After the Kocharyan-Aliev regular meeting, the prospect of the further
developments expected in the Karabakh settlement process is currently
being discussed in a lively manner both in Armani and Azerbaijan.

Some of the politicians hold the viewpoint that the OSCE Minsk
Group Co-Chairs are unlikely to organize a new meeting between
the Presidents during this summer and achieve the signature of a
specific document during the months of autumn. Because, regardless
the alternative proposals advanced by the parties in St. Petersburg,
sufficient time is required for discussing and adopting them as well
as organizing a new meeting.

Theoretically, Azerbaijan’s resuming the military actions may be
the "specific step" aimed at achieving the solution of the Karabakh
conflict.

However, both the ratio of powers and the complicated situation
developing around the region do not give our rival any chances to
demonstrate aggressiveness. All, especially the United States, are
against a new Armenian -Azerbaijani war, as in such situation they
will have to delay the realization of their plans in the region and
engage themselves in extinguishing the new hotbed of conflict.

Resuming military actions in the near future is possible only in case
of a sharp deterioration of the general situation in the region, when
the direct parties to the conflict are totally alone. And this is only
possible in case the United States launches missile attacks against
Iran. However, neither in such situation can anyone guarantee that that
Azerbaijan will not become the successive target of Iran’s responsive
actions. Moreover, in case of an American-Iranian confrontation Russia
cannot remain indifferent towards the Caucasus, as the destabilization
of the latter may block the Southern communications.

The second, more probable factor which may produce a serious impact on
the Karabakh process is the great likelihood of recognizing Kosovo’s
independence. In Hailiguendam President George Bush was outraged even
by French President Nicola Sarcozi’s modest proposal to postpone the
Kosovo issue for six months. The United States needs to promptly
resolve this problem either with or without the support of the UN
Security Council.

In both cases this may produce a snowball effect, since precedents
are strictly binding in international law. And Kosovo is a "matter
of honor" for the United States, as with the help of it the latter
is trying to show the whole world who the real master of the Earth is.

It is natural that in case of Kosovo becoming a precedent, the Armenian
diplomacy will come into possession of a wide field of maneuvers,
while Azerbaijan will lose its aces, i.e. the possibility to argue
"territorial integrity" – something that no longer exists.

The third factor which may have a serious impact on the negotiation
process is the prospect of the Presidential elections expected both
in Armenia and Azerbaijan. In Armenia the pre-election processes
are to start at the end of the year, while the electoral process are
expected at the beginning of 2008.

As to Azerbaijan, here the political campaign is to start during the
second half of the year. In the meantime, while the Opposition in
Armenia has no serious chances to speculate the "Karabakh play-card"
due to the "lack of grounds", there is the contrary situation in
Azerbaijan, i.e. the fact of this conflict being unsettled for around
20 years is becoming the opposition’s principal ace.

The reason is obvious. In addition to the fact of the Karabakh issue
being unsettled, it is extremely difficult to find accuse Ilham Aliev
with something that will win the approval of the Azerbaijani public and
drive them out to the streets. The Azerbaijani public is not so much
concerned by the violation of democracy or persecution against the
press, so here the Opposition will stick to the "Karabakh play-card"
till the last moment, as they say.

At the end of 2008, the parties may resume the negotiation process from
totally unequal positions if, of course, Armenia holds the Presidential
elections perfectly, benefits from the favorable developments expected
in international situation, improves its economic indices to a certain
degree and creates pre-requisites required for speeding up the NKR
international recognition.

the struggle of Artsakhi people was right, Jane’s Intelligence Center
expert Richard Giragosian told a news conference in Yerevan. "A
question arouses: why can Kosovo be independent but Karabakh
cannot?" he said.

"Nagorno Karabakh belongs to Armenia. It cannot be a part of
Azerbaijan. The events of 1988 in Sumagit, Baku and Kirovabad proved
this fact. Time works for Armenia. Development and settlement of the
buffer zone around NK is a priority task. If Azerbaijan really wants
war, it’s just an unrealizable and losing dream.

With Safar Abiyev at the head of the Defense Ministry, the Azeri army
faces no serious reform, despite the announced budget of $1 billion"
he said.

The expert thinks the presidential meeting in Saint Petersburg
produced no effect. "The last wave of progress in talks appeared in
Key West in 2001. After that the process slumped. As to "the window
of possibilities", it has never existed," Giragosian said.

YEREVAN, JUNE 12, NOYAN TAPAN. Today’s picture of the National Assembly
reflects public moods. RA MP Edvard Sharmazanov, a member of the
Republican Party of Armenia, expressed such an opinion at the June
13 dispute with RA MP Stepan Safarian, a member of the Zharangutiun
(Heritage) Party. In his words, as a result of the elections, among
the opposition, political forces who were for constructive cooperation
with the authorities were elected as deputies.

E. Sharmazanov expressed the hope that there will only be ideological
conflicts at the National Assembly. "The RPA is ready and will work
on the basis of a common ideological and program ground with all
political forces," he said.

In S. Safarian’s words, the authorities should also be ideologically
disposed towards all opposition initiatives and not abuse the
circumstance of having a majority at the National Assembly as this
was done in previous years. He also said that the current parliament
cannot reflect the moods of the whole society, as 25-30% votes were
dispersed as a result of the elections.

In S. Safarian’s words, creating a coalition is not the best way to
solve the problems faced by the country, as forming a government
means an equal division of responsibility amongst all political
forces represented at parliament. "The mechanism of accounts towards
the public and voters is not understandable under such a format
of coalition, therefore, some political forces will avoid concrete
responsibility for the processes in the country," said S. Safarian.

grave in the Komitas Pantheon was covered with fresh roses and wreaths
today. From early morning hundreds of people came here. Those who were
acquainted and those who were not acquainted with Andranik Margaryan
laid flowers at his grave and paid a tribute to his memory.

Serge Sargsyan, Deputy Prime Minister and Minister of Territorial
Administration Hovik Abrahamyan, the Mayor of Yerevan Yervand
Zakharyan, NA Deputies, members of Government, representatives of the
Republican Party of Armenia and other Parties Andranik Margaryan’s
relatives came here to pay homage to his memory.

Later the book titled "The Devotee" dedicated to Andranik Margaryan
was presented in the Yerevan Chamber Music House after Komitas.

Azerbaijan, Baku / Trend corr. S.Ilhamgizi / Sardar Jalaloglu , the
Chairman of the Democratic Party of Azerbaijan (DPA), has stated
that the DPA will develop and submit a conception of proposals
regarding a dialogue between the Authority and the opposition to the
Azerbaijani Government for discussions on peacefully resolving the
Armenia-Azerbaijan conflict over Nagorno-Karabakh.

The presidium of the party was held under the chairmanship of Jalaloglu
on the 11th of June.

The social-political situation in the country, organizational issues,
and the situation around the Nagorno-Karabakh conflict were discussed
at the presidium.

The presidium positively assessed a statement from the OSCE’s chairman
concerning the importance of dialogue between the authority and
the opposition in Azerbaijan. During the presidium a new conception
reflected the agreement of both sides, and has been considered.

The representatives of the DPA have decided to participate at the
rally, protesting against the illegal arrests of journalists.

DPA has submitted its proposals in written form regarding a dialogue
between the authority and opposition to the Azerbaijani Government.

DPA was found by Jalaloglu in 1991. The party changed its political
course in dialogue with the authority in January, 2007.

Today, Prime Minister of Armenia Serzh Sargsyan introduced the newly
appointed ministers of justice, trade and economic development,
environment protection, health care, sports and youth to their staffs.
While introducing the justice minister, the ex deputy prosecutor
general Gevorg Daniyelyan, Sargsyan expressed conviction that he will
continue the reforms in the sphere "as he perfectly knows where we are
moving." "I believe that this appointment will have a positive effect
on the work of the ministry. New manager means new requirements, new
standards, new work style," Sargsyan said. Concerning the former
justice minister David Haroutyunyan, Sargsyan said that it was his own
decision to go into the parliament. Presently Haroutyunyan is the
chairman of the parliamentary committee on state and legal issues.

While introducing the environment protection minister Aram Haroutyunyan
(who was formerly the minister of urban development), Sargsyan said
that ecology needs serious reforms. "So, we decided to appoint
Haroutyunyan to manage this sphere as, when urban development minister,
he showed excellent managerial skills," Sargsyan said. Concerning the
ex minister Vardan Ayvazyan, who is now the chairman of the
parliamentary committee on economic development, Sargsyan said that he
has made some mistakes during his office but everybody can make
mistakes: president, prime minister, ordinary clerk.

While introducing the urban development and health care ministers
Vardan Vardanyan and Artem Kushkyan (both from Prospering Armenia
party), Sargsyan said that he is confident of their efficiency. He
noted that health care in Armenia needs serious improvement and this
must be done within a short period. "Now that our economy is quickly
developing we can and must pay more attention to health care," Sargsyan
said.

The United States should halt moves to deploy a missile defence shield
in central Europe, pending further talks, says the Russian foreign
minister.
Sergei Lavrov was speaking after President Bush made clear Poland and
the US were committed to the plan.

Russia has proposed a radar station in Azerbaijan should be used
instead of Polish and Czech locations.

Mr Lavrov said US plans could "seriously complicate" talks on the
dispute over Iran’s nuclear programme.

The outbreak of African swine fever in Georgia has aroused a great
panic world-wide.

"Armenia borders on Georgia and the Armenian territories are under
great peril. Armenia should be on alert lest the African swine fever
spreads in the country," Grisha Baghyan, the head of the veterinary
and stock-raising agency of the Ministry of Agriculture of Armenia,
told A1+.

We take every possible effort to prevent its penetration into
Armenia. There are over 180000 pigs in the country. But the fever
has the potential for wide international spread, he said.

We have banned the export of pork from Georgia since June 1. All
means of transportation are being disinfected, Grisha Baghyan says.

African swine fever is a contagious viral disease in pigs. The disease,
which causes fever and death in pigs, does not affect humans. It does
not pass from a pig to a human being or to other animal.

Georgia reported that outbreaks began at the end of April in 10
regions across the country, and that 20,000 pigs had already been
slaughtered. The government is taking measures to prevent the further
spread of swine fever.

The fever could have a "catastrophic" economic impact unless its
spread is halted.

Head of the OSCE office in Armenia, Ambasador Vladimir Priakhin ends
his diplomatic mission in Armenia. On that occasion on June 3 he had
a meeting with the Defense Minister of Armenia Michael Haroutiunian.

The high-ranking official discussed a number of issues concerning
the activity of the Armenian OSCE office, particularly liquidation
of storages melanges, ballistic missile fuel ingredients.
