Potential for expanding Belarus-Armenia cooperation noted

MINSK, 10 July (BelTA) – Armenian Deputy Prime Minister Mher Grigoryan received a farewell courtesy call from outgoing Belarusian Ambassador to Armenia Igor Nazaruk on 9 July, BelTA learned from the press service of the Belarusian Ministry of Foreign Affairs.

During the meeting, the parties reviewed the state of Belarusian-Armenian trade and economic cooperation welcoming the positive dynamics of the mutual trade growth.

The parties highlighted a significant potential for deepening trade and cooperation ties between Belarus and Armenia, including within the framework of the Eurasian Economic Union (EAEU).

Human rights activist on Firdusi District construction plan: ‘This is a very sad precedent after the revolution’

A study was conducted on the legal processes concerning Yerevan’s Firdusi (33rd) District, based on which the Transparency International Anti-Corruption Center filed a crime report to the law enforcement agencies last week, Hayk Martirosyan, a legal expert of the center, told a press conference on Friday.

He expressed hope that the preparation of materials on the matter will undergo a proper legal procedure.

“The legal processes concerning the 33rd District started in 2006-2007. In 2008 by the decisions of the government it was taken for state needs, but the project failed to be implemented. At that time many citizens complained that the sales project violated their property rights,” he said.

“After all this, in March 2018, the area was again taken for state needs, acquired by a company founded by Eduard Melikyan, the founder of those organizations involved in previous failed projects. The government refuses to publish the financial guarantees that the companies have provided for the implementation of the project. Based on these processes, the Transparency International Anti-Corruption Center has reported a crime about abuses by officials in the implementation of relevant transactions.

“In particular, the State Committee for Urban Development, which was to announce tenders for the redevelopment of the area with the best urban development solutions, has taken no action in this regard; the government has not reacted to the official negligence of the relevant organization in any way. Taking note of these processes, today the government should have make every effort to make the deals transparent and exclude the involvement of the organizations previously caught in corruption schemes, but we are witnessing the opposite process,” Martirosyan stated.

Human rights activist Nina Karapetyants said she does not have high expectations from the law enforcement agencies. She deplored the attitude of the authorities on the historical habitat, in particular the remarks that “it’s of no cultural value and there are only sheds there.”

“I have heard this statement since the beginning of North Avenue [construction]. What do they compare it to when they claim that, for example, the 100-year-old historical buildings in Yerevan are sheds? If they compare it to the houses of the newly-emerged oligarchs, yes, these are sarays, because these houses do not have gilded toilets or gilded door handles,” said the human rights activist.

Tigran Amiryan, the co-author of the “Firdus: The Memory of a Place” book, its editor-in-chief and a member of an initiative for the protection of the district, said that he has studied the Firdus Destruct for many years, has worked with its residents and various specialists to understand the identity and history of the district. According to him, the district has not only self-made buildings, but also buildings designed by architects, as well as a building of constructivist architecture, which has never received any care.

Executive Director of the Human Rights Research Center, human rights activist Anahit Simonyan said that it is not a matter of one district, but rather a state policy and attitude.

“If the state and state bodies are guided by the protection of the builder’s interests in decision making, especially a builder with whom there are a number of problems, including suspicions of corruption risks, irregularities in the process, this cannot be the policy line offered by the Armenian government,” she said.

In Simonyan’s words, the state should pursue an urban development policy stemming from the right to adequate housing, sufficient social conditions and the right to social protection, as well as protection of cultural rights. She emphasized that urban development is not a business, it is a very important sphere of state policy concerning a number of human rights.

She said they have submitted a letter to lawmakers and the National Assembly committees, as each committee has something to do with the issue.

“I call on the government to restore the legality and human-centered approach of this process, because it has to stop. This is a very sad precedent after the [spring 2018] revolution,” she stressed.

Art worker, Firdusi resident Ara Shahumyan said that everyone took part in the velvet revolution, hoping to build a rule of law country.

“It is simplly absurd for the state to disturb so many people for 200 million drams, especially after the velvet revolution, and keep the wave of injustice high,” he stressed. 

Violations were found in Mghart Mine owned by Multi Group concern

ArmInfo. Violations were  found in the Mghart  gold mine (Lori region of the Republic of  Armenia) owned by “Multi Group” concern.  

According to the results of inspections of the regional unit of the  Inspection body for the protection of nature and mineral resources,  it turned out that the company developed an enrichment plant and a  tailing dump without an environmental impact assessment. 

In turn this is a violation of the requirements of subparagraph   of paragraph 2 of part 4 of article 14 of the Law of the Republic of  Armenia .   According to the Inspectorate, an administrative fine of 100,000  drams has been assigned. An order was given to begin work in the  enrichment plant and tailing pond with an expert opinion on the  environmental impact.

The Mghart  gold mine has been developed an open way by the Multi  Group since 2005. 

Alen Simonyan: Hrayr Tovmasyan will do everything in his power to remain the Head of Constitutional Court

ArmInfo.  It seems to me that everyone  except us had some expectations from the ECHR. Deputy Speaker of RA  NA Alen Simonyan stated this in an interview with reporters.

Simonyan said that the ruling faction was confident that the ECHR  would not take such a measure as the suspension of the law. According  to the Deputy Speaker, no international organization could have  adopted such a resolution. , he said.

The Deputy Speaker noted that, in his opinion, Hrayr Tovmasyan will  do everything in his power to remain in the position of Head of the  Constitutional Court.

It should be noted that the European Court of Human Rights rejected  the statement of three ex-judges of the Constitutional Court and  former head of the Constitutional Court Hrayr Tovmasyan v. Armenia.  The judges of the Constitutional Court demanded the repeal of the  amendments to the law “On the Constitutional Court”, which deprive  them of their authority. The decision of the ECHR notes that the  court does not see the need to take such a measure as the suspension  of the law. The fact is that changes in the structure of the  Constitution do not entail such serious risks as irreversible  violation of human rights.

To recall, on June 24, Armenia’s President Armen Sarkissian signed a  package of bills, including those related to amendments to the law on  the Constitutional Court. The relevant amendments were approved by  the National Assembly at an extraordinary meeting on June 22.  According to the amendments, the powers of the judges of the  Constitutional Court Feliks Tokhyan, Hrant Nazarian and Alvina  Gyulumyan, who had been in office for more than 12 years, were  terminated. Already former head of the Constitutional Court Hrayr  Tovmasyan will continue to work as a judge.

The chairman and deputy chairman of the Constitutional Court will be  elected after the approval of the full composition of the  Constitutional Court (9 judges). At the same time, the current  composition of 6 judges is sufficient for the legality of the  convened meetings, that is, the continuity of the activities of the  Constitutional Court will not be violated. According to the law, in  the absence of the chairman and deputy chairman of the Constitutional  Court, the powers of the chairman are temporarily performed by the  oldest judge, that is, Ashot Khachatryan. 

Deputy Speaker: Mikael Minasyan cannot be on the wanted list all his life

ArmInfo. Mikael Minasyan should  deal with the criminal cases presented to him, and not with his  assumptions about the work of 89 MPs. Deputy Speaker of  RA  Parliament Alen Simonyan stated this in an interview with reporters.

He stated that there is still a lot of time before the change of  power. “Minasyan still has some influence in the media space, but  even earlier, when all this space belonged to him and his  father-in-law Serzh Sargsyan, this did not help them,” Simonvn  emphasized.

The Deputy Speaker said that Minasyan, and it wasn’t only him, cannot  be on the run all his life.

Opposition factions in the National Assembly stated that there were  no problems in the judicial system and tried to impede the  implementation of reforms. If there are no problems in the judicial  system, how did these people manage to escape from Armenia by a court  decision?>, Simonyan concluded. 

French Embassy in Armenia responds to inquiries on missions of French doctors

“The two missions of the French doctors arrived in Armenia at the invitation of the Armenian authorities who ensured the organization of these missions.

The French Embassy was informed about the visits through the Armenian government, welcomed the delegations and has always been in touch with them while in Armenia.

In response to the request of the Armenian government, France covered the transportation and accommodation costs of the second delegation.

The French Embassy in Armenia once again expresses its gratitude to the medical teams who agreed to come to Armenia in a very short period of time to help their Armenian colleagues with advice”, the Embassy said in a statement.

Armenian PM’s son completes mandatory military service

YEREVAN, JULY 9, ARMENPRESS. Armenian Prime Minister Nikol Pashinyan’s son Ashot Pashinyan has completed his military service in the Defense Army of Artsakh and is returning home.

The PM posted a video on Facebook where his son Ashot says goodbye to his co-servicemen.

“Today our soldier son was demobilized and is returning home. Good service to all our conscripts and soldiers, good return to all our soldiers who have completed their service”, Pashinyan said.

The PM added that the conscripts do not wear face masks inside the military unit as they live as one family.

Ashot Pashinyan has been enlisted to the armed forces for mandatory military service on July 9, 2018.

Two Israeli ministers self-quarantined due to COVID-19

YEREVAN, JULY 9, ARMENPRESS. Israel’s Defense Minister Benny Gantz has been self-quarantined after coming into contact with a confirmed coronavirus carrier, The Times of Israel reports citing the minister’s Office.

Gantz’s office said he feels well and will stay in quarantine until the results of his test will be ready.

Minister for Jerusalem affairs and heritage Rafi Peretz also has been self-isolated after his adviser tested positive for COVID-19. He will soon past a test for coronavirus.

Investment project worth 1.6 billion drams to be implemented in beverage production field

YEREVAN, JULY 9, ARMENPRESS. The Armenian government approved today the application submitted by Armenia Wine Factory LLC, enabling the company to use the privilege on exempting the imported equipment, their components and raw materials from the customs duty for an investment program.

The products to be imported by the company will be used for the production of vodka and wine in Aragatsotn province.

1.6 billion drams are will be invested for the project. Currently there are 255 jobs, but 40 new ones will be created within the frames of this investment project with 250,000 average salary.

The total production volume will comprise 10 billion drams.

The cost of goods to be imported comprises 1.6 billion drams. The privilege on exempting from the custom duty comprises 106 million drams.
