Tatevik Hayrapetyan: Squeezing out the Armenian population from Shaumyan proves that Azerbaijan intended to pursue a similar policy in all Artsakh

ArmInfo. This year marks the 28th anniversary of the ethnic cleansing of the Armenian-populated Shahumyan region by Azerbaijan. Tatevik Hayrapetyan, a deputy from the “My Step” faction, said this from the rostrum of the parliament.

She noted that the occupation of Shaumyan and the squeezing out of  the Armenian population of the area prove that Azerbaijan intended to  implement a similar policy with regard to the entire  Nagorno-Karabakh.  , Hayrapetyan emphasized. The MP also noted that in the  future the issue related to Shumyan should be on the agenda of the  negotiations on the settlement of the Artsakh issue.  It should be  noted that June 13 marks the 28th anniversary of the occupation by  Azerbaijan of the ancient Armenian territory – Shaumyan – the  inextricable part of Artsakh. Historically, the territory of the  Shahumyan region was one of the five large Armenian principalities of  Artsakh, known in archival and other documents as Gulistan. July 5,  1921 by the decision of the plenum of the Bureau of the Central  Committee of the RCP / b, despite the protests of the Armenian  population, which at that time made up 95% of the region’s  inhabitants, Artsakh was transferred to newly-minted Azerbaijan, and  with it Gulistan.  When created in July 1923 The Nagorno-Karabakh  Autonomous Region (NKAO) Gulistan and several other areas of Artsakh  – Khanlar, Dashkesan, Shamkhor – with far-reaching goals were  included not in autonomy, but in the Azerbaijan SSR. All the years of  the existence of the Azerbaijan SSR in relation to these regions –  repeated redrawing of the borders of the regions, blocking of  Armenian villages, artificial inhibition of their economic  development, etc. – a policy of squeezing out the Armenian population  was carried out.  Since the beginning in 1988. The Karabakh movement,  all Armenian regions of Artsakh began to be subjected to massive  attacks by Azerbaijani riot police, state and party bodies. The first  open armed clashes between residents of Artsakh and Azerbaijan  occurred precisely in the northern part of Nagorno-Karabakh.  January  13, 1990, when the armed detachments of the Popular Front of  Azerbaijan and the Azerbaijani police tried to occupy the villages of  Kamo, Azad, Getashen and Martunashen of the Khanlar region and the  villages of Erkech, Manashid, Buzlukh of the Shaumyan region. January  15, 1990 by decree of the Presidium of the Supreme Soviet of the USSR  in the NKAR and adjacent areas, incl. Shahumyansky, a state of  emergency is introduced. In January-March 1990 with the help of  internal vrysk the Ministry of Internal Affairs of the USSR deported  the Armenian population of the villages of Azad and Kamo of the  Khanlar district. In April 1991 Operation OMON of the Azerbaijan SSR,  the Ministry of Internal Affairs of the USSR, and units of the Soviet  army launched the operation “Ring” on the deportation of the Armenian  villages of the NKAR and adjacent areas. In April-July, 24 villages  were deported in Khanlar, Shahumyan, Hadrut and Shusha districts.  July 4, 1991 By decree of the President of the USSR M. Gorbachev, the  state of emergency was canceled in the Shahumyan region. After the  withdrawal of the units of the Ministry of Internal Affairs of the  USSR, the OMON of Azerbaijan attacked the villages of Erkech,  Manashid and Buzlukh, but was rejected by local self-defense units.  During July-August 1991 The Ministry of Internal Affairs of the  Azerbaijan SSR, together with units of the 23rd Division of the 4th  Soviet Army (stationed in Ganja) conducted military operations in the  area with the aim of expelling the Armenian population using military  equipment, including combat aircraft. In July, the residents of the  villages of Erkech, Manashid, Buzlukh, whose population went deep  into the region, were deported. Self-defense units initiated armed  resistance.  On September 2 (after the declaration of the  independence of the Azerbaijan SSR on August 30 by the Supreme  Council  of Azerbaijan), a joint session of the Regional Council of  the NKAR and the district council of the Shahumyan region proclaimed  the Nagorno-Karabakh Republic and decided to hold December 10, 1991.  referendum on the independence of the NKR in accordance with Article  3 of the Law of the USSR of  04/03/1990 “On the procedure for  resolving issues related to the exit of the Union Republic from the  USSR>. In September 1991, the Shaumyansky region was the first of the  NKR regions to become an arena of open hostilities between the NKR  self-defense units and the forces of the Ministry of Internal Affairs  and the national army of Azerbaijan. Azerbaijanis used heavy  artillery, tanks and armored vehicles , which had already been  transferred to them by the command of the 23rd division of the 4th  army, but the Shaumyan’s self-defense forces managed to storm the  control of the border villages of Erkech, Buzlukh and Manashid.  In  September-December 1991 positional battles continued. December 10 in  the NKR, including a referendum was held in the Shahumyan region,  during which the vast majority of residents supported the  independence of the NKR. On December 30, elections of deputies of the  NKR Armed Forces were held in the region and throughout NKR. And  January 13, 1992 for the first time in the territory of the former  USSR, weapons of mass destruction were used against civilians –  Azerbaijan fired at the Shaumyan district center from the BM-21 Grad  multiple launch rocket system.  In May-June 1992 The equipment and  weapons of the units and units of the former 4th Army of the  Transcaucasian Military District were transferred to Azerbaijan – 4  divisions, a third of the ships and all the bases of the Caspian  flotilla, a helicopter squadron, more than 100 combat aircraft, etc.,  not counting captured ones. Using this weapon and a significant  number of military mercenaries in June 1992.  Azerbaijan launched a  large-scale attack on the NKR. It began with the Shaumyan region,  which is extremely important strategically and is closest to the  largest military bases of the former USSR in Azerbaijan in Kirovabad  (Ganja). June 15, 1992 the entire Shaumyan region was captured by  Azerbaijan.  In the summer of 1992 Azerbaijanis also captured most of  Martakert, part of Martuni, Askeran and Hadrut regions of the NKR.   For several days from Shaumyan 17 thousand Armenians were deported  forcibly, several hundred residents were killed or missing.

MP: According to preliminary data, Gagik Tsarukyan will leave the NSS building in the near future

ArmInfo.According to preliminary data, within the next hour the leader of the Prosperous Armenia party Gagik Tsarukyan will leave the building of the National  Security Service. This was reported to reporters by the vice speaker  of the Armenian parliament from the faction, Vahe Enfiajyan.

Currently, deputies of the faction, a large group of journalists and  police have gathered at the SNB building.  Media representatives  expect to talk with Tsarukyan’s lawyers. According to Naira  Zohrabyan, a deputy from the faction, Tsarukyan’s exit from the  NSS building still does not mean anything, the investigation  continues.

Recall that on June 16, the Armenian parliament with 87 votes “for”  deprived the Armenian oligarch of parliamentary immunity and gave the  green light to imprison him. 

RPA statement: Armenia is not only a nationwide, but also a political crisis

The extension of the state of emergency declared in Armenia against the backdrop of the growing epidemic of coronavirus, which is aggravating day by day, is used by the authorities solely to provide a legal veil for political  persecution. This is stated in the statement received by ArmInfo of  the executive body of the former Republican Party ruling in the  country.

According to the source, in this situation basic rights and freedoms  of a person are limited and violated, including his right to freedom  of _expression_, peaceful assembly and freedom of movement. , the statement said.

Given the above circumstances, the Republican Party of Armenia  strongly condemns the dictatorial style of work of the current  authorities, which is why many state, political and public figures  find themselves in the grip of a state repressive apparatus.  Authorities also threaten the security of Armenia and Artsakh, making  citizens vulnerable to external threats.

RPA confirms that the only way out of this situation is the  resignation of the weak government of Nikolai Pashinyan and the  provision of active and professional management in the transition  period in order to get the country out of the crisis by pooling its  national potential before the early parliamentary elections. The  party also urges diplomatic missions and international human rights  organizations accredited in Armenia to give a proper assessment of  the crisis in Armenia, especially in the context of the country’s  international obligations in the field of democracy. She considers it  her duty to inform the RPA international partners about the processes  taking place in the country by all available means.

Music: Winners of Aram Khachaturian international competition announced

The 16th Khachaturian International Competition announced the winners late on Monday at the final gala concert of the competition.

As “Aram-Khachaturian Competition” Cultural Foundation reports Diana Adamyan from Armenia won the 1st prize, Michael Germer from Denmark took the 2nd prize and Belle Ting from Taiwan – 3rd prize. Feliks Harutyunyan received a special diploma. 

To note, this year’s competition was specialized in violin and brought together 19 violinists from 13 countries. The Competition used  number of technological solutions and artificial intelligence for this year’s edition. Particularly, the winners will perform with the orchestral accompaniment from the Armenian State Symphony Orchestra remotely with an opportunity to choose their suitable version and combine their performance with the orchestral accompaniment through a special app.

The closing concert featured composer Aram Khachaturian’s Violin Concerto.

The European Friends of Armenia extremely disappointed by the statement of MEPs over Armenia-Artsakh road construction

The European Friends of Armenia are extremely disappointed by the statement issued by the Chair of the European Parliament’s South Caucasus Delegation on the construction of a new highway between Armenia and Nagorno-Karabakh, and

As the organization said in a written statement, statement records an  “abrupt departure from the long established precedent that has guided official statements of the delegation.”
 
“This formula recognizes a reasonable compromise based on the Helsinki Final Act principles of the Non-Use of Force, Territorial Integrity, and the Equal Rights and Self-Determination of Peoples. Whilst the 10th June statement referred to its support for the 2009 Basic Principles, ultimately it was worded to the effect that it suggested an outcome based only on the principles of Territorial Integrity,” the statement said in part.
 
It notes that the content of the statement has not only caused deep offence to the European Parliament’s Armenian counterparts in the Parliamentary Partnership Committee and beyond but also served as the basis for media disinformation campaigns, which are ultimately damaging to the peace process.
 
“On the wider issue of highway construction, we take this opportunity to note that the current routes between Armenia and Nagorno Karabakh are extremely limited and it is a natural expectation, indeed a human right, for those living in Nagorno Karabakh to have adequate means of transit. This is particularly important given that it is landlocked and without a civilian airport. The Armenian border remains the only way in and out,” said the statement. 



Police detain 154 citizens rallying outside Armenian parliament

Police have detained some 154 citizens rallying in support of the opposition Prosperous Armenia Party (PAP) leader, lawmaker Gagik Tsarukyan outside the Armenian National Assembly as of 1:30pm Tuesday, the police press service told Panorama.am.

They were apprehended for violating the coronavirus-related state of emergency rules and defying police orders.

The Armenian parliament is today debating a motion to strip Tsarukyan of his immunity and launch criminal proceedings against him sought by the prosecutor general. 

Police detain wrestling champion Roman Amoyan outside Armenian parliament

Yerevan police forcefully detained world-famous Armenian Greco-Roman wrestler, two-time European champion and Olympic bronze medalist Roman Amoyan in front of the National Assembly building for ‘defying the police order’ on Tuesday morning.

Amoyan had joined a group of other citizens rallying in support of opposition Prosperous Armenia Party (PAP) leader, lawmaker Gagik Tsarukyan as the parliament is debating stripping the latter of his immunity from prosecution.

Deputy Chief of Yerevan Police Artur Khudinyan told reporters police had given time to the MP’s backers to leave the area as assemblies are banned in the country amid the coronavirus pandemic, but the latter refused to abide by the police order and were subsequently taken into custody.

The top police officer explained that the wrestler, too, had refused to leave the area of the assembly and had resisted police officers.

Police also used force while detaining women outside the parliament.

Tsarukyan: Situation in all sectors is ‘extremely grave’

The opposition Prosperous Armenia Party (PAP) leader, lawmaker Gagik Tsarukyan claims the accusations against him came after his harsh criticism of the Armenian government at the June 5 meeting of the PAP Governing Board.

Speaking at the National Assembly which is debating stripping him of his immunity from prosecution on Tuesday, Tsarukyan again voiced concerns over the persisting problems in agriculture, industry, economy, social, healthcare and all other sectors, stating the situation has not changed since the 2018 revolution.

He called for making real-life reforms, instead of creating “fake Facebook accounts which spread offensive remarks.”

He recalled his promise to stand by the new authorities two years ago. “Yes, I have signed a memorandum with [Prime Minister] Pashinyan. I have done everything possible to help make people’s expectations come true. But they were all empty and made-up promises,” he said, stressing a country cannot be ruled by “Facebook and fakes”.

“The situation in all sectors is extremely grave. You have failed the fight against the pandemic,” the opposition MP stated.

He again dismissed the allegations of vote buying by his party during the 2017 parliamentary elections.

“I have told you, I won’t step back from my principles. Are you afraid now when you have opened a case against Tsarukyan? You have shut down the highways in the regions to prevent people from coming here,” he said.

Opposition MP Naira Zohrabyan shares photos from search in her office

MP Naira Zohrabyan from the opposition Prosperous Armenia Party (PAP) have shared photos from her office at the party headquarters being searched by the Investigative Committee.

“At the moment, a search is being conducted in my office of the PAP headquarters,” she said on Facebook.

“My attorneys are also in the office and are involved in the whole process,” she added.

Zohrabyan is currently at the parliament which is debating stripping PAP leader, lawmaker Gagik Tsarukyan of his immunity to pave the way for criminal prosecution against him. 

Tensions rise outside Armenian parliament as MPs debate striping Tsarukyan of immunity

Tensions have risen outside the Armenian National Assembly as lawmakers are debating striping the opposition Prosperous Armenia Party (PAP) leader Gagik Tsarukyan of his parliamentary immunity.

A group of Tsarukyan’s supporters and police officers have gathered outside the parliament. Police are repeatedly telling citizens to leave the area as rallies are banned due to the coronavirus-related state of emergency in the country, warning that they will be held accountable for defying police demands.

Armenia’s Prosecutor General Artur Davtyan asked the National Assembly to strip Tsarukyan of his immunity on Monday. The move aims to pave the way for criminal proceedings against Tsarukyan with immunity from prosecution and indict him.

The lifting of the immunity of Gagik Tsarukyan from the second biggest political faction in parliament is sought over 2 criminal proceedings, including conducting unlicensed gambling activities and election falsification during the 2017 parliamentary elections, according to the press service of the Prosecutor General’s Office.

The lawmaker and his allies strongly reject the accusations as “politically motivated”.
