As a result of the necessary investigative and other judicial actions undertaken in the Armavir Regional Investigation Department of the RA Investigative Committee, a number of circumstances of the incident of hooliganism in the village of Zartonk in the Armavir region were revealed, and two residents of the same village were arrested.


According to preliminary data, in 2019 on April 13, at around 08:30, an argument broke out on the street between three residents of Zartonk village, Armavir region, in connection with the incident of causing physical injury to the brother of one of the participants the day before. Hearing the voices of the dispute, a group of fellow villagers demanding the resignation of the head of Zartonk community, as well as his supporters, also gathered, and a dispute arose between them. During the dispute, the parties hit each other with metal rods, stones, and hands, shouted curses, and the grandson of the community leader, born in 1990, shot three times with a “Walter M-13” 12 mm caliber shotgun at fellow villagers advancing towards their house. As a result of the incident, a number of people were injured, cars were damaged, public order was violated.


Regarding the incident, a criminal case has been initiated in the Armavir regional investigation department of the RA Criminal Investigation Department under the features of Article 258, Part 4 of the RA Criminal Code.


As a result of the necessary investigative actions, it was found that in 2019 on April 12, at around 2:10 p.m., during an inspection by the employees of the education department of the Armavir Marzpetaran at the secondary school of Zartonk community, a group of fellow villagers demanding the resignation of the community leader gathered near the school, and were prevented from entering the school yard by the school guard. Resisting the prohibition, fellow villagers quarreled with the guard, during which they hit different parts of his brother’s body, causing bodily injury.


Regarding the incident, a criminal case has been initiated in the Armavir regional investigation department of the RA Criminal Investigation Department under the features of Article 258, Part 3, Clause 1 of the RA Criminal Code.


A decision was made to combine the mentioned criminal cases and continue the preliminary investigation in one proceeding. The scene of the incident was examined, many people were questioned, face-to-face interrogations were conducted, and forensic medical examinations were appointed.


Two people were arrested on suspicion of hooliganism: the grandson of the community leader, born in 1990, and another resident of the same village, born in 1993.

The PM’s office said the consultation addressed the process of implementation of Pashinyan’s assignments given during the February 15 Cabinet meeting regarding actions boosting the economic revolution.

Officials briefed the Prime Minister on the ongoing actions, interim results and upcoming steps.

Prime Minister Pashinyan stressed that the Government’s objective is to encourage the diligent, creative and law-abiding citizen, and that the Government should work in this direction with its toolbox maximally quickly and effectively.

In terms of increasing efficiency of the work and succeeding in the economic revolution, the PM attached importance to digitization of the processes, clear defining of procedures and issued concrete tasks to officials in-charge in these directions.
