The Armenian Revolutionary Federation Western United States convened its Regional Convention, during which the aftereffects of the Artsakh War became the lead topic of discussion.

The Convention unanimously decided that it will expend all its resources to assist our soldiers, and their families, in Armenia and Artsakh through specific programs and projects that will provide our heroes the tools to overcome the myriad obstacles created by the Artsakh War.

Of course, the current crisis facing Armenia, Artsakh and the entire Armenian Nation was compounded by the signing of the defeatist November 9 agreement by Prime Minister Nikol Pashinyan. The now infamous document ended the military hostilities in Karabakh, but forced the surrender of historic territories in Artsakh and Armenia to Azerbaijan.

Since then we have not only witnessed the surrender of historic Artsakh territories of Karvachar, Berdzor and Shushi to Azerbaijan, but also key outposts in Armenia-proper compounding the complexities facing our brothers and sisters in the homeland.

The Regional Convention also reaffirmed an earlier announcement by the ARF Western U.S. Central Committee, which declared the November 9 agreement treasonous against our nation. It also unequivocally asserted that the Armenian government, headed by Prime Minister Nikol Pashinyan, bears sole responsibility for the crisis that has arisen from the signing of the document. In accordance to our organization’s position, the Convention also reiterated that the best way to mitigate further losses to our Nation, would be the prime minister’s immediate resignation followed by the forming of a National Accord government, which will be tasked to plan snap parliamentary election. The person whose signature appears on that disastrous document cannot lead the nation out of this crisis.

The Regional Convention also emphasized the need to unite all existing potential of Armenian life in the Western United States to collectively work together to not only better assist the homeland but to also chart a new course in Diaspora-Armenia relations. One of the key facets of this effort are the continuing advocacy work being done to advance the issue of Artsakh’s recognition in federal, state and local governments, as well as securing much-needed U.S. assistance for Armenia.

At its conclusion, the Regional Convention elected a new Central Committee, comprised of the following members, which is tasked with shepherding the organization for the next two years.

Turkish Soldiers Arrive in Azerbaijan for Joint Karabakh Peace Monitoring Center

Turkish soldiers assigned to work in a joint Turkish-Russian Karabakh peace monitoring center arrived in Azerbaijan on Tuesday.

According to the Russian Tass news agency, one general and another 35 officers of the Turkish armed forces will work in the joint center established to monitor the Karabakh ceasefire, Turkey’s Defense Minister Hulusi Akar announced on Tuesday.

“After the construction is complete and the joint center is opened, our general and 35 officers will assume their service,” the Anadolu news agency quoted Akar as saying.

The Turkish NTV television channel earlier reported about the dispatch of the republic’s servicemen to Azerbaijan. The joint Russian-Turkish monitoring center for Karabakh may start operating in January 2021, according to NTV.

Akar made the announcement during a virtual year-end evaluation meeting, which was also attended by Turkish armed forces chief of staff General Yasar Gylar and other military commanders and senior staff.

After the leaders of Armenia, Russia and Azerbaijan signed the November 9 agreement that ended the Karabakh war, Turkey and Russia signed a memorandum of understanding to set up a joint center to monitor the peace deal.

While official Moscow has said that the monitoring center would not be located near Artsakh and will largely be manned by drones, earlier this month Azerbaijani President Ilham Aliyev said the center will be established in the Aghdam, one of the several Artsakh territories surrendered to Azerbaijan per the November 9 agreement.

Akar emphasized that as part of the efforts to clear the region of mines and improvised explosives, the activities of Turkish armed forces continued in the region.
Two Special Mine Detection and Clearance Teams, consisting of 135 mine clearance specialists of the Turkish Armed Forces, have been supporting the Azerbaijani troops in regions liberated from Armenia’s occupation.

The Turkish troops are also training Azerbaijani soldiers in mine detection and clearance techniques and tactics.

“As part of the humanitarian aid activities, we did our best to support our Azerbaijani brothers and sisters, and we will continue to do so. We have supported them in their rightful and honorable struggle, and we will continue to do so,” Akar added.

Armenian opposition MP demoted for ‘offensive’ post about PM, calling public ‘trash’

Armenian opposition MP Naira Zohrabyan has been stripped of her post as the head of the permanent parliamentary commission for the protection of human rights following her posts on Facebook that she “hates the garbage that brought Pashinyan to power.”

84 out of 132 MP took part in the closed vote on Zohrabyan’s position, 78 of voted for, four abstained, 2 ballots were declared invalid.

Naira Zohrabyan believes that the ruling faction took this step at the request of Prime Minister Nikol Pashinyan himself.

On her Facebook page, Zohrabyan wrote:

“I hate you, rubbish [the electorate of the prime minister] for bringing your own kind to power, the one who is gradually closing the page of our statehood.”

She also wrote that “the first problem of the country is ignorance and after” ‘nicholism’ – “it is necessary to forcefully educate the people so that they do not choose the same again”.

After that, MPs of the ruling faction came up with a project to dismiss Zohrabyan from the post of chairman of the parliamentary commission on human rights for making xenophobic statements about the citizens of Armenia.

Ruling partys comments

“The head of the commission for the protection of human rights cannot represent the interests of society, a part of which she calls rubbish,” MP Suren Grigoryan said, explaining the decision of the ruling bloc.

Neither opposition faction of the parliament participated in the discussion of the issue.

The ruling faction also stated that it does not intend to take away the post of the head of the commission from the opposition, and that Zohrabyan may be replaced by another representative of the same Prosperous Armenia party.

She believes that Pashinyan’s “authoritarian junta”, which set his “Soros” MPs against her, is being dealt with.

Zohrabyan also stated that the head of the government himself “more than once or twice expressed hatred and contempt for those around him,” even to the priests:

“Since he [Pashinyan] is very petty, it seems to him that this will be a tragedy for me. He decided to punish me before his resignation.”

The MP also commented on the use of the word “trash”. She once again stated that she considers everyone who justifies the death of 5,000 soldiers in the war in Karabakh, and now also the surrender of the territories of Armenia itself in Syunik, the southern region of the country bordering Azerbaijan, as “rubbish”.

Armenian political crisis continues: opposition refuses snap elections, demands PM resignation

Given political turmoil in the country, Armenian Prime Minister Nikol Pashinyan recently proposed snap elections be held in 2021 as a way to resolve the internal crisis, however the opposition continues to demand his immediate resignation.

On December 29, Pashinyan met with the leaders of both opposition factions represented in parliament.

Both opposition leaders – Prosperous Armenia head Gagik Tsarukyan and Bright Armenia head Edmon Marukyan – said after a meeting with the prime minister that the parties ‘stuck to their guns’, and do not intend to wait for elections.

The opposition has been demanding Pashinyan’s resignation since November 10, when he signed the trilateral Karabakh truce agreement with Russia and Azerbaijan.

Pashinyan in turn says he that he was brought to office by the people, ad will only leave ‘if that is their will.’

What Tsarukyan said

Even before the meeting with the prime minister, Gagik Tsarukyan said that the Prosperous Armenia party would continue to demand Pashinyan’s resignation.

After the meeting, Tsarukyan gave some details of the conversation:

“I told Pashinyan that the only way out is his resignation, that the position of our party has not changed. If we are talking about early elections, then I think that he should not be the person acting as the prime minister. If he accepts that, we’ll talk about the rest.”

At the same time, Tsarukyan did not comment on how the prime minister reacted to these statements, suggesting he be asked himself.

What Marukyan said

Edmon Marukyan, leader of Bright Armenia, continues to insist on the prime minister’s resignation:

“We suggested that the prime minister resign, the parliament should elect a new prime minister, an interim government would be formed from those forces between which there is a consensus on the candidacy of the prime minister. The government will include specialists – people who have achieved success in their industries, who will stabilize the troubled situation in the country, and we will prepare for early parliamentary elections.”

When asked whether it was possible to reach a consensus, Marukyan replied that “the political crisis in the country continues.”

Armenia’s Prime Minister Nikol Pashinyan has said that Moscow will intervene if foreign forces encroach on his country’s territory. Russian peacekeepers are currently deployed on the Azeri-Armenian contact line.
 
Speaking to state-funded TV on Sunday, Pashinyan expressed his confidence in Russia's willingness to get involved in case of such an incursion.
 
In particular, Pashinyan was speaking about Syunik Province, in the country's southernmost region, which sits on the border with Azerbaijan. As a consequence of the autumn war between Baku and Yerevan, many villages in the province are now a stone's throw from Azerbaijani military positions and border posts. In some situations, such as the village of Shurnukh, the new border passes right through.
 
“As a result of actions [on the border], the war in Syunik was stopped,” Pashinyan said. “Now we are positioned so that, in the event of an encroachment against Syunik, not only Armenian armed forces will intervene, but Russian too.”
 
Pashinyan’s comments came on the same day as another alleged breach of the Azeri-Armenian ceasefire, with Baku saying that “an illegal armed group of six Armenians” had attacked Azerbaijani forces, with one fatality. Yerevan has denied the reports.
 
Also on Sunday, Kremlin spokesman Dmitry Peskov claimed that President Vladimir Putin's friendly relations with both Baku and Yerevan were vital in achieving a truce between the two Caucasian nations.
 
On September 27, the up-to-then frozen Nagorno-Karabakh conflict suddenly erupted once again. The dispute between Azerbaijan and Armenia is decades old, with both countries believing they have legitimate claims to the territory. The region is internationally recognized as part of Azerbaijan, but is primarily populated by ethnic Armenians. Baku considered the enclave to be illegally occupied by Yerevan.
 
Six weeks after the start of the fighting, on November 9, the leaders of Russia, Armenia, and Azerbaijan adopted a trilateral agreement on the cessation of fighting in Nagorno-Karabakh. As well as drawing up a new map, the parties also agreed on the deployment of Russian peacekeepers. At the time the truce was signed, Azerbaijan was at a clear advantage.

The resolute, consistent, and solution-oriented support to Azerbaijan that liberated Nagorno-Karabakh from the Armenian occupation, and the opening of the Nakhchivan corridor — a centuries-old dream – is the biggest win for the Turkish foreign policy in 2020, according to experts. 

The opening of the corridor is the beginning of a new era for Turkish foreign policy in the region stretching from the Caucasus to Central Asia.

Turkey pursued a proactive foreign policy in the Eastern Mediterranean, Libya, Syria, Iraq, and the Caucasus while combating the novel coronavirus that has affected the entire world in 2020.

In Nagorno-Karabakh, where the Organization for Security and Cooperation in Europe (OSCE) Minsk Group did not produce any solution despite UN resolutions, Turkey's military, political, and diplomatic efforts brought results.

The 44-day Karabakh War, which started with border violations and attacks by Armenia, ended in Azerbaijan's victory.

At the end of the war, the Nakhchivan-Azerbaijan corridor, which had been the dream of the Turkic world for over a century, was opened, restoring Turkey's land connection with the Central Asian Turkic Republics.

The Karabakh victory is considered the most important achievement of Turkish foreign policy in 2020. Turkey is also now focusing on increasing its political, military, and economic weight in the region.

Speaking to Anadolu Agency, Aygun Attar president of the Turkish Azerbaijan Friendship Cooperation and Solidarity Foundation (TADIV) stated that the most important event that marked Turkish foreign policy in 2020 is its Karabakh policy. She said that it should not be evaluated only in the context of brotherhood or "one nation two states".

Failure of OSCE Minsk Group

Attar stressed that Russia continues to convey the message that it is the dominant power in the South Caucasus region, where geopolitical risks are intense. But with a persistent attitude, Turkey has carved a place in the region using a mix of diplomacy and hard power achieving successful results.

After the failure of the OSCE Minsk Group in the Karabakh conflict, lasting over 30 years, Azerbaijan took Turkey to the table, said, Attar.

"The Karabakh conflict became part of Turkish foreign policy. Turkey took part in the process as an active actor during the 44-day war period,” she said.

Attar said the skillful stance of Turkish President Recep Tayyip Erdogan and his Azerbaijani counterpart Ilham Aliyev accelerated the success and led the opening of "the Eurasian gateway the Nakhchivan corridor".

She also stated that the success of the opening of the Nakhchivan corridor will have a lasting effect on "the geopolitics of the South Caucasus, crucial to the success of the centuries-old dream coming true”.

Attar said that Turkey's public diplomacy together with Karabakh-centric foreign policy also went down in history as a diplomatic victory for both Turkey and Azerbaijan.

She stressed that the invitation extended to President Erdogan to attend the Karabakh victory parade and his presence there with a large delegation is the beginning of a new era in the South Caucasus region. She said this event has left a lasting mark on 2020.

Ibrahim Ethem Atnur, professor at the National Defense University said that the Turkish foreign policy, which has been advancing decisively and consistently over the past 30 years, clearly stood by Azerbaijan in its just cause.

Courageous foreign policy

He recalled that Turkey was also on Azerbaijan's side in the 1990s, but for the first time, it achieved success using all its diplomatic instruments.

"It also led to the realization of the Nakhchivan Corridor, a 100-year dream in Turkish foreign policy," said Atnur.

Recalling that the biggest goal of Turkey and the Turkic world in 1918 was to provide transportation through Zengezur, the professor said: “At that time this was not possible. The second opportunity came in 1992. But this opportunity also ran away because Turkey was not interested enough. The missed opportunity that day was realized today due to Turkey's determined stance.”

Stressing that Ankara's courageous foreign policy bothers some countries and groups, Atnur pointed out that Israel, the US, and France accused Turkey of being "expansionist” and “Islamist".

"The success achieved in the field in Karabakh is a result of the military, commercial and cultural rapprochement, training-equip agreements with Azerbaijan in recent years,” he said.

“As a result of the effective policy of the Turkish foreign ministry in the Karabakh issue, Iran has become unable to act comfortably in the region. The fact that mass organizations in Turkey and Azerbaijan have drawn the Turks in Iran into this issue, it prevented the political and military support that the Iranian state used to give to Armenia, as in the past,” said Atnur.

Giray Saynur Derman, a professor in Communication Faculty of Marmara University also said that the resolution of the Karabakh conflict, which had become a "frozen conflict", is the single most important achievement of Turkish foreign policy in 2020.

Nakhchivan to revive Silk Road

He said that the opening of the Nakhchivan corridor through the territory of Armenia near the Iranian border linking Turkey and Azerbaijan by land for the first time in a century is another achievement.

“According to Article 9 of the agreement, barriers to economic and transport links in the region will be removed. Transport and communication networks will be built between the Nakhchivan Autonomous Republic and the western regions of Azerbaijan," he added.

Derman hoped that the opening of the Nakhchivan corridor will revive the historical Silk Road by creating strong support to the Baku-Tbilisi-Kars route, as well as connecting Turkey and the Central Asian Turkish Republics by land.

He said Turkey has further increased its power as a major player in the South Caucasus, adding that the new conjuncture arising out from the Azerbaijan-Turkey partnership will also lead to the strengthening of the bond between the Turkic states.

"Aliyev and Erdogan showed to the world the strong image of the two states with an emphasis on unity and togetherness in their magnificent speeches at the Baku victory feast on Dec. 10,” the communication professor added.

Drawing parallels, he said 102 years ago, under the leadership of Nuri Killigil Pasha, the Caucasian Islamic army saved the Azerbaijani people from the Armenian militia, and today Turkey has shown that it is on the side of the Azerbaijani people.

“Heydar Aliyev's poem One Nation Two States as this pride, reflects this joy experienced by the people of the two countries at the same time,” said Derman.

Armenian, Russian FMs discuss issues of regional peace, stability and security

Armenian Foreign Minister Ara Aivazian had a telephone conversation with Russian Foreign Minister Sergey Lavrov.

In follow-up to the recent conversation, the Foreign Ministers exchanged views on issues of regional peace, stability and security, discussed steps aimed at maintaining the ceasefire in the Nagorno-Karabakh conflict zone and stabilizing the situation in Artsakh.

A number of issues on the Armenian-Russian agenda were also at the core of the conversation. In this regard, the parties highlighted the high dynamics of bilateral allied cooperation, attaching importance to furthering it the coming year.

French Ambassador to Armenia Jonathan Lacôte has issued a New Year message, wishing Armenia peace and security. The message reads:

Dear Armenian friends,
Dear compatriots in Armenia,

At the end of 2020, full of so many trials for Armenia, I am primarily thinking of the families in whose homes one of the chairs around the table will be empty.

Now is not the time to celebrate, but more than ever I would like to share the hope that this country continues to inspire me.

I wish Armenia to live in peace and security, without fear of seeing its youth return to the front lines.

I wish Armenia, which measures its history in millennia, to have confidence in its future.

I wish Armenia to never doubt its beauty, strengths and talents.

Sputnik V: Armenia reports no post-vaccination reactions

The Armenian Ministry of Health reports no unexpected post-vaccination reactions among those vaccinated.

Russian Minister of Health Mikhail Murashko donated samples of the Russian Sputnik V vaccine to Armenia on November 21.

While the Sputnik V vaccine met the safety and efficacy requirements during the clinical trials, it was not registered at that time.

To build confidence among the population and to avoid possible manipulations, Health Minister Arsen Torosyan and the leadership of the Ministry were the first to get the vaccine.

The Ministry reports no post-vaccination reactions , and says all people that have received the vaccine “are feeling good.”

Reiterating the importance of the role of the vaccine in the prevention of coronavirus disease, the Ministry of Health expresses its deep gratitude to the Russian Federation for mutually beneficial cooperation in the fight against infectious diseases, including COVID-19, and looks forward to long-term cooperation for the benefit of public health in both countries.

We hope for better days in 2021 – US Ambassador to Armenia

As we look ahead to 2021, we will also hope for better days, US Ambassador to Armenia Lynne Tracy said in a New Year message. The message reads:

Between the pandemic and the Nagorno-Karabakh conflict, this has been a year of challenges, difficulties, and great sorrow.

At this holiday season, there will be empty places at many family tables, and we hope that these families will find a special peace and comfort.

As we look ahead to 2021, we will also hope for better days. Armenians are a resilient people, and I am confident that there are opportunities ahead for a successful future.
