The Constitutional Court referred to the January 18 application submitted by the second president of the Republic of Armenia, Robert Kocharyan’s legal team, and decided to accept proceedings.


As reported by Robert Kocharyan’s legal team, the application submitted to the CC refers to the legislative regulations provided for in part 2 of Article 419 (Powers of the Court of Cassation) of the Code of Criminal Procedure (As a result of the review of judicial acts that do not resolve the case in essence, the court of cassation rejects the cassation appeal, leaving the judicial act in legal force, or makes a new judicial act, which enters into legal force on since).


The application also raised the issues of lack of reasonable time limits for the detention hearing in the cassation proceedings and other issues in addition to the law in general.


April 9 has been set as the day to begin the trial of the case.

The high legitimacy of the government belongs to Nikol Pashinyan himself, but it is not possible to make an economic revolution only with high legitimacy. Naira Zohrabyan, deputy of the “Prosperous Armenia” faction, announced this from the NA podium during the discussion of the government program.


“The program presented by the government does not have high legitimacy and will not solve the main economic problems. I fear that the public will slowly lose faith. The program of the economic revolution should have been revolutionary,” stressed the MP.


Zohrabyan also said that the goal of their party is to support the economic revolution, that is why the PAP presented proposals and the PAP vote will depend on their response.


“If there is no response, we will vote against it,” said Naira Zohrabyan.


Formerly Party President Gagik Tsarukyan stated that the presented is very beautifully written, full of wishes and desires, but it is not a program of economic revolution. Tsarukyan stated that sources of money, terms and mechanisms are needed for the economic revolution, which are missing in the plan today. The Special Investigation Service of the Republic of Armenia has charged NA deputy Eduard Babayan for beating Vyacheslav Harutyunov, the father of World Youth Boxing Championship gold medalist Nikolay Harutyunov. “Pastinfo” informs about this.


SIS Press Secretary Marine Ohanjanyan informed that he was charged under Article 112, Part 1 of the RA Criminal Code, causing grievous bodily harm, and the criminal case with an indictment was sent to the prosecutor to be sent to court. The Public Relations Department of the Prosecutor’s Office promised to answer later whether the indictment has already been approved or not.


To remind, the incident took place on July 2, 2018. the sportsman’s father was taken to “Armenia” HBC with severe physical injuries from the “Olympavan” gymnasium owned by PAP leader, NOC president Gagik Tsarukyan, where a meeting was held between the boxers and the leadership of the Olympic Committee. At the meeting, Tsarukyan criticized the work of the boxing federation, which caused an argument between Vyacheslav Harutyunov, the father of gold medalist Nikolay Harutyunov. The dispute escalated into a fight, as a result of which Champon’s father was taken to the hospital with serious injuries.


Regarding the incident, the Investigative Committee initiated a criminal case and announced that the president of the National Olympic Committee was arrested on suspicion of beating the athlete’s father. Gagik Tsarukyanabout the arrest of adviser Eduard Babayan.

The discussion of the draft plan of the government for the next five years was completed in the National Assembly. The question was put to a vote and the plan was adopted.


82 deputies voted for the adoption of the program, 37 against. 9 out of 128 registered deputies did not vote. The final result will be recorded in the protocol, as it seems that a technical problem occurred with the voting of several deputies.


Let’s remind that 67 votes were needed for the adoption of the program.


The first session of the first session of the National Assembly of the 7th convocation has ended. The first session of the second session will take place on March 5.

Prime Minister Nikol Pashinyan compared his administration period with the administration period of the Pope, noting that everyone has to pay taxes.


I consider myself a person of deep faith. Today, on February 14, the RA Prime Minister mentioned this in his concluding speech during the discussion of the government’s program in the National Assembly Nikol Pashinyan:


“I consider myself a follower of the Armenian Apostolic Church, a faithful follower at that. But now I think that in the historical context now are the same times as during the time of the King Pope. What he was saying was you have to pay taxes. He said: if you have taken all our men and women and filled the monasteries and nunneries, then who should work for the economy of our country? Who should be the soldier of our country’s army? They said: you are a traitor, you are anti-national. We also say, dear people, you have to pay taxes, they are upset,” declared Pashinyan.


He emphasized that yes, emergency buildings will not be built until there is a cash register. “I mean, does anyone think, is there going to be prosperity without the confirmation of legality? Or do they still want the super-prime ministerial system, so they say, oh, the deputy said the building is in emergency, Poghosik should solve these issues quickly, you know, half of them should join the party, a list in the elections. Is that the system you want?


Today, there are 55 emergency buildings of the 4th class in Armenia, and people live in all of them, and 15 billion drams are needed for this. 30 billion drams are needed to increase pensions by 5 thousand drams. It follows directly from the RA Constitution that the Prime Minister resigns if the Government plan is not accepted. In other words, whether or not to accept the Government’s plan is essentially a vote of confidence given or not given to the Prime Minister.

Deputy Prime Minister Mher Grigoryan received Ambassador Extraordinary and Plenipotentiary of the French Republic to Armenia Jonathan Lacott and Regional Head of the French Development Agency Gayel Assayag. This was reported by the press service of the government.


RA Deputy Prime Minister Mher Grigoryan’s office reports that noting that the meeting is taking place on a very symbolic day when the Government’s plan was approved by the National Assembly, Deputy Prime Minister Mher Grigoryan emphasized the development and deepening of cooperation with France also in the process of implementing the reforms put forward by the government.
