Kars – APA. Serhed TV channel of Kars and Lori TV channel broadcasted
in Gyumri, Armenia signed a protocol on cooperation, APA reports
quoting the Radikal newspaper.

The employees of the Serhed TV channel went to Armenia and prepared
reports from Gyumri. Serhed TV is owned by former head of Kars
municipality Naif Alibeyoglu.

The program head of the channel Alican Alibeyoglu said the project
aimed to eliminate the problems between Armenian and Turkish nations,
make the two nations closer. Alibeyoglu said everyday 150 Turkish
TIR vehicles leave for Armenia through Georgia and underlined that
the borders between the two countries are formally closed.

"80 percent of the goods sold in Armenia are produced in Turkey. The
two countries operate flights. The borders are closed symbolically.

All are expecting the problems between Armenia and Azerbaijan to be
solved and the borders to be opened," he said.

Presenter of Serhed TV Ozgur Togrul said their goal is to improve
the friendship between the journalists of the two countries.

"Our colleagues from Armenia came to Kars, we visited this country.

The atmosphere of mutual confidence is being formed. Particularly the
young people approach the issues more peacefully and want the opening
of the borders. The Turkish and Armenian cultures are alike. We want
to develop the relations in this field," he said.

The owner of the TV channel Naif Alibeyoglu was pursing active policy
for the opening of the borders with Armenia while he was head of Kars
municipality. Naif Alibeyoglu had initiated to hold joint festivals
in Kars, erect monument in Kars symbolizing the Turkish-Armenian
friendship and fraternize Gyumri and Kars.

Various European foundations offered financial assistance to
Alibeyoglu’s initiatives aiming to normalize the relations with
Armenia.

parliamentary delegation met Saturday with chairman of the Egyptian
People’s Assembly speaker, Dr. Ahmad Fathi Sorour.

Briefing on Egypt’s foreign policy priorities, Dr. Sorour voiced
hope for closer ties between Armenia and Egypt. RA National Assembly
Speaker, Mr. Hovik Abrahamyan, for his part, dwelled on Armenia’s
efforts for establishment of peace and stability through out the
South Caucasus and noted that Armenia observes the Armenian-Egyptian
interparliamentary agreement signed in 1997.

The officials also referred to economic cooperation, specifically
the bilateral intergovernmental meeting due in summer 2010.

Mr. Abrahamyan invited his Egyptian counterpart to visit Armenia.

On January 18 morning, the Armenian delegation is scheduled to meet
with Egypt’s Prime Minister Ahmed Nazif.

YEREVAN, JANUARY 14, NOYAN TAPAN. RA President Serzh Sargsyan,
on January 14, received RF Foreign Minister Sergey Lavrov. At
the meeting the sides spoke about Armenian-Russian dynamically
developing relations, deepening cooperation in trade and economic,
humanitarian spheres. They attached importance to further expansion
of legal-contractual sphere and mentioned that new agreements will
create additional possibilities for cooperation and will further
strengthen the relations.

S. Sargsyan stated that Armenia will continue making efforts to
deepen the bilateral interrelations. He mentioned that in 2009 the
Armenian-Russian strategic partnership was replenished by new quality
elements, the high level of intensive political dialogue was kept,
economic, cultural, humanitarian contacts became stronger.

"We also appreciate the level of our countries’ strategic partnership,
allied cooperation in all spheres," S. Lavrov said in his turn and
added that with his Armenian counterpart he in detail had discussed
the fulfillment process of the agreements reached.

According to the RA President’s Press Office, the interlocutors also
discussed issues related to economic partnership. They touched upon
the work of the Armenian-Russian Intergovernmental Commission and
attached importance to efficient operation of Armenian enterprises
under Russian management.

S. Sargsyan and S. Lavrov also exchanged thoughts over South Caucasian
regional problems, in particular, touching upon the Nagorno Karabakh
settlement process and normalization of Armenian-Turkish relations.

"We are grateful to the Russian Federation for much efforts made in
the direction of Nagorno Karabakh settlement, as well as normalization
of Armenian-Turkish relations," S. Sargsyan said.

S. Lavrov mentioned that RF Prime Minister Vladimir Putin at the
January 13 press conference with the Turkish Prime Minister once
more presented official Moscow’s position emphasizing that these two
processes are not interrelated: even solving each of these problems
separately is very difficult, and it is not right to link them with
one another. S. Lavrov also emphasized that Russia is interested in
both normalization of Armenian-Turkish relations and Nagorno Karabakh
settlement.

Interview with the RP Spokesman Eduard Sharmazanov

The Armenian Constitutional Court declared the Armenian and Turkish
protocols in accord with the Armenian Constitution. Can we trust the
objectivity of the court considering that the CC head Gagik Harutyunyan
personally participated in Serge Sargsyan’s pan-Armenian tour relating
to the same protocols?

I am not a lawyer to give an assessment. I am a political figure
and my assessments are political too. The CC studied the case very
thoroughly and attached to it the applications of the ARF and other
forces. The decision of the court, I think, was expected. If those
protocols were not in accord with the Constitution and contained
preconditions, I do not think they would be signed in Zurich. The
CC cited the declaration of independence of Armenia and set that the
Armenian state has to care for the international recognition of the
Armenian genocide. No Armenian official can make the genocide issue
a disputable one. And the second question is that this is an issue
relating to two countries and no other third country. This too has
been set by the CC decision. Some Turkish political figures tried
to compare this process with some processes of the beginning of the
century. But the CC decision showed that this is a completely new
process between two countries. CC decided that the process led by
Serge Sargsyan fits the RA constitution.

But the ARF keeps affirming that the protocols do not correspond to
the Armenian Constitution and brings relevant grounds.

The ARF is a separate political force and it is their right. All
political forces do not have to have the same opinion. We respect
their stances. But this or that opinion of a political force does
not have to influence the decision of the court.

The authorities have repeatedly stated that the protocols do not
contain any preconditions, but Turkey’s top officials continue to
assert that Turkey will not open the border until Armenia does not
return the territories to Azerbaijan. Is it not a precondition?

The main applications are the protocols themselves, but they contain
no preconditions. This fact has been acknowledged in Washington by Mr.

Erdogan. If Erdogan and others intend to establish relations with
Armenia on preconditions, they would have not signed the protocols.

Negotiations are taking place around these documents, there is no
third document. And if Turkey says about the occupied territories,
it would first have to think of Cyprus, 39% of which it occupied,
and only then to feel free to talk about the occupied territories of
Azerbaijan. Turkey should also remember that since 1993 it has made
a unilateral blockade of Armenia, refused to recognize the crime of
human scale which is the genocide of Armenians in early 20th century,
supported the administration and financed Elchibey aggression against
Karabakh. They cannot make unilateral concessions from Armenia.

Moreover, Armenia has much more right to speak the language
of preconditions, but all three Armenian Presidents – Levon
Ter-Petrosyan, Robert Kocharyan and Serge Sargsyan realized that in
a globalizing world they must be able to make the first step without
any preconditions and to establish diplomatic relations. Only after
the establishment of relations it is possible to proceed to discuss
and resolve contentious problems.

Let Turks decide among themselves whether they want to ratify the
protocol, and, within a reasonable time. I think the statements of the
Turks are intended to achieve the maximum concessions from the United
States and Russia on other issues, including Kurdish, Arab-Syrian,
and others.

The party which will refuse to ratify the protocol will have problems
with the international community, with the countries, the foreign
ministers of which attended the ceremony in Zurich. And we are already
seeing results: no chance Bulgaria expressed the need for payment
by Turkey 20 billion dollars in compensation for the killing of the
Bulgarians during the First World War, not by accident tensions arose
between Israel and Turkey, not by chance the U.S. Congress once again
deals with the Resolution on the Armenian genocide.

What is the reasonable time during which the protocols are to be
ratified?

I find it difficult to talk about specific dates, but it would be
logical to ratify the protocol until 24 April, and the first to
ratify is Turkey because it unilaterally closed its border with
Armenia in 1993.

Turkish officials argue that they cannot exert pressure on the Turkish
parliament, which will not ratify the protocol without progress in
the Karabakh settlement.

Turkey will try to delay the process, but it cannot last forever,
because the international community expects a quick solution to the
problem, according to the spirit of international relations, that is,
without preconditions. Statements by Turkish officials are nonsense
because the ruling "Justice and Development" has a majority in the
Turkish Parliament, and it should make a political decision. It is
a question of political will.

How do you think will the protocols be ratified in the end or Turkey
will continue to speak the language of preconditions, and Serge
Sargsyan will suspend the process?

It is difficult to make any predictions, but I think the most likely
is the ratification of the protocols. Simply Turkey is trying to wrest
concessions on other issues which is not new for Turkish diplomacy.

But the world community has enough levers to influence Turkey.

The Cabinet called its first session of 2010, chaired by RA Prime
Minister Tigran Sargsyan. Before the agenda was approved, the Prime
Minister addressed those in attendance:

"We have a well-established program of action and a clear-cut list of
per-agency priorities as we usher in 2010. In a few days, we will be
discussing the annual reports of ministries. I would like to set forth
two important tasks for the year 2010. Firstly, all the ministers shall
submit to the public at least 3 pivotal programs under their control,
which may be conducive to breakthrough. By yearend they will have to
report back any progress made in relevant areas of activity.

During the upcoming report discussions you will get a more accurate
idea of target areas which must be kept under public control.

The second directive concerns the growth indicator. By summing up
the results of 2009, we must focus on the existing growth-conducive
potentialities and such actions as will have to be carried out in the
course of 2010, as well as on those obstacles which if removed will
provide for higher growth and implementation of specific projects. We
are supposed to agree upon the aforementioned two directions by
the end of this month so that all the ministers can get hold of the
tasks under their own control. All this is coming to complement the
Government’s 2010 program of action."

Then, the cabinet ministers passed on to the discussion of agenda
items.

The Government approved the framework financing and loan instruments as
signed in 2009 between the Government of Armenia and the Asian Bank,
referred to as "North-South Highway Corridor Investment Program." The
program covers Agarak-Kapan-Yerevan-Gyumri-Bavra highways and road
infrastructures. It will help improve road communications with
Iran and Georgia facilitating access to international trade routes
and markets. The economy and transport ministers informed that USD
120mn-worth of activities will be carried out in the year under review,
after which the Prime Minister told them to take all measures necessary
for their full and timely implementation.

The executive endorsed the concept of Armenia’s industrial development
which is supposed to create such favorable environment as may bring
about a shift toward industrial development by increasing the share of
industry in the GDP and shaping an export-oriented system of industry.

Prime Minister Tigran Sargsyan noted that the passed decision will
trigger out a larger process which will have to be examined in a
comprehensive manner. In any case, sector-management-related ideas
will have to be precised during this year.

The Government approved the level of funding available to local welfare
services for the settlement of family and lump-sum benefits based on
FY 2010 State budget allocations.

The session has also endorsed the results of the international
tender for construction of waste water collectors in Gavar, Martuni
and Vardenis towns under the Lake Sevan Environmental Project, won
by German Ludwig Pfeiffer. Prime Minister Tigran Sargsyan reminded
that sizeable work is to be carried out in this area during the year,
with 500km-long water-mains to be installed in the meantime.

The Government has amended Armenia’s passport system-related rules
and procedures stipulating accurate deadlines for passport-related
operations on the basis of State duties. This will make it possible
to differentiate the passport processing administrative functions
and the extension of paid services. The amounts of fees payable for
substitution of lost passports were defined under another decision
passed at the meeting.

Those decisions passed in connection with a series of legislative
initiatives will be submitted to the National Assembly for
consideration.

As whole, a total of 40 decisions were passed concerning the agenda.

of Turkish-Armenian borders are conducted under the US influence
therefore the United States is making all efforts to ratify the
protocols at the parliaments of both countries and to restore the
relations", political scientist Vafa Guluzadeh told APA. He said he
thought at the very beginning that the protocols would be signed and
ratified. "They will search different ways that Turkey explains its
actions. Turkey intends that Moscow makes concession and at least
occupied territories of Azerbaijan are liberated. But I don’t believe
that Moscow will agree with that because the occupation was built
by Russia, and if one stone of that "building" is pulled out it will
collapse. Therefore Turkey cannot hope that it can liberate at least
one region and then open borders with Armenia. They will force Turkey
to open the borders. I said at the very beginning that the opening
of borders didn’t concern Karabakh problem because the United States
knew that Russia would never allow liberation of Nagorno Karabakh and
surrounding regions". Guluzadeh called protests of Armenian opposition
and Diaspora against the Constitutional Court’s decision a show.

Political scientist Rasim Musabeyov thinks that the Constitutional
Court’s decision will have positive results for Armenia. "Serzh
Sargsyan’s government needs in that. Otherwise foreign minister and
Sargsyan should explain why they sign anti-Constitutional document".

Musabeyov said if there was no such decision, Armenia would be with
mask off before the international community. "Ratification of the
protocols at the parliament could be prolonged. Armenia will try to
make it in parallel with Turkey. There could be protest actions by
Armenian opposition and Diaspora. In any case, the Armenians intend
to demonstrate that "we make great concessions so difficult for us".

Political scientist Ilgar Mammadov said that the Constitutional
Court’s decision was an important half-step by Armenia toward peace
and stability in the South Caucasus. "It was not exceptional that
Armenia made this step. There is ratification of the document by the
parliament ahead. It needs in political will and then the borders
will be opened legally". Regarding the protests against the protocols,
Mammadov said Armenian Diaspora and opposition should understand that
the country is very bad economic and social situation. "Any government
should search way out from such situation as Sargsyan does that.

Armenia’s GDP fell 18 % and worsened the situation. Armenia needs
at least in 3-5 billion additional income a year and opposition or
Diaspora couldn’t solve this problem. Therefore Sargsyan’s government
was forced to do that and it was caused by Armenia’s worsening
economic situation".

Early 2010 inspires with some hope in terms of scheduling political
top-level meetings that the positive dynamics of the last year in
the negotiation process on Nagorno Karabakh will continue and be
successful.

The meeting between Russian and Turkish Prime Ministers Vladimir
Putin and Recep Tayyip Erdogan in Moscow on January 12 will be the
first one in a range of meetings that can both directly and indirectly
affect advances in the Nagorno-Karabakh conflict. The agenda of the
visit contains both the issues of bilateral Turkish-Russian economic
relations, and political issues of regional character. One of the
main points will be settlement of Nagorno-Karabakh conflict.

The consideration of the conflict in Nagorno-Karabakh in terms of
energy projects in the region can play a role of a component, which
will tilt the scales on Azerbaijan.

Now it is more important for Russia, as a traditional partner of
Armenia in the South Caucasus, to influence on Armenian leaders and
achieve decisive steps from the Armenian leadership by providing
Yerevan with further political guarantees and economic benefits. The
bilateral relations between Moscow and Ankara, interested in the
progress of negotiations on Nagorno-Karabakh, can be an important
argument for Russia in strengthening the influence on Yerevan.

The fact that regional problems and conflicts in South Caucasus will
be discussed by regional leaders together with the issues on gas
pipelines, oil pipelines of refineries and nuclear power plants in
the region. It will be able to play a positive role.

It is obvious, such large state holdings in Russia, as Gazprom,
Rosatom, Inter-RAO and others, have strong lobbying capabilities. The
desire of these players to enter the energy field of Turkey and
receive large state contracts can force them to use their influence
on the Kremlin in the issue of aid to Turkey. Ankara can not use
such an important trump card to achieve a very important result –
Russia’s assistance in the process of the Nagorno-Karabakh settlement.

An obvious example is Turkey’s consent to use its territorial waters
for the construction of South Stream, a gas pipeline of Russia. It
ensures the delivery of fuel to Europe avoiding Ukraine. It is one
of the competitors of the European "Blue Dream" – the Nabucco gas
pipeline. It withdraws Russia from the game for a certain percentage
of European gas consumer.

Turkey understands that it has potentialities to align its interests
in the region with economic preferences and economic interests of
the superpowers.

Maybe, just the second top-level-visit, Russian Foreign Minister Sergey
Lavrov’s visit to Armenia on January 13-14 and his meeting with Serzh
Sargsyan will complete the issue concerning Russia’s capabilities
to put pressure on Yerevan and achieve the first steps to solve the
protracted territorial dispute.

Moscow can appeal to Yerevan that the determined decision of the
Armenian leadership will be beneficial for Armenia itself in the
long-tem prospective.

Yerevan should realize that opening the Armenian-Turkish border, the
involvement of Armenia in regional transit and energy projects, drawing
foreign investments, are closely connected with the settlement of the
Nagorno-Karabakh conflict. The Kremlin, as an important reference point
for official Yerevan, can help in making this decision, and provide
support if internal political circles of Armenia do not understand
this position.

Russia understands that it will gain much benefit from the
normalization of relations between Armenia and its neighbors. First,
it will remove Armenia’s financial dependence from Russia and give
Moscow the opportunity to compensate all the investments deposited
in the country for many years. Second, Azerbaijan’s trust has great
significance for the Kremlin. It promises Moscow success in many
regional energy projects.

One should hope that that point of mutual understanding of all the
regional players was reached during the above-mentioned visits
and negotiations. It will lead to advances in such a protracted
Nagorno-Karabakh conflict. Its stagnation is the main factor of
instability in the South Caucasus.

A Superb Opening Of The Saroukhan Exhibition At The Bibliotheca Alex

A SUPERB OPENING OF THE SAROUKHAN EXHIBITION AT THE BIBLIOTHECA ALEXANDRINA

An important exhibition on the works of the famous Armeno-Egyptian
cartoonist Alexandre Saroukhan was inaugurated 9th December 2009
at 8:00 pm at the Alexandria Library. The exhibition is a joint
undertaking between the Bibliotheca Alexandrina and AGBU Cairo and is
organized in the memory of the great cartoonist Saroukhan (1.10.1898
– 1.1.1977).

Around 300 people attended the inauguration. Artists, officials, fans
and mostly younger generations had all come out of respect and love
for this great artist. The exhibition offers amateurs of fine arts an
opportunity to see the works of one of the most famous cartoonists of
Egypt and the World. Around 100 works are displayed in this exhibition.

Present for this great opening were Maestro Sherif Mohie El Din,
Director of the Alex Library Arts Center, the Library’s prominent
art consultants Mostafa El Razzaz and Farahat Gomaa who both gave a
speech about Saroukhan’s significant impact on cartoon art and the
political scene of Egypt in the 2nd & 3rd quarters of the 20th Century.

Present also, the main sponsor and co-organizer of this event AGBU
Cairo with several of its board members and its President Dr. Viken
Djizmedjian, AGBU Alexandria and its President Sarkis Vartsbedian ,
AGBU Europe Board member Mrs. Astrid Alexanian and Saroukhan’s family
members: the Neredians who have provided all the paintings of the
exhibition ..

Many prominent artists such as Farouk Shehata, Sarkis Tossounian,
Hrant Keshishian (the co-ordinator of the event), Saber Hegazy,
Mohamed Abla, Amr Fahmy, Medhat Nasser also attended the opening as
well as many Armenian community members of Cairo and Alexandria plus
hundreds of fine arts fans.

Saroukhan was considered a pioneer of political cartoons in Egypt. He
gained fame in this kind of satire when his first political cartoon
was published in 1928 on the seventh page of the 123rd issue of Rose Al
Youssef magazine. His last political cartoon appeared in the newspaper
Al Akhbar on the day of his decease on 1st January 1977.

Saroukhan was a complete artist. He has drawn social cartoons,
caricature portraits and descriptive cartoons in books. He has
sometimes drawn cartoons commenting in a sarcastic or humorous way
on some aspects related to art and culture, apart of course from his
political cartoons which he drew daily.

Saroukhan’s political cartoons reflect the transient political events
of his time. Some of his political drawings which are displayed
in this exhibition are considered classics because they underline
significant moments in history thanks to the artist’s extraordinary
imagination and talent.

AGBU Cairo which is always keen to have our rich Armeno-Egyptian
cultural heritage known to local and foreign communities through
prestigious organizations (in this case the Bibliotecha Alexandrina),
sponsored the organization of the exhibition by printing a 24 page
booklet on Saroukhan’s life with samples of his works, and by also
printing the banners, the invitations and brochures of the event. AGBU
Cairo also assumed the organizational expenses of the event (framing
of paintings, wrapping and transport, honoraries of staff, etc..).

The exhibition remained open until 29th December 2009.

The 5th and the 6th rounds of the team world chess tournament taking
place in Turkish Bursa city weren’t successful for the Armenian
National team. Our team ended in draw the game with the Indian team
with the score 2:2. Then all of a sudden he lost the game with the
Greece with the score of 1:3.

In the game with the Indian team Levon Aronyan lost the game with
Krishnan Sashikirani. Vladimir Hakobyan resumed the balance of the
game and got privilege over Harikrishna. The other games ended in draw.

On the 6th round Levon Aronyan and Gabriel Sargsyan accordingly ended
in draw the game with Kotronias and Banikas, and Vladimir Hakobyan
and Tigran L. Petrosyan conceded Papioanu and Halkias.

The Armenian team now has received 7 points and is on the 3rd place.

The leaders are the national teams of Russia and the USA. In the
forthcoming tours our chess players will play with the mentioned
teams and in case of success will be able to regain the lost positions.
