Gagik Tsarukyan detained for two months

Leader of the Prosperous Armenia Party Gagik Tsarukyan will be remanded in custody. The court of general jurisdiction announced the decision at 11 pm today.

Yerem Sargsyan, one of Tsarukyan’s defenders, said the court cited the risk that he could obstruct the investigation as a basis for the decision.

His lawyer Samvel Dilbandyan described the decision as “illegal and baseless” and said it would be appealed at a higher court.

Gagik Tsarukyan ihas been chargd with vote buying under Article 154.2 of the Criminal Code of Armenia (Forcing the voter to divulge the results of the ballot, checking the ballot list to reveal the results of the vote, entering the ballot booth (room) as well as breaching the confidentiality of the voting otherwise).

The National Assembly voted in June to strip Gagik Tsarukyan of parliamentary immunity and sanction his arrest.

Arayik Harutyunyan partook in a solemn ceremony to mark the Day of Stepanakert

Artsakh President Arayik Harutyunyan partook on Saturday in Stepanakert’s Circular Park in a solemn ceremony dedicated to the Day of the Capital.

As the Information department at the President’s Office reported, the president, accompanied by Mayor of Stepanakert David Sargsyan, Minister of State Grigory Martirosyan and other officials, laid flowers to the pedestal of the monument of Stepan Shahoumyan. He once again highlighted the meaning of the holiday emphasizing that the government will spare no effort further on to solve the capital’s problems within a reasonable time and to implement new development programs.


President Sarkissian visits FAST Foundation

YEREVAN, SEPTEMBER 25, ARMENPRESS. President Armen Sarkissian visited today the Foundation for Armenian Science and Technology (FAST), the Presidential Office told Armenpress.

Accompanied by Director of the Foundation Armen Orujyan, President Sarkissian toured the Office, talked to the staff, was interested in their activity directions and projects.

President Sarkissian was introduced on the Foundation’s educational and science-technology development programs, some of which are implemented in partnership with the leading foreign scientific-educational centers.

Highlighting the ongoing programs and projects, President Sarkissian stated: “We are a country with a great potential in the development of technologies, but in order to record serious progress and results we should carry out consistent work. We are at the beginning of a long path”.

The President touched upon the ATOM presidential initiative on science development in Armenia, within the frames of which cooperation is expected with the world’s largest technological companies. “The most important is for these major companies to be represented in Armenia and conduct a research. Some of them even propose to develop the cooperation not only in the scientific-research, but also in the education sector”, he said. “My idea, goal is the following: to create an environment so that you will not have to go abroad to be informed about innovations, but you will find them here”.

President Sarkissian and the FAST executives discussed issues relating to the cooperation between ATOM presidential initiative and the foundation.

Constitutional Court judge Vahe Grigoryan sees need for new candidate for CC President

YEREVAN, SEPTEMBER 25, ARMENPRESS. Judge of the Constitutional Court of Armenia Vahe Grigoryan has announced that he sees a need for a new candidate for the position of the Court President.

Asked how he reacts to the candidate of Yervand Khundkaryan for the position of the Constitutional Court President, Grigoryan told reporters: “I think we need a new candidate”.

He also informed that during the working session of the Constitutional Court, which is being held from September 23 to now, three-four judges have addressed questions to CC presidential candidate Yervand Khundkaryan.

During the working session on September 24 Yervand Khundkaryan was self-nominated for the Constitutional Court President. Meanwhile, CC judge Hrayr Tovmasyan has nominated Ashot Khachatryan for the position, however, the latter has withdrawn. As a result, Yervand Khundkaryan remained the only candidate for the CC President.

The election of the CC president and vice president will take place through a voting in a closed format.

On September 15 the Armenian Parliament elected Yervand Khundkaryan, Edgar Shatiryan and Artur Vagharshayn as Constitutional Court judges.

Minister of emergency situations introduces his new deputy to staff

YEREVAN, SEPTEMBER 25, ARMENPRESS. Minister of Emergency Situations of Armenia Felix Tsolakyan introduced today new deputy minister Armen Pambukhchyan to the ministry staff, the ministry told Armenpress.

Minister Tsolakyan congratulated the deputy minister on appointment and wished success, expressing confidence that he will continue his work with a high responsibility by contributing to the development of the field.

Previously, Armen Pambukhchyan was serving as a Member of Parliament in the ruling My Step faction, but he stepped down because of getting a new position in the government.

YEREVAN, SEPTEMBER 25, ARMENPRESS. Chief of the General Staff of the Armenian Armed Forces Lt. General Onik Gasparyan visited on September 24 troops at the outposts of a military base under the command of the 4th Army Corps, the Defense Ministry said in a news release.

Lt. General Gasparyan was briefed on the tactical situation at the border line and the ongoing engineering and reinforcement works.

The Chief of the General Staff issued directives to the Army Corps commander on increasing the efficiency of combat shifts and encouraged several servicemen for their distinguished service.

Armenpress presents the MFA spokesperson’s comment:            

“The peoples of the region inherited a complex conflict, the final resolution of which requires an agreement that will be acceptable for the people of Armenia, the people of Artsakh and the people of Azerbaijan. Only the authorities enjoying the mandate of their people are capable of demonstrating the political will for reaching a compromise and establishing peace. Both Armenian and Artsakh authorities have received the mandate of their peoples and are ready to launch a dialogue with the authorities of Azerbaijan that enjoy the relevant mandate of their people.

Ilham Aliyev, who inherited the power from his father and who shares it within a single family, is not such a leader. His authority has always been based on manipulations of the conflict, promoting the image of Armenia and the Armenian people as a “useful enemy” within his own society, rather than addressing the latter’s needs.

Under the rule of Ilham Aliyev Azerbaijan missed the historic opportunity to use the “oil boom” to build a modern country and society. Today the authorities of Azerbaijan are perceived in the world as an authoritarian and repressive regime which uses all the opportunities, including the COVID-19 pandemic, to harass and silence its own people.

In the region, we deal with such a governmental system where the values are replaced with a cult of personality, dynasty and own wealth, while the interests serve the preservation of inherited power at all costs. Regrettably, “all costs” are paid by the people of Azerbaijan deprived of voice and freedoms”.

High court turns down Yervand Khundkaryan’s candidacy as chief justice

YEREVAN, SEPTEMBER 26, ARMENPRESS. Justice Yervand Khundkaryan failed the confirmation vote to become the President of the Constitutional Court. He was the only nominated candidate to become the chief justice of the high court.

“Since he was the only nominated candidate and he didn’t receive the required number of votes, he wasn’t elected,” Constitutional Court Justice Edgar Shatiryan told reporters.

The high court has convened a session on September 23 to elect a new chief justice and deputy chief justice.

Hrayr Tovmasyan, the former President of the Constitutional Court who was ousted by parliament but retained his position as Justice, had nominated another Justice for the presidency of the high court, but the candidate withdrew afterwards, leaving Khundkaryan as the sole nominated candidate. Tovmasyan said he won’t participate in the process of electing a new President of the Constitutional Court.

“Naturally there will be a new nomination or nominations,” Shatiryan said, noting that the process will continue as prescribed by law.

He said the election of the Vice president of the Constitutional Court is also postponed until Monday 11:00.
