The well-known subjugator of eastern lands, whose name is known in

Health Ministry To Spend $20 Million On Repair Of 10 Hospitals

YEREVAN, DECEMBER 3, ARMENPRESS: Health minister Harutyun Kushkian
told Armenpress that after visiting some 50 hospitals and clinics
across Armenia he saw that they all face alike problems and the most
urgent problem is that they all need major repairs.

The minister said they also need modern medical equipment. He said
medical institutions, especially those in the regions need also to
improve management and revise their personnel policies.

The minister said a recently launched health system upgrading program
supported by a World Bank credit will be running through 2008-2011. As
part of that program $20 million will be spent on major repair of 10
provincial hospitals and clinics.

The program was started in two hospitals in Ijevan in Tavush province
and Hrazdan in Kotayk province.

YEREVAN, NOVEMBER 14, NOYAN TAPAN. Some mass media outlets make a
stir about ordinary checkings. This was the response of the Armenian
prime minister Serge Sargsian to the National Assembly "Heritage"
faction’s question about whether it is true that the checkings done
by tax bodies at the enterprises of Sil Concern are not related to
the fact that Sil Concern’s owner Khachatur Sukiasian supports the
first Armenian president Levon Ter-Petrosian.

According to S. Sargsian, if a person is engaged in politics, it does
not mean that his economic activity should not be under tax control. He
said that the tax policy will be toughened in Armenia because it is
the first precondition for creating an equal competition field.

In response to the remark about why enterprises owned by "other clans"
are not checked and that each leader should begin the use of law by
starting to do so himself, S. Sargsian said: "I’d like many people
to be as law-abiding as I am – from stopping before the red light of
a traffic-light and so on.

No one can rebuke me. I would never have the moral right to give
instructions to someone if I ever tried to protect my friends and
relatives from tax or customs bodies".

Later, responding to a reporter’s question about whether Mikael
Baghdasarov is a person close to him and how it can be explained that
"Mika Cement" owned by M. Baghdasarov is the 551st on the list of tax
payers, the prime minister replied that M. Baghdasarov is not among
those close to him.

TBILISI, Nov. 13 (Xinhua) — Russia has handed over to Georgia its last
military base in the Caucasus nation, ending its military existence
there since the Soviet era, news agencies reported on Tuesday.

Troops and vehicles of the Batumi base have been withdrawn and the
territory and facilities will be transferred to the Georgian Defense
Ministry, according to an agreement signed by Georgia’s Deputy
Defense Minister Batu Kutelia and Andrei Popov, commander of the
Russian military group in the Trans-Caucasus region.

The last train from Batumi has been loading on Tuesday, said spokesman
of the Russian Ground Forces Igor Konashenkov.

"The train is to depart from Batumi on Thursday, Nov. 15. It will
take the military cargo to Gyumri in Armenia for the 10th Russian
military base," Interfax quoted him as saying.

Talking to journalists during his visit to the "Armprodexpo 2007"
exhibition, Kocharyan pointed out that this year inflation has been
much higher than the planned inflation, but measures were taken to
moderate and slow down this process.

The RA President pointed out the necessity for enhancing the
competitiveness of Armenian products.

3.9% inflation was recorded in Armenia in January-October 2007 compared
to the corresponding period last year. 4% (±1.5%) inflation is budgeted
in Armenia this year.

MPs that he opposes full Turkish membership of the EU.

The statement – in response to questions from Socialist Group leader
Martin Schulz – led to concern for progress in EU-Turkey relations
during next year’s French Presidency of the EU Council.

Speaking to leaders of the European Parliament’s political groups in
Strasbourg, Mr Sarkozy said that he offered privileged partnership
status to Turkish premier Recep Tayyip Erdogan during bilateral talks.

He declared that he would hold talks only on issues linked to Turkish
association with the EU and would close five chapters related to
potential long-term Turkish membership in the European Union. "It
was dishonest to promise full membership to Ankara," he said.

Mr Schulz, who took part in the talks with Mr Sarkozy, said: "The
French President’s position was direct. He said that for him, Europe
has clear borders and that that he considered the territory of Turkey
to be predominantly in Asia Minor."

Asked by Mr Schulz if he would stop accession talks during the French
Presidency, Mr Sarkozy replied: "I will only support measures that
will not lead to full membership."

For his part, Mr Schulz said: "Turkey is an important country and it
is in the EU’s interests to have strong relations with Ankara. The
perspective of EU membership in the long term has led to far-reaching
reforms in the country already and will produce further advances.

"The very fact that the EU is negotiating on Turkish membership gives
an important signal to the whole of the Muslim world. To end those
talks abruptly under the French presidency would be a damaging step
backwards," he said, ABHaber reports.

"invasion" of his country and said the cross-border crisis over
Kurdish rebels was easing.

"Iraq is actively seeking cooperation with Turkey to fight terrorism
and will not allow any more Kurdish separatist military activity
from its soil," he told reporters at the League’s headquarters in
Cairo. "Iraq is against all violent operations against Turkey. We are
exerting all our efforts to stop the terrorism threat, which imperils
both Turkey and Iraq… The November 5 Erdogan-Bush meeting helped
to alleviate tensions," he said, the Turkish Daily News reports.

The Iraqi leader’s statement came as Turkish troops are poised for a
possible cross-border offensive against militants from the outlawed
Kurdistan Workers’ Party (PKK) hiding in northern Iraq. A series of
hit-and-run attacks in Turkey by the PKK has left nearly 50 dead,
primarily soldiers, since late September. The PKK is listed as a
terrorist group by Turkey, the European Union and the United States.

The 11th Congress of the Republican Party was held on Saturday,
November 10.

By the nomination of the Congress, Prime Minister Serge Sargsyan,
Chairman of the RPA Council, was unanimously elected as Chairman of
the Republican Party of Armenia. The voting with the participation
of 650 MPs resulted in the election of an RPA Council consisting of
100 members and an Executive Body consisting of 13 members. The RPA
Chairman Serge Sargsyan, Vice Chairman Tigran Torosyan, Moushegh
Lalayan, Razmik Zaohrabyan and Galoust Sahakyan, as well as Deputy
Prime Minister Hovik Abrahamyan, Head of the RPA parliamentary faction
Karen Karapetyan, NA Deputies Haroutyun Pamboukyan, Hranoush Hakobyan,
Gagik Minasyan, David Haroutyunyan and RPA members Rouben Tadevosyan
and Derenik Doumanyan were elected as members of the party’s permanent
governance body.

During the announced break, the newly elected Council convened its
first session and made a decision to nominate Serge Sargsyan, the
RPA Chairman and the Prime Minister of the Republic, as a candidate
for presidency. The session unanimously approved Serge Sargsyan’s
nomination; thereafter the Chairman made a comprehensive speech
devoted to the program.

After the end of the activities of the Congress, SERGE SARGSYAN
answered the questions of the journalists.

"Will there be peculiarities in your activities in the pre-election
period?"

"No, I have said several times and repeat again that our goal is to
explain to the Armenian people and first of all – to the citizens
of Armenia the idea of our programs, and to introduce our ideas
about the future of Armenia. There is no other peculiarity for us,
at least for the time being.

"Mr. Prime Minister, in your speech devoted to the program you
mentioned that any attempt of violence will be prevented."

"What I meant was the political manifestation of the activities of
the political forces that wish to run for election. If a political
or any other force attempts to perform an illegal action, there are
law enforcement agencies for preventing it. They will tackle those
problems. This is not a matter to be dealt with by any party.

"Do you think the prospects of a colored revolution probable?"

"As far back as a few years ago I announced that a colored revolution
in Armenia is out of the question. We staged all our revolutions
long ago."

"Do you see any rival during the presidential elections?"

"Presidential elections are a chance and not a sports event.I don’t
consider anyone a rival. We must demonstrate our abilities to the
voters and our people instead of struggling against anyone. It is
possible to fight negative phenomena and all kinds of manifestations,
but I don’t consider that struggling against anyone, any person is
the right policy."

"Mr. Sargsyan, was your interview given to ‘Los Angeles Times’
translated accurately, and is it interpreted in a proper manner?"

"I said all I had to say during the meeting with the editorial staff
of ‘Los Angeles Times’. I told the truth. I am responsible for what
I said. One has to take much trouble to find vulnerable points in
my speech. And this is what they are doing now. They are trying to
persuade the public as if I have said that the Karabakh conflict
is against the religious background, and that we are waging a war
of religions. This is something ridiculous and also results from
ignorance.

I have said that the religious factor is present in the Karabakh
conflict. And I have always said that; it is not the first time. If
there is no religious factor, why then are the historical monuments
and cross-stones being destroyed? Why were the people burnt on fire
only because they were Armenians? And this was done not only at
the beginning but also at the end of the last century. If anyone
declares that the religious affiliation has nothing to do here, it
is his problem. But that person is not allowed to tie his problem or
complex upon me."

"What kind of team do you have today?"

"Strong. Our team is true to its ideas. We consider personal
faithfulness influential. Personal faithfulness has a great importance
in family and friendly relations. The important thing in politics
is for a person not to change his/her skin, not to try to constantly
justify his/her immoral steps by calling politics immorality. I don’t
believe that a person who is moral in everyday life can immoral in
politics. It is impossible. Our team is strong with its ideas, with
the path it has passed, and it imagines fairly well what should be
done to make Armenia a prosperous country.

A number of prominent Armenian Americans joined local leaders of
the Greek-American community at a fundraiser on November 2, 2007 for
Congressman Gus Bilirakis (R-FL). The event for the Congressman was
held at the home of the President of the American Hellenic Council,
Mr. Dino Andrianos of Burbank, California.

Congressman Bilirakis, who is proud of his Greek heritage, was an
ardent supporter of the Armenian Genocide resolution when it was
considered last month by the House Foreign Affairs Committee, on
which he serves. The event was attended by the national chairman of
the Armenian National Committee of America, Ken Hachikian and local
ANC leader Peter Musurlian.

"I know that all Armenian Americans are proud of Gus Bilirakis for
voting for the Armenian Genocide resolution," commented ANCA Chairman
Ken Hachikian after the event. "In the face of a concerted effort by
Turkey to kill this bill, Gus voted for the truth and we respect that,"
the ANCA Chairman added.

Congressman Bilirakis delivered the following remarks on October 10,
2007 prior to voting in support of H.Res.106 (the Armenian Genocide
resolution) in the House Foreign Affairs Committee;

"Today, I urge this committee to pass House Resolution 106 and
recognize the horrific tragedy of genocide carried out against the
Armenian people by the Ottoman Empire. The more than 1.5 million
innocent Armenians, men and women and children who died should not
be brushed aside by history or this Congress any longer. The reality
is that the Armenian genocide must not be put on the back burner
of history for fear of acknowledging the truth or fending our ally,
Turkey.

This resolution simply, once and for all, seeks to characterize
the deliberate extermination of one and a half million Armenians
as genocide.

For the sake of commemorating every instance of genocide, so as to
prevent its recurrence, let us adopt this resolution today and urge
its prompt and final passage."

Modern Automated Software Installed In Ararat Regional Custom House

YEREVAN, NOVEMBER 9, NOYAN TAPAN. A modern automated software
has been recently installed in the Ararat regional customs house,
which allows to increase the efficiency of customs control and the
quality of services. The head of the Customs Tariffs amd Customs
Registration Unit of the Ararat regional custom house Tigran Torosian
told reporters on November 9 that before the installation of this
software, the registration of a commodity took 30-40 minutes, whereas
now this time has been reduced 3-4 times.

According to T. Torosian, in the first ten months of this year,
the Ararat custom house collected 63 bln 480 mln drams (about 195
mln dollars), which is more by 16.6 bln drams or 35.4% as compared
with the same period of 2006.
