On 21 May Champions League 2007/08 final meeting between
"Manchester United" and "Chelsi" will take place in "Luzhniki"
stadium, Moscow. According to the Armenian Football Federation the
UEFA representative in the meeting is appointed Armen Minasyan the
executive director of Armenian Football Federation. It is the first
time Armenian representative is appointed to carry out such important
and responsible mission.

YEREVAN, MAY 9, NOYAN TAPAN. According to political scientist Levon
Melik-Shahnazarian, the attempt upon his life made on April 22
in Ptghni "is the action of Azerbaijan’s special services." As the
political scientist said at the May 12 press conference, thanks to the
measures undertaken by law enforcement bodies one of the criminals was
arrested on May 8, and his version is confirmed by his testimony. "The
order comes from Azerbaijan.

Those ordering, committing, and assisting to the attempt upon my life
are not RA citizens," L. Melik-Shahnazarian said. As the investigation
of the case continues, he did not publicize any details, only said
that he speaks about a serious gang.

L. Melik-Shahnazarian accused Azeri President Ilham Aliyev of the
attempt upon his life, as, according to him, no special service of
any state will dare to do such an action in another state without the
order or consent of the first figure of the state. He declared that
after disclosing the case completely he is going to put I. Aliyev
on trial. According to the political scientist, the cause of the
attempt upon his life, in all probability, is his article published
in the Gharabaghski Express magazine lately, in which, in particular,
he presented some details of I. Aliyev’s becoming President in an
illegal way.

As L. Melik-Shahnazarian evaluated, the attempt upon his life is
evidence that Azerbaijan has announced a war not to Armenia, but
to Armenian political scientists, journalists. And, in his opinion,
he is not the only one, upon whose life they will make an attempt.

T. Manaseryan: "No dynamic opposition"

T. MANASERYAN: `NO DYNAMIC OPPOSITION’

`Since the beginning of the year the political
developments were based on the elements of social
dissatisfaction and not establishing social justice,’
said economist Tatul Manaseryan in a press conference,
today. According to him all those have had their
impact on the political activities. He stated that
March 1 incidents and the previous ones were
instigated by social complaints. `What was expected to
see was ignored and that’s why it was boiled and
burst, finally,’ said T. Manaseryan.

According to him the opposition has much to do, as it
is not only the governing bodies to take care of those
problems. `There is no dynamic opposition which has
perspectives, no opposition which cooperates with
other forces,’ he said and added that we need to have
such an opposition which could foresee the demands of
the time and could prompt governing bodies about those
needs.

NKR President welcomed the All-Armenian Pilgrimage Participants `Today,
we need unity and solidarity more than ever. Only in this way we can
solve numerous problems that our two republics face. The history of our
nation has proved more than once that we have no other way out. It is a
call of the times and the basic guarantee of our victories’, the NKR
President Bako Sahakian stated in his welcoming speech at the meeting
with participants of the All-Armenian pilgrimage to Artsakh, under the
motto `Forward to God, Armenia’, which started in the Holy See
St.Echmiadzin on May 1. The Head of State noted with satisfaction that
most pilgrims were young Armenians from different parts of the world.
`This is the best evidence that unity is one of the main peculiarities
of our nation. Throughout their history, the Armenians overcame all the
difficulties with honor, when they were united. This unprecedented
initiative comprises elements of this significant unity, which
symbolizes a firm link among republic-society-church. I am also
satisfied with the circumstance that our soldiers and the Defense
Ministry actively participated in organizing this All-Armenian event’,
Bako Sahakian said. The All-Armenian pilgrimage participants (500
people) organized a meeting `One Nation, One State, One Faith’ in
Shoushi. The leader of the Artsakh Diocese of the Armenian Apostolic
Church Archbishop Pargev Martirossyan blessed the pilgrims in
St.Ghazanchetsots Church of Shoushi. The Archbishop mentioned that
Shoushi is the place of pilgrimage for all Armenians. `We have
liberated Shoushi under the motto `One Nation, One State, One Faith’
and namely under this motto we have to continue our national struggle’,
Artsakh’s spiritual leader said.The pilgrims visited the Stepanakert
Memorial Complex and then returned to Yerevan.

France to continue contributing to Karabakh conflict resolution

Nalbandian met in Paris with his French counterpart
Bernard Kouchner to discuss bilateral relations as
well as regional and international issues.

Minister Nalbandian briefed on priorities of the
coalition formed in the republic after the
presidential election, the government’s position on
regional security and development of regional
cooperation.

The Nagorno Karabakh conflict was also in focus. Mr
Nalbandian confirmed Armenia’s willingness to continue
talks basing on the OSCE Minks Group’s proposals.
`Armenia appreciates the intermediary efforts aimed at
resolution of the conflict,’ he said.

For his part, Mr Kouchner assured that as OSCE MG
Co-chair, France will continue contributing to
Karabakh conflict settlement.

The Ministers also discussed cooperation in the
framework of the European Neighborhood Policy.

AUA Launches Urgent Matching Gift Drive to Complete Paramaz Avedisian
Building

Through the generosity of an anonymous donor, the American University of
Armenia (AUA) announced its launch of a matching gift drive in order to
raise $2.5 million in the next 2 months to complete the construction and
furnishing of its newest facility, the Paramaz Avedisian Building.
Contributions must be made before June 1st to qualify for the matching gift.

"Our trustees have already contributed the lion’s share of the funding–$11M
of the $13M raised to date. That’s a tremendous accomplishment, and we are
so very close to success," stated Dr. Haroutune Armenian, President of the
AUA. "We need an additional $2.5 M. This is a great deal of money for our
nascent fundraising efforts and it will take many gifts both large and small
for us to meet this goal. The building is progressing very nicely-we have a
wonderful structure but we must now fund the insides-the classrooms, faculty
offices, lecture halls-where information can be conveyed and turned into
knowledge, into scientific and social breakthroughs for the region and
beyond."

This new state-of-the-art building adds 100,000 square feet to the existing
facilities at AUA including classrooms, seminar rooms, laboratories and
research areas. Adjacent to its main campus building located on Marshal
Bagramian Street, the Paramaz Avedisian Building will enable AUA to expand
its academic programs, research activities and enrollment capacity. Since
receiving U.S. accreditation by the Western Association of Schools and
Colleges, the University has been working to accommodate a growing student
body and is successfully recruiting more students from the Caucasus region
and the greater Middle East.

"AUA has been graduating top notch students for the last 15 years and is
taking an instrumental role in the economic, social, and political
development of the country and region," added Lucig Danielian, Vice
President of AUA. "With this matching gift drive, we are seeking community
wide support from the Diaspora where every contribution counts, and however
large or small, will be matched."

AUA is an affiliate of the University of California and provides graduate
education in Business and Management, Industrial Engineering and Systems
Management, Computer and Information Science, Political Science and
International Affairs, Health Sciences, Law, English, and Environmental

Today the world celebrates the international day of media freedom. In
this regard UN Secretary General Ban Ki-Moon sent his message which
states:

"Starting from the education of the youngest members in the world to
the citizens’ full participation in the political life and access
to information provides a unique chance to make reformations in
our lives and communities. As much as water is a must component for
life, knowledge is also important to contribute to the ability of
understanding and changing things.

When information is freely spread people are equipped by the skills
to manage their own lives. When the flow of information is disrupted
either because of political reasons or technical ones our activities
are also disrupted.

Sixty years ago Universal Declaration of Human Rights article 19
defined "Everyone has the right to freedom of opinion and expression;
this right includes freedom to hold opinions without interference and
to seek, receive and impart information and ideas through any media
and regardless of frontiers".

As the high speed of globalization strengthened the development of
media freedom, its pluralism and professionalism, the necessity of
the current right has never been so vital. Technological development
has contributed to the media and information acknowledgement as an
equal right of everybody.

Free, reliable and independent media is the basis of peace and
democracy. The Attacks against media freedom are directed to the
international human rights and freedom and to the aspects of UN
protection.

Hence, I am feeling more concerned as the journalists become a threat
to the criminal activities and they are disappointed when such cases
are not properly examined.

In this day of Media Freedom and in this year of 60 anniversary of
Human Rights Declaration I call on all the forces to take measures
to protect the journalists from attacks, and bringing the criminals
to the court.

I call everybody on to work for the media freedom and protection."

Armenian Foreign Minister Hopes That New U.S. Ambassador To Arrive

ARMENIAN FOREIGN MINISTER HOPES THAT NEW U.S. AMBASSADOR TO ARRIVE IN ARMENIA IN NEAR FUTURE

YEREVAN, MAY 1, NOYAN TAPAN. Receiving the U.S. Charge D’Affaires in
Armenia Joseph Pennington on April 29, the Armenian foreign minister
Edward Nalbandian attached special importance to joint steps for
deepening the friendly partnership and cooperation of Armenia and the
U.S. The minister expressed satisfaction at the proposal to appoint a
new U.S. ambassador to Armenia and expressed a hope that the process
of approval will proceed rapidly and the ambassador will arrive in
Armenia in the near future.

According to a press release of the RA MFA Press and Information
Department, the interlocutors discussed issues of bilateral, regional
and international policies. Special attention was paid to the process
of settlement of the Nagorno Karabakh problem.

ASSISTANCE TO SEPARATE GROUPS OF POPULATION BEING PROVIDED ON OCCASION OF CELEBRATION OF MAY 9 IN KARABAKH

YEREVAN, 30.04.08. DE FACTO. According to a decree of the
Nagorno-Karabakh Republic government, in connection with the Day
of the NKR Defense Army, the 16th Anniversary of the liberation of
the town of Shoushi and the Victory in the Great Patriotic War the
process of granting lump sum monetary assistance to separate groups
of population started in the NKR.

The invalids of the Great Patriotic War and the persons equating with
them will be given 16,000 drams each, the participants of the Great
Patriotic War’s combat operations – 13,000 drams each, the persons
equating with the participants of the Great Patriotic War and widows
of the killed in this war – 11,000 drams each. Besides, the families
of the servicemen killed during the NKR’s defense will be given 16,
000 drams each.

The persons, who became invalids while serving in the NKR, will receive
10,000 drams each, single non-working pensioners – 5, 000 drams each.

90 million 114,000 drams have been allocated to the NKR Ministry of
Social Security from the NKR state budget with that end in view.
