YEREVAN, MAY 31, NOYAN TAPAN. Foreign policy carried on at present
has no scientific motivation and resulted in Armenia’s isolation
in the region. Stepan Safarian, Director of Center for National
and International Studies, representative of Zharangutiun Party,
expressed such opinion at the May 31 dispute.

In S. Safarian’s words, three regional developments condition serious
challenges for Armenia. The first of them is the process of settlement
of current conflicts, the second is implementation of energy programs,
from which, in his words, Armenia continues to be left out, and the
thrid is the conflict over Iran’s nuclear problems.

Armen Ashotian, member of Board of Republican Party of Armenia opposing
to his opponent, said that Armenia is on the crossroad of civilizations
and has no right "to orient itself to another geographical pole." As
he affirmed, complementarianism just should be transformed into
multivector policy. Touching upon affirmations of Armenia’s being
left out of regional processes, A. Ashotian said that the country,
naturally, was to be left out of Baku-Tbilisi-Ceyhan project, "as the
price of being included in it was to be Karabakh." A. Ashotian said
that the opposition does not offer any alternative except criticizing
the activity of the authorities.

applications appealing results of the NA elections by the proportional
electoral system will start at the RA Constitutional Court on June
1. RA CC Press Secretary Hovhannes Papikian informed the Noyan Tapan
correspondent about it. To recap, the Impeachment alliance, Orinats
Yerkir (Country of Law), Nor Zhamanakner (New Times) and Hanrapetutiun
(Republic) parties addressed to the Constitutional Court. And the
Constitutional Court made a decision at its working sitting to accept
the cases on the mentioned applications for examination.

The issue of accepting for examination the applications of candidates
by the majoritarian electoral system Heghine Bisharian from electoral
district No11, Hovhannes Margarian from electoral district No33 and
Mushegh Saghatelian from electoral district No36 will be decided on
May 29.

DR. GARBIS DER-YEGHIAYAN RECIPIENT OF ROTARY WORLD’S 2007 HIGHEST
HONOR

Dr. Garbis Der-Yeghiayan, a distinguished Rotary International leader
and the first Armenian American District Governor in the history of
Rotary International, was awarded Rotary International’s highest
honor, the "Service Above Self" award, on Saturday, May 26, 2007 at an
impressive Gala Banquet held in Rancho Mirage, California and attended
by Rotary International District 5300 club delegates, Rotary
International leaders, family members and friends. The surprise
announcement was made by Stu Anderson, immediate Past District
Governor, while Dr. Der-Yeghiayan was being escorted to the stage by
the current District Governor, Chris Montan. The announcement was
greeted with thundering applause and a long standing ovation as
Governor Steve Wilcox of Wisconsin made the presentation on behalf of
Rotary International President Bill Boyd and the Board of Directors.

In his congratulatory commendation to Dr. Der-Yeghiayan, President
Bill Boyd stated, "The Board was faced with the challenge of selecting
the very best from a pool of exceptional candidates. It is my very
great pleasure to inform you that you have been selected to receive
this honor. With this award, you are being recognized for the
contributions you have made through Rotary over the years. You are an
extraordinary example of how each Rotarian can make a difference. I am
proud of the work you have done and to have you as my fellow
Rotarian."

Dr. Der-Yeghiayan joined the Rotary Club of La Verne in 1981, served
as club president in 1984-1985 and District (California-Nevada)
Governor in 1999-2000. He has chaired numerous club, District, Zone
and International level committees and has represented the President
of Rotary International to District Conferences throughout the
world. He is the founder of Rotary International District 5300 Peace
Conferences and has initiated numerous new projects promoting global
and regional peace efforts. In 2002, he was recognized as "Rotary’s
Most Distinguished Governor and World Champion" at the Rotary
International Convention held in Barcelona, Spain. He is the recipient
of a score of honors and recognitions, including the title of "Peace
Ambassador" and "Rotary’s Best". Through his efforts, the first
Rotary Club was established in the former Soviet Union – – in Yerevan,
Armenia. He is a dynamic speaker and has delivered more than
one-thousand speeches to Rotary clubs worldwide. In March, 2005, he
co-chaired and served as keynote speaker of the first "Rotary Caucasus
Peace Conference" held in Ankara, Turkey with the most profound and
courageous message for an audience, including individuals from
Armenia, Turkey, Azerbaijan, Georgia, France and the United States.

Dr. Der-Yeghiayan has been honored by the White House, 26 heads of
States, the U.S. Congress, 32 U.S. Governors, 5 County Boards of

College) and in Rotary International.

ISTANBUL, MAY 26, NOYAN TAPAN – ARMENIANS TODAY. On May 25 at 2:00 pm
the Turkish police received a phone call that bombs had been put in
Surb Mariam Astvatsatsin Church and the Armenian preparatory school
for translators in Ortakyo. Upon arriving at the indicated place,
policemen did not find any bombs in the church and the preparatory
school.

Half an hour later – at 2:30 pm, the police received an alarm call
about a suspicious parcel at the Yesayan Armenian scholl in Taksim.
Policemen found nothing but scraps of paper in the parcel.

for Struggle against Racism and Intolerance has published its report
on Azerbaijan Thursday. The report indicated a number of progresses
during this period, including in the sphere of education. Thus, the
situation of accepting in state schools children whose parents do not
have citizenship or who are not granted legal position has improved.

Besides, a certain work has been carried out in the direction of
creating conditions for national minorities to study their native
language, as well as protecting their rights.

However, some Azeri officials and politicians continue to make
statements of racial and provocative character, which encourage
religious intolerance.

Besides, a certain category of persons who do not have citizenship
encounter difficulties in getting legal position, the report says. The
document calls on the Azeri government to undertake measures, among
which is the necessity to organize trainings for judicial workers
in using anti-racism and intolerance legislation. Also the reports
offers to create a specialized structure on the struggle against
racism and appropriate conditions for peaceful settlement to the

ATTACKS ON MEDIA COULD HARM AZERI-EU RELATIONS – ANALYST

An Azerbaijani political analyst has warned the country’s leaders
that their recent attacks on the media could harm the country’s
relations with the European Union. Rasim Musabayov believes that the
authorities have become overconfident of the country’s geo-strategic
importance in terms of energy and the Iranian issue. He poured
scorn on the notion that the current attacks on the media might be
sanctioned by the West to divert criticism prior to the signing of
an agreement on Karabakh. He believed the idea of a Transcaspian gas
pipeline was still alive and rejected the possibility of a new Cold
War between the US and Russia. The following is excerpt from report
by Azerbaijani website Day.az on 21 May headlined: "Rasim Musabayov:
‘The latest problems with the media may eventually lead to a suspension
of Azerbaijan’s membership of PACE, and to a freezing of our country’s
relations within the framework of the EU’s New Neighbours programme’";

[Correspondent] Rasim muallim [form of address], can we expect any
changes in the West’s attitude towards Azerbaijan in the light of
the recent attacks on the media?

[Musabayov] Recent events have caused alarm both among the Azerbaijani
public and in the world at large. The reprisals against journalists
contrast badly with the vowed intentions of the authorities to
integrate into the European political, economic and cultural space. If
the head of state does not interfere in the situation and cannot
stop the pressure on the media, then this could lead to a suspension
of Azerbaijan’s membership of PACE [Parliamentary Assembly of the
Council of Europe] and do great damage to our relations with the
European Union.

Yes, because of its energy resources, the West will continue to
cooperate with Azerbaijan, but these relations will not be with a
close partner but in a format similar to relations with Turkmenistan
or even Nigeria. I wouldn’t like to see this happening to us.

[Correspondent] Why are our authorities acting in this way?

[Musabayov] It seems to me that they are giddy with the large flow of
oil and money and with overestimation of Azerbaijan’s geo-strategic
importance because in the context of the Iranian problem and the energy
corridor the western powers are wooing us as much as they can. But
oil and money have the capacity of running out and the geopolitical
situation can change all of a sudden.

Therefore it is better to build relations based on common values,
an essential component of which is respect for people’s rights and
freedoms.

Yes, the media often act in an unprofessional manner, at times are
susceptible to unfounded criticism and occasionally resort to blatant
slander and abuse. But arrests and penalties are not the best way of
dealing with the situation. I remember that such a major political
figure as [former Azeri President] Heydar Aliyev, the continuation of
whose cause and policies the powers-that-be constantly avow, showed
tolerance to his opponents and magnanimity even to the ill-judged
and at times offensive activities of the newspapers.

But today’s campaign against the journalists shows either an inner
lack of confidence among the ruling elite which leads them to want
to close all channels of criticism in a preclusive way, or else it
is a sign of losing touch with reality and a mistaken belief that
oil will outbalance all negative reaction abroad.

[Correspondent] The opposition press writes that the current attacks
on the media have been sanctioned by the West so that in this way
all pockets of criticism of the authorities prior to the signing of a
peace agreement on the Karabakh problem will be doused. What is your
view on this?

Attacks not sanctioned by West

[Musabayov] This is a far-fetched idea and there is nothing to back
it up with. In any case, I don’t know of a single instance where the
US and the western countries have acted in a similar way in other
countries. There isn’t a single fact in favour of this notion in
Azerbaijan itself either. The western countries and international
organizations are in reality expressing their own negative attitude to
the arrest of the journalists. As far as I am aware, representatives
of the embassies of the western countries accredited to Baku gathered
recently to discuss this in the office of the OSCE.

The shakedown on the media in the context of a Karabakh settlement
is also unconvincing because even without this the authorities are in
complete control of the television and radio channels. What threat can
come from the newspapers whose circulations are already small? So let’s
not put the blame for the problem on somebody else. [Passage omitted]

Transcaspian gas pipeline project still alive

[Correspondent] After Turkmenistan, Kazakhstan and Russia agreed to
build the Caspian gas pipeline, has the project of a Transcaspian
gas pipeline been shelved?

[Musabayov] I don’t think so. The diverse ways of delivering
Caspian oil and gas to European markets is needed by Kazakhstan
and Turkmenistan themselves, as well as the consumers of these
resources. This project is also of benefit to transit countries,
including us. Why should interested parties turn down this project
to the advantage of Russia and a super-monopoly such as Gazprom?

So far Moscow, Kazakhstan and Turkmenistan have merely come to
an agreement about rebuilding the old Caspian gas pipeline, whose
throughput capacity is expected to be up to 10-12bn cu m. This, bearing
in mind the plans of Kazakhstan and, in particular, Turkmenistan to
double gas extraction, retains the topical nature of the Transcaspian
gas pipeline (the Nabucco project).

Incidentally, the Turkmen President [Gurbanguly] Berdimuhammedow,
unashamed in the presence of Russian President [Vladimir] Putin,
made this abundantly clear.

[Correspondent] Could a new Cold War break about between the US
and Russia?

Rules out new Cold War

[Musabayov] I rule this out. Incidentally, such a development
has also been verbally ruled out by the top leaders in the US and
Russia. The tension we see now cannot lead to a resumption of the
"Cold War" for a whole number of reasons. First of all, the Cold War
presupposes a clash of ideologies. Russia does not have an ideology
which could oppose western ideology. It is Islamist ideology which
is more suitable to this role than any far-fetched "Euroasianism"
or surrogate "sovereign democracy". On the other hand, despite the
increasing oil revenues, there are simply no forces in Russia capable
of unleashing a new "Cold War". The Russian Federation’s proportion
of the world economy and military spending is ten times less than
that of the US. Russia is extremely dependent on the West when it
comes to technology and foodstuffs.

Yes, and all the time Moscow expresses its dissatisfaction with the
West and is intractable on many important international problems,
it continues to hold its financial assets and personal funds in
western currency and financial institutions. How could they undertake
a confrontational "Cold War" in such a situation?

[Correspondent] Which way do you think Azerbaijan is going and how?

[Musabayov] The Azerbaijani leaders have spoken about their
commitment to European integration, but these intentions have not
so far been backed up by practical deeds. Azerbaijan has a number of
alternatives. To transform itself into something like the authoritarian
Arab regimes such as Tunisia or Syria or a local edition of the Latin
American regimes would be pointless in a strategic sense. I believe
that so long as its oil revenues continue to grow Azerbaijan will
fluctuate between these alternatives.

The latest moves in relation to the opposition and the media against
the background of an economic upsurge show this clearly. I regret this,
because as a result of such inconsistency we are wasting valuable
time and resources which are so necessary for the modernization of
the economy and state administration and civic society.

However, Azerbaijan’s recent history has shown that our political
processes are proceeding in zigzag fashion and it remains for us to
hope that, thanks to the resistance of the progressive section of
society and the efforts of our friends in the world, the country
will overcome the latest zigzag and get back to the main line of
integration into the European civilized space.

OSCE Minsk Group is engaged only in technical issues with regards to
the Nagorno-Karabakh conflict settlement.

They cannot influence the Presidents or Foreign Ministers of
Azerbaijan and Armenia," said the independent politician, Rasim
Musabeyov, on 24 May at the conference ‘Karabakh yesterday, today and
tomorrow’. Musabeyov said that it would be naive to expect any results
from the next visit of the co-chairs to the region. The politician
considered that in the Nagorno-Karabakh conflict settlement, the
Government and community of Azerbaijan will make no compromises
which are contrary to the territorial integrity of Azerbaijan. "It
became clear as a result of a survey amongst the population that
more than 75% of the Azeri people do not agree with the compromises
in Nagorno-Karabakh conflict settlement," Musabeyov stressed.

According to the politician, in order to change the situation
in favor of Azerbaijan, economic and military strength should be
demonstrated, which will absolutely positively affect the results of
the negotiations.

The next visit of the Co-chairs of the OSCE Minsk Group to the region
has already commenced.

"A concrete decision should be made before Azerbaijan’s and Armenia’s
presidents meet as the presidents have discussion on concrete issues,"
Deputy Foreign Minister Araz Azimov told the APA.

Commenting on OSCE Minsk Group Russian co-chair Yuri Merzlyakov’s
statement "in case the presidents’ meeting is successful they will
have to meet again for final agreement on core principles," Araz
Azimov said no decision has been made on presidents’ meeting.

"We will discuss the process with Yuri Merzlyakov and Bernard
Fassier. After discussions it will be decided whether to hold a
presidential meeting. Currently, there is only one issue on the table
which is to set basic principles for an accord on the settlement of
this conflict. If the basic principles are agreed, all the issues
in the agreement should be clearly marked because the agreement is
signed to be implemented. We are at the first phase now which leads
to agreement of basic principles," he said.

As a bonus for good work in 2006, Global Gold Corporation (GGC) granted
its 72 employees in Armenia 53,250 ordinary nominal shares. This is
the first case in Armenia when a private company grants shares to
its employees.

Most of the shares were granted to 48 employees working at the
Tukhmanuk gold deposit in Aragatsotn region in northern Armenia.

A few days ago Regional Director of GGC Ashot Pogossyan officially
presented the shares to the employees – each received from 250 to
500 shares depending on length of service and position.

The administrative workers of the Armenian office of GGC received up to
2,000 and more shares. "The company values the loyalty and diligence of
its employees and honors its social and ecological commitments. But the
key point is that we want our employees and their families to become
the owners of their work and to have a share in their achievements,"
Pogossyan said. He said that the company conducts such actions not
only in Armenia but also in Canada and Chile, where it has mining
projects. "We want out employees to feel themselves part of one big
family, the owners of their own company. Our key goal is to cultivate
the corporate spirit among them," Pogossyan said. He noted that GGC
is an open public company and its shares are circulated on OTC (US).

The villagers of Tukhmanuk were glad to know that they had become
the owners of GGC and could now earn on the appreciation of its
shares. Most of them are going to keep their shares as their price
is growing. Pogossyan told them that their children would be able
to follow the quotations of their shares by means of a special
computer laboratory that would be built in the village or through
internet. Ashot Khlkhasyan, the head of the Melik village community
located at the foot of the Tukhmanuk deposit, said that GGC’s action
was very interesting. He confessed that he had never before heard
any company in Armenia share its property with its employees.

He highly appreciated the community’s cooperation with GGC. A total of
50 new well-paid jobs have been created in the village. GGC implements
a number of social projects: the company has financed the construction
of a water conduit and the gas supply of the village. "The company
helps us to solve whatever problems we face," Khlkhasyan said.

A total of 50 people work at the Tukhmanuk deposit. They receive an
average of 100,000 AMD ($283) a month.

In July 2007 Star Company To Open First Supermarket With Trade Area

In July 2007, Star Company, the largest trade network in Armenia,
will open the first supermarket with a trade area of about 2100 sq.m
in Yerevan. Yelena Abovyan, Head of the Company’s Design Department,
told ArmInfo correspondent that the new supermarket is situated in
the Nork third unit. She noted that in 2007 a multiformat conception
of the network’s development was approved, and this conception is
unprecedented for Armenia. "Division into formats allows to respond
to the preferences of consumers’ each segment more efficiently.

In case of the Star network, we suppose to develop three formats,"
Y.Abovyan emphasized. According to her, the formats will be
distinguished by their range of products, location, they will be meant
for different segments of consumers. The first format shops will be
situated in the center of Yerevan, in the business and recreational
zone, and will occupy an area of 200-400 sq.m.

"The quantity of assortment names will total 5000-7000, representing
both basic goods and premium class goods. The emphasis is done on the
supply of fresh products and cookery," Y.Abovyan noted. At the same
time, she pointed out that such supermarkets are meant for everyday
purchase, therefore the proportion of the assortment units of food
and non-food sectors makes up approximately 75% against 25%.

As for the medium format shops, Y.Abovyan noted that they focus on
complex purchase. "The assortment matrix of this format implies a
proportion of food and non-food items that makes up about 67/33,"
she said. The shops are situated in densely populated regions and,
as a rule, occupy separate buildings where other retail operators are
represented, e.g. mobile communication show-rooms, chemists shops,etc.

The third format supermarkets, trade halls, with an area of over
2000 sq.m. offer bigger number of assortment (about 20000), mainly,
due to an extended range of non-food items. Y.Abovyan emphasized
that she is not going to hold price differentiation yet, adhering
similar prices for similar goods in all the shops. "Meanwhile, the
perception of the price level may differ because of differences in
assortment. Large trade areas allow to offer wider assortment for
each category and bigger price range," she stressed.

Y.Abovyan also pointed out that at the moment the Star network of
supermarkets has two "city center" shops (in Amiryan and Tigran Metsi
streets), two medium format supermarkets (in Avan and Zeitun), and
one large supermarket to be shortly opened (Nork Massiv). In July,
Star will put into operation a new shop in the center of Yerevan
(in Mashtots Avenue), which will be different from the others by
the lack of counter service. By the end of 2007, the network will
comprise 10 shops. Speaking of a long-term outlook of development,
Y.Abovyan noted that by the end of 2010, the Star network will
comprise 10 supermarkets in the center of Yerevan, 20 medium format
shops and 20 large supermarkets, 4-5 of them in Yerevan, 15- 16 –
in the regions. Expansion in the regions is expected by the end of
2008. She pointed out that the company leases premarketing. "The
main activity of our company is a retail trade, as the purchase of
real estate would be an inefficient dstribution of resources. Let
realtors and developer companies do that," she said.

In conclusion, she noted that in the near future Star will implement
a project on opening small bakeries in the shops, that will allow to
offer the customers a wide range of baked goods under own brand.
