Last week, the entire Armenian people
solemnly celebrated the 100th anniversary of the formation of the First Republic. Celebrations
traditionally took place in Sardarapat, where a hundred years ago the exhausted Armenian people
found strength in himself and defeated the Turkish army in battle. But, unfortunately, how
As the Russian proverb says, there is a fly in the ointment in the ointment. Members
Republican faction in the National Assembly made a big fuss about the fact that they were not
invited to celebrate this anniversary in Sardarapat.

“May 28 – national and statewide
holiday, and I think it’s absurd not to invite leaders to the event
legislative body.” About this
 NEWS.am said the Vice Speaker,
Press Secretary of the Republican Party of Armenia Eduard Sharmazanov, commenting
that at the celebration of the 100th anniversary of the First Republic in Sardarapat there were
13 deputies were invited, of which only 3 were from the RPA. He is echoed by the deputy of the same
faction, deputy chairman of the party Armen Ashotyan. “Today’s
the holiday is not someone else’s property, a school party, family or
personal event… It’s amazing that people who consider themselves adequate
are trying to justify the failure of the National Assembly to properly participate in today’s
festive events. Unfortunately, the deliberate approach taken
contradicts both the symbol of the day and unity, and calls for love and
solidarity,” Ashotyan noted. Thus, the legislative power in
represented by the parliamentary majority for the first time publicly opposed
executive power. And this is commendable, because we are already becoming witnesses
real separation of legislative and executive powers. Parliamentary
the majority for the first time acted as a real opponent of the executive
authorities. Why did this happen only when he came to power with his
young team Nikol Pashinyan Why hasn’t this happened at least recently?
twenty years, during which the legislative power is unquestioned, not
thinking about the consequences of these steps, she made the decisions that she signed
represented by the executive branch in the person of the president? It’s worth thinking about.

When numerous constitutions were written to please

executive power represented by the Ministry of Justice headed by David Harutyunyan

The parliamentary majority voted “Yes” without question. they

Chairman of the National Assembly? Where were they when the results of the commission on the events of March 1
were released on the brakes when, as a result of the April 2016 war, we
lost about one hundred and forty military personnel and a significant part of the territories? Who’s behind it

Returning to the topic. Even if Ashotyan and Sharmazanov

with the Armenian people as ordinary citizens of the country. After all, they are representatives of this
people and “the people chose them,” as they like to say. Let him see

and apologized for the mistake. But can they afford to do such a thing?

After the collapse of the USSR, the Communist Party was not
outlawed and was not dissolved and prosecuted for
mass crimes during the Soviet period and the genocide of its multinational
people. Perhaps, if this happened, the Republican Party of Armenia
(in fact, the legal successor of the CPSU in Armenia) there would be no chance for such
heinous crimes against their people and their homeland.

AGBU Europe Marks the Centennial of the First Republic of Armenia with Musical Weekend in Brussels

AGBU Press Office
55 East 59th Street
New York, NY 10022-1112

PRESS RELEASE
Wednesday, June 6, 2018
AGBU EUROPE MARKS THE CENTENNIAL OF THE FIRST REPUBLIC OF ARMENIA WITH MUSICAL
WEEKEND IN BRUSSELS
From June 1 to 3, the city of Brussels was captivated by a multi-genre Musical
Weekend organized by the Performing Arts Department of AGBU France/Europe in
partnership with the Boghossian Foundation, the City of Brussels and the
Armenian community of Belgium.
The three-day concert was inspired by the 100th anniversary of the First
Republic of Armenia, an historical milestone in the Armenian Nation's long road
to independent statehood. "Since Armenia's rebirth in 1991, it has showcased to
the world the depth and breadth of the musical achievements of its people. This
concert series has crystalized those achievements all in one weekend," remarked
Nicolas Tavitian, the director of AGBU Europe, when noting the considerable
turnout at all three of the weekend's events.
Together with AGBU Performing Arts Department of France, AGBU Europe assembled
a roster of some of the best musicians of a generation, many whose talents were
originally cultivated in Armenia. A new AGBU string ensemble, a classical piano
trio and a jazz band played on successive nights, displaying their mastery of
their respective genres.
The entire weekend also served as a fundraiser to benefit the afterschool
programs of the AGBU Children's Centers in Yerevan Armenia. "After 25 years of
providing Armenia's youth with character-building and self-discovery programs
through arts and sports, these centers are long overdue for a major renewal-not
only to expand and upgrade interior space but also to enhance teaching
proficiencies and enrich curricula," explained Karen Papazian, back at the AGBU
Central Office in New York. As the director of Global Outreach and Development,
she pointed out that "Armenia's youth deserve to thrive in a safe and nurturing
environment. And no doubt, some of these children will grow up to follow in the
footsteps of rising stars like those who performed this weekend."
The concert series began Friday evening at the Brussels Town Hall, one of
Belgium's most magnificent Gothic buildings. Opening remarks made by officials
and dignitaries spoke to the significance of the occasion. H.E. Tatul
Margaryan, Armenia's Ambassador to Belgium, stated, "On May 28, one hundred
years ago, our nation restored its millenia-old state by declaring the birth of
the First Republic of Armenia. Although the First Republic faced numerous
challenges and was short lived, it laid the foundation for the establishment
and development of state institutions and democratic governance."
He was followed by Philippe Close, the mayor of Brussels, who referred to the
turbulent context in which the Republic of 1918 was founded, citing the fall of
the Ottoman empire, the chaos of the Russian revolution and the admission of
hundreds of thousands of genocide survivors. The mayor also highlighted the
will of the City of Brussels to collaborate with Armenian organizations to host
this important cultural event, noting that "culture is the best expression of a
people's vitality and of its presence in the world."
Stepan Mirdikian, a former chairman of the Armenian community of Belgium also
added words of inspiration. Quoting Ernest Renan, he mentioned, "What
constitutes a nation is not so much speaking the same language or belonging to
the same ethnic group, it is to have accomplished together great things in the
past and to want to accomplish more in the future."
On opening night, the AGBU String Ensemble[CE1], took to the stage to perform
under the direction of young composer Alexandr Iradyan, who conducted the very
first concert of the ensemble which interpreted the powerful and emblematic
Symphony for Strings and Timpani, by Mirzoyan along with selected works by
Komitas.
The following evening, the diverse audience of Armenians and non-Armenians
gathered at the Ceremonial Hall of the Boghossian Foundation Villa Empain for
the performance of pianist Varduhi Yeritsyan, known for her vast and diverse
repertoire. She performed along with the Brussels based brothers Hrachya
Avanesyan (violin) and Sevak Avanesyan (cello). The trio performed the works of
Shostakovich and Babajanian as well as a number of encore pieces by Komitas
following the wide public acclaim.
Sunday's performance at the same venue featured the contemporary works of
Yessaï Karapetyan Trio, a jazz ensemble led by pianist Yessai Karapetyan, a
gifted musician who performs on the most prestigious jazz stages in Europe.
Yessaï was accompanied by Sylvain Fournet-Fayas on double bass and David Paycha
on drums.
Nadia Gortzounian, the president of AGBU France, hailed the event as a
"brilliant" weekend. "I was thrilled to see such a high level of attendance at
each of our three events and I am profoundly grateful to all the immensely
talented musicians for their extraordinary performances. It was also a pleasure
to collaborate with the City of Brussels, the Armenian community of Belgium and
the Boghossian Foundation that allowed us to host our concerts in the
particularly magical setting of the Villa Empain in Brussels."
She went on to say, "It was a heartwarming and inspiring experience to see just
how far the Armenian Nation has come since the First Republic, as we contribute
to world culture through the arts."
Established in 1906, AGBU (www.agbu.org) is the world's largest non-profit
Armenian organization. Headquartered in New York City, AGBU preserves and
promotes the Armenian identity and heritage through educational, cultural and
humanitarian programs, annually touching the lives of some 500,000 Armenians

On the initiative of the RA Ministry of Education and Science and the Armenian office of the Asian Development Bank (ADB), a meeting with international partner structures in the field of education was organized today, in which Minister Arayik Harutyunyan participated. In his welcoming speech, Shane Rosenthal, director of the Armenian office of the Asian Development Bank, highlighted the importance of the meeting, stressing that a new day has dawned in Armenia, and international partners working in the field of education aim to jointly find the best ways to develop the sector. This is reported by the press service of the Ministry of Internal Affairs.

In his speech, the Minister of Education and Science Arayik Harutyunyan presented the future vision of education development for 5-10 years. “Having a dream is very important for education and any progress in general. It was this dream that allowed us to make revolutionary changes in our country. I am convinced that when there is a dream, the important half of the work is already done. We can have one of the best education systems in the world in the next 10-15 years. There are all the necessary prerequisites for that. and our traditions in the field of education, and the resources available in the Republic of Armenia today allow us to dream and talk about it,” the minister noted. In this context, Araik Harutyunyan singled out several important principle goals that should become an educational result. “For example, what final result do we expect in the field of general education? a student graduating from school should be a thinking, analyzing, free citizen. We have inherited the Soviet education system, where citizens guided by stereotypes were mostly formed. One of the stereotypes of the Soviet tradition was to evaluate the quality of education by the mechanical volume of accumulated knowledge, which is one of the obstacles to the development of our system. We want to have a free teacher, whose task is not only to transfer knowledge, but also to teach the student to learn,” the Minister of Education noted and added that in the new program of the Government, education is first of all considered a right, the implementation of which must be ensured by the state. Education should be accessible to everyone. this is the next important principle. “At the recent ministerial summit of the member states of the Bologna process held in Paris, the question of accessibility and access to education was fixed in the final communiqué. The problem of access to education is characteristic of many countries. education is not accessible to all, but to certain strata, and this is a global problem. In this regard, Armenia should implement a number of steps both in the short-term, medium-term and long-term,” the minister emphasized.

In the short term, the primary problems of the education sector, according to the minister, are two: the de-partisanship of the system and the fight against corruption. “In recent years, a vicious tradition has been formed in schools and universities, when leaders with different party affiliations have been guided by their political interests in the field, which has created an unhealthy environment. What about the fight against corruption? Over the years, various organizations have provided large loans and grants to fight corruption. And although there were no noticeable results in this regard, some of our international partners continued to provide such funds, which was surprising. I want to emphasize that we will not take any grant for the fight against corruption from any international organization, because we believe that to eliminate corruption, first of all, political will is necessary, and the new government has that will,” the minister stressed.

Among the medium-term programs, Arayik Harutyunyan singled out the transformation of the National Institute of Education, the radical reform of the teacher certification and training system, widespread access to preschool education in all communities, the introduction of an effective management model for schools with a small student body, the substantive improvement of the 12-year education system, and the provision of an effective connection between the professional education system and the labor market.

The minister emphasized that the optimization model of small schools adopted by the previous government was not effective, on the contrary, education became more inaccessible. Referring to widespread public complaints related to 12-year education, the minister emphasized that the public is convinced that in the last 3 years in the public education system, students do not receive education. “The reason is that proper level programs were not developed along with the introduction of the system. Our task is to give new content to the 12-year education system in order to dispel widespread dissatisfaction. As an approach, I emphasize that maintaining the 12-year system is very important,” said Araik Harutyunyan.

Turning to the issue of training specialists oriented to the demands of the labor market, the minister noted that there is a need for serious steps to review the list of specialties in universities. In this context, the role of quality secondary professional education is also important. “Studying at a college or university” allows you to enter the labor market in a shorter way. In many cases, people prefer to go to the university, because the college and the school do not provide quality education, but this is an extremely important field,” said the minister.

From the point of view of the correlation between the volume of state allocations in the field of science and the gross domestic product of the country, the Minister of Internal Affairs considered it a worrying issue. “It is certainly necessary to increase the funding of education and science. However, the preliminary study of the budget shows that if the available resources are correctly and purposefully distributed, it is also possible to provide an effective solution to many issues,” Arayik Harutyunyan said.

During the meeting, the minister answered the questions of representatives of international organizations, which were related to the introduction of a new model of school management councils, reforms of the university system, clarification of the provisions of the new government program and action plan. Araik Harutyunyan emphasized that he expects effective cooperation with all structures, particularly emphasizing the support in the direction of institutional changes and the creation of sustainable values.

Hovhannes Sahakyan, the head of the State Social Security Service, submitted an application for dismissal.

Sahakyan’s statement specifically states:

“During these 9 months, I was entrusted to occupy the position of the head of the state service of social security of the Armenian Autonomous Republic of Armenia, which I treated with great responsibility.

From the very first day of work, I presented my principles and approaches to the employees of the 51 regional departments and the central apparatus of the Service: the provision of dignified, high-quality and conscientious services to our grandparents.

My team and I have aimed to raise the role and name of the social worker in our society and solve a number of fundamental issues for our country.

Together with the team, we made the launch of 4 main programs a reality:
1. Ensuring the availability of services to citizens: the first and second, and henceforth also the third and next child
• to assign a one-time birth allowance,
• assign care allowance,
• to restore the right to receive care allowance,
• to resume payment of care allowance,
• as well as online applications for funeral allowances.

2. Accounting of workbooks and works to include the information in the workbooks into the database of the state pension system.

3. Subsystem for improving the procedures for recording information about the employer and calculating the length of service.

4. Updating the database of the state pension system (“Electronic pension information system”) in order to implement the functions of ensuring the payments of the military structures through the database of the state pension system.

Returning from Artsakh and summarizing the final results of the introduction of the “Electronic Pension” information system as a result of joint interaction, I decided to submit a dismissal application.

Being an extremely responsible person, I made this decision at this very moment, being sure that the process of payment of pensions for the month of June will not be delayed even one day.

I want to thank the staff of the State Social Security Service, from the junior specialist to the head of the department, from the application receiver to the head of the regional department and all those with whom I had the opportunity to work every day.

I thank you for your willingness to work together and as a team. Thanks to you, we recorded tangible results in this short period of time, and I wish the new team efficient work and new achievements.”
