ArmInfo. Mass elimination of fish has been fixed in Hrazdan river.

As EcoLur told ArmInfo, a s.o.s. signal was received on January 23.

When we reached the scene, Arzni Gorge, we saw the river bottom full
of dead fish, crabs and frogs. It was already the third day the Sevan
gulls have been feeding with the fish having risen to the surface. The
Territorial State Environmental Inspection of the Ministry of Nature
Protection of Armenia went to the scene. Under the inspector, the
initial checkup showed that approximately 500 m of the river zone
was affected. ‘I hope that this really has a local nature", the
inspector said.

By EcoLur’s request, the Deputy Head of the State Environmental
Inspection Karen Papoyan advised that at present the Ministry of Nature
Protection of RA is conducting the analysis of the water samples
taken from the Hrazdan River and the dead fish. "We will inform the
public about the analysis results through the mass media," Papoyan
said. Under him, the results will show what the scales of the accident
are and what other departments should be involved in this process.

An anonymous diplomat from the Turkish Embassy in Washington was
infuriated upon seeing a map of historical Armenia hanging at a
seminar called "Armenian-Turkish Protocols: Realities and Myths"
organized by the George Washington University.

According to Turkish news agency Anadolu Ajansi, the diplomat expressed
discontent when he saw that seminar organizers had hung the map on
the wall. The diplomat also complained that no one who expressed a
Turkish viewpoint on the issue had been invited to the seminar.

Speaking about the Armenian Genocide, the diplomat said that the
Turkish side had already expressed its viewpoint. But according to the
diplomat, Armenia has not responded to Turkey’s offer of establishing
a joint committee of historians and opening up the archives.

Sean Murphy, a professor from the Law School of George Washington
University, saying that he had no ulterior motive for doing so,
has claimed responsibility for hanging the map at the seminar.

Committee on Defence, National Security and Internal Affairs
receives complaints from citizens on conscripts’ health, as well
as non-regulations relations between conscripts. Committee Chairman,
member of the RA NA ARFD faction Hrayr Karapetian reported at a January
26 press conference. He mentioned that in 2009 NA made legislative
amendments, according to which persons having an irreparable health
problem are not obliged to undergo medical examination every year.

As to non-regulations relations, according to H. Karapetian, in
order to liquidate them we should first of all raise the professional
level of officers. In his words, a teaching booklet for officers has
been published lately, which they "should constantly keep in their
pockets." "Unfortunately, there are still people who disgrace the
rank of the officer, there are also corruptionists," H. Karapetian
said adding that nevertheless, according to the data of USAID, army
is one of the least corrupted spheres in Armenia.

Speaking about national security the head of the parliamentary
committee stated that in general, domestic instability undermines
state’s foundations. Therefore, according to him, ARFD being opposition
neither in the past, when its activity was prohibited, nor today is
going to take measures destabilizing the country.

Commenting upon the tripartite meeting of the Presidents of Armenia,
Azerbaijan and Russia held the day before in Sochi, H. Karapetian
classed it as common and not differing from the previous ones. He
mentioned that he is not aware of the issues discussed at the meeting
but he hopes that the RA authorities will not sign secret documents as
"they have already learnt lessons from the Armenian-Turkish process."

YEREVAN, JANUARY 25, NOYAN TAPAN. 2009 was a difficult year, but we
managed to carry out the tasks given to us and to withstand the global
financial and economic crisis, Armenian Minister of Finance Tigran
Davtian told a press conference held at the government on January 23.

In his words, under conditions of the crisis it was important to
ensure macroeconomic stability in the country, and the government
succeeded in that.

In particular, all budget processes were ensured, and all social
obligations programmed before the crisis were fulfilled. The minister
said that in conditions of a decline in revenues last year, the
government conducted a policy of expansion: more state resources were
attracted into the economy, thanks to which Armenia overcame all the
existing difficulties. In addition, last year reforms were carried
out in prize game, tax and some other sectors to improve financial
discipline there.

Speaking about work to be done in 2010, T. Davtian said that Armenia
will start solving the problems to be dealt with before the crisis.

Particularly, this year they will return to measures aimed at ensuring
economic growth, it is also planned to return to medium-term budgeting
which was stopped due to the crisis. Strict control of off-budget
expenses will be established this year. The accounts of the Program
Implementation Offices will be transferred from commercial banks to
the RA treasury system. "The Program Implementation Offices implement
programs at the expense of loans which are budgetary resources, and
they are not under efficient control in case of opening accounts in
commercial banks. It is necessary to transfer these accounts to the
treasury system," the minister stated.

T. Davtian considered a 7.4% deficit as possible this year, adding
that it may decline in case of implementation of necessary work.

According to the ARF parliamentary member Artsvik Minasyan, there are
political forces wanting to humiliate the decision of the
Constitutional Court and trying to justify in front of Turkey as if it
is a home act and does not have anything in common with international
relations. We have to strive to achieve the three legal provisions of
the CC decision: genocide, Karabakh and Western Armenia recognition.
If the sides and the international community note that there is no
precondition in the protocols, so it will be strange if the National
Assembly does not make restrictions, says Minasyan.

The RP parliamentary member Gagik Melkonyan considered the decision of
the Constitutional Court as a cold shower for a series of Armenian
political forces as well as Turkey which always tries to impose
preconditions on Armenia. `I am not inclined to thinking that the CC
registered preconditions by its decision. The main aim of the
protocols is to establish relations and to open the borders’, says
Gagik Melkonyan.

As to the fact that Turkey sees preconditions in the CC decision,
according to Gagik Melkonyan, independently from the CC decision,
Turkey would find a reason to protract the ratification. Turkey is
obliged to ratify the protocols and it will fulfill its duties up to
the end though it will try to protract the process.

Turkish Prime Minister R. Erdogan met with Russian President D.
Medvedev and Prime Minister V. Putin in Moscow on January 13. The
talks were held in an atmosphere of friendship and understanding and
produced a joint statement on Russia’s constructing a nuclear power
plant in Turkey and on the interest of the parties in the joint
implementation of the South Stream gas pipeline and Samsun-Ceyhan oil
pipeline projects. Russia and Turkey also agreed to introduce
visa-free travel between them and to execute bilateral commercial
transactions in national currencies. The agreements, if successfully
put into practice, would signify considerable progress in the
relations between Russia and Turkey as well as have much wider
repercussions.

It is well-known that Turkey is currently facing a historical
junction. In fact, the country is in the process of self-determination
in the international sphere, and the situation involves an array of
complexities in its domestic and foreign politics. The need to subject
to a revision the identity formed since the epoch of Mustafa Kemal
Ataturk, the founder of the Republic of Turkey, is bred by the
collapse of the grand geopolitical project in the name of which the
country shed its former imperial burden. At the core of the project
was Turkey’s integration into the Western civilization, a process
which was supposed to be crowned with its admission to the EU.

Turkey suffered severe humiliations in the pursuit. While its
population is predominantly Muslim, the Muslim clergy in the country
was marginalized to a greater extent than any other part of the
society. The army built from scratch to replace the disbanded armed
forces of the Ottoman Empire was given the role of the main protector
of the secular character of Turkey’s new statehood. Charged with the
highly specific mission, it was mainly staffed with militant atheists.
It used to be a fashion among Turkish officers to drink in restaurants
during Ramadan, while individuals whose ancestry included mullahs were
debarred from military careers. Any public manifestations of the
Muslim identity were unwelcome and wearing Muslim attire in official
institutions was prohibited. Military coups ` a total of four since
the epoch of Ataturk – were staged whenever the army elite sensed a
threat to the secular order in Turkey’s domestic political landscape.
Nevertheless, the West seemed to remain unperturbed by the military
interventions in civilian politics. Turkey joined NATO in 1952 and
earned the status of a EU candidate in 2000.

Things stalled at the point, however. The EU has expanded twice since
2000 and admitted 12 new members, but for Turkey its doors are still
shut. As an undisguised offense, the country which sacrificed its
identity in the name of the hypothetic EU membership was offered a
privileged partnership instead. Islamophobia is too deeply entrenched
in Europe to let the EU tell `good’ Muslims from the `bad’ ones, and
the Kemalist elite which traditionally maintains positions in the
army, university circles, and media finds itself in a difficult
situation as the result.

The developments shouldn’t have come as a surprise, in fact. The
existing technological framework based on energy extraction from
hydrocarbon fuels cannot sustain the West’s traditional level of
comfort for a population numbering over 1 bn. Moreover, the demise of
the USSR rendered the ideological task of demonstrating the advantages
of capitalism unimportant, and in the post-Soviet era the Western
ruling circles seem to have gotten convinced that even the appetites
of the `golden billion’ can be safely tempered. Anyhow, in today’s
West the neo-liberal tide is rapidly washing off the structures of the
socially-oriented economy. The process is a lot more pronounced in the
US than in Europe, but still the latter is clearly unprepared to make
its living standards available to Turkey’s population of 70 mln
people. The thinly veiled position was voiced by French President N.
Sarkozy ` Europe without borders would mean Europe without values.

The failure of the Kemalist aspirations focused on the integration
into the Western civilization is naturally translating into a
strengthening the positions of the pro-Islamic wing in Turkey. The
truth is that the popularity of Islam in the country never evaporated.
It continues to define the lifestyles of the unprivileged strata of
the Turkish population, and this part of the society clearly wants a
bigger role for Islam in Turkey’s politics. Kemalist talk about
preventing the Islamization of the Turkish society only fuels sympathy
for Islam among the impoverished masses.

Turkey’s Justice and Development Party of which President Erdogan is a
member and to which Prime Minister A. Gul used to belong is the
successor to the Welfare Party outlawed by the army. The Justice and
Development Party won the 2002 elections and triumphed again in 2007
garnering 46.6% of the vote. It espouses Islamic values, but the lack
of power backing makes it resort to maneuvering and formally pledge
commitment to secular statehood and the obviously hopeless
Euro-integration course. The Turkish economy posted impressive growth
and got rid of hyper-inflation ` which previous governments could not
cope with – during the period of the Justice and Development Party
rule. Turkey diversified its export, and the achievement largely
softened the impact of the global crisis on its economy. Erdogan’s
term in office was marked with a rise of infrastructure investments.
In 2007, The Economist recognized that the period of the Islamist rule
was the best time for Turkey over the past 50 years.

Forced to conceal their Islamist leanings in domestic politics,
Turkish leaders act with greater openness internationally. Erdogan
clashed with Israeli President S. Peres in Davos over Israel’s
operation Cast Lead in Gaza. Erdogan lambasted Pres’s advocacy of the
offensive and left the forum after being cut off by the moderator.
Notably, Erdogan’s response came at the time when most Muslim
countries chose to keep a low profile and some ` like Egypt ` even
implicitly sided with Israel. Erdogan was cheered by a crowd of
supporters upon returning to Turkey, slogans `Hamas is Erdogan, not
Taliban’ appeared in the streets of Gaza, and the mayor of Tehran
granted to Erdogan the title of an honorary citizen following the row.

Later Erdogan sharply criticized China for the ferocious suppression
of the Uyghur protests. With his usual bluntness, he charged China
with genocide and called for boycotting Chinese-made products.
Altogether, watchers regarded Erdogan’s activity as a bid for
leadership in the Muslim world where indeed the position is vacant.
The Saudi Arabia is widely perceived as a US satellite and Iran’s
problem is that the Shia are a minority among the Muslim flock.

It should be noted that the domestic accomplishments of Erdogan’s
party make it increasingly difficult for the army elite to challenge
his authority. Importantly, Erdogan is credited with achieving serious
progress in addressing the Kurdish problem. Being
conservatively-minded Muslims, many of the Kurds dropped the idea of
armed struggle and opted for involvement in the Turkish political
mainstream after the Justice and Development Party took charge.
Islamists routinely garner a higher percentage of the vote in Turkey’s
Kurdish regions than on the average across the country. Erdogan showed
enough political will to stop the Turkish army from launching punitive
raids against the Kurds after several terrorist acts, and his
restraint was appreciated by the Kurdish population.

It should be noted that Erdogan had enough courage to confront the US
at the moment when Washington’s global domination more than ever went
unchallenged. In 2003 Turkish government and parliament did not allow
the US to use the Injirlik airbase to deliver air strikes to Iraq and
gave no consent to a US ground offensive against Iraq from Turkey’s
territory. Later, the US was the side to make the first reconciliatory
step. Turkey was one of the first countries to be visited by US
President B. Obama shortly upon his winning the presidential race ` in
fact, the first one Obama went to after Canada, the US nearest
neighbor, and the countries hosting the G20, NATO, and EU summits.
Obama generously dispensed praise for the Turkish statehood and was
actually close to dropping the demand that Turkey recognize the
genocide against Armenians, which he used to uphold as senator. The US
President urged the EU to let Turkey in and spoke of the need to
bridge the economic gap between the West and the East. While the
speech was a ritual more than anything else, it is nevertheless fair
to say that Obama started his much-touted reset in Ankara.

Turkey is widely regarded as an attractive coalition partner. The
country is not burdened with access foreign-politics obligations and
its leadership has sufficient freedom of maneuver. No doubt, Turkey
remains a NATO country involved in various missions of the alliance
including the one in Afghanistan. It is, nevertheless, bitterly
disappointed, and not only with the EU but with the West in general
and therefore likely to ignore Western strategic recommendations when
necessary. For external watchers, the transitions underway in the
ranks of the Turkish elite may be hard to discern, but it is logical
to expect a weakening of the pro-Western forces in the country, and
consequences will ensue in the nearest future.

For Russia, it is extremely important to entice Turkey to cooperate
over a broad range of issues in the spheres of economy and security.
Rapprochement with Russia should not meet with opposition from either
Kemalists or Islamists. For Islamists, it would be natural to embrace
Russia as an alternative to the unfriendly West, and Kemalists would
see ties with Russia as a counterforce to the absorption of Turkey by
the Muslim world. From Russia’s standpoint, the alliance with Turkey
is beneficial in many respects, one of them being that its very
materialization would cool the anti-Russian fervor of some of our
neighbors.

U.S. Secretary of State Hillary Clinton is expected to meet
representatives of Armenian-American organizations next month. The
idea came in the fall of the past year, when the Las Vegas Chapter
of the Armenian National Committee applied to Senate Majority leader
Harry Reid to express dissatisfaction with the fact that the US
Administration defends the Armenian-Turkish protocols, which counter
the interests of the Armenian people, including American Armenian
voters.

Every vote can be decisive for Harry Reid, who will be running for
his second term in November. Not to lose his potential electors, the
Senator decided to forward the letter to Secretary Clinton and to
encourage her to meet directly with the national leadership of the
Armenian American community regarding the state of Turkey-Armenia
relations.

Hilary Clinton did not turn down the respected Senator’s request.

However, the State Secretary’s initiative does not satisfy
representatives of the Armenian-American community.

The Armenian National Committee of America is discontent with the
participants invited, not the idea of the meeting itself.

Invited to attend the meeting with Secretary of State Hillary Clinton
are: the Armenian Assembly of America, the Armenian General Benevolent
Union, the Diocese of the Armenian Church of America (Eastern),
the Diocese of the Armenian Church (Western), the Knights of Vartan,
and the Armenian National Committee of America.

It’s hard to say how the choice was made, but the fact remains that
five of the six organizations invited back the protocols. It’s
only the Armenian National Committee of America that opposes the
Armenian-Turkish protocols. Besides, the six organizations do not
reflect the stance of the whole Armenian American community.

Representatives of the three Armenian traditional parties that came
together at a press club in Los Angeles confirmed that they all
addressed separate letters to the Department of State, saying they
stand against the expected meeting and its content.

If the request is turned down and the meeting takes place in
a previously agreed format, the Armenian National Committee of
America-Western Region will, most probably, refuse from participating
in it.

ArmInfo. With the financial support of Orange company, a kindergarten
was opened in Vahagnadzor village of Lori region of Armenia on January
21, the company’s press-release says.

The company provided 8 mln AMD (over $21 thsd) for the heating system,
cleaning of the kindergarten’s area and acquisition of the necessary
furniture. The benevolent programs of Orange have been launched with
the opening of the kindergarten in Vahagnadzor. The programs will
be implemented jointly with the charity company "Shen". Thanks to
the company’s investments, the kindergarten, which was closed for
several years, can accommodate 30 children today.

CEO of Orange Armenia Bruno Duthoit said that his company realizes
how much enterprises can do to ensure Armenia’s stable development
and is ready to make its contribution. Priority should be given to
education and cultural development of children.

Together with "Shen", this year, Orange Armenia is planning a program
to heat and improve kindergartens in a number of remote districts
of Armenia.

Mobile and internet service operator, Orange (subsidiary of France
Telecom), started its activities in Armenia Nov 5 2009. The company
has 190mln subscribers in 32 countries.

Deno Gold Mining Workers Stop Strike

DENO GOLD MINING WORKERS STOP STRIKE

YEREVAN, January 22, /ARKA/. Over 200 workers of Canadian-owned Deno
Gold Mining plant in southeastern Armenia who refused to show up for
work on January 17 morning demanding a wage rise, stopped the strike,
Norayr Aghayan, a spokesman for the company, told ARKA news agency
Thursday.

The company’s administration had developed a special pay rise package,
but the workers would not agree to it.

‘The strike is over as the workers have accepted the proposed pay
rise that calls for a 30-60 percent wage rise,’ Norayr Aghayan said,
adding that some workers demanded doubled pays.

The Deno Gold Mining Company is located near the town of Kapan,
the administrative center of Syunik. It develops the Shahumian
poly-metallic and the copper-pyritic mines of Kapan ore dressing and
processing combine.

250 Armenian fish farms annually produce up to 3500 tons of fish,
of these mainly sturgeon and trout; however, fishing industry of
Armenia is able to produce from 150,000 to 300,000 tons annually
providing a turnover in 1,5-2 billion drams, said chairman of the
Fish Farmers Union of Armenia, Arkady Gevorkian.

He said Armenian fish industry has produced nearly 25,000 tons of
fish in 1990s, and 1,500-1,800 tones by 2000.

"We need new technologies to export the fish," said Arkady Gevorkian.

After economical negotiations between Russian and Armenian governments,
Armenia starts exporting fish to Russia (since December 2009,
as Russian markets were closed because of swine-flu). Export to
Russia registers 6 tones in January. Once Armenia has exported fish
to Georgia. Arkady Gevorkian said Russia often closes its markets,
possibly, trying to back local industries.

European markets are also profitable for Armenian fish industry’s
exporting, according to Arkady Gevorkian. He said it is necessary to
provide European safety standards to start exporting to Europe. This
is a complicated matter, as Armenia hasn’t got answerable laboratories.

"Our production is of a high quality, without any chemical," said
Arkady Gevorkian adding that it’s necessary to have a governmental
support to develop the fish industry.
