FILIPINO fight fans are lavishing rock star treatment on Australian
boxer Vic Darchinyan in the lead-up to his world super flyweight
title eliminator against local hero Z Gorres on Saturday.

An amazed Darchinyan said he was getting far more recognition in Cebu
City than in his adopted home of Sydney.

Before he lost his IBF and IBO flyweight world titles to Nonito
Donaire last July, the Armenian-born slugger had defeated three
Filipino fighters and joked last week he might be public enemy No. 1
in the Philippines.

"I can’t believe how they are treating me very well, they are very
good," Darchinyan said.

"They are recognising me here much more than in Australia."

Darchinyan’s manager Elias Nasser said his fighter had been in huge
demand for autographs and photos.

"He’s like a rock star. It’s unbelievable, he gets stopped every step
he takes," Nasser said.

"I’m very fit, I’m sharp, my speed is very good, I’m very strong,
I feel great, I’m ready for everything," Darchinyan said.

"Vic is absolutely and unbelievably hungry, I truly think that he
will stop Gorres," Nasser said.

Darchinyan completed his sparring last Monday in a light session with
his stablemate Hussein Hussein, who will challenge Donaire in Dubai
on April 4.

Donaire will be at Saturday’s promotion, which also features unbeaten
Australia junior lightweight champion William Kickett in a contest
against Filipino Romeo Jakosalem.

Observers from the Organization for Security and Cooperation in
Europe criticized Armenia’s leading broadcasters on Wednesday for
what they described as a tendentious coverage of the presidential
election campaign favoring Prime Minister Serzh Sarkisian.

They said most major local TV channels provided disproportionate
amounts of airtime to Sarkisian and showed strong bias against one
of his eight challengers, former President Levon Ter-Petrosian, in
the week preceding the official start of campaigning for the February
19 election.

The criticism was contained in the first interim report issued by
the election observation mission deployed by the OSCE’s Warsaw-based
Office for Democratic Institutions and Human Rights (ODIHR).

"During the monitoring period before the start of the official
campaign (11-20 January), most of the broadcast media including public
television demonstrated a clear imbalance in their coverage of the
prospective candidates," read the report.

"The amount of time received by Mr. Sarkisian, on privately owned
H2, Kentron, Shant and Armenia TV, even taking into account the
execution of his official duties, exceeded what could be reasonably
considered appropriate," it said, referring to the country’s four
largest private networks.

"The other eight candidates received some coverage on most of the
TV stations monitored," added the OSCE/ODIHR mission. "However,
in contrast to the almost exclusively positive or neutral coverage
afforded to Serzh Sarkisian, Levon Ter-Petrosian was regularly
portrayed in a negative light."

The report echoed the findings of similar monitoring conducted by the
Yerevan Press Club, a local media freedom watchdog, in recent months.

The YPS has faulted the government-controlled electronic media for
aggressively promoting Sarkisian’s presidential bid and showing
"unprecedented" bias against Ter-Petrosian. The broadcasters have
dismissed the criticism.

The OSCE observers said the state-run Armenian Public Radio was "more
balanced" than the TV channels in its coverage of the presidential
race. They also noted that daily Armenian-language news programs of
RFE/RL "included greater diversity in their coverage of the nominees,
including presenting Serzh Sarkisian and Levon Ter-Petrosian in
positive, negative and neutral tones."

YEREVAN, January 30. /ARKA/. On January 31, 2007, the total assets of
Armenia’s banking system amounted to 764,389.9mln AMD – a 239,872.5mln
AMD or 45.67% increase during the year 2007. A 15.5% increase in
the total assets of Armenia’s banking system was recorded in the 4th
quarter of 2007.

According to a review of Armenian banks’ activities for the 4th quarter
of 2007 prepared by the Central Bank of Armenia (CBA), cash in banks
increased by 8,521.1mln AMD or 27.9% during the 4th quarter and totaled
39,091.5mln AMD. Funds on the banks’ correspondent accounts decreased
by 4,148.9mln or 9.2%, to 40,824.4mln AMD.

During the period under review, claims on the CBA increased by
13,678.7mln AMD or by 22.1% and reached 75,476.7mln AMD. Claims on
other banks and financial organizations increased by 20.5% and reached
32,556.1mln AMD.

In 2007, in the banks’ total assets, investments in government
securities increased by 18,566.7mln AMD or by 19.8% compared to the
beginning of the year. On January 31, 2007, they totaled 112,190.2mln
AMD.

A considerable increase in the volume of crediting of individuals
and legal entities was recorded in 2007. Specifically, the volume
of individual credits increased by 97,282.8mln AMD or by 89.3% and
reached 206.3mln AMD.

The crediting of bank-related persons and bank staffers increased
by 64% and totaled 10,051.9mln AMD on December 31, 2007. Crediting
of legal entities increased by 77,873.5mln AMD or by 68% and totaled
192.4mln AMD.

During the 4th quarter of 2007, the volume of leasing and factoring
operations increased by 97.3% and reached 7,928.4mln AMD. Investments
in other securities increased 2.2 times and reached 2,705.5mln AMD.

On December 31, 2007, the Armenian banks’ fixed assets amounted to
42,437.1mln AMD – a 38.3% increase during the year. The interests
receivable totaled 4,577.6mln AMD, other assets 5,559.3mln AMD. The
reserve fro probable losses from assets reached 7,688.7mln AMD against
4,562.1mln AMD early in 2007.

An ARKA-made analysis shows that the following five banks have the
largest assets: HSBC Bank Armenia (104.5bln AMD), Ardshininvestbank
(93.8bln AMD), ACBA Credit Agricole Bank (80.3bln AMD), Bank VTB
Armenia and Conversebank (58.7bln AMD each). On December 31, 2007,
twenty-two banks and 347 branches were operating in Armenia. Last
December, the CBA issued a banking license to a new bank,
ProCreditBank. ($1 – 306.87 AMD).

A MEMORIAL stone commemorating an estimated one-and-a-half million Armenians
massacred by Ottoman Turks in 1915 was desecrated in Cardiff at the weekend.
Organisers of a National Holocaust Day event discovered yesterday morning the
slate cross on the monument by the Temple of Peace in Cathays Park had been
smashed with a hammer.
Many Turks object to the description of the 1915 massacres as a holocaust,
and yesterday a single Turkish heckler with a megaphone sought to drown out
prayers and speeches at the desecrated monument attended by members of Wales’
small Armenian community.

The monthly benefit the government pays to children of sole mothers
remains 5000 drams. The benefit for sole mothers is as much. We have
learned from the ministry of social security that the benefits will
not increase in 2008.

The benefit for disabled children under 18 years has increased from
7000 to 8500 drams. Children who have lost one of their parents will
get 10 thousand instead of 5 thousand. Parentless children will get
20 thousand instead of 10 thousand drams.

The benefit for children of families which have four and more children
has gone up from 4500 to 5500 drams.

The children of disabled people of the 1st and 2nd degree used to
get 4500 drams. From this year the children of disabled people of
1st degree will get 9000 drams, 2nd degree 5500 drams.

Mothers having children under 2 will get 4500 drams, children under
1 year will get 6000 drams instead of 4500 drams.

As the echoes of Tuesday’s extensive police operation against a
shadowy group, referred to by some as the "deep state" continues,
Turkey is once again haunted with memories of assassinations, bombings
and mass provocations of the distant and not-so-distant past.

Some 33 people, among them former generals, lawyers, two "mafia"
leaders, rank-and-file soldiers and even a journalist have been
apprehended in a nationwide operation that Prime Minister Recep
Tayyip Erdoðan blessed with the words "The government is working"
Tuesday. The state has imposed a ban on press reports on the issue,
but yesterday nearly all newspapers’ headlines were full of disturbing
details about the operation against the gang known as "Ergenekon."

Those under custody may be accused of plotting to assassinate senior
figures such as Leyla Zana and Ahmet Turk, two prominent pro-Kurdish
politicians, and novelist Orhan Pamuk, according to media reports.

Provocations:

It is also suspected that they are linked with various provocations,
including three bomb attacks against the daily newspaper Cumhuriyet in
May 2006, the assassinations of Turkish-Armenian journalist Hrant
Dink last January and nationalist writer Necip Hablemitoðlu on
Dec. 18, 2002.

The name "Ergenekon" implies an ideological link to the Turkish
far-right, as in Turkic genesis mythology, it is believed that a
gray wolf showed the Turks the way out of their legendary homeland
"Ergenekon." Turkish ultranationalists have used the name "Grey Wolf"
for decades.

Nevertheless, those under police custody have a different profile than
an ordinary "ultra nationalist on the street." The most prominent
name is Retired Brig. General Veli Kucuk, whose name hovered over
many political scandals – but remained virtually untouchable, since
a groundbreaking traffic accident in Nov. 3, 1996, dubbed as the
"Susurluk scandal."

The scandal broke out when the identities of four people in a
Mercedes were revealed after an accident in Susurluk, approximately
400 kilometers southwest of Istanbul. The three dead were Huseyin
Kocadað, a former deputy chief of Istanbul police, Abdullah Catlý, an
ultra nationalist convicted of the massacre in which seven students
were murdered brutally in Ankara in 1978 and his girlfriend. Sedat
Edip Bucak, the Þanlýurfa deputy from the True Path Party (DYP) and
a local leader of a practically private "army" of village guards used
by the state against the Kurdistan Workers’ Party (PKK), was wounded.

The scandal kept the public awake for months, revealing shadowy
relations between various powers within the state apparatus and
ultra nationalists. For some, the accident revealed the tip of the
"deep state" in Turkey.

Defending the ‘official line’:

Veli Kucuk is the alleged founder of JÝTEM (Gendarmerie Intelligence),
whose existence was denied by governments for years.

Others in custody are no less interesting than him: Lawyer Kemal
Kerincsiz, who came in the spotlight as one of the leaders of protests
in front of Turkish courts against prominent writers and intellectuals
such as Orhan Pamuk and Hrant Dink, is one of them.

Kerincsiz is known to be a staunch supporter of the infamous Article
301 of the Turkish Penal Code, and he has, on various occasions,
accused those who spoke against the "official line" in issues such
as the Kurdish problem or the alleged Armenian genocide of "treason."

Three other detaines are Guler Komurcu, a columnist at Akþam daily,
Fikri Karadað, the President of the "Kuvayi Milliye" (National Forces)
Association, Ali Yasak and Sami Hoþtan, two alleged "mafia" leaders,
and Fuat Turgut, lawyer of Yasin Hayal, the alleged instigator of
the murder of Dink.

Another figure that press reports linked to those is Retired Captain
Muzaffer Tekin, who is accused of instigating Alparslan Aslan into
storming the Council of State on May 17, 2006 and killing one top
judge. Tekin was arrested last year, after a police raid in Umraniye
that unveiled 27 hand grenades in a slum house.

Seeking money for murder:

The shadowy organization was seeking YTL 2 million (approximately $1.7
million) to assassinate renowned novelist Orhan Pamuk, according to
yesterday’s Hurriyet daily. The paper said telephone conversations
of the suspects had been wiretapped for the last eight months.

Another allegation is that an associate of those under custody was
planning to murder a retired colonel, according to Hurriyet.

Meanwhile, daily Radikal focused on the "Ergenekon" organization
itself. According to the paper, members believe they are the "real
defenders" of the Turkish Republic, and are intent on doing everything
possible to "pacify or even liquidate internal enemies."

The organization consists of four "command posts" and two "civilian
presidencies" directly accountable to one "president." The "civilian
leaders" are responsible of "organizing civilian elements" in the
society, while former officers and former intelligence officials are
the "backbone" of the whole organization, Radikal wrote.

Core within a core:

According to documents confiscated last year, civilians constitute
an "inner organization" within "Ergenekon." This "core" is named as
"Lobby" and is led by five civilians, who are in contact with the
rest of the group through two "appointees."

The documents claim that the "Lobby" aims to create a "counter-force"
against "foreign non-governmental organizations operating in Turkey."

Another function of the "Lobby" is, according to Radikal, "influencing
trade unions," while also gaining economic power through commercial
companies.

Speaking to the "Haber 7" Web site, former police chief Bulent
Orakoðlu said the "final aim" of the operation is to destroy "Turkish
Gladio," resuscitating an old debate. "In many countries, operations
against Gladio were launched and these relics of the Cold War were
destroyed," Orakoðlu, a former police intelligence chief, said. "But
such an operation had not been launched in Turkey. Now I am under
the impression that Turkey has taken this step."

"I think that the operation has some sort of preventive quality,"
Orakoðlu continued, strengthening allegations that the group was
about to unleash a high-profile assassination.

Gladio, meaning "Sword" in Italian, was a code name given to a
clandestine NATO operation in Italy during the Cold War, allegedly
aiming to counter a "Soviet invasion" of Western Europe. However,
the name passed to obscurity, as it was unveiled that all NATO
members had created similar clandestine organizations, under alleged
CIA supervision.

The suspects will be taken to court today.

YEREVAN, JANUARY 24, NOYAN TAPAN. In total, 6928 representatives
of 14 local NGOs and 4 international organizations, OSCE/ODIHR,
OSCE Parliamentary Assembly, CIS Executive Committee, and the
Interparliamentary Assembly have been accredited in RA Central
Electoral Commission (CEC) as of January 23 for the purpose of
carrying out an observation mission in the February 19 presidential
elections. NT correspondent was informed about it by Tatev Ohanian,
the CEC Spokesperson.

Six out of the 14 local organizations have been accredited in the
last 21 days. They are Syunik Civil Society Development Center
(80 observers), Youth Scientific-Cultural Center (43 observers),
Association of Women with University Education (206 observers),
Apaven (210 observers), Unison (13 observers), Helsinki Committee of
Armenia (153 observers). The deadline of observers’ accreditation is
February 9.

Azerbaijani side will hand over soldier of Armenian Army Asaturyan
Ambarsum Mnakovich to Armenia on January 25, APA reports quoting

Armenian Defense Ministry said that the captive will be handed over
to Armenia in the contact frontline of troops, Gazakh-Ijevan region,
Azerbaijan-Armenia border at 13.00 tomorrow.

23-year old Armavik resident of Armenia, soldier of Armenian Armed
Forces Asaturyan Ambarsum Mnakovich who was drafted on May 17, 2007 was
captured on August 4, 2007. Asaturyan linked it with arbitrariness in
Armenian Army. Captive appealed to his mother who lives in Russia not
long ago and asked to help him for visiting his mother. Ashaturyan
wrote in his letter that officers hurt soldiers in Armenian Army,
they beat and torture them.

Chairman of the Parliamentary Assembly of the Council of Europe (PACE),
Rene van der Linden, believes that the upcoming presidential elections
in Armenia and Azerbaijan will help to settle the Nagorno-Karabakh
conflict.

"I hope that the presidential elections in both countries will be
a new effort to resolve the conflict once and for all and forever,"
Rene van der Linden said during his interview with Trend.

The presidential elections in Armenia have been fixed for February
and in Azerbaijan for October. On the eve of the elections, the
international mediators are making efforts to strengthen the talks
to settle the Azerbaijani-Armenian conflict, fearing that replacing
the leaders may bring the agreements reached to a gridlock.

"I was optimistic, visiting the region two years ago because talks
and meetings were held between the Presidents of the two countries,"
Linden said. "This steady resolve should exist again in settling the
conflict. It is very important for the settlement of the conflict
which is a serious threat for the whole region," he said.

Speaking of his visit to the region in July 2007, Linden said that that
he was not optimist with regards to the negotiation process. "I want to
believe for the change of the situation for the passed period, Indeed,
it is very important that both sides demonstrate a will to resolve this
conflict via talks. Using other methods, including forceful methods,
is unacceptable," the ex-President of PACE said.

Answering the question whether recognizing Kosovo’s independence will
adversely affect the ‘frozen conflicts’, including the Nagorno-Karabakh
conflict, Linden said: "I do not know, but from experience, I can
say that even if Kosovo becomes independent, I do not believe in the
settlement of these problems".

According to him, the issue of Kosovo has been included in the agenda
of the PACE’s winter session and intricate discussions are being
expected on this issue.

The conflict between the two South Caucasus countries appeared in 1988
due to Armenian territorial claims against Azerbaijan. Armenia has
occupied 20% of the Azerbaijani lands including the Nagorno-Karabakh
region and its seven surrounding districts. Since 1992 to the present
time, these territories have been under Armenian occupation. In 1994,
Azerbaijan and Armenia signed a cease-fire agreement at which time
the active hostilities ended. The Co-Chairs of the OSCE Minsk Group
( Russia, France and USA) are holding peaceful negotiations.
