FT: NORMALIZING RELATIONS WITH ARMENIA AND OPENNING THE BORDERS ARE GREAT CHALLENGES FOR TURKEY

London, April 15, Noyan Tapan: The working manner of Turkish
authorities on the world stage in recent times and a needlessly brash
tone damage the international image of Turkey. Instead, this is a
high time for Turkey to display quiet and responsible diplomacy,
writes the Financial Times.

"One thing that Turkish diplomacy must understand: in the
international arena sharp words have not a good impact on them:
Turkey may be playing a constructive role in stabilizing Iraq and
Afghanistan, but the opposition of the prime minister Recep Tayyip
Erdogan to the nomination of Anders Fogh Rasmussen to the position
of the Atlantic Alliance’s secretary-general was about to crash the
recent NATO summit. The summit was a very important stage for such
insignificant speech, which damaged Turkey’s international image",
writes the British periodical adding that within coming two weeks
Turkey will face "two great challenges".

The first is to normalize relations with Armenia and open the border
closed by Turkey in 1993 in support of Azerbaijan. The second is to
reach an agreement with Greece over the Cyprus dispute. If Turkey can
achieve tangible results on both two fronts, it will significantly
reinforce its possibilities to EU accession.

GLENDALE–The Armenian Genocide United Commemoration Committee
announced that on Friday, April 24 a multi-denominational Mass will
be held at the Montebello Martyrs’ monument at 10:30 a.m.

The Mass will be followed by a political rally and commemorative
program during which a number of public officials representing local,
county, state and federal governments will address the audience,
said an announcement issued Friday by the organizing committee.

After the political rally, a requiem service will take place at the
monument under the direction of the clerical leaders of the three
Armenian Christian denominations.

During both the Mass and the political rally, the public may place
flowers at the monument, the organizers said.

Additional information about this year’s Armenian Genocide
commemoration will be provided in the coming days.

The committee appealed to the public to attend the event in large
numbers.

"It is of the utmost importance that California’s Armenian community
clearly articulates its just demands upon the international community
of nations, all the while increasing pressure upon Turkey to recognize
the Armenian Genocide," said the announcement.

Shrjadardz Inter-Village Monthly Celebrates Its Third Anniversary

SHRJADARDZ INTER-VILLAGE MONTHLY CELEBRATES ITS THIRD ANNIVERSARY

ARMAVIR, APRIL 14, ARMENPRESS: The first ever inter-village newspaper
Shrjadardz, founded by the Children of Armenia Fund (COAF) in 2006,
celebrates its third anniversary and intends to expand into a regional
media outlet for Armavir District of Armenia. In addition to a number
of innovative columns introduced in the monthly for the past year,
Shrjadardz opened new horizons for the members of local youth clubs
in Journalism and Public Relations, by including in its issues the
children’s articles on various cultural and community-related topics.

Three years of continuous efforts and contribution from COAF staff,
Shrjadardz journalists, cluster village mayors and other supporters
of the monthly brought a great deal of excitement and inspiration to
the population of COAF’s Model Cluster, and the periodical became
one of their beloved and most anticipated media outlets in the
region. Nowadays, through Shrjadardz the villagers from Argina,
Dalarik, Karakert, Lernagog, Miasnikian and Shenik are the first
to read about cluster-wide activities, lives of ordinary people,
various topics in healthcare, education and socio-economic areas,
useful pieces of advice for housewives and their kitchen corner,
helpful announcements. In the words of Ani Abrahamyan, Karakert
School Teacher and Journalism Youth Club Instructor, "Thanks to its
content-full information, today Shrjadardz (meaning "transformation"
when translated into English) has become a part of our daily community
life and fully covers the very transformation taking place in our
villages from day to day."

More recently, COAF and Shrjadardz editorial staff jointly organized
an event in the Karakert School to mark its third-year anniversary and
present prizes to the winners of various contests announced through the
monthly. Participating in the event were guests from village schools,
pre-schools and health clinics, and members of rural youth clubs in
PR & Journalism from cluster communities. These youth clubs, coupled
with a chain of other clubs in healthy lifestyle, agribusiness, civic
education, ecology and logics have been established and facilitated
in partnership with Heifer International since 2008.

In the event COAF was represented by Ovsanna Yeghoyan, Head of
COAF Programs and Naira Gharakhanyan, Health and Social Programs’
Manager. COAF representatives welcomed the guests and introduced
the history of Shrjadardz for the past three years. In her speech,
Alla Ayvazyan, Shrjadardz Editor expressed her heartfelt thanks to
all those who believed in the monthly and made it a reality. She also
congratulated the winners and encouraged young rural journalists to
be more involved in the development of their communities.

Apart from the event and on the occasion of past three-year activities,
Shrjadardz staff conducted a customer satisfaction survey in a number
of communities throughout the region and revealed that 95% of rural
residents considered the monthly a significantly positive activity,
and 89% of those involved in the survey highlighted the importance
of its informational aspect. There are, however, some drawbacks,
such as the monthly’s inaccessibility throughout other communities
of the district and more detailed approach to the content, which need
to be improved in the nearest future.

Alongside with a number of economic, education, infrastructure and
health programs, the publication of Shrjadardz makes an integrated
part of COAF’s social development component within the framework of
its Comprehensive Rural Development Program in Armenia. Ultimately,
the monthly aims at improving communication inside cluster communities,
strengthening the links among villagers and rural public institutions
and their staff, and preparing rural youth to become professional
and competitive journalists throughout the region and the country,
by opening for them new horizons for self-development and growth.

Iran, Armenia to Speedup Mutual Cooperation

TEHRAN (FNA)- Iranian Foreign Minister Manouchehr Mottaki and Armenian
Minister of Energy and Natural Resources Armen Movsisian stressed the
need for the two countries to remove barriers to speed up mutual
cooperation in line with the sides’ previous agreements.

The two ministers made the remarks during a meeting here in Tehran on
Saturday. Movsisian who chairs Iran-Armenia joint economic commission
is currently on an official visit to Iran to review the latest
conditions and developments in the two countries’ ties and
cooperation.

At the meeting, the two sides also studied the latest agreements and
documents signed by the Iranian and Armenian officials.

Mottaki and Movsisian also reviewed the latest developments in
economic fields and reiterated the necessity for accelerating
bilateral cooperation and removing the existing obstacles in the way
of the two countries’ ties and cooperation in accordance with the past
agreements.

The new radio station launched by the Turkish Radio and Television
Corporation, or TRT, on April 2 is using the Eastern Armenian dialect
in its broadcast, used mainly in Armenia, Hurriyet Daily News reports.

The rest of the world’s Armenian communities, including the one in
Turkey, use Western Armenian, also called "Askharhapar." While the two
dialects cannot be described as totally unintelligible to each other,
different uses of the same words and accents make most communication
between the speakers of the two dialects very problematic in the least.

The difference between the Western and Eastern Armenian dialects is
one of the forthcoming subjects on the agenda of the newly founded
Ministry of Diaspora of the Armenian Government.

Turkey’s Chief Negotiator to the European Union Egemen BagıÅ~_
expressed surprise at the situation last Friday night and said he
will investigate.

When told most local Armenians did not understand the broadcasts,
BagıÅ~_ said: "I hadn’t a clue. This is the first time I have heard
this. Perhaps TRT could only find news presenters speaking this
dialect, I just don’t know. But I will look into it."

ArmInfo. Within the frames of the program on reconstruction and
overhaul of the Armenian gas distribution system, ArmRusgasprom will
invest 2 bln 446.1 mln AMD ($ 6,6 mln), the April 9 press-release of
ArmRusgasprom says.

According to the source, about 150 mln AMD of the specified amount
will be directed to regulation of gas supply modes in blocks of flats
in Yerevan.

The rest of investments will be made in repair, re-laying and
construction of over 93 km of gas pipelines.

To recall, ArmRusgasprom CJSC was set up in December 1997 and is the
sole supplier of natural gas to Armenia. Since 1 April 2009 Armenia has
been buying gas from Russia for $154 per 1000 cub.m. At the moment 80%
of shares in the company’s authorized capital belongs to Gazprom OJSC,
and 20% belongs to the Armenian government.

Gabor Shagi, the newly appointed Ambassador of Hungary to Armenia
(residence Tbilisi), handed the copy of his credentials to RA
Foreign Minister Edward Nalbandian on April 8. In his conversation
following the ceremony E. Nalbandian said that Armenia is interested
in development of Armenian-Hungarian relations. The Minister expressed
the hope that G. Shagi’s appointment will contribute to deepening
and expansion of the two countries’ mutually beneficial cooperation.

According to the report of the RA Foreign Ministry Press and
Information Department, G. Shagi emphasized that Hungary intends to
further strengthen cooperation with Armenia in bilateral and many-sided
formats. The Ambassador said that there is a serious potential for
development of trade and economic and cultural contacts.

Gabor Shagi was born in 1955 in Budapest. He graduated from
Budapest Economic University. From 1978 he took various posts in the
Hungarian Foreign Ministry central staff and in foreign diplomatic
representations. In 2006-2008 he was Ambassador of Hungary in Kenya
(also pluralistically in Uganda and Ethiopia). In 2008 he was appointed
Ambassador of Hungary to Georgia. He masters English. He is married,
has two children.

ISTANBUL (Combined Sources)–U.S. President Barack Obama urged the
foreign ministers of Turkey and Armenia during a meeting late Monday
to complete talks aimed at restoring ties between the two neighbors.

Ankara and Yerevan are engaged in high-level negotiations to end
nearly a century of hostility, including the reopening of the border —
a move which could help shore up stability in the volatile Caucasus.

"On the margins of tonight’s Alliance of Civilizations dinner, the
president met the foreign ministers of Turkey, Armenia and Switzerland
to commend their efforts toward Turkish-Armenian normalization
and to urge them to complete an agreement with dispatch," a senior
U.S. official told reporters in Istanbul.

The official was referring to a U.N.-backed conference in Istanbul
organized to discuss ways of building bridges between the Muslim
world and the West, which Obama attended on Monday as part of his
visit to Turkey.

"President Obama voiced support for efforts by the leaders of Armenia
and Turkey to normalize bilateral relations, expressing satisfaction
with progress made in the negotiations of late," Tigran Balayan, a
spokesman for the Armenian Foreign Ministry, said, commenting on the
meeting. He said Obama "encouraged" the two sides to sign a relevant
agreement "in the near future."

"In the words of President Obama, the steps taken by the leaders of
Armenia and Turkey are historic and courageous and the opening of
the Turkish-Armenian border can earn the two peoples a peaceful and
prosperous future," Balayan told RFE/RL from Istanbul.

Speaking at a joint news conference with Turkish President Abdullah
Gul in Ankara earlier on Monday, Obama said the Turkish-Armenian
negotiations "could bear fruit very quickly, very soon." He indicated
that he will therefore be very careful in his public pronouncements on
the 1915-1918 mass killings and deportations of Armenians in Ottoman
Empire. He at the same time stood by his earlier statements describing
the deaths of more than one million Armenians as genocide.

gave a tactful but powerful push to the Turkish government to confront
the question of whether the killings of Armenians in 1915 were the
first genocide of the 20th century, Boston Globe reports.

Taner Akcam is a longtime advocate for human rights for minorities
in his native Turkey, as well as an academic authority on Turkey’s
handling of the genocide issue. He is a professor in genocide studies
at Clark University in Worcester, and author of the 2006 book,
"Shameful Act: The Armenian Genocide and The Question of Turkish
Responsibility."

Akcam said of Obama’s speech to the Turkish Parliament in Ankara:
"I think he really pushed the borders, in a very positive and very
smart way."

Obama stopped short of using the word genocide, but applauded the
Turkish government for its willingness to improve relations with
neighboring Armenia, which necessarily requires dealing with the
sensitive genocide issue.

Akcam said Obama went as far as any president could go in addressing
a foreign country’s legislature. During the presidential campaign
in 2008, Obama said that the killings of the Armenians amounted to
genocide. Before addressing the Turkish Parliament, Obama said that
he had not changed his views, which were "on the record."

But Akcam had been jailed in several times in the 1970s. He escaped
from prison in 1977 after serving one year of a nine-year sentence,
and received asylum in Germany. He taught in Minnesota before moving
to Clark.

Sargsian introduced newly appointed Chairman of the State Committee
of Real Estate Cadastre Yervand Zakharian to Committee’s staff. The
Prime Minister said that Y. Zakharian has rich working experience
and biography, which will also contribute to efficient organization
of work on his new post.

T. Sargsian thanked Manuk Vardanian for his serious work in the
direction of formation and full establishment of real estate cadastre
system within more than ten years. At the same time he said that in
spite of serious achievements of past years, there is still much
to improve in the real estate cadastre system. The Prime Minister
expressed confidence that providing permanence of the work done at
the structure Y. Zakharian will manage to make it more active.

As Noyan Tapan was informed by the RA government Information and Public
Relations Department, Y. Zakharian, in his turn, gave assurance that
