YEREVAN, APRIL 2, ARMENPRESS. The Foreign Ministry of Artsakh has issued a statement on the occasion of the anniversary of the April war of 2016, underlining that all necessary measures will be taken in case of any attempt to solve the conflict through use of force. As ARMENPRESS was informed from the press service of the MFA Artsakh, the statement runs as follows,

”Three years ago, in the early morning of April 2, the Azerbaijani side, grossly violating the ceasefire regime established by the May 12, 1994 agreement on full cease-fire and cessation of hostilities, launched a war along the entire border with Artsakh. Employing heavy equipment, artillery and military aircrafts, the Azerbaijani armed forces shelled not only the advanced positions of the Defense Army of the Republic of Artsakh, but also peaceful settlements, causing casualties, also among civilians. Only four days later, on April 5, 2016, Azerbaijan, suffering considerable losses, was forced to ask for the cessation of hostilities through Russia’s mediation.

The scale and intensity of offensive actions, the number of military equipment and manpower involved, as well as the statements of the Azerbaijani authorities indicate that the April events were nothing more than a pre-planned military aggression. Azerbaijan planned to seize the entire territory of Artsakh and thereby resolve the Azerbaijani-Karabakh conflict by force, but these plans were thwarted due to the decisive actions of the Artsakh Defense Army.

The actions of the Azerbaijani armed forces were accompanied by gross violations of international humanitarian law and by war crimes. Artsakh’s foreign ministry had worked consistently towards bringing the inhumane atrocities to the attention of the international community, including specialized structures and agencies. Being sure that such crimes do not have a statute of limitations, the Republic of Artsakh will continue to make efforts to bring those responsible to justice.

Three years have passed since the end of the hostilities, but it is still urgent to take international political and diplomatic measures to deter the aggressive ambitions of Azerbaijan for ensuring the complete implementation of the May 12, 1994 and February 6, 1995 agreements. It is also necessary to establish international mechanisms for monitoring the ceasefire regime, and especially through the implementation of the agreements reached in Vienna and St. Petersburg after the April War.

The Republic of Artsakh reiterates that in case of Azerbaijan’s attempt to resolve the conflict by force, all the necessary self-defense measures will be taken in line with the UN Charter to protect the rights of its citizens to live freely and securely in their homeland”.

A1+: Statement by the Foreign Ministry of Armenia on the third anniversary of the April aggression of Azerbaijan against Artsakh

Three years ago on April 2, 2016 Azerbaijani armed forces resorted to large scale military offensive against Nagorno-Karabakh. Azerbaijan flagrantly violated the ceasefire and its commitment of non-use of force undertaken within Nagorno-Karabakh peace process under the auspices of the OSCE Minsk Group Co-Chairs.

The use of force was accompanied by atrocities perpetrated by Azerbaijani armed forces against both militaries and civilians in the most horrible manner. They replicated the massacres and ethnic cleansing committed by Azerbaijan against the Armenians of Nagorno-Karabakh in the beginning of 1990s.

This time the eminent threat of larger scale of atrocities against civilian population was prevented by the effective defense of the Nagorno-Karabakh army. The sacrifice of militaries and voluntaries became a part of continued heroic struggle of the people of Artsakh to live free and in dignity in their ancestral homeland.

The April war demonstrated once again that the right of people of Artsakh to self- determination cannot be suppressed by the use of force. The status and security of Nagorno-Karabakh stand as indispensable issues of substance in any result oriented negotiations that should guarantee the peaceful life of the people of Artsakh.

The non-use or threat of use of force, strict adherence to the ceasefire, introduction of the risk reduction and confidence building measures are essential for the creation of an environment conducive to peace.

The stalemate created by the April aggression showed that there is no alternative to the peaceful and negotiated resolution of Nagorno-Karabakh conflict under the auspices of the OSCE Minsk Group Co-Chairs

A1+: Robert Kocharyan’s advice to Armenia political opposition on day when A1+ was taken off air (video)

Before heading to Tashkent in April 2002, Armenia’s then President Robert Kocharyan was responding to the A1+reporter’s questions at the airport.

Several hours later, the National Commission on Television and Radio (NCTR)—which he had appointed—reached a decision to deprive A1+ of airtime.

But it was apparent from Kocharyan’s words that this decision was made long ago.

“It’s portrayed that the commission is shutting down the A1+ company; the commission has no such powers,” he was saying. “The A1+ company was managing the 37th frequency. It was managing [this frequency] for five years, and the term for that management has expired by law.”

In addition, he was advising A1+ to participate in the other contests for channels during the year.

“I sincerely wish that A1+ would be on air,” Kocharyan was saying, in particular.

Also on that day, Robert Kocharyan advised Armenia’s political opposition to spend money and purchase media outlets. In actual fact, the leader of the country considered it normal that a media outlet should have a “master.”

“And who says the former authorities shouldn’t participate in politics and shouldn’t have a place in the media arena?” Kocharyan stated, above all.

On April 2, 2002, and immediately after being taken off the air, A1+ informed the president of the country—and on the air—that he already has the opportunity to “fabricate” A1+.

Robert Kocharyan, however, was right in one matter: the NCTR could not shut A1+ down.

A1+ continues to work seventeen years after the being taken off the air, and it remains faithful to its principles.
