Armenia’s former vice speaker Arpine Hovhannisyan suspends membership to Republican party, establishes NGO

Armenia’s former vice speaker Arpine Hovhannisyan stated today about leaving the Republican party to start active social activity. In an extended Facebook post Hovhannisyan wrote that she has established a non-governmental organization to oversight the processes taking place in the country, raise the existing issue and offer solutions.

The former vice speaker also wrote that she has received license for advocacy activity  and will join the community of advocates who bravely defend their trustees irrespective of public moods.

Hovhannisyan wrote that she will continue her active engagement in the social-political processes, will deeply analyze all the made decisions and in case of necessity voice criticism.

“Besides politics and state service there are other important platforms to serve the state which demand real devotion and professionalism,” she wrote, adding that the idea to establish NGO came because of urgent necessity of civil society who will speak up when some interests are being served or when balanced and multisided opinion must be voiced.

“Taking this all into consideration I have made a decision to suspend my membership to Republican party. I wish my party colleagues success in the upcoming developments,” she wrote.

Film: Disaster film "Spitak" wins top prize at int’l film festival in Russia

“Spitak” drama, which centers on the catastrophic earthquake that shook Armenia on 7 December 1988, won the top prize at the “17 Moments” Third International Film Festival named after famous Soviet Russian actor Vyacheslav Tikhonov held in Russia from 6 to 10 February.

Directed by Russian filmmaker Alexander Kott, the film also won awards for best director and best composer, TASS reported.

World-famous Armenian-American singer-songwriter Serj Tankian composed the score for the film. 

The drama’s screenwriter is Marina Sochinskaya, cameraman – Pyotr Dukhovskoy, composer – Karen Margaryan, producers – Elena Glikman and Theresa Varzhapetyan.

A joint production of Armenia and Russia, the film tells the story of Gor, who left Armenia in search of a better life but now returns back after the earthquake in order to find his home and family. But it is too late. Everything is destroyed by the disaster, and he has to re-learn to love what he destroyed himself.

Turkish politician calls for expulsion of Armenians

PanARMENIAN.Net – A far-right Turkish politician wants his government to expel tens of thousands of Armenian nationals residing in Turkey in retaliation against France for declaring a remembrance day for victims of the Armenian Genocide, Eurasianet.org says in an article.

President Emmanuel Macron said last week France would mark April 24 as a "national day of commemoration of the Armenian genocide.” Turkey’s government, which denies the genocide, has vigorously condemned the decision.

Researchers estimate between 10,000 and 30,000 Armenian nationals are in Turkey, many of whom have overstayed tourist visas after finding work there. They often face greater scrutiny when foreign governments pressure Turkey to formally recognize the Genocide.

“There are 100,000 Armenians here who came from Armenia and are illegally filling their stomachs. I’m saying we should expel them. Why are we letting them stay? While they lobby against Turkey, we continue to feed them,” Mustafa Destici, who leads the small Great Unity Party (BBP), said at a campaign rally on February 7.

It was not clear where Destici came up with a figure of 100,000 nor what “lobbying” efforts Armenian labor migrants living in Turkey could have conducted to persuade Macron. It is not the first time Destici has used the number, or threatened to expel Armenian citizens from Turkey; he made a similar demand in 2015. In 2017, he called on Russia to abandon its military alliance with Armenia.

Destici’s hardline party only receives a few hundred thousand votes in Turkish elections but retains an outsized influence at a time of heightened nationalism in Turkey. In June, the BBP joined President Recep Tayyip Erdogan’s electoral alliance, along with a larger right-wing group, in parliamentary and presidential polls, earning one seat in parliament.

Azerbaijani FM hopes to see progress on Armenia-Azerbaijan conflict
The following is the Q&A with Azerbaijani Foreign Minister Elmar Mammadyarov on the Armenia-Azerbaijan conflict, the Convention on the Legal Status of the Caspian Sea and Azerbaijan's foreign policy this year. – ED.

Q. What are the results of the ongoing negotiations on the settlement of the Armenia-Azerbaijan conflict? How do you see their prospects, especially against the background of recent encouraging statements?

The position of my country regarding the settlement of the Armenia-Azerbaijan Nagorno-Karabakh conflict has been repeatedly stated at the highest level within all platforms. The conflict must be resolved on the basis of the sovereignty and territorial integrity of Azerbaijan within its internationally recognized borders. Coming to the legal basis of the settlement, it is necessary to recall that this basis consists primarily of the four resolutions of the U.N. Security Council, a body responsible for ensuring peace and security worldwide, adopted in 1993, numerous resolutions and decisions of other international organizations, including the OSCE, Organization of Islamic Cooperation, the Non-Aligned Movement, NATO, the European Parliament and etc, as well as joint documents adopted in bilateral and multilateral formats.

Unfortunately, negotiations held over the years haven't yielded any results. But the recent developments taking place in Armenia, the conversations that took place between the President of the Republic of Azerbaijan and the Prime Minister of the Republic of Armenia, as well as four meetings with my Armenian counterpart create certain grounds for advancing the negotiation process. The press statement by the OSCE Minsk Group co-chairs released on the latest meeting of the Foreign Ministers of Azerbaijan and Armenia in Paris on Jan. 16, 2019 expressed appreciation for the ongoing efforts of the sides to maintain an environment conducive to intensive results-oriented negotiations. It stated the agreement of both sides upon the necessity of taking concrete measures to prepare the populations for peace. The statement also outlines that the sides considered next steps toward a possible summit between the leaders of Azerbaijan and Armenia in order to give a strong impulse to the dynamic of negotiations. Here I would like to be clear that Azerbaijan stands for tangible results of the negotiations, not talks for the sake of talks and this is our principled position.

In general, I would like to note that the current leadership of Armenia should demonstrate the political will to resolve the conflict and, in accordance with good-neighborly philosophy, act in the name of achieving peace, stability and sustainable development in the region.

We hope that this year certain progress will be achieved in terms of withdrawal of the Armenian armed forces from the occupied territories of Azerbaijan and the normalization of relations between the two countries. Progress in the conflict resolution, creating conditions for peace, security and stability in the entire region, opens up opportunities primarily for economic growth in Armenia itself. Our country, in the same way as it ensures the safety of its citizens of different ethnic groups, in accordance with its international obligations is ready to do so with respect to its citizens of the Armenian origin in Nagorno-Karabakh and to grant them the right of high-level self-rule within the internationally recognized borders of the Republic of Azerbaijan.

The Azerbaijani Community of the Nagorno-Karabakh region of our country is ready to return to their homes, and this issue was again stressed in the recently released statement of the Community. Some time ago there were contacts between the Azerbaijani and Armenian communities of the Nagorno-Karabakh region, but, unfortunately, due to the "efforts" of the previous leadership of Armenia, these contacts were interrupted. You know, it is impossible to take the land and move with it to another place. After the settlement of the conflict, of course, these two communities will have to live together. That is why it is important to promote and restore contacts between the Azerbaijani and Armenian communities of Nagorno-Karabakh.

Q. What are the prospects opened by the agreement on the legal status of the Caspian Sea signed this year by the Caspian countries from the point of view of development of new oil and gas fields and the construction of the Trans-Caspian gas pipeline?

The Convention on the Legal Status of the Caspian Sea, signed by the leaders of the "Caspian Five" in August of this year, opened up new, unique opportunities for cooperation among states. The Convention regulates the rights and obligations of the parties regarding the use of the Caspian Sea and its rich natural resources. It defines the delimitation parameters in the Caspian Sea.

The signing of the Convention on the Legal Status of the Caspian Sea was a truly historic event that marked the goodwill of the five littoral states. The main significance of this document for our country is that it defines the sovereign and exclusive rights of coastal states to use the rich natural resources of the sea. Thus, the Convention ensures the consistency and safety of the implementation of various projects in the field of oil and gas industry, as well as the implementation of other economic activities at sea. It creates conditions for freedom and safety of navigation, which plays an important role in terms of development of trade in the Caspian Sea and growth of the economies of our countries. In general, the implementation of the Convention's provisions will ensure the achievement of its announced goal – the transformation of the Caspian Sea into a zone of peace, good neighborliness, friendship and cooperation.

Azerbaijan, as a country that has historically been a pioneer in the implementation of large projects in the Caspian Sea, plans to continue and expand cooperation with coastal states here. Due to a successful energy policy, Azerbaijan has managed to guarantee its economic security, as well as to gain the image of a reliable partner, producer and transit state, contributing to the energy security of Europe. Currently, by the initiative and with the participation of Azerbaijan, the construction of the largest infrastructure and energy projects like, for instance, the Southern Gas Corridor is going on. This project plays a great role in terms of transporting natural gas from the Caspian Sea region to Europe, and we are always ready to provide our capabilities to neighboring, friendly countries wishing to use transit routes through Azerbaijan.

Q. What are the priorities of Azerbaijan's foreign policy for 2019?

As in the current year our country will continue its independent, diversified, balanced and active foreign policy based on the national interests of our country and will defend our national interests in the international arena during the upcoming year under the direct leadership of the President Ilham Aliyev. Today, Azerbaijan is the initiator and participant of large-scale projects promoting regional cooperation and an influential state in the international arena.

Today, the foreign policy achievements of our country, which is regarded as a reliable partner, are of course based on establishing balanced relations with neighboring countries and other countries of the world, as well as implementing equal dialogue and cooperation based on mutual interests. Of course, our foreign policy priorities in 2019 will include the strengthening of sovereignty and independence of our country, elimination of consequences of military aggression of Armenia against Azerbaijan and restoration of territorial integrity within internationally recognized borders, as well as, the continuation of large-scale infrastructure projects implemented with the initiative and participation of Azerbaijan, further development of mutually beneficial cooperation with all international actors, including states, associations and international organizations.


Armenian Resource Center receives $300,000 in Australian govt. funding

PanARMENIAN.Net – The Armenian Resource Center of Australia (ARC-AU) has announced it will begin full-time operations from a Ryde location, after receiving Commonwealth funding to provide support to humanitarian visa entrants and other vulnerable migrants within their first five years in Australia.

The Australian Department of Social Services funding of over $300,000 – which is part of over $1,200,000 granted to a Consortium that includes the Armenian Resource Center, the Assyrian Australian Association, the Chaldean League and the Antiochian Orthodox Archdiocese – will cover operational expenses to assist with the resettlement of migrants.

“Once we are up and running, the Armenian Resource Center will help migrants with services that meet their settlement and social needs,” explained ARC-AU Chairperson, Taline Megerditchian. “These services will include help with housing issues, liaising with government services and departments, community integration, student requirements and more.”

ARC-AU Board member, Chris Shahinian added: “The Armenian Resource Center was founded to replicate the model of the already-operational Assyrian Resource Center. With the increase of Armenian migrants from Syria, Iraq and other parts of the Middle East, we needed to take action and form a Center in the heart of the Armenian-Australian community in Ryde, to facilitate their settlement into Australian society.”

This funding from the Australian Government will allow the set up of the physical Armenian Resource Center in Ryde, a Resource Center in Blacktown, as well as allowing the continuation and expansion of the Assyrian Resource Center.

The Armenian National Committee of Australia (ANC-AU), which supported the Consortium’s application process, welcomed the announcement.

“Our community will be delighted that the Armenian Resource Center will move from the planning phase to the operational phase of its existence thanks to this funding,” said ANC-AU Executive Director, Haig Kayserian. “We congratulate all Consortium members, as their cause is noble and will help many people settle into their new lives in Australia.”

Government’s plan of actions is "luxurious", but there is no team of professionals to implement it, expert says

Gagik Makarayn, the chairman of the National Union of Employers, described Armenian government’s plan of actions for the next five years, adopted by Prime Minister Nikol Pashinyan’s Cabinet last week, as "luxurious", adding, however, that Pashinyan needs a team of seasoned officials to implement it.

According to Makaryan, it is important that various components of the plan coincide with one another and emanate from one another, complementing each other. ‘Personally, I really liked the emphasis placed on modernizing the  current enterprises, not just creating new ones. For this, tools are provided, including tax breaks and financial affordability, for which the Central Bank and the government will take all measures," said Makaryan. He also  singled out the determination of the government to fight against corruption,  create a level playing field and increase the responsibility of state officials.

Makaryan said also that the projected 5% economic growth is relatively low, and there is a disproportion between the projected GDP, exports and the state budget.

He said calculations show that the projected budget growth to $3.9 billion by 2023 from the current $2.7 billion as well as the projected exports that should be 1.7 times more than the state budget, seem  unrealistic for a country that does not have oil resources.  According to the expert, such indicators cause concern and need additional substantiation.

Makaryan said to achieve such high export volumes,  emphasis should be placed on the diversification of transport hubs. However,  Armenia has only a single overland route through the Stepantsminda-Lars highway across Georgia to Russia, which is periodically closed because of bad weather conditions.

According to Makaryan, another cause of concern is the plan to reduce extreme poverty. According to him, to eliminate it,  it is necessary to create at least 20 thousand jobs with a salary of 250 thousand drams and more so that families can overcome the barrier of extreme poverty, or create 40 thousand jobs with a salary of 100-130 thousand drams.

According to Makaryan, these factors  will wither force  serious changes in the composition of the government in the coming months, or subsequent negative phenomena, including a decline in public confidence.

"The plan of actions presents in great details human rights, environmental issues, assistance to start-ups, the possibility of tax incentives, etc. But we need to understand that the possibilities of the government and lack of skilled personnel are disturbing," said Makaryan.

"The current composition of the government will not be able to implement such a program; it is necessary to seriously revise the personnel policy, replenish the team with professionals, because in the end everything will be written off as the premier’s shortcomings," said Makaryan.

In general, according to Makaryan,  the government’s program is very positive and contains many positive components, but its implementation requires qualified personnel who can resolve issues rather than make declarative statements. –0–

President Sarkissian and Nestlé Waters CEO discussed opportunities for cooperation

YEREVAN, February 11, /ARKA/. In the framework of his working visit, Armenian President Sarkissian met last week in Paris with the Executive Director of the Nestlé Waters company Maurizio Patarnello, his press office reported.

Noting that Armenia is rich with natural resources and drinking water, the interlocutors spoke about possible cooperation in this area.

They concurred that there are serious perspectives for cooperation and agreed that the Executive Director of the Nestlé Waters Company would visit Armenia shortly to continue the dialogue and to bring the discussions to a more practical level. At the meeting, discussed were also issues of the efficient management of the water resources.

Nestlé Waters is part Nestlé Group company, which is one of the world’s leading companies in the production of bottled water. Nestlé Waters also carries out research and educational programs to show water’s importance in the human life and healthcare. -0-

Armenian Ombudsman declined to answer question of whether Robert Kocharyan is a political prisoner

ArmInfo. Second president of  Armenia, Robert Kocharyan, is located in a single, small cell of the  Yerevan Center, but he did not present any complaints on this matter  to the prison staff. Armenian Ombudsman Arman Tatoyan said this today  in a conversation with journalists.

The only thing that the former president complained about, according  to Tatoyan, is the absence of a computer in his cell. He also said  that, until recently, Kocharyan was not allowed to meet with  relatives, but after his petition, relatives received such an  opportunity.

Tatoyan declined to answer the question of whether Kocharyan is a  political prisoner: <The Ombudsman does not have the legal authority  to determine who is a political prisoner and who is not. We work  according to the law, within the framework of our authority>.

To note, Robert Kocharyan was arrested on charges of overthrowing the  constitutional order in the March 1, 2008 case.

Mammadyarov: Recent processes create grounds for advancing the Karabakh negotiation process

New batch of US weapons reportedly sold to Azerbaijan – expert voices concern

Political scientist Suren Sargsyan has published reports stating Azerbaijan has obtained new batch of US weapons amounting for197 million USD. According to Sargsyan, equipment classified as “planes and satellites” at the same value were obtained in September of the previous year.

“This comes to prove we are dealing with a recurring process, yet the matter is not addressed properly as no one is interested in it,” Sargsyan wrote on his Facebook page. To note, in 1992, the U.S. Congress banned non-humanitarian economic aid and weapons sales to Azerbaijan by adopting Section 907 of the Freedom Support Act.

Earlier, on February 4, Israel’s Defense Ministry lifted its ban on exports to Azerbaijan of “kamikaze” drones that are manufactured by an Israeli company accused of hitting Armenian positions in Nagorno Karabakh.
Aeronautics’ export license was suspended after a complaint was filed with the Israeli Defense Ministry.

The Times of Israel newspaper reported that the Defense Ministry returned the export license on Monday, leading the company to inform the Tel Aviv Stock Exchange that the ban on Orbiter 1K sales to its “central customer ‘A’” has been lifted. “The company can continue to supply the UAV to the aforementioned customer as soon as possible,” Aeronautics said in a statement.
