ANCA-WR and coalition partners slam Erdogan’s latest attempt to deny the genocide

GLENDALE—The Armenian National Committee of America-Western Region and coalition partners slammed Turkish President Erdogan and his government’s renewed attempts to deny the veracity of genocide perpetrated by the Ottoman Turkish government against the indigenous Christian Armenian, Greek, and Assyrian nations from 1915-1923, whereby over 3 million innocent people were massacred or deported. Republic of Turkey, the legal heir to the Ottoman Empire and its Turkic proxy Azerbaijan, are the only two countries to actively deny this crime against all of humanity.

On June 16, 2020 the Directorate of Communications of the Presidency of the Republic of Turkey issued a statement sharing details from a five-hour closed-door meeting of the High Advisory Board chaired by President Recep Tayyip Erdoğan, where they discussed the next steps of Ankara’s century-old genocide denial policy.

“The recent 5-hour closed door meeting chaired by President Erdogan on a new strategy to deny the Armenian Genocide firstly speaks to the overwhleming success our community and our partners have been able to achieve worldwide, with the most recent addition of the unanimous passage of genocide affirmation resolutions by both chambers of U.S. Congress,” remarked ANCA-WR Chair Nora Hovsepian, Esq. “This also highlights the importance of our work ahead aimed at rejecting denialism as well as unequivocally affirming the historical truth and seeking full justice for this crime.”

A timeline of Erdogan’s official genocide denial

On June 16, 2020 the Directorate of Communications of the Presidency of the Republic of Turkey issued a statement sharing details from a five-hour closed-door meeting of the High Advisory Board chaired by President Recep Tayyip Erdoğan, where they discussed the next steps of Ankara’s century-old genocide denial policy.

The first modern case of genocide perpetrated against the indigenous Armenian, Greek, and Assyrian nations was a centrally planned and systematically executed deportation and murder of over 3 million innocent people by the Ottoman Turkish Government from 1915 to 1923. The Armenian Genocide is fully documented in the U.S. archives and through an overwhelming body of first-hand, governmental, and diplomatic evidence as well as thousands of real-time maintream media reports. Aside from Turkey and its Turkic ally Azerbaijan, no other country actively denies the veracity of this international crime against humanity.

Despite overwhelming documentation by historians and condemnation by over 30 countries worldwide, an unrepentant Turkey seeks to both enforce an international gag-rule against truthful affirmation of the Armenian Genocide and to obstruct a just international resolution of this still unpunished crime.

Recognizing that silence and denial of genocide creates a veil of impunity by which states avoid responsibility for not only their historic crimes, but contemporary human rights abuses, we condemn in the strongest possible terms the continued genocide denial policy by the Turkish government and its proxies, calling on all who are committed to upholding and ensuring the protection of universal human rights to fight against genocide denial and commit to exposing genocide, confronting denialism wherever it occurs, deny a public platform for hate, and empower communities that have experienced or are suffering genocide.

Understanding that denial is the final stage of genocide, enforcing the erasure of a peoples’ history and suffering, we call on people of good conscience to bring awareness to the plight of the victims of genocide both past and present, to hold accountable those who seek to distort historical truth, and ensure that never again will the world watch on in silence while genocide is perpetrated.

Sarkissian sure the presidential institute should be out of political debates

YEREVAN, JUNE 19, ARMENPRESS. President of Armenia Armen Sarkissian says he is acting within the constitutional powers of the president and is not going to violate them in order to please anyone or any group in the domestic political life.

“I am convinced that the presidential institute should be out of political debates in order to be able to fulfill its balancing and the national unity supporting role”, the President said in an interview to the Azg, Diaspora-Armenian Payqar and Armenian Mirror-Spectator newspapers, the Presidential Office told Armenpress.

Sarkissian said of course, as a citizen and an individual, he has his own opinion on the ongoing events in the country. “I understand that the expectations from the president, as the head of state, are great, but taking into account the limited and concrete powers granted to the President by the Constitution, these expectations sometimes are not realistic”, he said.

The President stated that the state, the political forces, businesses and society should be interested in having a really free and independent media. “I consider the development of professional, impartial media both internally and externally as a national security issue”, he said.

YEREVAN, JUNE 19, ARMENPRESS. The Yerevan Court of General Jurisdiction chaired by judge Robert Papoyan continues examining the motion on detaining Prosperous Armenia party leader Gagik Tsarukyan.

Tsarukyan is already in the court.

On June 16 the Armenian Parliament voted in favor of the Prosecutor General’s motion on stripping MP Gagik Tsarukyan of parliamentary immunity. 87 MPs voted in favor of the motion. The Parliament also approved another motion on depriving Tsarukyan of liberty.

On June 14 leader of the opposition Prosperous Armenia party Gagik Tsarukyan was taken to the National Security Service for questioning. He stayed there until 23:30. Earlier the NSS issued a statement according to which a company, that is included Gagik Tsarukyan’s Multi Group Concern, has caused tens of billions of drams in damage to the state. In another statement, the NSS said it revealed numerous cases on giving bribes to voters by the Prosperous Armenia party members, as well as candidates to vote in favor of the party during the April 2, 2017 parliamentary elections.

Gagik Tsarukyan has been charged for giving electoral bribes.

SANTA ANA, Calif.—A wide array of Orange County community organizations joined forces recently with the Armenian National Committee of America in hosting an online question and answer session on the ongoing Artsakh peace negotiations, the reckless Madrid Principles, and the path forward to a truly durable, democratic resolution of Artsakh-Azerbaijan status and security issues.

The June 2nd Facebook Live event, moderated by ARF Orange County ‘Armen Karo’ Chapter Chair Garo Kiledjian, featured a presentation by ANCA Executive Director Aram Hamparian.

“The Orange County community appreciated the opportunity to have an in-depth discussion with the ANCA about the flawed Madrid Principles which put Artsakh security and freedom in jeopardy,” explained Kiledjian. “They should be rejected immediately and replaced with a balanced plan based upon the right to self-determination of the people of Artsakh.”  Kiledjian continued, noting “it is particularly disturbing to hear of the U.S. State Department’s efforts to de-fund life-saving Artsakh demining projects, particularly when military assistance to Artsakh has increased to over $100 million.  Such decisions only serve to put U.S. impartiality as a mediator in question as we continue to seek a long-term, sustainable Artsakh solution.”

Kiledjian opened the online forum asking Hamparian to review the ANCA’s policies, priorities, and results on a broad range of issues from justice for the Armenian Genocide, to US-Armenian ties, US foreign assistance, US-Turkey ties, and the ANCA’s commitment to youth empowerment. Hamparian noted that the ANCA’s positions in each of these areas are part of a 360-degree advocacy strategy, with a single aim: the security, prosperity, and long-term viability of a free, independent, and united Armenian homeland.

The discussion then focused on the central theme of the evening, US policy on Artsakh, during which time Hamparian and Kiledjian took a deep dive into U.S. aid to Artsakh and the ongoing peace negotiations, including the unjust Madrid principles, highlights of which are provided below.

The Madrid Principles:  Unfair, Fake, and Unenforceable

Hamparian offered an overview of the Organization for Security and Cooperation in Europe (OSCE) Minsk Group supported “Madrid Principles,” first referenced by the Artsakh peace mediators some 13 years ago.  The flawed proposal calls for a phased Artsakh settlement in which the Armenian side would cede six or more territories liberated during the 1988-1994 war with Azerbaijan in return for an “_expression_ of will,” to be held at an undetermined time in the future, which purportedly would ensure security and determine its long-term status.

The deal is “land now, status later; you might say, land now, for peace later; or land now, for status later; or land now, for a piece of paper that talks about status and peace later,” explained Hamparian. “Those terms are so ridiculously unfair that I don’t think there is more that needs to be said.  Would anyone of the [OSCE] mediators – the Russians, the French, the Americans – take a deal like that for their own house? Would they accept a deal where they sign over the title to their home in return for an agreement to talk about compensation down the road.”

Hamparian described the Madrid Principles as a “fake deal”,  noting that even-before being negotiated and agreed upon, Azerbaijani government officials are walking away from the agreement, arguing that upon Armenian ‘return’ of lands,  the people of Artsakh should rely on Azerbaijani government security guarantees extended to Artsakh’s Armenian and Azerbaijani communities.

“So you give up all your land, you give up all your security, you put at risk the rest of Armenia, and in return, you get a deal worse than what we had under the Soviets.  A deal worse than before Azerbaijan lost a war against Artsakh,” explained Hamparian.  “Having established an independent Artsakh, having built a free and open society, having held free and fair elections for more than a generation, why would we cede all of that in order to go back to where we were under the Soviets, in the process trusting Azerbaijan that Aliyev won’t take advantage of the process and just press for more concessions?”

Hamparian also argued that the Madrid Principles are totally unenforceable, noting “all the concessions the Armenian side is expected to make are made on day one. After that first stage, Azerbaijan will control this historic Armenian homeland, will control the strategic territories and heights, and the Armenian side will be left with a piece of paper. What is that piece of paper worth?  If Azerbaijan responds in good faith to an Armenian good faith surrender of territory, then possibly down the road, you could have peace. But does anyone believe, for even a second, that Azerbaijan responds in good faith? Isn’t it much more likely, in fact certain, that Azerbaijan would leverage those concessions to then take the next steps against Zangezur, and the rest of Armenia?  It’s hard to believe that Armenian concessions lead to a less aggressive Azerbaijan.”

Hamparian continued that the other part of the deal’s unenforceability is the international community’s response to future Azerbaijani aggression.  “Let’s say Azerbaijan doesn’t honor its commitments, and the Armenians find themselves under attack.  Does anyone think that international peacekeepers from wherever – do we think those countries will send their young men and women to fight and die to protect the citizens of Artsakh? You might, but I wouldn’t bet my life on it.”

On U.S. State Department Efforts to End Artsakh Demining Assistance to “Prepare Populations for Peace”
Kiledjian asked the ANCA’s Hamparian for an update on recent U.S. Embassy to Armenia announcements that the life-saving U.S. funding for Artsakh demining would be replaced by programs to “prepare populations for peace” as part of ongoing efforts for an Artsakh settlement.

“If preparing populations for peace requires killing a humanitarian demining program, that’s very bad preparation,” said Hamparian.  “In fact, that’s the opposite of preparing populations for peace.  Every landmine accident – in Artsakh, Azerbaijan, or Armenia – are tragedies, with the victims often farmers, and many times children.  So the concept that our government – the U.S. government – believes that preparing populations for peace means leaving landmines in the ground that will kill people – is just terrible.”

Hamparian went on to state, “ You can’t throw out a clever phrase like ‘preparing populations for peace,’ and expect us not to scrutinize it. On the surface, who could conceivably be against that?  Well, if it’s just a matter of arm-twisting Yerevan, pressuring Stepanakert, with no similar pressure on the Azerbaijani side – then we reject that.  That’s just a game.”

The ANCA is working with Appropriations Committee members in the U.S. Senate and House to ensure continued funds for Artsakh de-mining and rehabilitation services like those provided by the Lady Cox Rehabilitation Center are included in the Fiscal Year 2021 foreign aid bill.  A nationwide call to action is available at anca.org/aid.

Artsakh Must Be an Equal Party in the Peace Process
“It is a generally accepted principle of international law that agreements shouldn’t be made about parties; agreements should be made with parties,” explained Hamparian, when asked about the absence of the Republic of Artsakh at the OSCE-mediated peace talks.  “Azerbaijan is obviously against this because they feel it will prejudice the outcome.  They didn’t feel that way in 1994, when they were losing on the battlefield.  They were eager to sign an agreement with Armenia and Artsakh that established a cease-fire. […] Now, that the ceasefire is in effect, they want to push Artsakh as far away as possible.  That’s wrong on moral grounds, because you can’t make decisions for people.  It’s wrong on legal grounds because it’s against every principle of international law to sign accord about people, without the participation of the party in question.  It’s also not sustainable. If Azerbaijan is in fact interested in a sustainable solution to Artsakh, it needs to sit at the table with the leaders of Artsakh.  That’s ultimately where this issue gets resolved,” concluded Hamparian.

Plane carrying medical items departs from Poland to Armenia

YEREVAN, JUNE 19, ARMENPRESS. A plane carrying medical items departed today from Poland to Armenia to help combating the novel coronavirus (COVID-19) pandemic, the Armenian Embassy in Poland reports.

The aid provided by Poland’s Solidarity state fund includes 20,000 face masks, 2400 face shields and 2700 liters of hand and face sanitizers.

The ceremony of the departure of the luggage at the airport was attended by Armenia’s Ambassador to Poland Samvel Mkrtchyan, deputy Polish FMs, top diplomats, representatives of the Solidarity state fund and reporters.

Poland also send an aid to Georgia.

At the ceremony the Armenian and Georgian Ambassadors thanked the Fund and the organizers for the support. In turn the Polish side expressed readiness to constantly assist the friendly countries in difficult moments.

Joint Session of Armenia, Artsakh Security Councils Convenes

Prime Minister Nikol Pashinyan and Artsakh President Arayik Harutyunyan convened a session of the two countries’ security councils in Yerevan on Friday, with the participation of the speakers of the Armenia and Artsakh parliaments, Ararat Mirzoyan and Artur Tovmasyan.

The joint session, a third such meeting to take place in the last two years, is designed to discuss the security challenges facing Armenia and Artsakh and formulate succinct responses to external threats. In that context, the military and aggressive rhetoric by Azerbaijan and its leader, Ilham Aliyev, became a focus of Pashinyan’s remarks, who condemned him destabilizing regional security by continuing its military threats at the time of a global pandemic.

“Azerbaijan’s use of force will not remain without its consequence and will always receive more than an adequate response both in the military and political realms,” said Pashinyan who added that Aliyev has placed himself in a deadlock by his continued war mongering.

“For more than 15 years he [Aliev] has promised his own people that the Karabakh conflict will be resolved through military means. Billions of dollars have been spent under this effort, which quite often result in money laundering, with those sums winding up in the accounts of famous peoples in offshore deals,” said Pashinyan.

“And now he [Aliyev] is unable to explain to his own people why the reality is as it is. He understands that his approaches will bring irreversible damages not only to Azerbaijan, but also will destroy his anti-national power. And in order to divert the people’s attention, he raises the tenor of his statements in order to get out of this deadlock, by trying to compensate for the failures of the past with new and more absurd promises about the future,” added Pashinyan.

The prime minister pointed to recent remarks by Aliyev who said that Azerbaijan will “liberate” Armenia, which in his view is Azerbaijani territory. Pashinyan said that Aliyev’s “recidiculous” policy of liberating “western Azerbaijan”—Armenia—seeks to destabilize the entire region.

“But I want to state in this regard that when we talk about the stability, security of the Karabakh conflict zone, in fact, we are talking about the stability and the security of our entire region, and in this sense Armenia is becoming the security guarantor of not only the Karabakh conflict zone, but also our entire region,” said Pashinyan.

“I think here we should demonstrate a special responsibility toward this regional role and be strong, and firm, and not to give in to meaningless and absurd provocations. Especially now when our societies are fighting against a global challenge—the novel coronavirus pandemic—we should call on [Baku] to refrain from such propaganda of hostility,” explained Pashinyan.

“Whether we want it or not, history and geography have made us neighbors. We should derive from the simple truth that our populations are equal and cannot be under one another’s rule. They should be able to determine their fate based on their will, their right to self-determination. The acceptance of this equality will greatly contribute to preparing our populations to peace and will provide reliable basis for the long-term and stable development of our region,” said Pashinyan.

Pashinyan also discussed the recent parliamentary and presidential elections in Artsakh, which he said allowed the people of Artsakh to exercise their fundamental rights of electing a leadership that will maintain and strengthen the security of the country, develop the country’s economic, political and civic life. More important, however, Pashinyan said, the elections have given a mandate to the newly-elected authorities to represent Artsakh at the negotiation table.

As a result of competitive and democratic elections Artsakh has a leadership who expresses its people’s aspirations to political reforms, economic and infrastructure development, Prime Minister of Armenia Nikol Pashinyan said in his remarks at the joint session of the Security Councils of Armenia and Artsakh in Yerevan.

“As a result of competitive and democratic elections Artsakh has a leadership who expresses its people’s aspirations to political reforms, economic and infrastructure development,” said Pashinyan who said the election highlighted the responsible role of the people of Artsakh in the peaceful conflict settlement process.

“It’s obvious that without the complete engagement of the Artsakh authorities there cannot be major progress in the negotiation process as each progress needs capacity for reaching and implementing key agreements, and it’s here that the democratic mandate received by the Artsakh authorities is irreplaceable,” said Pashinyan.

ANCC To Highlight Members of
Parliament in a Social Media Campaign

 

(OTTAWA) – Starting Tuesday, June 23rd,
the Armenian National Committee of Canada (ANCC) will initiate a campaign on
its social media accounts, highlighting the biographies and key career
highlights of Canadian Members of Parliament, who throughout their careers have
supported ANCC’s policy priorities and the various issues concerning the
Armenian-Canadian community.

The series of posts will include cabinet ministers, members of the
Canada-Armenia and Canada-Artsakh Parliamentary Friendship Groups and members
of the Senate of Canada from all political parties.

“This social media campaign will help our community members and
voters learn more about their elected representatives and the great work that
they are doing for Canadians coast-to-coast” said Hrag Tarakdjian and Shahen
Mirakian, co-presidents of the ANCC.

The campaign will run until the end of July.

Pashinian Blasts Azeri ‘Intransigence’ On Karabakh

Prime Minister Nikol Pashinian accused Azerbaijan on Friday of hampering a 
compromise solution to the Nagorno-Karabakh conflict with “maximalist” demands 
and territorial claims to Armenia.
Pashinian launched unusually scathing attacks on Azerbaijani President Ilham 
Aliyev as he chaired a meeting of Armenia’s and Karabakh’s top security 
officials. He complained that Aliyev has never reciprocated his repeated calls 
for an Armenian-Azerbaijani peace deal that would satisfy all parties to the 
conflict.
“It is obvious that with such [Azerbaijani] approaches we cannot anticipate real 
progress in the negotiation process, especially given that they are accompanied 
by war threats or territorial and direct or indirect historical claims to the 
Armenian people,” said Pashinian.
Aliyev, he said, realizes that Baku’s attempts to end the conflict by force 
would provoke a “more than adequate response” from the Armenian military.
“For more than 15 years [Aliyev] has promised his own people to solve the 
Karabakh conflict through military force and under this guise they have spent 
billions of dollars which have very often … ended up on offshore accounts of 
known people,” Pashinian went on. “And now he cannot explain to his own people 
why the reality is as it is.”
“He realizes that a possible [military] adventure would not only cause 
Azerbaijan irreversible devastation but also dismantle his anti-democratic 
regime,” claimed the Armenian premier. “And so in order to deflect people’s 
attention and get out of this deadlock he raises the temperature of his 
statements.”
Pashinian seemed to allude to Aliyev’s recent renewed claims that much of 
modern-day Armenia, including Yerevan, lies in “historic Azerbaijani lands.”
Aliyev and Pashinian most recently met in February on the sidelines of an annual 
international security forum in Munich. They publicly traded accusations during 
a panel discussion on Karabakh held right after their brief talks.
The Armenian and Azerbaijani foreign ministers have since tried to keep the 
peace process alive despite the coronavirus pandemic. In late April, they held a 
joint video conference with the U.S., Russian and French mediators co-heading 
the OSCE Minsk Group.
“The Foreign Ministers and Co-Chairs agreed to remain in close contact and to 
continue negotiations in person as soon as possible,” read a joint statement 
issued at the time.
The Russian Foreign Ministry announced last week that more such talks will be 
held later this month.
Pashinian Cancels Trip To Moscow

Citing the continuing coronavirus crisis, Prime Minister Nikol Pashinian 
announced on Friday he will not travel to Moscow next week to attend a Russian 
military parade that will mark the 75th anniversary of the Soviet victory over 
Nazi Germany.
Russian President Putin invited him to the Red Square parade slated for June 24 
when they spoke by phone on June 1. Pashinian accepted the invitation.
In a letter to Putin publicized by his office, the Armenian leader said he 
looked forward to taking part in Russia’s World War Two Victory Day celebrations.
“But as it turned out afterwards, the existing epidemiological situation does 
not allow me to carry out this visit,” he wrote. “Based on that, I decided to 
refrain from travelling to Moscow. This was discussed in detail and agreed upon 
by our staffs.”
Pashinian added that he still hopes to meet with Putin soon.
Pashinian announced his decision five days after 75 Armenian soldiers flew to 
Moscow in preparation for their participation in the parade.
The Defense Ministry in Yerevan confirmed their participation on June 2. It said 
that during the annual display of Russia’s military might they will carry not 
only an Armenian national flag but also the banner of a Red Army division that 
mostly consisted of Armenians and reached Berlin in May 1945.
Pashinian’s spokeswoman, Mane Gevorgian, said later on Friday that Defense 
Minister Davit Tonoyan will “lead” the Armenian army contingent during the 
parade.
The parade, originally scheduled for May 9, was postponed by the Kremlin in 
April due to the coronavirus pandemic. Both Armenia and Russia have been hit 
hard by the pandemic.
Armenian Authorities Scale Back Gas Price Hikes

Public utility regulators rejected on Friday sizable increases in domestic 
prices of natural gas demanded by Armenia’s Russian-owned gas distribution 
network.
The Public Services Regulatory Commission (PSRC) only allowed the Gazprom 
Armenia network to raise its prices set for corporate consumers by an average of 
4.5 percent. It said the gas price for households will not go up for now.
The network fully owned by Russia’s Gazprom requested an 11 percent cumulative 
rise in its retail tariffs on April 1. It argued that the cost of Russian gas 
supplied to Armenian consumers has remained unchanged since Gazprom raised its 
wholesale price for Armenia from $150 to $165 per thousand cubic meters in 
January 2019. Gazprom’s Armenian subsidiary has incurred major losses as a 
result.
Gazprom Armenia offered to slightly cut the gas price for the majority of 
households, which currently stands at an equivalent of $290 per thousand cubic 
meters. However, it demanded the scrapping of a 36 percent price discount 
enjoyed by low-income families.
The PSRC objected to this demand even before formally ruling on the tariff 
application. It also urged the gas operator to settle for a more modest rise in 
tariffs set for manufacturing and agricultural firms.
Gazprom Armenia’s chief executive, Hrant Tadevosian, responded by warning on 
June 4 that the commission could put continued supplies of Russian gas to the 
country at risk.
Not surprisingly, Tadevosian criticized the PSRC’s decision on Friday, saying 
that the commission should have raised the average tariff by at least 7.8 
percent. But he did not warn of supply disruptions this time around.
Tadevosian indicated instead that his company will have to cut planned 
expenditures, presumably including capital investments. It pledged earlier to 
invest 230 billion drams ($474 million) in in the Armenian gas infrastructure 
over the next 10 years.
Shortly before Gazprom Armenia requested the price hikes, the Armenian 
government urged the Russian energy giant to cut its wholesale gas price for 
Armenia. It argued that global energy prices have collapsed because of the 
coronavirus pandemic.
Armenian Prime Minister Nikol Pashinian and Russian President Vladimir Putin 
discussed the matter by phone on April 6. They apparently failed to reach an 
agreement.
Speaking at a May 19 video conference with fellow leaders of the Eurasian 
Economic Union (EEU) member states, Putin rejected Armenia’s and Belarus’s calls 
for the Russian-led trade bloc to set uniform energy tariffs which would reduce 
the cost of Russian natural gas imported by them.
Wealthy Backers ‘Ready To Bail Kocharian Out’

Robert Kocharian’s office said on Friday that wealthy supporters of Armenia’s 
jailed former president are ready to help him post a $4.2 million bail needed 
for his release.
The Court of Appeals set the unprecedented bail amount on Thursday when it 
partly overturned a lower court’s refusal to free Kocharian pending the outcome 
of his ongoing trial. He has to pay the hefty sum by Saturday or remain under 
arrest.
The head of Kocharian’s office, Victor Soghomonian, hailed the ruling as a 
“first step towards restoring justice” while criticizing the highest ever bail 
set in the country’s history.
In a statement, Soghomonian said “hundreds of individuals” have expressed 
readiness to bail Kocharian out. They include “several wealthy entrepreneurs and 
philanthropists,” he said, adding that he will reveal their names soon.
Kocharian’s younger son Levon said, meanwhile, that the ex-president’s family 
cannot afford to make the required payment on its own.
Kocharian’s assets were frozen by law-enforcement authorities after he was first 
arrested in July 2018 on charges stemming from the 2008 post-election crackdown 
on opposition protesters in Yerevan. The ex-president noted this fact during a 
Court of Appeals hearing on Wednesday. He said he can only use Levon’s and his 
daughter Gayane’s properties worth 700 million drams ($1.5 million) as bail 
collateral.
One of Kocharian’s lawyers, Hayk Alumian, told RFE/RL’s Armenian service 
(Azatutyun.am) on Friday that he is still not sure his client can pay up. 
Alumian said the defense lawyers may therefore challenge the bail amount in the 
higher Court of Cassation.
Prosecutors have already decided to appeal against bail granted to the man who 
ruled Armenia from 1998-2008.
Also planning to appeal to the Court of Cassation are relatives of nine people 
killed in the March 2008 unrest in Yerevan. One of their lawyers, Tigran 
Yegorian, added his voice to prosecutors’ claims that Kocharian could obstruct 
justice and exert “substantial influence” on witnesses if set free.
Kocharian, his former chief of staff and two retired army generals went on trial 
more than a year ago, accused of overthrowing the constitutional order. The 
ex-president also stands accused of bribery. He rejects all accusations leveled 
against him as politically motivated.

Azerbaijani press: Assistant to Azerbaijan’s president: Provocative statements of Armenian PM destroy negotiation process format

Provocative statements of Armenian Prime Minister Nikol Pashinyan destroy format and essence of the negotiation process on Nagorno-Karabakh conflict, Assistant to Azerbaijan’s president, Head of Foreign Policy Affairs Department of the Presidential Administration Hikmat Hajiyev said.

He made the remark commenting on Pashinyan’s speech at the Summit of the Eastern Partnership countries held recently in the format of a video conference.

Hajiyev reminded that in October 2019 during the Summit of CIS heads of state in Ashgabat, President Ilham Aliyev exposed the policy of Armenia towards the Armenian Nazi collaborator Garegin Nzhdeh.

“Pashinyan, hysterically trying to defend Nzhdeh during the summit, put himself in a ridiculous position,” he said. “Then, in February 2020, at the Munich Security Conference, Pashinyan, after being smashed by Azerbaijani President Ilham Aliyev before the eyes of Armenia, world Armenians and the international community, was again discredited.”

“After that, Pashinyan exposed himself, propagandizing his grandfather, a Nazi criminal, just like Nzhdeh.

“The Armenian prime minister, who did not recover from these blows, faced another defeat during a video conference of the heads of state and government of the European Union and the Eastern Partnership countries on June 18, 2020,” Hajiyev continued. “Trying to respond the fact-based position of President Ilham Aliyev, Pashinyan responded with his speech in Armenian and funny English, which was met with irony and create confusion.”

“His statements were repeatedly given a restrained, at the same time weighty and decisive response from President Ilham Aliyev. The president, noting that Varoujan Garabedian (diseased leader of Armenian ASALA terrorist organization), who committed a terrorist act at Orly Airport in France [bomb attack in 1983, which killed 8 and wounded nearly 60 people], was extradited to Armenia and announced as hero there, said that Armenia should not talk about issues such as racism and terrorism,” Hajiyev noted.

“Pashinyan, as the only masked head of state who participated in the videoconference, made a laughing stock of himself. And this demonstrated that his words about coronavirus infection are just populism.”

“Having confused the streets of Yerevan with international events, the Armenian prime minister again put forward charges against Azerbaijan and came up with a populist speech to justify his failure.”

“Pashinyan is currently in a stalemate. He basically established revolutionary dictatorship in Armenia. The arrest of opposition representatives, journalists and judges, coercion of silence and blackmail of people who express any dissenting opinion, the death of an opposition representative in prison – widespread practices in the country.”

“Obviously, his fight against coronavirus is doomed to fail. Embarrassed Pashinyan makes numerous provocative and contradictory statements for domestic audience,” Hajiyev said.

“With provocative statements, Pashinyan destroys the format and essence of the negotiations between Armenia and Azerbaijan. President Ilham Aliyev has repeatedly stated that the format of negotiations cannot be changed. There is no such concept as “the people of Nagorno-Karabakh,” as Pashinyan claims. Nagorno-Karabakh is the historical land of Azerbaijan. As President Ilham Aliyev emphasized at a meeting of the Valdai Discussion Club in Moscow in October 2019, “Nagorno-Karabakh is Azerbaijan and an exclamation mark.”

“Azerbaijan will liberate all its lands occupied by Armenia and restore its territorial integrity within internationally recognized borders. All responsibility for the potential aggravation of the situation lies entirely with Pashinyan,” Hajiyev concluded.
