Pashinyan: “The poverty is in our minds.”

The Armenian parliament has adopted a five-year plan that the government proposed to fix Armenia’s economy, the country’s most pressing problem. But the plan was subject to broad criticism and passed without support of the two opposition parties in parliament.

As Eurasianet writes in the article Armenia adopts plan for “economic revolution”, the 62-page government plan promises a “significant decrease” of the severe poverty in Armenia and a “significant decrease in unemployment by 2023.” Very small businesses would be exempt from taxes; public sector salaries would be increased. The plan gave a few specific targets: that GDP would increase by five percent a year, exports would be increased to over 40 percent of GDP by 2024, and solar energy would make up 10 percent of the country’s total consumption by 2022.

“The economic revolution has begun,” said Prime Minister Nikol Pashinyan, presenting the program in parliament on February 12. “I am announcing the start of the nationwide economic revolution in the Republic of Armenia. The Armenian people won in the fight against corruption, impunity and clan management, and the Armenian people will win in the fight against poverty and unemployment.”

Many, though, criticized the plan for being generous with words but stingy with details. “For me, this [the plan] is a conversation between the prime minister and the citizens, or the prime minister’s message to the government, but not a measurable program to which the government can be held accountable,” said Mane Tandilyan, an MP from Bright Armenia, during a February 14 parliament session.

Others criticized the plan for being insufficiently ambitious. “This plan is not revolutionary,” Gagik Tsarukyan, the head of the Prosperous Armenia party, told journalists. “If it doesn’t change, we can’t vote for it.” He allowed, though, that: “I don’t deny that there are two or three provisions which will create positive changes in people’s lives.”

MPs from the ruling “My Step” alliance defended the lack of specificity and modesty. Babken Tunyan, chairman of the parliament’s Economic Affairs Committee, said that the government could have picked a higher target than five percent GDP growth. “On the other hand, it is better to target less, but to achieve more,” he said.

And Pashinyan said the numbers will depend on the Armenian people themselves. “The numerical parameters of the economic revolution actually depend on how many Armenian citizens will respond to our call to become an activist of the economic revolution and how many will decide to take advantage of the opportunities of the same revolutionary platform,” he said while presenting the program in parliament.

Pashinyan’s emphasis on people’s responsibility for fixing the economy, including a statement that “poverty is in people’s minds,” raised some hackles.

Edmon Marukyan, the head of Bright Armenia said that was a means of dodging responsibility. “In the 90s, when I was a child, the only one responsible for our poverty was [the country’s first post-Soviet president] Levon Ter-Petrosyan,” Marukyan saidduring a February 14 session debating the plan. “Then, when we lived in poverty again, it was [second president] Robert Kocharyan. In 2018, of course, it was Serzh Sargsyan. And now a revolution occurs, and the leader declares that poverty is in people’s minds. Remove it from your minds and the economy will grow. Great, but then it’s not clear why the three previous leaders were responsible for our poverty, if the fourth one isn’t.”

On February 14, the plan was adopted with an 82-37 vote. While it wasn’t disclosed how individual MPs voted, the numbers suggest that all or nearly all My Step MPs voted for the plan, while the opposition parties didn’t.

Our economy was not ‘dead’, no need to start from scratch, economist says

“The government programme presented by the new cabinet does not differ much from the one unveiled months ago and again lacks figures,” economist Vardan Bostanjyan told Panorama.am.

In his words, the 70-page-long document contains separate sections on foreign and internal security issues, the fight against corruption, on notions of free, dignified and happy citizen, competitive, participatory and inclusive economy, territorial administration and the local self-governance, infrastructure, energy, mining, water management, hi tech sectors, the finance administration, yet the figures in the document are superficial. Moreover, the figures are concerning, according to our interlocutor.

“The programme states that the GDP growth rate should in average amount for 5% in the programme implementation period. Note, this figure our economy recorded even in its worst period. The next figure refers to the export. It states that the exports of goods and services in the period of programme implementation (until 2023) should reach 43-45 percentage of GDP. That simply cannot happen economically,” Bostanjyan said.

The economist doubted the knowledge and expertise of the specialists who had worked on the document and the promised economic revolution of the new leadership. “Our economy was not ‘dead’. Yes, we are a small market lacking resources, big financial opportunities. The state administration was not one of the best, yet we should not think nothing had been done and the new government had to start from scratch.”

Bostanjyan said the government programme which is lyrical in nature and has no touch with reality can be approved considering the factor of the period, then hoping the authorities will come to understanding what means to lead a state and realize own powers.

YEREVAN, FEBRUARY 6, ARMENPRESS. A court hearing is underway at the Yerevan Court of General Jurisdiction on the 2016 Yerevan police station ambush case, which became known as the 2016 Yerevan hostage crisis.

Incumbent national Police Chief Colonel Valeriy Osipyan is testifying in the hearing as a victim.

In 2016, Osipyan served as Deputy Chief of the Yerevan Police Department. He himself was taken hostage during the ambush.

During today’s court hearing Osipyan presented all details from the events.

Two of the 10 assailants are currently under arrest. The remaining seven were released on bail.

YEREVAN, FEBRUARY 7, ARMENPRESS. President of the Central Bank of Armenia Artur Javadyan has departed for Thessaloniki, Greece to participate in the 13th meeting of the Board of Governors of the Black Sea Trade and Development Bank (BSTDB)from February 7 to 9, the CBA told Armenpress.

During the meeting issues relating to the Bank’s activity, funding of various programs being implemented in the region and member states will be discussed.

During the visit the CBA President will meet with the BSTDB President, the presidents of the central banks of the member states, as well as heads of other financial organizations.

The BSTDB has a long and successful experience of numerous programs in real sector and financial system of Armenia.

Asbarez: ‘We Will Never Concede Our Homeland to Anyone,’ Says Pashinyan on Armed Forces Day

The commemoration of Armenia’s Armed Forces Day, celebrating the 27th anniversary of the establishment of the Armenian Army, began with a visit by Armenia’s leadership to Yerablur National Cemetery, to honor the fallen heroes and ended with a gathering dedicated to the occasion where Prime Minister Nikol Pashinyan declared that the Armenian homeland and its victories will not be conceded to anyone.

Earlier on Monday, Pashinyan was joined by Armenia’s President Armen Sarkissian, President of Artsakh Bako Sahakian, His Holiness Karekin II, Catholicos of All Armenians, Speaker of the National Assembly Ararat Mirzoyan, Acting Defense Minister Davit Tonoyan and other high ranking state and military officials to visit the Yerablur National Cemetery and pantheon to the heroes of the Artsakh Liberation Movement.

The importance of the Armenian Armed Forces was emphasized through announcement by the relevant ministries and officials.

President Sarkissian hailed the impressive efforts by the people in Armenia, Artsakh and the Diaspora to form and establish the Armenian Armed Forces so soon after declaring independence and the fall of the Soviet Union.

In a statement addressed to the nation, he praised the Armenian soldier, whose dedication has protected and secured Armenia.

He also announced a new initiative by the Office of the President called the “Defender of the Homeland,” through which those soldiers who were wounded and suffered injuries that have handicapped them would receive special assistance.

The program seeks to provide service, but more important, employment to the wounded soldiers who have become handicapped. He pledged to hire more such soldiers in the Office of the President and announced as his first such hire Gor Darmanyan, a wounded soldier who is currently employed by the president.

During a special ceremony, Sarkisian also awarded medals to soldiers and veterans.

Later on Monday, a celebration took place marking the Armed Forces anniversary, attended by Armenia’s leadership.

“On this solemn day of our Army’s anniversary, I believe it’s worth noting once again that the security we have is not just an apple fallen from the sky, but a reality that has been achieved through the efforts of thousands of freedom fighters: those officers who gave up their career in the Soviet Army and came back to protect the homeland; the first soldiers of our newly independent state, who defended their homeland at the cost of their health and life, sacrificing sometimes their well-being and prosperity,” said Pashinyan during the celebration.

“We have gathered today to reaffirm our commitment to our ancestors, our heroes and martyrs, our legendary military commanders and soldiers. We will never give up our homeland; we will never concede this victory to anyone,” added Pashinyan, who praised and honored the Armenian soldiers, past and present, as well as their families for the sacrifices toward the homeland.

Gazprom, Georgia plan to agree on gas transit to Armenia in 14 days — minister

TBILISI, January 19. /TASS/. Georgia expects to complete talks on a new deal with Gazprom on the transit of Russian gas to Armenia within the coming two weeks, Georgian Economy and Sustainable Development Minister George Kobulia told reporters on Saturday.

“At present, we are discussing the terms of reaching a new agreement on the transit of the Russian gas to Armenia. The terms of the previous contract [expired on December 31, 2018] will remain in force pending the end of those negotiations,” he said. “After the talks with Gazprom, which are expected to be completed within the coming two weeks, we will make their results public,”

Georgian Prime Minister Mamuka Bakhtadze said on January 18 that his country was not planning to give up its role of a transit nation for Russian gas supplies to Armenia.

Prior to January 2017, Georgia received 10% of the total volume of Armenia-bound Russian gas for its transit services. A new agreement with Gazprom, signed in early 2017, stipulated that the Russian side paid to Georgia for the transit with money and partially with gas in 2017, and only with money in 2018.

It was important that an open-minded person, who is opposed to violence and stands for peace like you talked about such topics. I do not forget for a minute. You talked so beautifully that, believe me, every time I wanted to hug you with enthusiasm. It’s a pity, great pity. Violence took you away from us. I have always been against violence, but when we lost you as a result of violence, my convictions reinforced.

Dear Hrant, when once I heard that you were taken to the court I immediately came in front of ‘Agos’. I was shouting ‘I will not give you to anyone’. We together were trying to prevent your imprisonment. What a pity you fell victim to violence. I miss you very much, Hrant Dink.

Statement of the Standing Committee on Foreign Relations of the NA of the Republic of Artsakh on the occasion of the 29th anniversary of the mass massacre of the Armenian population in Baku.


“On January 13-19, 1990, a mass massacre organized by the state authorities was carried out against the Armenian population in Baku, the capital of Azerbaijan. Hundreds of Armenians became victims of ethnic violence, and Armenian property was looted and confiscated. Under the immediate threat of physical annihilation, a quarter of a million displaced Armenians of Baku settled in different countries of the world as refugees.


In order to restore historical justice and to silence the voice of the Armenians of Artsakh, who rose up to realize their right to self-determination, the Baku authorities, with the permission of the Gorbachev regime, carried out a planned genocide against the Armenians of Azerbaijan. Contrary to the facts recorded by international human rights organizations, the authorities of Azerbaijan are still covering up their genocidal actions, falsifying the facts and avoiding responsibility.


Respecting the memory of the innocent Armenians who fell victim to the massacre and forced deportation of Baku, the Standing Committee on Foreign Relations of the National Assembly.


condemns any manifestation of xenophobia, extremism and terrorism,


claims that organized violence against the Armenians of Baku, the entire Eastern Transcaucasia, as well as the Armenians of Northern Artsakh and Nakhichevan fully corresponds to the UN’s 1948 to the legal formulation of the crime of genocide defined by the Convention on the Prevention and Punishment of the Crime of Genocide,


calls on the international community, human rights organizations and parliamentary structures to give a legal assessment to the mass massacres of the Armenian population in Baku and to take steps against the ongoing anti-Armenian propaganda at the state level in Azerbaijan,


reaffirms that the pogroms organized in Baku have no historical precedent, and the Republic of Artsakh will be consistent in bringing the organizers and perpetrators of the Azerbaijani-Armenian genocide to justice.”
