielyan against him

Advocate Tigran Atanesyan wrote the following on his Facebook page:

“According to information that hasn’t been verified yet, the authorities will use the case of attack on Artur Danielyan to take revenge over him.

The criminal case will be instituted in relation to the fact of causing heavy bodily injury [to Alen Simonyan]. The criminal case will be investigated by the Special Investigation Service. Since the article (112) envisages 3-7 years of imprisonment, the authorities will try to arrest Artur.

In my opinion, this is possible in Armenia today.

I demand that the authorities conduct an objective and transparent investigation. I demand that they release the video recordings of the incident as a guarantee, and based on my information, the police have already seized the video recordings.”


29 Syrians stranded in Armenia return home

DAMASCUS, April 29 (Xinhua) — A total of 29 Syrians who were stranded in Armenia on Wednesday returned to Syria as part of the government effort to secure the return of Syrians stuck abroad during the COVID-19 crisis, according to the state news agency SANA.

The arrivals were taken to an isolation center in a hotel near the Damascus airport, said the report, adding that the 29 people will be isolated for 14 days to ensure they are free of COVID-19 infection.

The plane is the first to arrive in Damascus amid the suspension of flights and travel movement. More trips will take place to bring Syrians who are desirous of returning to the country amid the COVID-19 crisis.

On Tuesday, the Syrian Health Ministry said that 21 COVID-19 cases have recovered out of the 43 infections that have so far been recorded in the country and three died.

A total of 2,388 suspected COVID-19 cases have been put in isolation units since February, 1,925 cases were released while 463 remained for further inspection, according to the ministry.

Earlier this week, the Health Ministry said it had designated 104 teams across the country to inspect COVID-19 cases and trace illegal entry of people to Syria.

This comes as the health ministry has eased the curfew measures by allowing the reopening of most businesses for certain hours every day.

On Wednesday, marketplaces were open and the daily life in Damascus has almost returned normal.

Still, public transportation is suspended as well as gyms, clubs, and restaurants. Enditem

Armenia Introduces New Unexplained Wealth Law

A new law adopted by the Armenian parliament would allow prosecutors investigating unexplained wealth to petition courts in the country to take hold of any property worth more than US$100,000 and acquired after 1991, the year of the country’s foundation.

Prosecutors would then have six months to prove whether or not the property was acquired illegally. 

While some are praising the law as an important step in tackling corruption in Armenia and bringing it closer to European standards, others have deep misgivings about how the law could be implemented. 

For one, while it applies to properties going back some thirty years, there are no provisions for owners who can’t prove the legitimacy of their ownership due to lost or damaged documents. 

“The next problem, in my opinion, is that they demand that the owner of the property prove that he has acquired it in a conscientious way,” Varuzhan Hoktanyan, program manager at Transparency International’s Anti-Corruption Center, told the Armenian news outlet 168.am.

“Now the question is, if he doesn’t have that evidence, what will they do?” he asked, questioning whether owners are really obliged by someone to keep such evidence for so many years. “Is there such a legal act?” he asked. 

Nor are there any provisions as to what the state will do with properties it would seize – something that former Justice minister Arpine Hovhannisyan asked about during an appearance on Armenia’s 5 TV channel.

Following the passing of the unexplained wealth law, the Armenian parliament is considering legislation that would make Armenians’ private banking information available without a court order, reported.

Human rights activist Ruben Melikyan demands that the video recording of today’s incident between Alen Simonyan and Artur Danielyan in central Yerevan immediately and completely. He posted the following on his Facebook page:

“The incident that took place between Alen Simonyan and Artur Danielyan in central Yerevan today was taped with security cameras belonging to a private organization. In response to an inquiry from lawyers, we were told that the video recordings have been seized by law-enforcement authorities.

Taking into consideration the nature of the incident and the great public resonance, I demand that the video recording be released immediately and completely. We will consider the delay of release with the excuse of “secret of preliminary investigation” illegitimate since, in this case, the right of the public to know the truth is absolutely overriding.”

Armenia authorities plan to pay budget deficit through new loans

YEREVAN. – The government of Armenia will be given flexibility in terms of spending, only in terms of implementing measures aimed at mitigating the effects of the coronavirus and the state of emergency that has been declared in the country because of it. The Minister of Finance, Atom Janjughazyan, said this during Wednesday’s National Assembly special sitting debates—in the second reading—on the bill on making amendments and additions to the law on the state budget for 2020.

In particular, he noted that there is an opinion among the deputies that the proposed draft, in principle, reviews most of the functions assigned to the National Assembly, but this is not the case.

Janjughazyan also clarified the situation with the deficit in the state budget. Thus, the amount of funds needed to pay the state budget deficit will total 260 billion drams.

According to the government, this deficit can be paid by getting new loans, issuing state treasury bonds, and the next tranche of eurobonds.

The minister informed that one of the sources of respective funding will be the International Monetary Fund, which has agreed to provide about $ 300 million to Armenia.

The minister of finance added that Armenia is considered by creditors as a stable and dynamically developing borrower country.

Golden Apricot International Film Festival postponed to November

Iran, Armenia Urge Normalization of Trade

In a telephone conversation on Tuesday, Iranian President Hassan Rouhani and Armenian Prime Minister Nikol Pashinyan highlighted the growing mutual ties between Tehran and Yerevan, but stressed the need for working together in the Joint Commission to develop the bilateral relations.

They emphasized that the officials at the common border must push for the gradual normalization of trade exchanges and business relations in full compliance with the health regulations.

Referring to the spread of the coronavirus in many countries around the world and the problems that this disease has created for governments and nations, the two sides stressed the need to develop regional and international cooperation, and touched upon transfer of experiences in dealing with the coronavirus, the Iranian government’s official website reported.

Iran’s president said the Islamic Republic is ready to export hygienic and health facilities as well as ventilators and face masks to Armenia.

Referring to Iran’s successes in the production of those medical supplies, Rouhani said Tehran is ready to meet the needs of other countries, including Armenia, in the fight against coronavirus.

For his part, Pashiniyan praised the success of the Islamic Republic in combating COVID-19 and the positive results it has achieved. 

He also offered congratulations to the government and people of Iran on the start of the holy month of Ramadan.


Central American Parliament recognizes and condemns the Armenian Genocide in the Ottoman Empire

Daniel Ortega,  Chairman of the Central American Parliamentary Committee on Foreign  Relations and Migration, issued statements on the occasion of the  105th anniversary of the Armenian Genocide, in which he recognized  and condemned this terrible crime committed against Armenians in the  Ottoman Empire. This was reported by the press service of the  Armenian Foreign Ministry.

It should be noted that the Central American Parliament, also known  as PARLACEN as a political body in the region, is part of Central  America Integration of the SICA system established by the Tegucigalpa  Protocol to the Charter of the Organization of American States  (ODECA), signed on December 13, 1991. SICA has the main goal to  implement integration, which is political and an ideological  representative in a pluralistic democratic system that guarantees  free elections and participation in equal conditions for political  parties. Its headquarters is located in the city of Guatemala.
