800-Year-old Garabed Gospel to be Digitized

The Garabed Gospel was published in 1207

The Armenian Museum of America in Watertown, Mass. announced the upcoming digitization of the most important piece in its collection–the 1207 Garabed Gospel. The Garabed Gospel was delivered by Museum staff to the Northeast Document Conservation Center earlier this year and the digitization process is slated to begin very soon.

This project is part of the museum’s ongoing effort to maintain and preserve in perpetuity an active program of collecting, conserving, and documenting Armenian artifacts, books, and publications.

The scribe Garabed created this extraordinary work in 1207 A.D, at the monastery of Surp Garabed near the town of Jurak during the reign of Levon I of Cilicia. It required eleven years to complete the book and the elderly scribe noted that he went blind during that period.

The book was given to priest Vartan, the donor’s ancestor, who returned with the book to his home in the town of Tomarza, where it remained for over 700 years passed down within one family lineage of priests (the Der Garabedian/Hazarshahian/Chorbajian family.) The name of each generation of priests is noted in the Gospel Book for over thirty-five generations. The Gospel Book escaped the death and destruction that many in the Der Garabedian family suffered in the Armenian Genocide.

The Garabed Gospel Book is made of 250 pages of goat skin, covered with leather-bound wooden covers. The text is in double columns in black ink with decorative figures on the pages edges in red ink. The artistic style is relatively crude, typical of the Cilician style. The larger size of the book is also typical of this early period. In the later mature Cilician style, Gospel books are often small enough to be carried in one hand, with refined delicate artwork.

This Gospel Book is the most important artifact in Museum’s collection. As the possessor of the Holy Book, the Der Garabedian family was respected by both Armenians and Turks, and it was believed that no harm could fall upon the family. If one became sick, one would ask the family for “the blessing of the book” to cure their disease. A supplicant would rub a piece of bread or a rag on the Gospel Book. If the bread was eaten by the afflicted, or the rag was worn against their body, it was thought to cure the disease. The name of each generation of priests is noted in the Gospel Book for over thirty five generations. In the Armenian tradition a family holy book was considered a living member of the family. In 1915 the book was unable to save 150 members of the extended Der Garabedian family who were slaughtered during the Armenian Genocide, and the Gospel book was seized. The local family survivor, Garabed Hairik Der Garabedian, was forced to ransom back the book, his only other surviving family member.

One other family member, his nephew Krikor Der Garabedian, was working in America during the Genocide and has also survived. When Krikor traveled to France to get married in 1927, his uncle gave him the Gospel Book with instructions to pass it along to his own children. Krikor and his wife Baytzar had three daughters, but no daughter had children to continue the line. Concerned that the Gospel Book would become an orphan after 39 generations, the last surviving daughter, Julia Der Garabedian, entrusted the book to the Museum.

Armenia unequivocally supports the UN Secretary-General’s appeal for a global ceasefire, which is a key prerequisite to facilitate efforts to address the pandemic in the context of current conflicts, Armenia’s Permanent Representative to the United Nations Mher Margaryan said at a UN Security Council forum, entitled “Protection of civilians in armed conflict.”

“The civilian population of Armenia’s border regions and Artsakh (Nagorno-Karabakh) continue to face serious humanitarian risks, which may further exacerbate due to the spread of pandemic and suspension of activities of the conflict-related field operations,” he said.

He therefore stressed that strict adherence to the 1994 trilateral ceasefire agreement concluded by Nagorno-Karabakh, Azerbaijan and Armenia and the 1995 agreement on consolidation of the ceasefire regime, is essential to ensure protection of civilians and prevent violations of international humanitarian law.

“We strongly condemn continuous attempts of Azerbaijan to escalate the situation along the Line of Contact between Artsakh and Azerbaijan and the Armenian-Azerbaijani border, including targeting of civilians, border settlements and infrastructure, infiltration attempts and large-scale unnotified military exercises of offensive nature. At a time when the international community is consolidating its efforts in responding to the COVID-19 pandemic, such actions display total disregard of the Secretary-Generals appeal for a global ceasefire and the calls by the OSCE Minsk Group Co-Chairs to refrain from any provocative action that could further raise tensions during this period,” Mher Margaryan said.

He noted that Armenia has been raising for a long time the need to address the manifestations of racial and ethnic profiling, glorification of hate crimes, denial and justification of past crimes, especially led and encouraged by state leaders.

“On May 26 the European Court of Human Rights (ECHR) made its ruling on the case of “Makuchyan and Minasyan vs Azerbaijan and Hungary” in relation to the release and glorification by Azerbaijan of its officer by the name Ramil Safarov, who murdered Armenian officer Gurgen Margaryan when he was asleep by axing him to death while participating in a training course within the framework “Partnership for Peace” programme in 2004 in Budapest,” the Permanent Representative reminded.

The ruling stated that: “The court is particularly struck by the fact that, in addition to immediate release, upon his return to Azerbaijan R.S. was granted a number of benefits, such as salary arrears for the period spent in prison, a flat in Baku and a promotion in military rank awarded at a public ceremony.”

“The release of the convicted murderer by the decree of the President of Azerbaijan and his glorification is a disrespect and affront to the standard of civilization and human dignity,” Amb. Margaryan stated.

“Today, resolute actions by the United Nations and regional organizations to advance prevention, including prevention of hate speech and identity-based crimes are ever more critical to ensure effective protection of civilians in armed conflict,” he concluded.

209 intellectuals, writers, artists, activists, journalists and politicians have released a joint statement regarding the threats against Rakel Dink, the wife of late journalist Hrant Dink, and the attorneys of Hrant Dink Foundation as well as the recently escalating attacks against churches in Turkey. Expressing their demand for an end to this attitude, the signatories have said, “All components that constitute our people are fundamental constituents; they are citizens of the state who hold equal rights.”

The full joint statement is as follows:

We, the undersigned, deeply concerned about the recent situation into which our country is being dragged, would like to bring this statement to the attention of our people and all state officials.

We see the recent provocative attacks, occuring one after another, not as isolated incidents but as fostered by a discourse of bile and hatred, which has been emitted irresponsibly and spread among the masses.

Discriminatory language and behaviors are destructive and divisive. They divide people into camps, impede peaceful co-existence, and sow seeds of conflict. Othering will benefit no one. Those who embrace such language and behavior should realize that they also designate themselves as “the other side” and “the other.” This attitude should be abandoned.

All components that constitute our people are fundamental constituents; they are citizens of the state who hold equal rights. Ignoring the wide range of values we all share and discriminating among these constituents are contrary to the goal and will to live together. This [disposition] should be averted.

We never accept a mentality that “raises a murderer from a baby” or a system that is dominated by such a mentality.

We condemn the threats directed at the Hrant Dink Foundation and targeting Rakel Dink and the Foundation’s lawyers – the latest example of the mounting events that stir anxiety.

On May 29, Hrant Dink Foundation released a written statement for the press and announced that Rakel Dink, the wife of late journalist Hrant Dink, and the attorneys of the foundation received death threats via email on May 27 and 28. The foundation indicated that it notified Şişli District Security Directorate and İstanbul Governor’s Office of the threats.

Putin confirms intent to cooperate with Armenia within EAEU, CIS, OSCE

YEREVAN, June 1. /TASS/. Russian President Vladimir Putin expressed Russia’s readiness to continue to closely cooperate with Armenia on development of bilateral strategic relations, as well as relations within the European Economic Union, the Commonwealth of Independent States (CIS) and the Organization for Security and Co-operation in Europe (OSCE). He said this in a letter he sent to Armenian Prime Minister Nikol Pashinyan, congratulating him with his 45th anniversary, the Armenian Cabinet’s press service said Monday.

“Dear Nikol Vovayevich, please accept my heartfelt congratulations with you 45th anniversary. I hold the constructive dialogue we have established in a very high esteem. I would like to confirm the intent to continue cooperation on strengthening of Russian-Armenian cooperation, as well as [cooperation] within the EAEU, OSCE and CIS. I wish you strong health, happiness, prosperity, and success in business of state,” the letter reads.

On Monday, the Prime Minister announced that on his birthday, he and his family was diagnosed with a confirmed coronavirus infection. According to himself, no one in his family display the disease symptoms. Pashinyan and his family have self-isolated and the Prime Minister will work from home, he said.

75% of Armenians dissatisfied with government’s coronavirus response, survey shows

Some 75% of Armenians are dissatisfied with the government’s coronavirus containment measures, a new online survey shows.

The survey has been conducted among 1,700 citizens aged over 18 by the Voice of People expert group.

According to the survey, 25% of the responders said that they approved of the government’s handling of the outbreak, 56% believed that the measures were not enough to curb the spread of the infection, while 19% said the steps were unjustified.

Asked about the social and economic impact of the pandemic, in particular on the responders’ families, 15% said they had suffered a job/business loss, 4% said their business were on the verge of survival, 8% said the employer had sent the working member of their family on unpaid leave, 48% said their income had reduced dramatically, while 25% said the pandemic had not affected their social and economic status.

To the question of whose support the respondents expect in case of income reduction, 27% said they expected support from their relatives and acquaintances, 29% – from the authorities, 3% –  from humanitarian organizations, while 41% could not answer the question.

The Voice of People reminds that the government has allocated more than $300 million to support the population and businesses.

Asked whether it has helped people deal with the coronavirus crisis, 6% of the responders said they had not received support from the government although it was provided by law, 57% were not been beneficiaries of support programs, 28% received support, but it was not enough, only 9% said they managed to solve their problems thanks to the support.

Finally, responding to the question about how the government should expand support to people and businesses, 9% proposed the authorities to grant tax breaks to businesses, 19% called for greater financial support to the population, 15% were in favor of more significant repayment of utility bills, 40% supported all the measures, while 17% could not answer the question.

Armenia’s Prime Minister Nikol Pashinyan announced this morning that he and his family tested positive for COVID-19 yesterday. They are self-isolating in the Prime Minister’s residence.

The PM said that they were not showing any symptoms and that he would continue to work from self-isolation.

Pashinyan said he was tested for the virus because he was planning a visit to ‘the frontlines’. 

He stated that he believed he was infected during a government consultation for coronavirus prevention work during which glasses for water were set on the table by a staff member who was not wearing gloves and who has since tested positive for the virus. 

The Prime Minister’s spokesperson, Mane Gevorgyan, announced that members of the government and the Prime Minister Office’s staff will not undergo testing for COVID-19. 

‘If there is a need to conduct tests, it will only be done with a doctor’s prescription,’ Gevorgyan said. ‘Members of the government who have been in contact with the PM had adhered to safety regulations — they had worn masks, kept social distancing, used sanitisers, etc.’ 

Armenia has recorded over 9,400 cases of the novel coronavirus. There have been 139 deaths.

Member of the Chamber of Advocates of Armenia, representative of the My Voice Project Asya Ovanyan has written the following:

“The advisory opinion of the Grand Chamber of the European Court of Human Rights of this year laid the foundation for the start of justice.

The advisory opinion of the ECHR contains in-depth justifications and reasoning. The ECHR has stated that the ‘blanket reference’ may be applicable and legitimate only if it is sufficiently clear and foreseeable. A legal norm itself must provide a person with the opportunity to foresee possible liability provided for by law in case of specific rule of conduct. Formulation of such ‘blanket reference’ may not be such that the scope of the act is expanded.

Consequently, the Prosecutor General’s Office of Armenia must substantiate the _expression_ of the reference to part 1 of Articles 1-6 of the Constitution of Armenia in Article 300.1 of the Criminal Code. The ECHR stated that the most effective way of ensuring clarity and foreseeability was for the reference to be explicit and for the referencing provision to set out the constituent elements of the offense. From the perspective of legal technique, the validity of Article 300.1 of the Criminal Code is strictly disputed since the specific articles of the Constitution of 2005 listed in the article still haven’t been brought into compliance with the Constitution of 2015, and this leads to unconstitutionality of the reference.

The ECHR clearly sees a problem with the retroactivity of Article 300.1 and has clearly stated that the norms tightening the corpus delicti can’t be retroactive. Evaluation of the principle of retroactivity must be particularly given in the context of the practice of enforcement of that article. As a unified body, the Prosecutor General’s Office must be guided by the approach to not contradict its actions of the past and discontinue persecution under the case of the events of March 1, 2008.

And finally, the Constitutional Court of Armenia must give responses to these issues, and in the legal sense, the bodies investigating the case must be responsible. It will be impossible to avoid taking responsibility and leave it up to political authorities. As a result, the case will either be dismissed, or a court judgment on acquittal will be rendered. The case will be examined with several episodes at higher international tribunals, and I say this with regret, but the potential decisions against Armenia won’t be a surprise for anyone.”

A view from Moscow: Attempted involvement of Azerbaijan in CSTO will face powerful opposition of Armenia

ArmInfo.Talk about the possible membership of Azerbaijan in the CSTO or granting Baku observer status in the Organization is intensifying significantly. First of all, due  to the fact that today there is an opportunity for such a status. A  similar opinion was expressed by ArmInfo, head of the Eurasian  integration and development of the SCO Institute of the CIS  countries, military expert Vladimir Evseev.

Recall that at a previous meeting of the Council of Foreign Ministers  of the CSTO countries, Russian Minister Sergei Lavrov announced the  possible receipt of the SCO and the CIS as CSTO partners.  Commenting  on this statement, the expert described it as made in order to expand  both the zone of influence of the CSTO and, in fact, the  Organization. According to Evseev, such statements indicate certain  discussions and the existence of processes based on the application  of the Organization.

“In any case, Armenia has every opportunity to express its own  approaches, both in relation to the observing prospects of  Azerbaijan, and in relation to the prospects of the CIS and the SCO.  Given the common interest of the participating countries in  developing opportunities, strengthening and expanding the CSTO, its  cooperation with the SCO and the CIS will make it possible for the  organization to be more effective, “the military expert emphasized.

Evseev noted the existence of a real tool to prevent the involvement  of Azerbaijan in one form or another in the activities of the CSTO.  Moreover, regardless of the presence of certain hidden negotiations  or agreements on this issue. The expert suggests that due to the  expected long-term and insurmountable contradictions as a result of  the involvement of Baku in one form or another in the CSTO, countries  interested in preventing such a prospect will suspend this process.

According to Yevseyev’s estimates, this topic in any case provides a  number of players with space for political maneuvering and,  accordingly, an opportunity for negotiations. According to his  forecasts, this opportunity will soon be played in various political  combinations, including from Baku. In this case, in any case, an  attempt to involve Azerbaijan in the CSTO will meet with powerful  opposition from Armenia.

Montenegro opens borders for citizens of more than 100 countries: Armenia is not on the list

ArmInfo. The Ministry of Health of Montenegro has updated the list of countries citizens of which are allowed to enter and stay from June 1.

According to the source, the list includes the countries of the  European Union, Africa and Latin America, as well as China, in all,  more than 100 countries. From the neighbors of Armenia, Georgia and  Azerbaijan were on the list.  Of the partners of Armenia in the EAEU,  only Kyrgyzstan was on the list.

As the government of Montenegro informed the decision to mitigate the  measures was taken based on the recommendations of the European  Union. In particular, entry is allowed from countries where there is  a significant slowdown in the spread of coronavirus, a decrease in  the number of new cases, and also where the number of active patients  is not more than 25 per 100 thousand of the population.

To recall, on May 24, Montenegro was the first European country to  announce the absence of active cases of coronavirus on its territory.  Initially, Montenegro planned to allow entry only from Croatia,  Slovenia, Austria, Germany, Poland, the Czech Republic, Hungary,  Albania and Greece. Earlier it was reported that Montenegro is  preparing to resume the tourist season from July 1.
