Former President of Armenia and Artsakh Republic Robert Kocharyan has issued a congratulatory message on the anniversary of Liberation of Shushi. In the message addressed to Artsakh people and President Bako Sahakyan, Kocharyan said: “Shushi liberation is one of the most prominent pages in the Armenian history. After numerous hardships and heavy losses, the remarkable victory came to serve a solid basis to boost confidence in own abilities and predetermined the future victories. On this memorable day, we glorify the Armenian soldiers, commemorate the memory of all fallen warriors whose selfless dedication to the Fatherland and the freedom determined our glorious victory in the Artsakh war.”

The former president also praised the contribution of the Armenian people in the victory in the Great Patriotic War 75 years ago. “The Armenian soldiers and commanders, including those from Artsakh, passed through the war with honor and stood out for their bravery, heroism, crowning with eternal glory the name of our nation,” the message concluded.

Man arrested for attempt to set fire to Armenian church over pandemic

 Istanbul police detained a man for attempting to burn the entrance door of an Armenian church in the city’s Bakırköy district, Sözcü newspaper reported on Saturday.

The fire at the Dzınunt Surp Asdvadzadzni Armenian Orthodox Church was quickly extinguished and a police investigation caught the suspect through security camera footage.

The man told police he tried to burn down the church because he believed it “brought the coronavirus (to Turkey),” Sözcü said.

The man was reported to suffer from psychological problems, Sözcü said.

Turkey’s Armenian Patriarchate released a statement over the incident, saying the city’s police officials were quick to contact them over the incident and express their regret.

State Symphony Orchestra organizes an online master class by Sergei Nakariakov

The Armenian State Symphony Orchestra (ASSO) continues the series of “Maestro” masters classes delivered by world-known musicians. As the Orchestra reported on Facebook, the upcoming session is scheduled for May 11 and will be led by a Russian-Israeli acclaimed trumpeter Sergei Nakariakov.

One of the most virtuoso trumpeters of the modern times, Nakariakov has been dubbed “The Paganini of the Trumpet” “Caruso of the Trumpet”. His repertoire includes not only the entire range of original literature for the trumpet but also many fascinating transcriptions. Armenia among semi-consolidated authoritarian states in Freedom House Democracy Index

ArmInfo. The democracy index, according to the non-governmental organization Freedom House in Armenia, is 3 units. Moreover, Armenia is in the category of semi- consolidated authoritarian states. This is stated in a report entitled ” Nations in Transit 2020: Dropping the Democratic Facade”, which was published by Freedom House today.

Together with Armenia, Georgia (3.25 points), Moldova (3.11 points) and Ukraine (3.39 points) are among the transitional regimes.  Meanwhile, according to the Freedom House rating, the seven consolidated authoritarian regimes among countries in transition include Russia (1.39), Turkmenistan (1), Azerbaijan (1.14), Uzbekistan (1.14), Tajikistan (1.18), Kazakhstan ( 1.32) and Belarus (1.39).

The best thing about democracy and human rights among the 29 countries included in the ranking is in Estonia (6.09 units), which the authors of the report classify as consolidated democracies. The same category includes Lithuania (5.64 units), Latvia (5.79 units) and Slovenia (5.93 units).

A report on the development of democracy and civil liberties in the transition countries – European and Asian states of the former socialist bloc – notes that current trends are such that more and more leaders of world states have recently refused to even pretend to play according to the rules of democracy.

As the democratic consensus of the post-Cold War order has given way to great- power competition and the pursuit of self-interest, these politicians have stopped hiding behind a facade of nominal compliance. They are openly attacking democratic institutions and attempting to do away with any remaining checks on their power.

In the region stretching from Central Europe to Central Asia, this shift has accelerated assaults on judicial independence, threats against civil society and the media, the manipulation of electoral frameworks, and the hollowing out of parliaments, which no longer fulfill their role as centers of political debate and oversight of the executive. Antidemocratic leaders in the region continue to pay lip service to the skeletal, majoritarian element of democracy-claiming that they act according to the will of the people-but they do so only to justify their concentration of power and escalating violations of political rights and civil liberties.

In the authoritarian half of the Nations in Transit region, incumbent rulers used their well-established control over state institutions to further fortify their own positions. Perhaps nothing demonstrated this instrumentalization better than the constitutional “reforms” announced by Russian president Vladimir Putin in early 2020, which will ultimately allow him to retain his post beyond the two-term maximum. The timing of the overhaul, very much by design, took everyone by surprise, signaling that Putin is firmly in command and remains one step ahead of friend and foe alike when it comes to succession and the survival of his regime. More importantly, the changes demonstrated a contempt for the rule of law and the basic principles of constitutional government.”

U.S. extends the waiver of Section 907

ArmInfo. Last week, the U.S.  extended the waiver of Section 907 of the Freedom Support Act with respect to assistance to Azerbaijan, Turan reports.   The formal authority of freezing 907, which bans any kind of direct U.S.  aid to Azerbaijan, was signed by Stephen Biegun, deputy of state, in late March, according to official records.   To recall, Section 907 was adopted by Congress in 1992 and prohibited the provision of government assistance to Baku by the U.S. administration in connection with the conflict between Azerbaijan and Armenia.  For many years, Azerbaijani diplomacy has been seeking its cancellation, but so far without success.  However, after the September 11, 2001 terrorist act, Congress passed a law on the appropriation of foreign operations, giving the president the right to reject the Section 907. The United States needed this when it was necessary to supply American troops in Afghanistan. Both the Bush and Obama Administrations continued waiving Section 907. The Trump Administration issued its first waiver last year, after two years of delay.   

Artsakh Foreign Ministry Memorandum on Khojaly events distributed at UN

A memorandum of the Ministry of Foreign Affairs of the Republic of Artsakh (Nagorno-Karabakh Republic), addressed to the Secretary General of the organization on March 27, 2020 in connection with the ongoing attempts by Azerbaijan to falsify the events that occurred in February 1992, was distributed at the United Nations as an official document. Khojalu from Azerbaijani armed forces. ArmInfo was informed about this in the press service of the Artsakh Foreign Ministry. The document provides arguments confirming that the actions of the Artsakh Republic self-defense forces aimed at neutralizing the shelling and firing positions of the Azerbaijani armed forces located in Khojaly, as well as at unblocking the Stepanakert airport, were caused by absolute military necessity and were consistent with the norms and principles of international humanitarian law.     “On the contrary, the Azerbaijani side during the above-mentioned events committed gross violations of a number of norms of international humanitarian law. In particular, the Azerbaijani authorities decided not to evacuate the civilian population in order to maintain a military-strategic position. The use of civilians by Azerbaijani troops as a human shield to provide themselves with cover is not only a gross violation of international humanitarian law, but also, in accordance with article 8 (2) (b) (xxiii) of the Rome Statute of the International Criminal Code of court amount to war crimes.     The tragic combination of the following circumstances is the deliberate violation by the Azerbaijani side of the norms of international humanitarian law, the struggle for power within Azerbaijan and the resulting lack of unity of command in the Azerbaijani armed forces  led to the fact that there were human casualties, despite all the protective measures taken by the Artsakh self-defense forces, including, in particular, an early warning about the operation and the creation of humanitarian corridors.     In order to escalate anti-Armenian hysteria and cultivate hatred of Armenians in Azerbaijani society, Azerbaijan continues to pursue a policy of falsification and misinformation, spreading false allegations regarding the events that occurred when Khojaly was liberated from Azerbaijani armed groups, “the NKR MFA reported in the statement.   

Luys Foundation issued a comparative analysis on measures to overcome the COVID-19 crisis in the world and Armenia

Luys Foundation has released a new comparative analysis assessing the measures adopted in Armenia and the world aimed at overcoming the COVID-19 crisis. According to the release by the Foundation, the Covid-19 pandemic has disrupted the normal evolution of the world economy. Countries, including the Republic of Armenia, have taken a number of measures to overcome the crisis. Some governments have focused on non-compensable forms of financial assistance, others – on compensable forms.

The goal of this research is to study the international experience of measures to contain the COVID-19 crisis, with the aim of assessing the efficacy of the fiscal package developed by the government of the RA.

In particular, the study analyzes the volumes and objectives of the measures taken by the United States of America, some European countries (Germany, Hungary) and the Russian Federation. Based on these findings, the research explores the consistency of the anti-crisis policy of the government of the RA with the demands of our times and the Armenian reality.
