ArmInfo. Signing of a concession agreement on transfer of the
"Armenian Railway" state CJSC to control of the "South-Caucasian
Railway", being 100% affiliated company of the "Russian Railways"
OJSC, will be held tomorrow, February 13, RA Ministry of Transport
and Communication told ArmInfo.

According to the source data, the agreement will be signed by President
of the "Russian Railway" OJSC Vladimir Yakunin and RA Minister of
Transport and Communication Andranik Manukyan. The document signing
will be followed by a press-conference. By the governmental decision,
the "Armenian Railway will be liquidated". The government charged
to relieve the ARW from credit commitments of the International
Development Association to the sum of $12,6 mln, signed with RA
government on July 7, 2000.

To recall, the draft concession agreement was approved by RA government
on February 7, 2008. Term of the concessionary control makes up 30
years with a right of prolongation for 20 years more after the first
20 years of work. On January 16, 2008, the "ARW" OJSC was announced
a winner of the tender on transfer of the Armenian Railway to the
concession control.

The Constitutional Court of the Republic of Armenia holds a hearing on
presidential candidate Levon Ter-Petrossian’s claim on February 11th.

Armenia’s First President asked the Constitutional Court (CC)
to recognise the obstacles thrown in his way at the pre-election
period insuperable. He urged Armenia’s highest judicial body to
postpone Armenia’s presidential election by two weeks, citing state
television’s hostile coverage of his election campaign and related
political activities.

In its appeal to the Constitutional Court filed on February 7,
the Ter-Petrossian campaign claimed that the "government-controlled
Armenian Public Television has been waging a smear campaign against
him before and after the official onset of campaigning for the
February 19 ballot." It said the resulting obstacles are "making
his further participation in electoral processes impossible although
Ter-Petrossian is not intent on discontinuing his fight against the
kleptocratic regime but will carry this mission to a victorious end
with even greater vigor"

Chairperson of the "Supreme Council" Deputy Club Ruben Torossian
presented the facts in the Constitutional Court. H1 and Armenia’s
other leading broadcasters loyal to the government have attacked
Ter-Petrossian on a virtually daily basis ever since he ended his
decade-long political retirement to condemn the country’s "corrupt
and criminal" leadership and announce his participation in the
presidential ballot.

Local media watchdogs have repeatedly criticized them for showing
"unprecedented" bias against the ex-president. The other candidates,
particularly, Artashes Geghamian, deliberately use the campaign to
smear Levon Ter-Petrossian instead of presenting their pre-election
programme. "We must formalize the fact that an unprecedented smear
campaign is being waged against Levon Ter-Petrossian through the state
apparatus and foreign officials. Levon Ter-Petrosian is regularly
portrayed in a negative light," he said.

According to Artak Zeynelian, before appealing to the Constitutional
Court they had appealed to the Central Electoral Commission and the
Administrative Court to "ensure candidates’ equal rights guaranteed
by the constitution." Specifically, the ex-president wants to get as
much airtime as Public Television’s H1 channel, the most accessible
in Armenia, has spent covering his activities.

After the hearing, the CC took a break and went to a retiring room
to decide whether the disputed obstacles are insuperable or not.

To note, in reply to Ruben Torossian, CC Chairman Gagik Harutiunian
noted, "We are not here to consider violations or obstacles. We are
to consider the issue of insuperable obstacles." Gagik Harutiunian’s
words imply that he endorses the existing obstacles.

To remind, under Armenia’s Electoral Code, a presidential election
can be put off if one of the candidates is deemed to be facing
"insurmountable obstacles" in trying to get their message across to
voters. If those obstacles are not eliminated by authorities with
a two-week period, the vote must be cancelled and held anew within
40 days.

15 days by "Hotline" of the "Legal Initiative, Elections 2008" civil
group exceeded the number of calls, received in the course of the
whole period of parliamentary elections 2007.

Mediamax reports that the representatives of "Legal Initiative,
Elections 2008" program Karen Andreasian and Gayane Markosian said
this in Yerevan today.

"Up to March 15, "Hotline" of free legal advice will be functioning
by 080-080-804 telephone number, by which it will be possible to
turn with any questions, concerning violations of the electoral right
of the citizens, as well as violation of the rights of the Armenian
presidential candidates", Karen Andreasian stated.

Karen Andreasian noted that from the presidential candidates Arman
Melikian turned to them for legal advice with the question on
reestablishment of the electoral right of the citizens of Armenia,
residing abroad, as well as the representatives of Vazgen Manukian’s
and Levon Ter-Petrosian’s headquarters.

Karen Andreasian informed that on the election day of February 19,
"legal ambulance" will be functioning in the whole territory of the
country. It will be possible to call the "ambulance" in case there
are any violations in the process of the elections revealed. In the
whole territory of Armenia 40 cars of "legal ambulance" will be on
duty on the day of elections.

"In the period of the parliamentary elections we also provided such
services, received calls about violations, however the witnesses
were afraid to confirm the facts of violation of the law", Karen
Andreasian stated, noting that the atmosphere of fear in the society
can be overcome "by constantly giving the people the opportunity to
defend their rights".

YEREVAN, January 30. /ARKA/. The RA Ministry of Finance and Economy
approved a list of dealers and agents entitled to primary distribution
of government (treasury) bonds.

The press service of the Central Bank of Armenia (CBA) reports that
six Armenian banks were granted the dealer status: Conversebank,
Ardshininvestbank, Araratbank, ArmSwissbank, and HSBC Bank Armenia.

Almost all the banks (except for ProCreditBank, licensed last December)
were granted the status of agents. An investment company, TonTon,
is among the dealers as well.

Armenian presidential candidate, vice-speaker of the parliament and
bureau member of Dashnaktsutyun party Vahan Ovanesyan said in his
interview to Russia’s Voyenniy diplomat newspaper that

Tehran-Yerevan-Moscow axis is of great importance for Armenia, APA
reports. Ovanesyan said that formation of Ankara-Baku-Tbilisi
geopolitical axis is observed at present.
`This does not meet Armenia’s interests. The action of Ankara, Baku
and Tbilisi reveals the hegemony in the region. Actually, all the
three countries pursue anti-Armenian policy in the region,’ he said.
The presidential candidate also touched on Armenia-NATO relations.
According to him, NATO does not mean France, Belgium or Greece for
Armenians, but Turkey, which does not conceal its hostile attitude
towards Armenia. Ovanesyan said that according to the results of
sociological survey, the number of those who want Armenia to enter
NATO is more compared with those who do not want it. Underlining that
this position is not everlasting, Ovanesyan said like in all
societies views often change in Armenian society too.
Dashnaks’ candidate does not consider Armenia’s accession to NATO
expedient and again underlines that NATO member state Turkey pursues

on January 25, receiving Anthony Cantor, the Ambassador Extraordinary
and Plenipotentiary of the United Kingdom of Great Britain and Northern
Ireland to RA finishing his diplomatic mission in Armenia, thanked the
Ambassador for his contribution to the development of Armenian-British
relations and his efforts aimed at deepening of bilateral cooperation
during the years of his tenure. The Prime Minister highly evaluated
the United Kingdom government’s assistance to economic and democratic
reforms implemented in Armenia and expressed willingness to develop
Armenia’s bilateral relations with United Kingdom for even more in
all directions of cooperation.

As NT was informed by the RA government Information and Public
Relations Department, in response, Ambassador Cantor said that this
is also the willingness of the British side, at which his work of

of opposition candidates is sufficient for the elections to be held
in two tours. Hovsep Khurshudian, the Spokesperson of the Zharangutiun
(Heritage) party, said at the January 24 press conference. He said that
if the elections end in one tour, it will mean that the authorities
have rigged them, as there is no candidate, pro-governmental or
opposition, who is able to win in the first tour. Zharangutiun’s
Spokesperson reminded to the journalists that lately the party has
called the opposition candidates for unification. "It will be a big
mistake if that victorious unification does not take place, as there
is a danger of dispersion of votes," he said.

H. Khurshudian said that they will give Zharangutiun’s seats in
electoral commissions to extra-parliamentary opposition forces,
the Armenian National Movement, Hanrapetutiun, People’s Party of
Armenia, National Democratic Union parties. He added that Zharangutiun
declined the request of giving seats to the People’s Party, as PP
leader Tigran Karapetian has repeatedly declared his not opposition,
but centripetal position.

According to Zaruhi Postanjian, a member of the NA Zharangutiun
faction, the atmosphere of fear created in the country before the start
of the official election campaign preserves up to this day. Besides,
she mentioned, the Republican Party of Armenia has started spreading
printed materials for the purpose of agitation long ago, which is a
violation of law.

YEREVAN, JANUARY 24, NOYAN TAPAN. On the initiative of the chairman
of the Union of Russians of Armenia (UAR) Ara Abrahamian, a center
of military nanotechnologies is being constructed with attracted
funds in the city of Zelenograd (Moscow region). Medical studies on
vital capacities of soldiers under extreme conditions will be done in
rooms of one of the floors of the 7-storey building of this center,
NT correspondent was informed by Vyacheslav Beklemishev, the director
general of the Zelenograd Institute of Applied Nanotechnologies.

According to him, the president of the RA Academy of Medical Sciences
Levon Mkrtchian will participate in these studies. L. Mkrtchain
has a considerable reserve of developments of nanosubstances for
enhancing human immunity. The joint work with him on development of
these technologies with the use of the potential, which was created
by Armenian scientists over 20-30 years, started in 2007.

V. Beklemichev said that Armenia will have intellectual and
technological input to the creation of this educational and
technological center to be built in the next three years. Armenian
specialists will have the opportunity to work at this center,
while students may do practical work there for getting educational
and scientific degrees. At the Zelenograd Center of Military
Nanotechnologies, nanotechnologies will be used for enhancing the
immunity of servicemen, creation of high-quality fatigue-dress,
and development of technologies for control of servicemen on the
battlefield. The number of Armenian experts will depend on the amount
of work to be done by them.

A. Abrahamian also plans to build 500 apartments for employees of

of the 2008 Bardzraguyn Khumb campaign, champions FC Pyunik and
runners-up FC Banants have lost a number of influential players to
the lure of football abroad.

Impressive performances Following Armenia’s respectable performance in
their UEFA EURO 2008~Y qualifiers – including a notable 1-0 victory
over Group A winners Poland – the country’s leading players have
attracted the attention of foreign clubs. It is unlikely that the
latest crop of talent from the Pyunik and Banants academies will make
the grade immediately, meaning Armenia’s premier sides face a tall
order to repeat last season’s one-two.

Internationals lead exodus FC Ararat Yerevan’s national-team
midfielder Artur Voskanyan was first to leave to Belarussian side
FC Vitebsk. His example set a precedent for the league’s leading
players, with international team-mate Aleksandr Tadevosyan following
from Pyunik. The Armenian champions have since lost the services of
central defender Robert Arzumanyan earlier this month on a one-year
