Today the print media and the radical opposition spread panic among the
Armenian society connected with the settlement of the Nagorno-Karabakh
issue, Head of the ARF Dashnaktsutyun faction of the National Assembly
Hrayr Karapetyan told a press conference today.

However, according to him, there is no reason to panic, since the
Karabakh issue will not be solved in the near future. Mr. Karapetyan
noted at the same time, that the wish of the opposition to create an
atmosphere of panic in the country is understandable, since this way
the opposition is trying to solve a political issue.

According to Hrayr Karapetyna, in any case one should not forget that
panic negatively affects the settlement process and moral-psychological
condition of the Armenian nation. "It’s not like 1988 today. Karabakh
is not question number one for the Armenian society," he said, adding
that Armenians will again win due to their invincible spirit if a
new war is launched.

According to him, the militant statements of Azerbaijani President
Ilham Aliyev remain unanswered only because Armenian President Serzh
Sargsyan is a "decent person and does not wish to harm the negotiation
process with response statements."

YEREVAN, OCTOBER 31, NOYAN TAPAN. The creation of the Ministry of
Diaspora was the wish of all Armenians spread all over the world,
therefore it is of much political, moral, psychological, national
significance. RA Minister of Diaspora Hranush Hakobian stated at the
October 31 online meeting with representatives of Armenian media of
Diaspora. According to her, the Ministry will lay all-Armenian way
of thinking in the basis of its activity and will show all-Armenian
approach to all issues. According to her, the Ministry will function
under the general leadership of the RA President and will coordinate
activity of executive power bodies for the purpose of carrying out
state policy of development of Diaspora-homeland partnership.

H. Hakobian said that today the first and foremost task of the Diaspora
is the preservation of Armenian identity, which is considered in
the context of four goals, knowledge of the mother tongue, Armenian
family, Armenian culture, and belief. The next task, according to her,
is revelation of Armenian people’s potential and its use for the sake
of Armenia’s strengthening. "The stronger is Armenia the stronger is
the Diaspora. We are connected with each other with two communicating
vessels," the Minister said adding that Armenia is the homeland of
all Armenians, therefore all Armenians should be concerned with the
problems of Armenia.

Promoting repatriation is also one of the most important tasks
of the newly created Ministry. According to H. Hakobian, not only
physical immigration, but also repatriation of heart, thought, and
soul is meant. For that purpose, according to her, a program aimed
at repatriation need to be worked out, which will be not compelling,
but inspiring and promoting.

It was mentioned that during its activity the Ministry will also
touch upon problems of Armenians of Diaspora speaking in a foreign
language and having another religion. "Our task is to awaken the
Armenian gene in every Armenian of Diaspora, to return him to his
roots," H. Hakobian said.

Turkish Prime Minister’s special adviser on foreign affairs Afmed
Davoudoghlu announced that Karabakh conflict is not frozen any more;
it is "taken out from freezer".

According to "Timeturk" Turkish news agency, Davoudoghli, in his
speech delivered in a conference in the USA, announced, "Courage and
creativity is needed to resolve Karabakh conflict".

"Turkish, Armenian and Azerbaijani relations are correlated and their

Has Rafig Hasanov, captured by Armenians, decided not to return
to Azerbaijan?

One of the main topics, which remains the center of public attention,
is a fact of the capturing of Azerbaijani soldier Rafig Hasanov by
Armenians. The additional details of how it became possible were made
public by the soldier’s parents.

According to Day.Az, officials of the International Committee
of the Red Cross told the serviceman’s parents that Azerbaijani
serviceman Rafig Hasanov, being in Armenian captivity since
October 8, was in an unconscious state during the meeting with
the ICRC representatives. According to serviceman’s mother Rubaba
Hasanova, ICRC representatives met her son on October 9 for the first
time. "They registered the fact yet were not able to have a talk as
he was unconscious. On October 16 they held the next meeting with
Rafig and the son dictated the letter and the ICRC representative
wrote it down. Rafig’s family wrote a response letter and submitted
it to the ICRC Barda office.

It should be noted that according to serviceman’s father Rahman
Hasanov, his son was humiliated by sergeants and servicemen while
being in the army and Rahman Hasanov even filed a claim to the military
prosecutor’s office of the Gazakh region.

He said the fact of the humiliation of his son is also admitted
by servicemen questioned in the prosecutor’s office due to the
complaint. Neither the military prosecution nor the military unit
provided Rahman Hasanov with the information about the circumstances
of capturing Rafig Hasanov.

He said on October 8 (the day of capturing) Rafig had a quarrel with
the servicemen that humiliated him. "I went to the unit and directed
to the post. One of the Veliyev brothers, Rafig’s fellow-in-arms, told
me that my son disappeared from the military unit at about 9:00 on
October 8 and, he said he heard three shootings, but it was difficult
to define the direction of the shooting".

The content of the letter sent by Hasanov to the parents arises
special interest. Soldier’s father told APA that the letter reads
the following.

"I am alright. If my brother Afig has a son, call him after me. Bring
my brother Azer with you and be friendly". According to Hasanov,
as his son can neither read nor write, the letter was written down
by ICRC official: "A person, who delivered the letter, told me that
he wrote it down from Rafig’s words".

Spokesman for ICRC Azerbaijani representative Gulnaz Guliyeva confirmed
this fact while speaking to Echo. She announced that the meeting
was attended by official of the ICRC Baku office- a foreigner, who
knows Azerbaijani. "She is the ICRC delegate in Azerbaijan. She was
sent to Armenia as Hasanov does not know Russian. She could talk to
him and translate his words to officials of the ICRC Yerevan office,
who wrote the letter from his words in Russian. The family also wrote
a response, delivered to Armenia.

Thus, two moments attract special attention here.

First of all, how did it become possible that a person, who can
neither read nor write, was sent to the front? In the end, how did
he take an oath? Who is to be blamed for it – parents or the Aghdam
region military enlistment office, which recruited Hasanov in April
of this year?

Second, what does the tone and content of the letter, delivered to
the parents, evidence? Doesn’t it evidence that Hasanov has already
decided not to return to Azerbaijan and follow Samir Mamedov’s way?

Unfortunately, the Defense Ministry of Azerbaijan could not been
reached for comments. But military analyst and member of the Reserve
officers Union Uzeir Cafarov has definite information from his sources
from abroad.

"Unfortunately, no one pays any attention to the issue of education
of the young people, even whether they can at least read or write
while recruiting. We have repeatedly come across such facts in the
army. During an oath taking one soldier reads the text and others
repeat it and then undersign. If parents have tried to insist on
the just decision, they would have had to fulfill those "specific
requirements", put forward by the military enlistment offices in
such cases. But looking at Hasanov’s father you can see that he has
no means for it".

"We have information that Hasanov earlier told parents about his
being beaten by the servicemen", said the expert. "Thus, he can be
fully considered a victim of the army bullying. And for some reasons,
the military prosecution of the Gazakh reagion, which learned about
it, did not stop these actions for they often prefer to pretend to be
working. The result was Hasanov’s runoff from the military unit. Again
the implied is the section of the front line, where Samit Mamedov (who
found refuge in one of the European countries) and Eldeniz Nuriyev
(currently imprisoned) were captured.

"By the way, we know from reliable sources, that Hasanov has been
worked at well while being in the captivity. I do not conceal that we
have a certain access for specification of such issues via Georgia
and we are grateful to our friends who assist us in getting this
information", said Cafarov, "In his letter Hasanov hints that he does
not intend to return home. Armenians managed to work at him while
ours were sleeping. They have probably listed an example of Vusal
Garachayev and Eldeniz Nuriyev, imprisoned after the captivity and
told him about Samir Mamedov. We have learned that this information is
true. Today our state commission for issues of captives assures that
it takes all measures to return Hasanov. Yet, if he does not want to,
no one will make him return. I know that his relatives, his aunt,
living in Baku, also try to do something. They have already been both
in the Defense Ministry and the State Commission. But it seems to me
that everything will end like in case with Mamedov. The next 10 days
will show how the events will develop".

Steps that would harm Turkey should be avoided if the aim is the
development of Turkish-Armenian relations, the country’s chief
foreign policy advisor to the prime minister said Tuesday following
his contacts in Washington. (UPDATED)

"We are in an era in which mutual confidence based relations
between Turkey and Armenia have started. A wrong step not only harms
cooperation between Turkey and the United States, but also risks such
expansions from Turkey," Ahmet Davutoglu, chief foreign policy advisor
to the Prime Minister Tayyip Erdogan, told reporters in Washington.

Davutoglu’s remarks came after he met U.S. officials, including the
advisors of both U.S. presidential candidates Democrat Barack Obama,
who has repeatedly made remarks in favor of the so-called Armenian
"genocide" claims, and Republican John McCain.

There is no diplomatic relations between Armenia and Turkey, as
Armenia presses the international community to admit the so-called
"genocide" claims instead of accepting Turkey’s call to investigate
the allegations, and Armenia’s aggression against Azerbaijan.

A warmer period began between Turkey and Armenia after Turkish
President Abdullah Gul paid a landmark visit to Armenia early
September.

"Such remarks are made in the presidential election campaign. But
when you take over the administration, you need to be interested in
all problems in the world.

The U.S. is expected to refrain from jeopardizing cooperation with
a strong strategic ally like Turkey," added Davutoglu, who also met
top White House officials in Washington.

Armenia, with the backing of the Diaspora, claims up to 1.5 million
of their kin were slaughtered in orchestrated killings in 1915. Turkey
rejects the claims, saying that 300,000 Armenians along with at least
as many Turks died in civil strife that emerged when Armenians took
up arms, backed by Russia, for independence in eastern Anatolia.

In 2005, Erdogan took a first step towards resolving the issue by
proposing a joint commission of historians launch an investigation and
publish their conclusions, but the proposal was rejected by Yerevan.

Davutoglu also said he did not meet the leader of the Kurdish regional
administration, Massoud Barzani, who is also in Washington.

U.S.-TURKEY RELATIONS Davutoglu earlier on Tuesday attended a meeting
on "Turkey, the region and U.S.-Turkey relations: Assessing the
challenges and prospects" at the Brookings Institution in Washington.

He told at the meeting that the new era with the United States would be
a success story whoever was elected the new president of that country.

"The new president of the United States will be Turkey’s best friend,"
Davutoglu said.

He also said Turkey was ready to discuss negative problems with
Armenia, adding two countries should seize recent opportunities in
their relations.

Davutoglu said he expected that the Armenian Diaspora should support
the process between Turkey and Armenia, and said this new process
had not caused concerns in Azerbaijan and relations among Turkey,
Armenia and Azerbaijan would go on synchronously.

He said there was need for courage and creativity to solve the
Nagorno-Karabakh dispute, and no one could wait for 20-30 years more
to resolve the issue.

Davutoglu said all frozen clashes were occurring in the geography
where Turkey was situated, and said the real problem was how a new
world order could be established.

The Human Rights Defender of Armenia has nominated Vahe Stepanyan,
the head of staff of the Ombudsman’s Office, Doctor of Legal Science,
for member of the Fact-Finding Group of Experts, RA Ombudsman Armen
Harutyunyan declared at the National Assembly today. From 1990 to
1996 Vahe Stepanyan worked as Minister of Justice of the Republic
of Armenia.

Two other members of the Fact-Finding Group of Experts will be
nominated by the ruling coalition. One member will be nominated by
the "Heritage" faction, another one – by the political force ruled
by Levon Ter-Petrosyan.

The names of the other four candidates have not been announced so far.

According to the order of the President of the Republic of Armenia,
the candidates should be nominated within 10 days after the order
comes into force. It came into force on October 24.

"Nagorno-Karabakh is ready to start to negotiate with Azerbaijan
without preconditions and discuss any issue relating to the settlement
of the Karabakh-Azerbaijani conflict, however, not to detriment of
our independence and security," NKR President Bako Sahakyan told
reporters after the military exercise in Karabakh.

"The independence and security of Karabakh are not to be subject
to bargain and manipulation," Bako Sahakyan noted, underlining that
the territories liberated in the early 1990s are set down in the NKR
Constitution and defined as a security belt.

If for the president of NKR the liberated territories cannot be
subject to bargain, for Serge Sargsyan it is not so, which Serge
Sargsyan expressed in an interview with the H1 channel of Armenia. He
reminded that the settlement of the Karabakh issue should be based on
the principles of Madrid, which supposes the return of territories
as well. He also underlined that Azerbaijan must recognize the
independence of Nagorno-Karabakh, Karabakh must have a land border
with Armenia, and the international organizations and leading powers
should guarantee the security of Karabakh.

After watching football in Yerevan and negotiating with Serge
Sargsyan the Turkish president Abdullah Gul made two important
statements. First, Serge Sargsyan agreed to return the territories,
second, Serge Sargsyan asked him to mediate the Karabakh issue. In
Karabakh, Serge Sargsyan commented on these issues on the Public
TV channel, and said the Karabakh issue should be resolved through
the Minsk Group-mediated talks. It means the mediation of Turkey
is ruled out. Nevertheless, Serge Sargsyan has not refuted Abdullah
Gul’s statements, and it is not clear to the society whether Serge
Sargsyan had told him those things or Gul is lying.

THE CATHOLICOSATE OF CILICIA PARTICIPATES IN THE ANNUAL MEETING OF THE
SECRETARIES OF CHURCH FAMILIES

The annual meeting of the Secretaries of Church Families was convened in the
Geneva headquarters of the World Council of Churches on October 21-22.
Ecumenical Officer of the Catholicosate of Cilicia, Bishop Nareg Alemezian,
attended the meeting.

The meeting provides an opportunity for the heads of families of churches to
discuss together issues related to ecumenical affairs and to share
pan-Christian concerns.

The participants in the meeting included the Russian Orthodox, Roman
Catholic, Anglican, Lutheran, Reformist, Methodist, Protestant and
Independent families of churches.

In his speech Bishop Nareg spoke about the official theological dialogue
between the Oriental and Eastern Orthodox Churches throughout the last year,
providing details about inter-church and inter-faith relations.

The items on the agenda of the meeting included the Christian-Muslim
dialogue and the churches’ relations with the World Council of Churches.

BILL THAT POISONED RELATIONS WITH TURKEY WILL NOT PASS THE SENATE

The French Senate will not adopt the bill aiming to criminalize the
denial of the Armenian claims of genocide, a prominent leader in the
French Senate told the Turkish Daily News yesterday.

"This issue is over. It is impossible for the Senate to adopt this
law," said Hubert Haenel, president of the Senate’s Commission for
European Union Affairs.

In 2006 the French National Assembly adopted the bill criminalizing
the denial of the mass killings of Armenians at the hands of the
Ottomans as genocide.

The bill would have to be passed by the Senate to become a law, but
the vote in the lower house of the parliament dealt a heavy blow to
bilateral relations.

Haenel, in Turkey to attend a seminar titled, "The Republic in France
and Turkey," at Bilgi University in Istanbul, told the TDN that the
bill was blocked in the Senate, adding that French intellectual
circles had also criticized the bill, as it prejudged the studies of
historians. Haenel said the atmosphere between the two countries had
changed, implying also that there was a different conjecture that
would also make it difficult for the Senate to make a decision that
would damage bilateral relations.

France discovers Turkey’s strategic importance

Haenel, who spoke at the seminar organized jointly by the French
Institute for Anatolian studies and the Institute of Political Studies
of Grenoble, gave optimistic messages on France’s outlook on
Turkey. "The crown makes the king wiser," said Haenel, talking about
French President Nicolas Sarkozy, who is known to be a vocal opponent
of Turkey’s entry into the EU.

"With all the crises going on near the borders of Turkey, the
stand-off in the Caucasus being the most recent one, we rediscover
Turkey’s strategic importance," said the French senator. Referring to
the meeting Sarkozy had with all the French ambassadors during the
summer, Hanael said it was significant that the French president said
during the meeting that French troops in Afghanistan were serving next
to Turkish troops.

"The French leadership is rediscovering Turkey’s historic, economic,
political and cultural place," he told the TDN after the
panel. Referring to the meeting between the leaders of Turkey, France,
Qatar and Syria in Damascus last month, Hanael said the pictures of
Turkish Prime Minister Recep Tayyip Erdogan next to Sarkozy along with
Syria’s Bashar al-Assad and Qatar’s Khalifa al-Thani made a big
impression in France.

He did admit though that it would be wrong to expect a change in
Sarkozy’s views on the Turkish EU bid. Hanael said, however, that the
French presidency has not taken any step to obstruct membership
negotiations.

France currently holds the EU’s rotating presidency until January.

"We in the Senate rejected a measure that would have made a referendum
on Turkey’s membership in the EU mandatory. The vote was 297 to
seven," he said, giving this as an example that France is not blocking
Turkish membership.

"Who can have the legitimacy of saying no to Turkey? Turkey has its
place in the EU. To those skeptics of Turkey I ask: What will become
of Turkey and the EU and the world in 10 years time?" he said at the
seminar.

When asked about the slow pace in the negotiation process, Hanael said
Turkey has also slowed down its reform process. "I am not being
judgmental. For understandable reasons, Turkey has not been able to
continue the reform process," he said.

Apostolic Church Georgian diocese and 400 000 Georgian Armenians
express their concerns over those encroachments towards Armenian
Church, reports Georgian Armenian diocese of Armenian Apostolic Church.

According to the church Georgian priest Tariel Sikinchlashvili
continues the illegal fencing of the church. Georgian Armenian diocese
informed the state authorities of Georgia but they did not take any
measures to meet the problem.
