Thousands Attend Homenetmen Navasartian’s Spectacular Closing Ceremony

Navasartian Honorary President Mr. and Mrs Hamlet and Greta Chraghchian are joined by Prelate Moushegh Mardirossian and 2018 Exemplary Homenetmen member Koko Balian to kick off the parade of athletes and scouts

Homenetmen Western Region’s 43rd Annual Navasartian Games came to an end on Saturday, July 7, 2018 with the traditional parade of scouts and athletes before thousands of spectators.

Official guests in attendance during the closing ceremony included His Eminence Archbishop Moushegh Mardirossian; Consul Armella Shakaryan; California State Senator Anthony Portantino; Glendale City Mayor Zareh Sinanyan and Councilmember Vrej Agajanian; Homenetmen Central Executive Member Vicken Tavitian; Regional Executive members; ARF Central Committee member Garo Ispendjian; Honorary Presidents Mr. & Mrs. Hamlet and Greta Chraghchian; Exemplary Homenetmen Member Koko Balian; representatives of sister organizations including ARS, Hamazkayin, the Western Prelacy Executive Council, and ANCA Western Region; alongside previous honorary presidents, exemplary members, and supporters. Also present was 91-year-old Homenetmen member Zakar Chorbajian, who despite his health condition, wanted to ensure that he was present during the Navasartian closing ceremony on the year of the organization’s 100th anniversary.

The field was decorated with large-scale photos of Homenetmen founders Shavarsh Krisian, Krikor Hagopian, and Hovhannes Hintlian, as well as the American, Armenian, and Homenetmen flags.

Prior to the start of the parade, the “Heqiatn e Kanchum” group presented a variety of children’s and national songs and dances, creating an enjoyable atmosphere on the field.

Official Program 
Shortly afterward, the Western Prelate, Honorary President, and Exemplary Homenetmen Member entered the field, accompanied by Regional Executive Chairperson Manuel Marselian and a group of scouts. Three individuals jumped out of a helicopter bearing the American, Armenian, and Navasartian flags. Immediately thereafter, the flag ceremony was held with participation of the Homenetmen band, which played the American, Armenian, and Homenetmen anthems.

Masters of Ceremonies Sevag Garabedian and Nora Chaparian invited spectators to observe a moment of silence in memory of departed Homenetmen members, as well as the four Homenetmen members who were martyred during the Artsakh liberation struggle.

California State Senator Anthony Portantino delivered a speech commending Homenetmen for its role in the healthy upbringing of youth, applauded the region’s new “Hrashq” program, and presented a state declaration to Chairperson Marselian.

Thereafter, Regional Executive member Sako Garabedian read a congratulatory message received from President of the Republic of Armenia Armen Sarkissian.

Chairperson Manuelian ascended to the stage and extended welcoming remarks to all guests on behalf of the Regional Executive. He stated, “I extend honor and respect to all Homenetmen members, chapters, the Navasartian Organizing Committee, parents, and everyone. Through your collective work, the Navasartian Games are the largest and most organized athletic initiative in the Diaspora.” He informed that this year is not only Homenetmen’s 100th anniversary, but also the 50th anniversary of the organization’s establishment in the Western United States. “Through the course of 50 years, we currently have 19 chapters with 6,500 members,” he stated.

He explained that, although Homenetmen comes from the past, it has a stable future with a vision aimed at educating youth to become model Armenian citizens. He cited the new “Hrashq” program for special needs youth and how this year’s Navasartian games had sporting events specifically for these youth.

Chairperson Marselian also informed about the new “Abaka/Future” Program, which is intended to bring together families comprised of young Homenetmen members.

Thereafter, the Honorary Presidents Mr. & Mrs. Hamlet and Greta Chraghchian were presented, as well as Exemplary Homenetmen Member Koko Balian. Chairperson Marselian emphasized their decades of dedication to the organization and concluded by saying, “It is thanks to those like Hamlet Chraghchian and Koko Balian that the Navasartian Games and our year-round programs can be successfully carried out and the organization flourishes. It is thanks to those like them that Homenetmen has survived for 100 years and will continue to grow in the years to come.”

Remarks were then delivered by Homenetmen Central Executive member Vicken Tavitian, who congratulated the organization’s 100th anniversary and its 50 years of work and activities in the western region. Reflecting on the secret to Homenetmen’s success, he cited two words: Continuity and Change. “Each generation continued the work of its predecessors, while at the same time initiating new work, programs, and activities through their vision,” he explained. He gave the Honorary President and Exemplary Homenetmen Member as examples, who have not only continued the work of their predecessors, but have also been guided by a new vision for the future. “Yes, it is the result of continuity and change that Homenetmen has become successful. From an honorable past to a victorious future, this would be the motto of Homenetmen’s 100th anniversary,” he stated. Tavitian concluded by explaining that the Navasartian celebrations and the entire Homenetmen family comprised of 30,000 individuals, attest to the fact that members remain faithful to the will and vision of Homenetmen’s founders, as well as to the organization’s motto of ‘Elevate Yourself and Others With You.’ “May the second century of Homenetmen be consistent with the new successes of our homeland and the organization serve as a significant part of the path to rebuilding the homeland,” he stated.

The final remarks of the official program were delivered by Archbishop Moushegh Mardirossian, who conveyed the blessings of His Holiness Catholicos Aram I and thanked God for the celebration of the 100th anniversaries of the First Republic of Armenia and Homenetmen.

The Prelate noted the parallel between the births of the First Republic and Homenetmen, emphasizing the will of our people. He stated, “The organization remains youthful through its members, executives, athletes, and supporters. It has the power to keep all those under its wings young and firmly keeps within them faith, will, dedication, and love toward the Armenian Church, the Armenian people, and Motherland.”

Archbishop Mardirossian welcomed this year’s Honorary President and Exemplary Homenetmen Member. He concluded by acknowledging athletes, scouts, and parents. “May the Navasartian parade and its victories be an honor for us all and fill our hearts and souls with pride,” stated the Prelate.

Following the Prelate’s remarks, the traditional parade began, which was led by the Homenetmen marching band. Regional Scoutmaster Sharlene Ghozalian received official permission from Chairperson Marselian to begin the parade.

“Hrashq” youth were the first to enter onto the field, accompanied by caretakers and parents. These adolescents and children filled the entire stadium with a tsunami of joy. The thousands of spectators stood in unison and welcomed the youth onto the field with great applause. Joy, innocence, and enthusiasm were gleaming through the faces of these youth as they marched onto the field.

Next onto the field were 180 scouts of Homenetmen Western Region, who will be participating in the Pan-Homenetmen Jamboree in Armenia in the coming days. The scouts stood before the honorable guests and welcomed them with a scouting greeting. The Jamboree has been organized on the occasion of Homenetmen’s 100th anniversary.

The Masters of Ceremonies introduced each chapter one by one while their respective athletes, scouts, and executives marched onto the field.

The large group of Homenetmen Glendale “Ararat” Chapter members walked onto the field and, when arriving before the honorary guests, presented a souvenir to Honorary Presidents Mr. & Mrs. Hamlet and Greta Chraghchian, given the fact that the Honorary President has served the Ararat Chapter for years.

Spectators also broke out in applause when the Los Angeles Chapter presented a souvenir to Exemplary Homenetmen Member Koko Balian, who has served in their chapter for decades.

While the band continued to play Armenian national songs, chapters continued the parade with their members, young and old, elder executives, as well as youthful scouts and athletes, many of them marching with their trophies.

Each chapter was greeted with enthusiasm by spectators and the parade lasted approximately one hour.

At the end of the parade, Varant Avanessian, a member of the youth division, sang a variety of songs, accompanied by a show of fireworks.

The Homenetmen Regional Executive held a special reception for all official guests after the parade.

The Navasartian festival continued with celebration on the grounds until midnight.

Armenia’s emergency situations ministry was notified on July 18, at 21:28, that a car crash occurred in Georgia as a result of which Russian citizens of Armenian origin were affected, the ministry reported.

The emergency situations department of Georgia’s ministry of internal affairs informed that passenger Grisha Badalyan (born in 1949) has died on the spot, whereas driver Grigori Badalyan (born in 1982) has been hospitalized. Doctors say he is in serious condition.

ARMENIAN ASSEMBLY CONGRATULATES
SMITHSONIAN FOR MOST ATTENDED FOLKLIFE FESTIVAL IN RECENT YEARS

 

WASHINGTON, D.C. – As the 2018 Smithsonian Folklife Festival
featuring “Armenia: Creating Home” concluded earlier this month, the
Armenian Assembly of America (Assembly) would like to congratulate the
Smithsonian Institution, United States Agency for International Development
(USAID), and everyone involved for ensuring a successful two-week event. The
2018 Folklife Festival showcased Armenia and its culture, art, music, food,
wine, and history through narratives, demonstrations, and workshops that
touched on many aspects of Armenian life, and was one of the most attended in
recent years. The Festival ran from June 27 to July 1 and then from July 4 to
July 8.

 

“This
year’s Folklife Festival was an unqualified success. It was truly wonderful for
a lot of reasons, not the least of which was that the ‘Armenia: Creating Home’
program really made people feel at home. We, at the Smithsonian, were able to
accomplish that because we had good, strong partners in Armenia, and also
Armenian Americans who came out, really supported the program and the
Smithsonian, engaged the participants from Armenia, and made those participants
feel comfortable and at home as well,” Smithsonian Folklife Festival
Director Sabrina Lynn Motley told the Armenian Assembly.

 

She
continued: “I kept hearing from visitors how warm and friendly the
Festival felt and how much they learned about Armenia. So many people said that
this was one of the best Folklife Festivals they experienced in years! That is
in no small part due to the coming together of people from Armenia and the
Armenian American diaspora, and sharing that sense of culture and what home
means. With the Armenian Assembly of America, we had a wonderful partner and
supporter who believed in the vision of the Folklife Festival.”

 

“In
terms of our visitorship, it was clear that we had the largest attendance that
we had in a couple of years. We conducted surveys, and results showed people
were really pleased with what they encountered at this summer’s Folklife
Festival. The Festival succeeded in sharing and exposing new cultures to people
who didn’t know Armenia, and I think Armenian Americans also learned more about
cultural life in Armenia and where the country is heading in the future,”
Motley concluded.

 

The Armenian
Assembly’s 2018 summer interns were among the guests in attendance, who were
fortunate to have had the opportunity to participate in the Terjenian-Thomas
Assembly Internship Program in Washington, D.C. during the same year that the
Smithsonian featured Armenia on the National Mall.

 

The interns
attended the narratives and talks, including “Cultural Diplomacy with Two
Ambassadors,” which featured the U.S. Ambassador to Armenia Richard Mills,
Jr. and Armenian Ambassador to the U.S. Grigor Hovhannissian discussing U.S.-Armenia
relations and the significance of cultural diplomacy today. They also
participated in the traditional dancing and enjoyed the cooking demonstrations
of the food most familiar to them, such as ghapama (stuffed pumpkin), khorovats
(barbecue), dolma (stuffed grape leaves), baklava, string cheese, gata
(Armenian pastry), kufta (ground meat kebab), sweet sujukh (dried fruit and
walnuts), and eech (bulgur salad). They especially were excited to see the
fresh lavash baked in a homemade tonir (clay oven), made in front of the
crowds.

 

This year,
Armenian Assembly summer intern Tamar Barsamian interned at the Smithsonian
Institution Center for Folklife and Cultural Heritage, where she worked on the
participant staff team of the Smithsonian Folklife Festival.

 

“Working
at the Smithsonian Folklife Festival was really touching and special to me. I
had the opportunity to introduce Armenian culture to everybody, both Armenian
and non-Armenian, who came to visit Washington, D.C. It was heartwarming to
witness Americans learning about and appreciating Armenian culture,”
stated Tamar Barsamian, a senior at Loyola University Maryland majoring in
Political Science with a Peace and Justice Studies minor.

 

“On
behalf of the Armenian Assembly and the Armenian American community, we would
like to thank everyone involved in supporting the Smithsonian Institution to
ensure a successful Folklife Festival. We want to especially thank Smithsonian
Folklife Festival Director Sabrina Lynn Motley, Director of Special Projects
Halle Butvin and the entire Smithsonian team, USAID, the United States Embassy
in Yerevan, the Armenian Embassy in Washington, the sponsors, and the many
individuals who helped make this Folklife Festival a great success,”

Prime Minister Nikol Pashinyan considers the incident in Panik village of Shirak province impermissible and provocation against Armenian-Russian relations and Armenia’s sovereignty.

“I want to clearly record that this incident is impermissible, I consider it provocation against Armenian-Russian relations and Armenia’s sovereignty. The guilty should be found and held accountable. The point is to understand with which procedure this incident should be investigated. In any case, I know that the police prepare materials and hope further process will be effective,” PM Pashinyan said at today’s Cabinet meeting.

Director of the National Security Service (NSS) Artur Vanetsyan says he is thinking over assuming the position of the President of the Football Federation of Armenia (FFA).

Before today’s cabinet meeting the NSS chief told reporters that this issue is being discussed. “We will inform about that in coming days”, he said.

Reporters asked how it turned out that FFA’s incumbent President Ruben Hayrapetyan, who stated repeatedly that he has no plans to resign, suddenly announced that he is ready to give up, the NSS chief urged them to ask this question to Hayrapetyan.

“As I know changes are being made in the Federation, its status is being clarified – it turns to NGO from the Union of Legal Entities. There are deadlines with the UEFA and FIFA after which new elections of the FFA President will be held, within September 10-15”, Artur Vanetsyan said.

Commenting on the NSS operations in businesses belonging to Hayrapetyan, the NSS Director said such operations didn’t take place. “The NSS works at all directions, regardless of the person’s position and name, if we receive concrete information on violations of law, we will launch the respective operations”, he said.

Foreign minister of Armenia Zohrab Mnatsakanyan on July 18 met with UN Secretary-General António Guterres in New York, the ministry reported.

During the meeting the UN chief said he is impressed with the recent revolution in Armenia, the changes following it, stating that the UN is ready to assist Armenia’s further development in the areas vital for the country. The Armenian FM said Armenia attaches great importance to the cooperation within the UN and reaffirmed the great interest of the new Armenian government to further enrich the joint agenda.

FM Mnatsakanyan introduced the UN chief on the recent domestic political developments in Armenia, stating that the government’s priorities are clear – to implement reforms in the fields of justice, rule of law, providing equal opportunities in social and economic spheres, fighting corruption based on the broad mandate provided by the people, as well as on all other directions that are based on the government’s program and activity.

In the context of ongoing steps aimed at organizing snap elections, minister Mnatsakanyan highlighted the Armenian leadership’s readiness to closely cooperate with the international partners, including the UNDP for properly organizing the elections. António Guterres reaffirmed that Armenia can rely on the UN experience and support in this sense.

The officials also exchanged views on the preparation works of the upcoming 17th La Francophonie summit in Armenia.

Coming to the settlement of the Nagorno Karabakh conflict, the foreign minister reaffirmed Armenia’s commitment to the exclusively peaceful settlement of the conflict under the auspices of the OSCE Minsk Group Co-Chairmanship, stating that Artsakh’s status and security are the priorities of the negotiation process for the Armenian side.

In order to promote the negotiation process, minister Mnatsakanyan attached importance to the formation of atmosphere contributing to peace, steady maintenance of ceasefire and refusal from aggressive rhetoric.

The UN chief and the Armenian FM also discussed issues relating to Armenia’s cooperation within the UN, touched upon the joint steps aimed at further deepening and expanding it.

Former Mayor of Yerevan to be invited to NSS soon – Artur Vanetsyan

The checks in the Yerevan Foundation reach to the end, Artur Vanetsyan – Director of the National Security Service (NSS), told reporters in the government.

Talking about inviting former Mayor of Yerevan Taron Margaryan to the NSS, Vanetsyan stated: “At this stage Taron Margaryan has not yet been invited to the NSS investigative department, but he will be invited soon”.

The NSS chief stated that no businesses registered under Taron Margaryan’s name have been discovered.

NSS chief vows new sensational discoveries on illicit enrichment cases

There are large amounts of materials about the officials illegally enriched on the table of the National Security Service, NSS Director Artur Vanetsyan told reporters.

Asked whether these officials are from the circles of the Republican Party of Armenia (RPA), the NSS chief said: “There can be people both from the RPA and other circles”. He didn’t mention names, but stated that people will be informed about sensational cases.

In response to the question whether the NSS has somehow failed in its actions, meaning that in the recent period wanted people managed to leave the country, the NSS Director said: “The NSS didn’t fail in its operations, anyone who is not charged, has no status within the frames of the criminal case, is free to move”.

Artur Vanetsyan also informed that not only their structure, but also the whole law enforcement system deal with the cases of wanted persons.

Pashinian Blasts Unannounced Russian Drill (UPDATED)

Armenia - Prime Minister Nikol Pashinian holds a cabinet meeting in Yerevan, 19

Prime Minister Nikol Pashinian on Thursday strongly condemned Russian troops 
stationed in Armenia for holding an apparently unannounced military exercise 
that caused panic in an Armenian village.
“That was an inadmissible incident,” Pashinian said at a weekly cabinet meeting 
in Yerevan. “I regard that as a provocation against friendly Russian-Armenian 
relations and a provocation against Armenia’s sovereignty. I think that the 
guilty individuals must be held accountable.”
Amateur video posted on social media showed chaotic scenes in Panik, a village 
in the northwestern Shirak province, on Tuesday, with local resident terrified 
by the sound of gunfire and explosions. Some of them angrily confronted Russian 
soldiers training very close to village houses, demanding explanations.
The soldiers stopped the exercise as a result. They are part of a Russian 
military base headquartered in the nearby city of Gyumri.
The commander of the base, Colonel Vladimir Yelkanov, and his deputy Alexey 
Polyukhovich apologized for the incident on Wednesday at separate emergency 
meetings held with Armenian Defense Minister Davit Tonoyan and Shirak’s 
governor respectively. They said that the Russian military launched an internal 
inquiry.
Pashinian said that Armenian authorities must also investigate the incident. “I 
am told that the police are preparing materials [for a probe,]” he told 
ministers.
Panik is located very close to one of the two shooting grounds used by the 
Russian base. Local residents say that the scandalous drill was held within the 
administrative boundaries of the village.
Pashinian’s strong reaction was criticized as disproportionate by Armen 
Ashotian, the chairman of the Armenian parliament committee on foreign 
relations and a senior member of the former ruling Republican Party (HHK).
“Any infringement of Armenia’s sovereignty is undoubtedly unacceptable,” 
Ashotian wrote on Facebook. “But this incident did not constitute one.”
“It is not comprehensible what Prime Minister Nikol Pashinian’s sharp 
assessment given at the government meeting was aimed at, considering the 
apologies and regrets that were voiced by the Russian military base yesterday,” 
he said.
Warning of serious damage to Russian-Armenian relations, Ashotian added that 
Yerevan should now scramble to “freeze this dangerous process through 
diplomatic channels.”
Armenian Security Chief Eyes Top Football Role

The chief of Armenia’s most powerful security service, Artur Vanetsian, 
admitted on Thursday his desire to also run the national Football Federation 
(FFA) currently headed by a reputedly violent businessman.
“I love football,” Vanetsian told reporters. “I have no final decision on 
taking up the post of federation chairman but won’t make secret of having such 
a desire and thinking in that direction.”
“I am ready to run [for the post of FFA chairman,]” said the recently appointed 
director of the National Security Service (NSS), the former Armenian branch of 
the Soviet KGB. “Time will tell whether or not I will get elected.”
The FFA has been managed by Ruben Hayrapetian, a wealthy businessman linked to 
Armenia’s former government, for the last 16 years. The 55-year-old better 
known as “Nemets Rubo” has long been dogged by controversy resulting from his 
reportedly violent conduct. As recently as in August 2015, he avoided 
prosecution despite admitting that he beat up another entrepreneur.
In 2012, Hayrapetian was forced to step down as parliament deputy representing 
the ruling Republican Party of Armenia (HHK) following a brutal attack on 
several army medics who dined at a Yerevan restaurant owned by his family. One 
of them died while two others were seriously injured after arguing with men 
working for Hayrapetian.

In recent years, Hayrapetian has faced growing calls to resign from angry fans 
holding him responsible for the poor performance of the national football team. 
The pressure on him grew further following mass protests that led to the 
resignation of Armenia’s longtime leader, Serzh Sarkisian, in April.
Hayrapetian continued to publicly refuse to quit until this week. He said on 
Tuesday that he will step aside if Vanetsian is nominated as a candidate in the 
next election of FFA chairman slated for September.
Vanetsian, 38, insisted that the NSS has not raided any businesses owned by 
Hayrapetian in recent weeks. Nor has it threatened to conduct such audits if 
the embattled FFA chairman refuses to step down, he said.
Prime Minister Nikol Pashinian, who harshly criticized Hayrapetian when he 
launched the street protests in April, spoke of “inevitable changes” in 
Armenian football on Sunday. Earlier this month, Pashinian made a point of 
watching together with Vanetsian a football game in Yerevan between retired 
European and South American soccer stars.
Iran-Armenia Rail Link Still Long Way Off, Says Minister

An expensive railway connecting Armenia to neighboring Iran will not be 
constructed anytime soon, Transport and Communications Minister Ashot Hakobian 
acknowledged on Thursday.
The Armenian and Iranian governments have discussed the extremely ambitious 
project since the early 2000s. Shortly after taking office in 2008, then 
President Serzh Sarkisian announced that work on the rail link will get 
underway in the next few years.
However, his administration failed to attract an estimated $3.5 billion needed 
for building the 305-kilometer-long Armenian section of the railway that would 
mainly pass through the mountainous Syunik province. In January 2017, it 
decided to dissolve a state-owned company that was supposed to oversee the 
planned construction.
According to Hakobian, the project is not a top priority for Armenia’s new 
government because of its very high cost exceeding the entire Armenian state 
budget for this year.
“As things stand now, that idea is just a goal, there is no [concrete] 
project,” the minister told RFE/RL’s Armenian service (Azatutyun.am). “There 
have been studies showing that the construction of that railway would cost a 
lot of money. Therefore, it’s not part of our short-term plans at the moment.”
“The idea is good and, depending on the country’s development, if we can afford 
it in the future we could go for it,” he said. “But it is not topical now.”
According to official Armenian statistics, Armenian-Iranian trade stood at a 
modest $263 million last year. Iran also serves as a transit route for 
Armenia’s much greater trade with China.
Yerevan Hospital Accused Of Fraud

Health Minister Arsen Torosian on Thursday accused a hospital in Yerevan run by 
a relative of former President Serzh Sarkisian of engaging in fraudulent 
practices that cost the state at least 300 million drams ($620,000).
Torosian said an audit of the Surb Grigor Lusavorich Medical Center conducted 
by his ministry found that its management embezzled government funds allocated 
for free examinations and treatment of civil servants.
“The bulk of the violations had to do with sums charged for patients who were 
actually not treated,” he told reporters. “Patients were not hospitalized, did 
not receive medical aid but the state was still charged [by the hospital.] As 
of now, 300 million drams worth of such cases have already been detected.”
Torosian said the Ministry of Health has already asked prosecutors to look into 
the allegations and decide whether they warrant a criminal investigation.
A statement released on behalf of the Surb Grigor Lusavorich Medical Center 
staff last week voiced support for the hospital’s longtime executive director, 
Ara Minasian. It accused the Ministry of Health of waging a “political 
campaign” against Minasian.
The hospital chief is the father of Mikael Minasian, Sarkisian’s son-in-law 
serving as Armenia’s ambassador to the Vatican. Minasian enjoyed considerable 
political and economic influence in Armenia until nationwide mass protests 
brought down Sarkisian in late April.
Torosian pledged last month to crack down on the “healthcare oligarchy that has 
misused millions” of dollars. He said on Thursday that he has ordered ministry 
officials to also inspect other Armenian hospitals. The minister suggested that 
they too committed financial irregularities.

For “Zhamanak,” U.S. Ambassador Richard Mills’s Wednesday remark that it is 
still too early to expect a major increase in U.S. investments in Armenia means 
that Washington has trouble making sense of the new Armenian government’s 
economic policies. “Many experts also speak about the ambiguity of those 
policies,” writes the paper. “Having said that, it is objectively very hard to 
expedite a quick transition from a highly corrupt system to a qualitatively 
different economic model until the key mechanisms of that system are 
neutralized.”
Ryszard Czarnecki, a senior member of the European Parliament, tells “168 Zham” 
that European Union Ambassador to Armenia Piotr Switalski came up with good 
counterarguments against Prime Minister Nikol Pashinian’s criticism of the EU. 
He says that EU cannot give Yerevan more additional aid “without knowing this 
government’s ambitions.” Czarnecki welcomes the announcement that Pashinian’s 
government will soon propose concrete projects which it believes require EU 
funding.
Commenting on Pashinian’s criticism of the EU, “Aravot” says that his diehard 
supporters in Armenia must realize that he is no longer a parliament deputy or 
a journalist who can always speak his mind. “He is the country’s number one 
leader who implements its foreign policy vis-à-vis his foreign partners,” 
editorializes the paper. “The priorities of that policy have to be clearly 
formulated. And no matter how popular he is at home, the prime minister cannot 
answer all questions only through his intuition.”
“Haykakan Zhamanak” says that unlike other state institutions Armenia’s courts 
have been largely unaffected by the recent “velvet revolution.” “The only thing 
that has changed there is that the judicial system no longer receives 
instructions from the presidential palace and has to act independently,” writes 
the paper. “That is certainly a necessary but not sufficient condition for 
having a normal judicial system.”
