Turks and Azerbaijanis have always paid more attention to propaganda
than the Armenians do. I suppose that one of the reasons is the
difference of national character; those peoples pay more attention to
external effects, demonstrative steps than we do. And we can notice
it easily comparing our and their literature and art. Besides this
basic difference there is another certain circumstance; why the
Azerbaijani propaganda is more active since 1994. That circumstance
is the following; those who lose cry more loudly than the winners.

"What else could Azerbaijan do? It has lost the war, the control over
Karabakh, fell under influence of about 500 thousands refugees. What
must the President of Azerbaijan and Foreign Minister answer their
people is not to pretend as if they struggle to get NK and occupied
territories back",- RA first President writes in his famous article.

That’s true, but 12,5 years have passed since the cease fire and there
is no hope the conflict will be settled soon. During this period the
Azeris are very active and our neighbours aggressive style will have
its results.

I remembered all these when we were informed that the Azeris presented
a book in the international book fair in Frankfurt, the main part of
which was devoted to anti-Armenian propaganda. That cynical lie may
produce a great impression on middle literate European.

And we, the Armenians, have a right to wait for the opposing answer
of our state.

The officials say in this case: "Just you, the journalists must be
engaged in it". I don’t agree with it.

First of all journalism and PR are different things. And the second,
if I try to prove with the help of Armenian newspaper that Amberd is
an Armenia monument, my readers will consider it rather strange.

We need in state efforts, state approach.

YEREVAN, OCTOBER 31, ARMENPRESS: An opposition parliament member
revealed today that in order to hold just and free elections Armenian
authorities and the opposition should display sufficient political
will, while the ordinary citizens should be active and realize the
key importance of elections.

Shavarsh Kocharian, who is also chairman of a minor National Democratic
Party, told a round table discussion of the revised election code
that no matter how good an election code is it cannot ensure free
and fair elections without political will and voter activity.

Kocharian echoed a range of pro-government and opposition parties
which argue that elimination of single-mandate election system and
transition to 100 percent proportional system when all members of
the National Assembly are elected by party lists is one of the key
mechanisms that can help ensure free polls.

He cited the example of former communist countries of Central
Europe which he said have all passed to proportional election
system, while authoritarian regimes have chosen single-mandate or
majoritarian system. Another key factor to ensure free elections,
according to Kocharian is that all-level election commissions must
have representatives of the opposition wing.

"The whole election process- from ballot printing, ballot casting to
ballot calculation must be made as transparent as possible and the
rights of proxies must be specified, he said.

official visit to Kazakhstan November 6-7.

According to Kazakh MFA official representative Yerzhan Ashikbayev,
within the framework of the visit Kocharian is scheduled to meet with
leadership of the country. "Signing bilateral documents, as well as
the holding of a round table with participation of business circles
Armenia and Kazakhstan are planned within the visit," he remarked.

At the same time November 5-6 the Kazakh-Armenian Commission on Trade
and Economic Cooperation will hold its second meeting. "Matters of
strengthening cooperation will be discussed during it," the Kazakh
MFA representative said, reports Kazakhstan Today.

The RA Government decided to change the Soviet system of addressed
in 2005. According to deputy mayor of Yerevan Kamo Areyan, the new
system will be implemented in about a year and a half. The addresses
of houses, institutions and other objects will be changed.

As for what language will be used for the signboards alongside with
Armenian, Mr. Areyan is not sure yet.

He informed that the authorized body giving addressed is Yerevan mayor
Yervand Zakharyan. "The mayor has five days to grant and address or
to reject it", he said.

According to the Government decision, no organization or local
governing body will be able to avoid the city plan of addressed. As for
how much money will be invested for the realization of the program, Mr.

Areyan does not know yet. He mentioned that serious work lies ahead
as there are 1258 streets, 4566 blocks of flats, and 31 124 private
houses in the capital.

Details of the European Commission (EC) progress report on Turkey
were leaked to press.

The draft report harshly criticizes Turkey over Article 301 of Turkish
Penal Code, which criminalizes insulting Turkishness, especially when
it comes to any discussion of the ‘Kurdish question’ deemed unwanted.

The report stated that Article 301 caused deep concern and the trial
of Turkish- Armenian journalist Hrant Dink brought out the negative
interpretations of the article.

It further warned that Article 301 might cause self-censorship and
herald a new approach to southeast Turkey.

The report again called the Kurdistan Workers Party (PKK) a terrorism
organization and a source of violence as it did last year, and said
only a grass roots dialogue could normalize southeastern Turkey.

It was notable that the new approach came right after Diyarbakir
Mayor Osman Baydemir delivered a controversial speech in Brussels.

Problems facing non-Muslim organizations and Alevis were cited in
the report, but it failed to refer to the headscarf problem again.

The report touched on the Cyprus declaration released by the European
Union on Sept. 21, 2005 and Turkey’s action plan regarding the
Cyprus issue.

The draft did not suggest anything over the Cyprus issue, and it is
not clear what kind of suggestions would be included in the strategy
document.

The Commission report is open to modification until its release on
Nov. 8.

The report mentioned a spate of incidents that broke out in Diyarbakir
during the funeral of several PKK members and spread to neighboring
cities, as well as bombings in the town of Semdinli and the following
arrest of two noncommissioned officers who carried out the attack.

It also mentioned the dismissal of prosecutor Ferhat Sarikaya, who
prepared Semdinli indictment.

Headlines from the Report:

Southeast Turkey: Only a grass roots dialogue can normalize southeast
Turkey.

Two local TV channels in Diyarbakir and a radio station in Sanliurfa
were permitted to broadcast in Kurdish.

However, time restrictions continue apart from film and music programs,
and obligatory Turkish subtitles cause technical difficulties.

Non-Turkish children cannot learn their native languages at official
Turkish schools.

No progress has been recorded in regards to compensating terrorism
victims in southeast Turkey.

In August 2005, Turkish Prime Minister Recep Tayyip Erdogan delivered
a positive speech regarding a solution of the Kurdish problem in
Diyarbakir.

The situation of the region deteriorated after the PKK, listed
as a terrorist organization by the European Union, launched armed
resistance.

The European Union is concerned about displaced Kurdish citizens.

No step has been taken to disarm village guards, which are local
villagers armed by the government to counter the PKK.

Freedom of Speech: Progress was recorded in regards to allowing the
broadcast of local and regional languages other than Turkish.

However, lawsuits filed against non-violent thought and certain
articles of the Penal Code are still causing deep concerns and pose
the risk of self-censorship in Turkey.

Article 301 in particular remains a source of concern.

The sentence of Hrant Dink to six months suspended imprisonment in
July displayed problematic interpretations that could result from
Article 301.

This article should be modified to fit EU standards.

Other articles of the Penal Code that penalize non-violent thought
should also be abolished.

Minorities: Religious freedoms are still restricted. Non-Muslim
organizations are not allowed to form corporate bodies and their
rights to acquire property are also restricted.

The Halki Seminary on the island of Heybeli is still closed. No
progress has been recorded regarding Alevis. They still have
difficulties opening Cem evis (houses of gathering).

received Friday heads of EU diplomatic missions in Armenia,
presidential press office reports.

At this meeting, Kocharyan welcomed the completion of consultations
over the European Union’s New Neighborhood program and expressed
hope that it will get final approval in November. He said that this
program would make Armenia-EU ties closer.

The head of state spoke about the process of Karabakh conflict
settlement as well as Russian-Georgian tension and its impact on
Armenia’s economy.

The diplomats discussed issues related to coming national elections
with the president and stressed the necessity of ensuring transparency.

Kocharyan said observers would be invited for watching the process
of the elections.

Parliamentary elections are to be held in 2007 and presidential in
2008.

Mikhail Bagdasarov, owner of a 30% stake in Bank VTB (Armenia),

Seventeen-year-old International Master Zaven Andriasian of Armenia,
playing before his home crowd in Yerevan, won the World Junior (under
20) Championship this month, scoring 91/2 points in 13 games. The
top-finishing American, IM Robert Hungaski, ended in 46th place with
61/2 points.

Andriasian is progressing fast. Last year, he won the Boys’ Under 16
European championship in Herceg-Novi, Montenegro. He was only the 29th
seed in Yerevan but won the event convincingly. His victory against
IM Maxim Rodshtein of Israel in the Tarrasch variation of the French
defense reveals an outstanding opening preparation and maturity.

Silencers at work in the marketplace of ideas

Did the Ottoman Turks commit genocide against the Armenians in 1915?

Careful – in some places you can be arrested if you give the wrong
answer to that question.

Under Article 305 of the Turkish Penal Code, for example, those who
promote recognition of `the genocide of the Armenians’ are subject to
prosecution, while Article 301 makes the denigration of `Turkishness’
a crime punishable by up to three years in prison.

Turkish novelist Orhan Pamuk, winner of the 2006 Nobel Prize for
Literature, is among those who have been charged under Article 301.
His offense was to tell a Swiss interviewer that ��,000
Kurds and a million Armenians were killed in these lands, and nobody
but me dares to talk about it.’ (The charges against Pamuk were
eventually dropped, but other prosecutions are ongoing.)

Yet if acknowledging the Armenian genocide is a crime in Turkey,
gainsaying it could soon be a crime in France. Two weeks ago, the
French National Assembly voted to approve a bill under which anyone
denying the 1915 genocide could be sentenced to a year’s imprisonment
and a 45,000-euro ($56,000) fine. That matches the penalty under
French law for denying the Nazi Holocaust.

The French legislation is meant to uphold the truth – the Armenian
genocide, like the Holocaust, is a fact of history – while the point
of the Turkish law is to debase it. Both, however, are intolerable
assaults on liberty. Beliefs should not be criminalized, no matter
how repugnant or absurd. As I wrote when David Irving was convicted
of Holocaust denial in Austria earlier this year, free societies do
not throw people in prison for giving offensive speeches or spouting
historical lies.

We Americans should know this better than anyone. The right to speak
one’s mind is supposed to be a core article of our civic faith. Yet
the would-be censors are busy here, too.

Le sénateur roumain Varujan Vosganian, un économiste libéral, est la
cible d’accusations embarrassantes dans la presse de Bucarest depuis
qu’il a été désigné par le gouvernement roumain comme futur
commissaire européen.

Affable et cultivé, diplômé de l’Académie de sciences économiques et
de la Faculté de mathématique, ce libéral gé de 48 ans, auteur
d’ouvrages économiques et livres de poésie, a toujours défendu
l’intégration de la Roumanie dans l’Union européenne.

Il est depuis 2004 sénateur du Parti national libéral (PNL), la
formation du Premier ministre Calin Tariceanu, et vice-président de
l’Union des écrivains.

Cet homme au front dégarni, issu de la minorité arménienne et qui
parle couramment l’anglais et le français, avait jusqu’à présent été
épargné par la presse roumaine, qui abonde généralement en
révélations incendiaires sur les hommes politiques.

Mais sa désignation a suscité une avalanche d’accusations à son
encontre, allant de la collaboration présumée avec la Securitate
(l’ancienne police politique communiste) à des liens avec l’extrême
droite.

Le quotidien Evenimentul Zilei a ainsi affirmé vendredi que M.
Vosganian faisait actuellement partie d’une association d’extrême
droite, ce que le sénateur a aussitôt démenti.

Selon le quotidien, "M. Vosganian fait partie du groupe Rost, un
mouvement fondé autour de la revue chrétienne du même nom, qui est
profondément marquée par les idées des légionnaires roumains d’entre
les deux guerres". Evenimentul Zilei se référait à la Garde de Fer,
mouvement d’extrême droite et antisémite également connu comme la
"Légion de l’archange Michel".

"Je n’ai aucun lien avec l’extrême droite, c’est une accusation
absurde", a rétorqué M. Vosganian.

Le président de Rost, Claudiu Tarziu, a nié tout lien avec
l’extrémisme de droite de son association, qui prône selon lui un
"conservatisme classique".

Les médias ont aussi accusé le sénateur d’être lié à un homme
d’affaires controversé, Sorin Ovidiu Vantu. M. Vosganian a reconnu
que M. Vantu avait financé le petit parti de droite qu’il dirigeait à
la fin des années 1990, mais il a assuré que ces financements
n’avaient "rien d’illégal".

De plus, un ancien responsable des services secrets communistes, cité
vendredi par un quotidien de Bucarest, a affirmé que M. Vosganian
avait autrefois été recruté par le service de contre-espionnage de la
Securitate.

Le sénateur a démenti. "Je n’ai eu aucun lien avec la Securitate",
a-t-il déclaré.

Il a reçu le soutien du président roumain Traian Basescu, qui a
assuré vendredi que M. Vosganian "n’a pas de dossier d’informateur"
de la Securitate. "Je me suis renseigné auprès de services secrets et
je vous garantis qu’un tel dossier n’existe pas", a déclaré le
président à des journalistes.

Plusieurs hommes politiques, le Premier ministre en tête, ont défendu
M. Vosganian, laissant entendre qu’il était victime d’une campagne de
dénigrement lancée soit par des adversaires politiques, soit par les
services secrets.

Qualifiant de "spéculations" et d’"intoxication" les accusations à
son encontre, M. Tariceanu a appelé M. Basescu à "soutenir cette
candidature".

La désignation de M. Vosganian avait fait l’objet d’pres
négociations entre MM. Tariceanu et Basescu, en conflit ouvert depuis
plusieurs mois. Selon des sources proches des deux hommes, M. Basescu
n’y aurait donné son accord qu’en échange de la démission du ministre
de la Défense Teodor Atanasiu.

Les accusations lancées à Bucarest ont eu leur écho à Bruxelles. Au
Parlement européen, le socialiste autrichien Hannes Swoboda a mis en
cause le choix de Bucarest.

"M. Vosganian est un illustre inconnu qui n’a jamais été ministre, ni
occupé aucune fonction liée à l’Europe", a-t-il déclaré. "Ce qui est
connu, c’est qu’il a été très à droite en politique et financé par
des magnats."

La Commission européenne a refusé vendredi de commenter les rumeurs
sur les problèmes concernant la désignation du commissaire roumain,
indiquant seulement que "les consultations se poursuivaient".
