ARMENIA’S ECONOMIC COURT STARTS CONSIDERING CLAIM AGAINST ARMENTEL, VYMPELCOM

YEREVAN, November 7. /ARKA/. The RA Economic Court has started
considering a claim lodged by the Bi Line IT-Company against the
ArmenTel and Vympelcom telecommunication companies.

The Armenian company claims that the aforementioned companies are
using a brand consonant, in Russian and Armenian pronunciation, to
the brand registered by the RA Agency for Intellectual Property and
owned by the Armenian company.

The Bi Line Company launched its activities in Armenia in 1996 and
has been cooperating with such well-known companies as Microsoft,
Hewlett Packard, and the use of a brand consonant to the Bi Line
brand by other companies affects the company’s reputation, said Hayk
Harutyunyan, the representative of the company.

According to him, in 1996 the company got its brand registered, with
the brand written in Armenian letters. After the Russian Vympelcom
Company entered Armenia’s market and purchased ArmenTel, it wished
to get its brand, Bee Line, registered, with the brand written in
Russian letter.

"This name is actually consonant to the brand of the Armenian company.

The negotiations did not produce any positive results," Harutyunyan
said.

The Armenian company claims that the Vympelcom Company, represented
by its daughter company, is violating the Bi Line Company’s right
to intellectual property by using the Bee Line brand (consonant to
Bi Line in the Russia and Armenian languages) in Internet domains,
ad booklets, TV and radio advertising and even in voice messages
during the connection to the client service center.

On his part, the representative of the Russian company, lawyer
Armen Ter-Tachatyan claims that the Appeal Council of the Agency
for Intellectual Property permitted the use of the Bee Line brand in
Armenia in provided the entire range of services except for Internet
services.

The lawyer added that the Council’s decision is not in effect because
the Armenian Bi Line Company lodged a claim. To make a final decision
the Council intends to hold a meeting on November 30.

This is the first problem of this kind facing Russian mobile operators
in the Commonwealth of Independent States. Russian lawyers believe
that Vympelcom stands a small chance to get its brand registered in
Armenia by law.

The managing partner of Stas Marketing Partners (Russia) Andrey Stas
believes that the owners of the Armenian brand Bi Line can demand 5%
to 10% of Vympelcom’s proceeds from the use of the consonant brand
in Armenia.

Iks-Consulting (Russia) estimates ArmenTel’s proceeds from mobile
communication services in 2006 at $90mln.Thus, the use of a consonant
brand by Vympelcom will cost $4.5-$9mln.

Vympelcom (Bee Line brand) is a transnational company working in
Russia, Kazakhstan, Tajikistan, Uzbekistan, Ukraine and Georgia. It
has a total of 54mln subscribers. The company’s principal stockholders
are Alfa Group (Russia), and Telenor (Norway). The company’s shares
have been listed on the New York Stock Exchange for ten years. In
November 2006, Vympelcom purchased the ArmenTel Company. -0–

Armenia And Lithuania To Sign Memorandum

Lithuania’s delegation will pay a two-day visit to Armenia November
8-9. The delegation will beheaded by Foreign Minister of Petras
Vaitiekunas.

During the visit Mr. Vaitiekunas will have meetings with RA President
Robert Kocharian, Catholicos and Supreme Patriarch of All Armenians
Karekin II, Speaker of the National Assembly Tigran Torosian, Prime
Minister Serzh Sarkisian and Chairpersons of the NA Standing Committees
on Foreign Relations and European Integration.

Petras Vaitiekunas will visit the Tsitsernakaberd to lay a wreath of
flowers at the memorial to the Armenian Genocide victims.

The Lithuanian Foreign Minister will visit Vanadzor to participate
in the opening ceremony of the Lori Fund.

After the meeting the two parties will sign a memorandum on
"Partnership Between the Armenian and Lithuanian Foreign Ministries
on Euro-Integration Issues."

Consumer Prices Rise 3.1% In October

The state statistics service has concluded its work on consumer prices
for October. Results show that prices continue to rise, as they did
in September. The combined price rise for the two months is 3.8%.

Compared to September, October’s prices rose 3.1%.

These rises included food products (including alcoholic beverages
and tobacco), at 5.6%, non-food products, at 0.7%, with the service
industry at 0.1%.

Bread and flour, as well as vegetable oil and butter, raised at
1.7%. Without these price rises, the consumer price index for October,
as compared to September, stood at 1.4%. From January to September
of 2007, consumer prices rose an average of 0.3%. October of this
year, compared to last year, the consumer price index was 105.7%,
which was made up of food products, at 109.2%, non-food products at
99.0%, service industries at 103.2%, yet compared to the same period
in January-October 2006, the figures stand at 103.9%, 105.2%, 99.0%,
and 104.4%.

Comparing September to October, in cities in the entire republic,
consumer prices rose from 2.0% to 3.6%, with prices in the capital
city seeing the sharpest rises.

As it was foreseen the meeting of the "Social Democratic Hnchakyan
Party" (SDHP), "Armenian Revolutionary Federation-Dashnaktsutyun"
(ARF) and "Ramkavar-Azatakan Party of Armenia" (RAK) took place without
the participation SDHP. Member of ARF Hrant Margaryan explained the
absence of SDHP saying that the party wanted to unite around the idea
of a joint candidate.

"They make attempts to dismiss the old parties and unite around a joint
candidate. Common problems unite ARF and RAK today – to ensure the
country’s security and to present Armenia in abroad, as well as issues
related to the settlement of Karabakh conflict and issues counteracting
Turkey". Today’s meeting was the continuation of the agreement
between RAK, SDHK and ARF made during 2007 February conference in
Paris. "I consider that the diplomatic efforts of Armenians should be
directed on neutralizing Turkish influence on the OSCE Minsk Group,
since the presence of this country hinders the conflict settlement
process", mentioned Vahan Hovhannisyan, member of ARF. In his opinion,
Azerbaijani warlike announcements are the result of Ankara influence.

Reflecting on Azerbaijani evasive position to negotiate with
Nagorno-Karabakh, Vahan Hovhannisyan said: "If Azerbaijan avoids of
negotiating with Stepanakert directly, maybe Armenia should refuse
negotiating with Baku and start negotiating with Ankara". Members of
ARF expressed their content with Robert Kocharyan’s policy in regard
with Karabakh problem and pointed out that Armenia’s position was
weakened by the absence of Stepanakert in the negotiation process.

"Armenia should take all possible measures to involve Karabakh in
the negotiation process", pointed out Vahan Hovhannisyan. As to the
Terry Davis’s announcements regarding the difference between Karabakh
and Kosovo, Vahan Hovhannisyan mentioned: "Europe’s position in this
regard is not a news for us, but whatever the international structures
think of this, the settlement of Kosovo conflict may a precedent, since
certain elements may be used in the settlement of Karabakh conflict".

ArmInfo. At today’s session, the Council of the Central Bank of Armenia
raised the refinancing interest rate by 0,25 percentage points, which
made up 5,25%.

The CBA press-service told ArmInfo that in Armenia 3,1% inflation was
observed in October 2007 as compared to September 2007, and the annual
inflation made up 5,7%, which is by 0,2 percentage points higher than
the scheduled target maximum 4+/-1,5%.

The CBA Council confirmed that unprecedented rise in international
prices of oil products, wheat, butter and vegetable oil led to high
inflation in the domestic market, despite the tendencies of AMD
consolidation. CB Council is of the opinion that neutralization of
external shocks will not be possible by monetary ways. However,
secondary impact of tendencies of external environment accompanied by
reinforcement of growth rates of private demand and the expected impact
of increasing budgetary expenses will keep inflationary pressure.

According to the source, CB pursues an aim to neutralize accumulated
inflationary pressure and to keep inflation within the frames of
scheduled target level within the next 12 months, by means of today’s
rise of percentage rates, as well as their rise of October 2.

Norwegian Refugee Council (NRC) will phase out operation in Azerbaijan
in mid-2008, said Gurban Sadigov, Azerbaijan’s Cabinet of Ministers
officer for refugees, IDPs, migration and international relations.

"Deputy Prime Minister Ali Hasanov has sent a letter to the NRC
head office and asked the organization to join future projects in
Azerbaijan," he noted.

He attributed completion of World Food Program to declining donations

~ Singer-elect: Tankian is about to scream ~

The howl catches me by surprise. It is a raw and terrifying sound,
a windy Darth Vader wheeze of horror, suggesting intense rage or
madness or worse, and it’s erupting right now from the smiling face
of Serj Tankian. He is sitting inches away from me, in a dark little
room upstairs at the House of Blues, and behind him stands a carving
of the elephant deity Ganesha, the Hindu patron of arts and sciences,
of intellect and wisdom. It is peaceful here. And our conversation
has been typically pleasant. Until I ask about his metallic howl,
and he quickly demonstrates, with no warning at all. And I’m actually
startled by it.

It’s a common vocal affectation in the metal world, very often
overused, obliterating any subtler shades of emotion and meaning as
a more direct route to some imagined inferno at hell’s seventh circle.

For Tankian, it’s just "a trick," he says, a small piece of a broader
repertoire that has made him perhaps the finest hard-rock singer of
his generation, and certainly one of the most powerful and compelling
voices in pop music. As the main voice for System of a Down, he
could be as wild and unpredictable as the music, shifting from
melodic croon to nattering diatribe, at times playful, passionate,
or intensely political.

Much of that range (sans the howl) can be heard on his new solo album,
Elect the Dead, the first project to emerge from System’s current,
open-ended hiatus. The sound is a familiar one from Tankian: loud,
melodic, epic, an anxious mix of Gypsy swing with brooding electronics
and big guitars, mostly played by Tankian himself. It begins with
"Empty Walls," as Tankian rails, "Don’t you see the bodies burning?" He
sings of "poets gone wild" amid swirling piano and orchestral waves
of guitar on the charged "Honking Antelope," which imagines a world
upside down, beginning with hunters strapped to the hoods of pickups
driven by big game.

A few of the songs date back a few years, but most were written
specifically for Elect the Dead, usually beginning as quieter tunes
on piano or acoustic guitar. Recording began by October 2006. "When
I started putting in more instruments, I said ‘Whoa! This sounds like
this is going to be a rock record. How weird!’"

You will find the album classified as "metal" on your iTunes chart,
a likely holdover from his SOAD identity, but it is a bit misleading.

Extremes can be difficult to classify. Most recently, Tankian has found
great inspiration in the work of the great female jazz singers – Nina
Simone, Billie Holiday, and others – for "singing that’s completely
relaxed, completely effortless." He hopes his next album will better
reflect his interests in jazz and classical composition, with horns,
strings, and the entire world beyond loud guitars. But his late
discovery of metal, sometime in his early 20s, was a key part of the
fuel that sent Tankian deep into a life of music, walking away from
a successful business career and plans to become a lawyer.

"I was always into revolutionary music," Tankian says now. "I was
always into music that talked about freedom and expression and fighting
hypocrisy. Metal and rock tended to have those aspects accentuated with
a lot of oomph. Not all metal and rock, but they had that character
to them even if the lyrics weren’t about those things.

It is a great form of expression."

Back in July, Tankian was still at work on Elect the Dead at his home
studio deep in the foothills just north of Los Angeles. The room was
cozy but crowded. Guitars and keyboards were stacked everywhere, the
floor scattered with cables and effects pedals, and a vintage Ronald
Reagan puppet slumped nearby with a detached head. As he played back
a few of the songs in progress, he said, "The excitement that I’ve
had making this was like the first System record. I woke up every
day and I couldn’t fucking wait to get in here. Every day."

His partners in SOAD are also busy: guitarist Daron Malakian and
drummer John Dolmayan are at work on their first album as Scars
on Broadway; and bassist Shavo Odadjian is busy directing videos
and recording an album with Wu Tang’s RZA. Ask Tankian about the
status and future of System of a Down, and he’s upbeat and vaguely
noncommittal. "We’re doing our own things right now," Tankian explains
with a smile. "The door’s open, we’re all friends. There’s no reason
to think that it won’t happen. There’s no reason to think that it
will happen. It’s all our choice."

As he has been with that band, and on his own, Tankian remains
politically engaged and on alert. His own activism began while a
business student at Cal State Northridge, where he was involved in
the campus Armenian students group, pushing for official recognition
of the Armenian genocide, when 1.5 million were killed by Turkish
forces between 1915 and 1923. More recently, he and Tom Morello
of Rage Against the Machine founded Axis of Justice, a political
activism resource focused on current affairs and the usual crimes
against humanity: war, poverty, injustice, etc.

"Everything in my life is inspiring, from the personal to the
macro," Tankian says of the ideas behind his new music. "I read
about what’s going on in the world on a daily basis almost like a
hobby. Anything that happens, I get bullet reports from all over
the world. But it’s not just that. It’s also a personal thing. I
think the world is sometimes reflective of our personal melancholy,
of our personal grievances, or our personal state of being lost or
unconsciousness. I do believe that everything is connected. I have
no choice but to believe that the micro is the macro is the micro is
the macro. I’m influenced by the small things on a daily life basis,
and I’m influenced by the grander things, whether it’s the war, the
unjust occupation, ecological disasters happening around the world,
the whole vibe of the times, the religious fervor, where are we going,
the Mayan calendar, apocalyptic visions, you fucking name it."

Back at the House of Blues on Halloween weekend, Tankian arrives
onstage with a band he’s calling the FCC (for "Flying Cunts of
Chaos," no doubt a taunting jab at the other FCC). He is a smiling
ringmaster in a white coat and top hat, presiding over an audience
of costumed characters: ghouls and escaped cons, kittens and sexy
devils, an Egyptian pharaoh and a guy in a red backwards baseball cap,
Fred Durst-style. (Is that a costume?) One fan up front seems to be
dressed up like Tankian himself, with a dark Zappa-esque mustache
and elegant threads.

The first song is "The Unthinking Majority," which explodes with
slabs of anxious guitar and playful piano melodies, as Tankian stands
wailing and crooning, eyes closed or bulging. He sometimes picks up a
guitar or sits at the upright piano tonight, but he’s mostly focused
on being a frontman, connecting with his audience.

When he arrives at a cover of the Dead Kennedys’ punk classic "Holiday
in Cambodia," Tankian adopts the original’s Jello Biafra warble,
and the mosh pit rips open. Durst guy and a rainbow-haired clown are
tumbling inside of it, pushing, shoving, going nuts.

The night is nearly done. But before Tankian and the band make their
exit, they sign off with the Beatles’ "Girl," a beloved mid-’60s pop
tune of bitter romance and regret. It’s sped-up but recognizable,
until the very end. Tankian closes the tune by suddenly howling the
final chorus of "Girl! Girl!" like a mad messenger for Beelzebub,
twisting the pop nugget into a horror show Lennon & McCartney never
predicted. It is a musical moment horrible and hilarious, over the
top and strangely on target. Fans are stunned. So much the better.

Construction Of Hydropower Plant On Arax River To Finish Next Year

YEREVAN, OCTOBER 31, NOYAN TAPAN. The design work and technical studies
on construction of the 5th power unit of the Hrazdan Thermal Power
Plant have already been completed. The tender documents have also
been prepared and submitted to the company’s board of directors for
approval. The RA minister of energy Armen Movsisian informed reporters
on October 31 that the work will mainly include the restoration of
the power unit and the assembly of a new gas turbine.

A. Movsisian said that the company to reconstruct the Yerevan Thermal
Power Plant will be announced by late November.

According to him, construction of a hydropower plant on the Arax River
will start next year, with about 200 million dollars to be spent on
construction work. It is planned to build a hydropower plant with
a capacity of 130-140 megawatts and an annual productivity of 800
million kwh.

A. Movsisian said that the Georgian side has not yet submited a bid
for purchasing electric power from Armenia.

foundations that go back decades," the U.S. State Department Spokesman,
Mr Sean McCormack told a press conference in Washington late Monday.

"But I think there is certainly a perception of strains when you
see people protesting in the streets," he said. "You see a lot of
news stories. But I don’t want to leave you with the impression that
there is really tension at an official level between the United States
government and the Turkish government on this issue."

McCormack said the U.S. is trying to find a solution to the problem,
and to that of the increasing tension between Turkey and Iraq. "We’ve
talked over the past several weeks about our efforts to work with
the Iraqi government and the Turkish government to find a diplomatic
solution so that the Iraqi government will act against this terror
group, a terror group that is operating on its soil," he said.

The first step that needed to be made was to ensure that there were
no more terrorist attacks against the Turkish people by the PKK,
McCormack said.

"And there also needs to be a wider, more permanent, durable solution,
whereas you get to the dismantlement and the elimination of the PKK,"
he said.

This weekend’s visit to Ankara by U.S. Secretary of State Condoleezza
Rice had as one of its main objectives to try and bring the Turkish
and Iraqi government’s together to find a diplomatic solution to the
existing problems, he said, the USINFO reports.
