STEPANAKERT, DECEMBER 15, ARMENPRESS: The scheduled-for-December
15 the monitoring of the south-east section of the Nagorno Karabakh
and Azerbaijani armed forces’ contact-line to be implemented by the
OSCE Mission was stopped, due to a single submachine gun shot towards
the group implementing the monitoring from the positions of the NKR
Defense Army.

NKR MFA Press Service told Armenpress that the incident was caused
by the fact that the Azerbaijani party hadn’t led the OSCE observers
to its borderline, thus violating the earlier achieved arrangement.

The shot was fixed by the monitoring group members – the OSCE Office
Coordinator, Lieutenant-Colonel Imre Palatinus (Hungary), Field
Assistants of the OSCE Chairman-in-Office’s Personal Representative
Irge Aberle (Czechia) and Vladimir Tchountoulov (Bulgaria) who decided
to stop the monitoring, for security purposes.

Yerevan (Yerkir) – Vahan Hovhannisyan, the leader of the ARF faction
in parliament and a member of the ARF Bureau, has said there are
several variants to fail the Armenian-Turkish protocols.

He told a news conference on December 14 that pressure on Armenia
continues, and US Secretary of State Hillary Cinton’s reaction to
Armenian President Serzh Sargsyan’s statement is an example of such
pressure.

Hovhannisyan, presenting his variants for derailing the protocols,
said: "We can declare that Turkey is violating the agreements. We can
do as the Turkish prime minister did when he said that the Turkish
government cannot pressure the parliament to ratify the protocols. And
I am sure in case of a free vote, the Armenian parliament would not
ratify the protocols."

Hovhannisyan added that other options are also possible, such as
amending the protocols without withdrawing from the negotiations,
and if Turkey fails to agree with the amendments, the talks would
start from the very beginning.

Hovhannisyan also said that even if the Armenian leadership withdraws
from the talks, the ARF would not return to the ruling coalition. "One
thing we saw is that our authorities are capable of making decisions
without prior consultations," Hovhannisyan said referring to the
secret talks with Turkey. He added that until this style is reviewed
there will be no return to the coalition.

He also said that the ARF will continue fighting against the protocols,
and a rally will be held on January 12, 2010 when the Armenian
Constitutional Court is scheduled to consider their constitutionality.

"Orange Armenia" company presents new suggestions. The marketing
director of the company Aram Lazarian said today at the meeting with
the reporters that two "Orange" subscribers may communicate with each
other free of charge during the whole 2010. By January 31, selecting
a holiday package starting with the same 055 and 095 codes or by just
connecting each other two "Orange" numbers, the subscribers will each
month get 500 free minutes for speaking with each other. Besides,
any charged sum from December 15 to January 31 will be doubled.

"Orange Armenia" company is also intending New Year events for
children. During the holidays with the support of the company in
Vayots Dzor the "Equal Development" non-governmental organization
will implement "Kind Santa Claus" program.

A. Lazarian said that more than 3000 children will be involved in
the program and get presents from Santa Claus. "First we will try
to select vulnerable children. Children from about 19 settlements of
the province will be involved," A. Lazarian said.

Arminfo’s Farewell Interview with the IMF Resident Representative to
Armenia, Nienke Oomes

The mission of Nienke Oomes in Armenia will finish soon. She will leave
Armenia by the end of 2009, and will celebrate New Year with her family
in Holland. After that, she will return to the United States and work
at IMF headquarters in Washington DC as deputy head of the division
that is in charge of Armenia, Georgia, Azerbaijan and Turkmenistan.

Mrs. Oomes, what is the last IMF projection of the 2009 annual GDP
decline in Armenia, as it seems to have been revised several times?

We actually have not revised our projection of a 15.6% drop in GDP
in 2009 since September. While earlier this may have been reported
as a 15% or 15.5% percent decline, our projection has not changed
since September.

Does the IMF agree with the authorities’ growth projection for
next year?

Yes, we expect that growth will resume next year. Since September,
we have projected that GPD will grow by 1.2% in 2010. In the last few
months we have already noticed positive trends in the economy. For
example, starting from August, seasonally adjusted monthly GDP growth
has been positive. Thus, the economy has already started to recover
and we believe that the worst is behind us.

What is the IMF assessment of the tax reforms implemented in 2009,
in particular, the introduction of tax representatives in large
companies? Don’t you think that this step could lead to additional
corruption risks given that the tax administration authority will be
in the hands of a single tax inspector and it could be possible to
bribe him?

Carrying out tax reforms during a crisis is of course difficult.

However, in 2009, a number of serious tax administration reforms were
implemented in Armenia. Many of them were part of IMF conditionality
and were supported by IMF technical assistance. As an example, I can
mention the provision of timely VAT refunds to exporters. We have
already observed some progress this year, as the number of late VAT
refunds has been substantially reduced. Under the new legislative
amendments, the government will have to pay interest on late VAT
refunds starting from 2010. We think that is a serious achievement,
because timely VAT refunds are extremely important for the efficiency
of businesses. In addition, tax credits have been reduced. Previously,
tax authorities often asked taxpayers for advance payments against
future tax liabilities. During this year, this practice has diminished.

Is this issue settled by law or did the tax authorities simply decide
to give up the practice of asking for advance tax payments?

This was a government decision that was in accordance with IMF
conditionality. As for the decision to install tax representatives in
large companies, we certainly hope that this will be an effective
measure, but unfortunately, the experience of other countries
shows that it could lead to higher corruption. We believe that the
government took this step with the sincere intention to increase
revenue collection from the large taxpayers. However, it is very
difficult to get large taxpayers to pay as much taxes as they should.

Theoretically, a tax representative can improve tax collection, but
in practice, it will be very difficult for him or her to monitor
everything that happens inside a company; moreover, he can be
cheated or colluded. International experience shows that the lower
the human factor and the fewer physical contacts with tax inspectors,
the higher the risks that someone will ask or offer something that
will make others close they eyes .

What you say now is quite correct, and our authorities have been
expressing the same approaches, however in fact they just did the
opposite. It is interesting to know whether the IMF recommended
the authorities to introduce the institute of tax representatives,
or objected against it or whether both sides came to a compromise?

No, the IMF did not recommend this. In fact, we adviced against it.

We know that the IMF provided a Stand-By Arrangement of around $822
million to the Government and the CBA. Is this amount sufficient
for support the CBA’s international reserves and for ensuring the
sustainability of the exchange rate in 2010?

Out of this amount, we actually allocated around $300 million to the
government for budget support. The government has already received
around $150 million in 2009 and will probably receive equal amount
in 2010, provided that it complies with the IMF conditionality. The
rest of the loan, which is around $522 million, will go to the
Central Bank. This should definitely be sufficient for supporting its
international reserves. Until now, the IMF has already disbursed $480
million, of which $150 million to the government and $330 million to
the CBA. The CBA may receive another $200 million by June 2011.

I would like to stress that these resources are provided to the CBA
not for supporting any particular exchange rate, but for smoothing
sharp short-term exchange rate fluctuations. The CBA should not
resist exchange rate changes if there are objective depreciation or
appreciation trends.

What is the IMF projection for 2010 inflation?

Several months ago our forecast for end-2009 inflation on a
year-on-year basis was 5.2 %. Now, it seems that this may have been a
bit optimistic. We hope that inflation will stay within the inflation
target range of 4% ±1.5%, but there is a risk that it can exceed 5.5%.

What could be the impact of inflation on interest rates?

Usually, inflation leads to higher nominal interest rates. Interest
rates have already been notably reduced, resulting in a significant
growth of banking sector liquidity. At present, banks have sufficient
liquidity and capital to provide loans. We expect that, due to the
economic recovery, banks will increase the level of lending. At the
same time, we think that it is still early to raise interest rates. We
therefore approve last week’s CBA decision to keep the repo rate at 5%.

You said that in 2010 banks will provide more loans. Does it relate
to SMEs only?

As the economy recovers, lending to all sectors should grow. During the
crisis, profits of banks have fallen. Furthermore, several profitable
banks incurred losses after the sharp depreciation of the dram in
March. However, compared to other countries, the Armenian banking
system has successfully withstood the crisis.

How does the IMF assess monetary policy conducted in Armenia? Do you
still think that this policy should be tightened?

We think that it is still early to tighten monetary policy, which
would imply higher interest rates.

How do you assess the 2010 state budget indicators?

In our view, the 6% deficit programmed in the 2010 budget is high,
but appropriate. What is important to us is a gradual lowering of the
deficit, which is needed to avoid excessive debt growth. In general,
the IMF recommends not to cut the deficit too rapidly, because
there is a risk that this could prevent the economic recovery of the
country. According to our preliminary projections, Armenia should be
able to reach the pre-crisis 3% budget deficit level no later than
by 2013. These projections are still preliminary, and may be adjusted
after discussions with the government during the next year.

Many Armenians arrived in Argentina escaping from the Genocide at the
beginning of the 20th century. The experiences of these survivors
were transmitted orally from generation to generation. This way
of transmission has an impact on the way the Armenian Genocide and
history are perceived by Armenians in Argentina.

Lucila Tossounian will present a summary of the work done by the
"Armenian Genocide: Memories of the Diaspora" Research Group of the
Oral History Program at the University of Buenos Aires. This is an
interdisciplinary group established to create the first oral archive of
testimonies of Armenian Genocide survivors in Argentina. The group’s
research focuses on the ways collective memory has been transmitted
regarding the Genocide and analyzes the relations between the ways
of transmission and how the Genocide is understood.

Lucila Tossounian is currently a Visiting Pre-Doctoral Scholar in the
Armenian Studies Program at the University of Michigan, Ann Arbor. She
lives in Argentina, where is a Ph.D. candidate at the University
of Buenos Aires (UBA) and Fellow Junior Researcher of Argentina’s
National Council for Scientific and Technological Research. She also
works at the UBA’s Anthropological Sciences Institute, focusing on
the Armenian migrants that went to Argentina in the late 1990’s. She
is Co-Director of the Research Group on the Armenian Genocide: Ways of
Transmission and Ways of Action at the Oral History Program of the UBA,
which aims to create an archive of oral testimonies of survivors of
the Armenian Genocide in Argentina. As an anthropologist, she has done
fieldwork among Armenians in Buenos Aires since 1999. Her subjects
of interest include ethnicity, nationalism, migration, diaspora,
identity, and community building processes.

Hundreds of people are holding rallies in different cities of Turkey
after the Turkish Constitutional Court’s decision to dissolve the
Kurdish Democratic Society Party (DTP). Around thousand people
organized protest acts in Diyarbakir. The protesters threw Molotov
cocktails at the police. In response, policemen used tear gas and
water cannons.

A peaceful rally in the Turkish city of Hakkari turned into clashes
with police. People threw stones and Molotov cocktails at the law
enforcement officers. Protesters smashed shop-windows and burnt
trash-cans. The local police used water cannons and tear gas to quiet
the protesters. Dozens of people were arrested.

As NEWS.am reported previously, Turkish Constitutional Court decided
to dissolve Kurdish Democratic Society Party (DTP).President of
Constitutional Court Hasim Kilic said that the reason is the DTP’s
cooperation with the Kurdish Workers’ Party (PKK), as well as a threat
to Turkey’s territorial integrity. According to Kilic, DTP leader
Ahmed Turk and his party colleagues lost the right to be engaged in
politics. Moreover, the state forfeits the property and other funds of
the party. The discussion lasted for 8 hours in CC, December 11.

The Chief Prosecutor’s Office of Turkey lodged a claim for DTP
dissolution on November 16, 2007, accusing the party of actions
jeopardizing Turkey’s territorial integrity. The claimant demands that
221 DTP members be deprived of the right to political activities.

attempt to commit aggression against the Armenian people, the people
of Nagorno-Karabakh Republic, that is, attempt to do the same it did
in the 1990s, when it unleashed a war in response to the lawful
self-determination claims of the Nagorno-Karabakh people, Minister of
Defense of Armenia Seyran Ohanyan said in an interview to OTA.

Ohanyan pointed out the high preparedness of the armed forces of
Armenia. International experts say that the Armenian army is highly
efficient and is not worse than any other armies of the region.

Azerbaijan is openly violating the requirements of the CFE Treaty by
trying to shatter the regional stability. The Azeri authorities are
spending lots of money on army but providing money and effectively
spending them are two different things. In response, the Armenian
authorities are actively improving the quality and the morale of their
army. "Our counterpoise to the quantitative advantage of the enemy is
our quality," Ohanyan said.

Scientists from several countries have accused the World Health
Organization (WHO) in that it declared the pandemic of swine influenza

PARIS (Hurriyet)-French President Nicolas Sarkozy met with Azerbaijani
President Ilham Aliyev on Wednesday for talks that focused on economic
relations and the Nagorno-Karabakh conflict, the Anatolian News
Agency reported.

In a written statement, the French presidency said the leaders
had agreed to expand bilateral relations and trade volume between
the two countries and expressed their wish to develop a "strategic
partnership."

France said it wants to develop economic relations with Azerbaijan,
including those in the field of energy, such as oil and natural gas.

The Nagorno-Karabakh conflict was also discussed, according to the
Turkish Hurriyet Daily but the French presidency’s statement refrained
from giving any details about what Aliyev and Sarkozy discussed on
this issue.

France is a member of the Organization for Security and Cooperation
in Europe (OSCE) and co-chairs, alongside Russia and the US, its
Minsk Group, which is mediating a resolution to the conflict.
