YEREVAN, JULY 2, NOYAN TAPAN. On July 1, at about 20:00, in Yerevan
Abovian street, a group of non-identified persons, some of which were
armed, attacked activists carrying out notification of the Armenian
National Congress July 2 rally. Trying to take away the microphone
and leaflets from the young people, they delivered blows to the
activists. According to the ANC report, Congress supporters Sahak
Muradian, Herbert Gevorgian, and Tigran Arakelian were hospitalized
with different bodily injuries.

YEREVAN, JULY 1, NOYAN TAPAN. OSCE Chairperson-in-Office, Foreign
Minister of Greece Dora Bakoyannis will arrive in Armenia on a
two-day working visit on July 2, at Armenian Foreign Minister Edward
Nalbandian’s invitation.

Greek Foreign Minister’s meetings with RA President Serzh Sargsyan and
Foreign Minister Edward Nalbandian are scheduled during the meeting.

Acording to the report of the RA Foreign Ministry’s Press and
Information Department, E. Nalbandian’s and D. Bakoyannis’ meeting
will take place on July 3.

SAINT-CHAMOND, JUNE 29, NOYAN TAPAN – ARMENIANS TODAY. According to
the VAN organization working in France, notes of Nazi character were
discovered on the entrance doors of the Saint Peter (Surb Petros)
Armenian church of the Saint-Chamond city of Loire province,
France: "Armenia-Nazi," "Armenia Le Pen-right extremist," "Death
to Armenia." In VAN’s opinion, these notes were made early in the
morning of April 26, after the Sipan Komitas choir had performed in
the mentioned church on the commemoration day of the Armenian Genocide
victims, April 24. The hayernaysor.am electronic newspaper reported
this. According to the same source, the Armenian organizations of Loire
and Saint-Chamond introduced a complaint to Saint-Chamond Police on
the incident, but received no response.

According to VAN, it is not the first anti-Armenian manifestation
in Saint-Chamond: a memorial of Armenian Genocide victims had been
defiled with notes made with gas balloons, as well as the name board
of the April 24 park had been broken or removed for many times before.

According to the armenews.com website of the Nouvelles d’Armenie
magazine published in France, in June non-identified persons with an
abusive note and picture defiled an Armenian khachkar (cross-stone)
in the city of Issy-les-Moulineaux. The Armenian organizations applied
to Mayor, French National Assembly deputy Michel Barnier elected from
Issy-les-Moulineaux in this connection, with the request of organizing
a meeting to discuss the issue, but were refused. By the way, he had
a meeting with city’s Armenian community the day before the European
Parliament elections to ask for voting for him.

Infringements on the Armenian community of France are also manifested
in the form of terrorism and physical retributions: according to the
same website, on June 5 and 9 an Armenian young man was stabbed with
a knife in his face.

According to the data of Hrach Aslanian, the Head of the European
Armenian Communities’ Department of the RA Ministry of Diaspora, he
is the son of Vice-Chairman and former Chairman of CCAF – Le Conseil
de coordination des organisations armeniennes de France Ara Toranian.

In connection with the incidents CCAF conveyed a complaint to French
Minister of Internal Affairs Mrs Michelle Alliot-Marie for not pursuing
investigations on the facts of criminally liable anti-Armenian
manifestations, the Council demanded undertaking measures that are
used to reveal those guilty of infringements on other communities
of France and to punish them. The Minister has not responded to the
application so far.

It was mentioned that on October 12, 2006 the French National
Assembly adopted a law envisaging criminal prosecution for denying
the fact of Armenian Genocide. The law can come in force in case
of being adopted by the Senate, but it does not take place as the
UMP (People’s Movement) ruling party of French President Nicolas
Sarkozy making a majority there as if has imposed a ban on law’s
adoption. By the way, according to the armnews.com, both the right
and left parties of France had promised to ensure adoption of the
law before the European Parliament elections held on June 8. However,
the very next day they forgot their promise, and CCAF had to organize
actions of protest before all influential French parties’ offices
reminding them of their promise.

Armenian and Turkish experts have prepared a joint report on the
Armenian-Turkish dialogue and possible cooperation. From the Turkish
side the report was co-authored by experts of the Turkish Economic and
Social Studies Foundation (TESEV) Aybars Görgulu and Sabiha Senyucel
Gundogar. Director of the Caucasus Institute Alexander Iskandaryan
and Deputy Director Sergey Minasyan participated in the preparation
of the report from the Armenian side.

The report presents a thorough analysis of the Armenian-Turkish
relations.

It also makes recommendations on the ways of establishing ties.

According to Deputy Director of the Caucasus Institute Sergey Minasyan,
Armenian and Turkish experts agree that the two countries should
establish diplomatic relations without and preconditions.

The report presents the possible development of the Armenian-Turkish
relations in view of the 5-day Russian-Georgian in August and the
visit of Turkish President Abdulla Gul to Armenia last September.

Sergey Minasyan considers that the October match between the national
teams of Armenia and Turkey might be a turning point.

Is He Germany’s Best Boxer? King Arthur Aces Oral

For a few rounds, things looked, if not bleak, then less than stellar
for IBF middleweight champion Arthur Abraham. He was fairly flat, and
his corner exhorted him to get down to business, and show aggression
against lightly regarded foe Mahir Oral at the Max Schmeling Hall in
Berlin on Saturday. It took awhile for The King to stir, and get
warmed up, but when he did, Oral was no match for Abraham’s precision
punching. The champion retained his belt with knockdowns in the fourth
and sixth, and a surgically efficient tenth, when he put Oral down
three times, forcing the loser’s corner to throw in the towel.

The end came at 1:23, via TKO, for Oral, who performed with greater
skill and guts than probably everyone expected. The win gives Abraham
another chip or two in a future if he wants to target Kelly Pavlik,
but it seems more likely he’ll head north to 168, as making 160 is a
dreadful chore for the German. Afterwards, Abraham said he will take
the big fight, whatever division makes sense, though he is leaning to
moving up. `I will fight in America, it’s my dream,’ he said.

The champ Abraham (age 29; 159 ½ pounds; from Armenia, living in
Germany) came in with a 29-0 record while `The Lion’ Oral (age 29
also; 158 ¾ pounds; of Turkish descent, lives in Germany) was
25-1-2 entering.

In the first round of his tenth title defense, `King Arthur’ held a
high guard. He’d never been down as a pro, and Oral looked to pierce
his defense with a one-at-a-time jab. The two men had sparred, five
years ago, for the record, but the King has separated himself from the
pack since then. Oral and Abe both held themselves erect, in Euro
style, in a solid first round. In the second, Oral looked to tag Abe’s
sides. Both men fought in a contained manner; no mad rushes, or psycho
flurries in this one. Oral hit with a right before the bell and it was
fair to say he’d surprised all with his effectiveness early. After the
round, the Abraham corner demanded more fire. In the third, Oral again
came out the aggressor. Was Abraham having a flat night, or would he
get cookin’?

In the fourth, Abraham did get busier. He moved in, getting in his
foe’s face, and put Oral down with 40 seconds to go, off a left hook
after a few solid rights. A long right almost did it again, and we
wondered if Oral would get out of the fifth.

In round five, Oral went down, but it was a stumble. He stood his
ground, despite being much less powerful than the champion, to his
credit. In the sixth, Abraham took the round off, for the most part.
Until the 1:02 mark, that is, when a right sent Oral down. He dipped
to his left, the champ timed it, and to the mat Oral went. In the
seventh, Oral still hung in there, looking to hit with wide tosses. In
the eighth, Oral did well to shrug off a nasty right hand. This fight
was a win for him, just in how he performed to this juncture. In the
ninth, Abraham had his way and still Oral chugged forward. In the
10th, a left hook put Oral on a knee. The ref looked hard and long at
the challenger. He took a knee after a right to the body. Again, he
rose. And again he was dropped, this time with a left hook to the
body. He was up again, but his corner threw in the towel.

Accompanied by Armenian Foreign Minister Edward Nalbandian, Deputy
Mayor of Yerevan Kamo Areyan and other officials, the President of
Georgia, Mikhail Saakashvili visited the Tsitsernakaberd Memorial
Complex.

The Georgian delegation paid a tribute of respect to the victims of
the Armenian genocide and laid a wreath at the memorial.

President Saakashvili watered the fir tree he had planted at the
Memory Alley during his visit to Armenia a few years ago.

ACNIS Holds Roundtable Discussion on `Crisis in Iran: Lessons for Armenia’

Yerevan–The Armenian Center for National and International Studies
(ACNIS) convened a roundtable discussion today, entitled `Crisis in
Iran: Lessons for Armenia,’ assessing the recent post-election crisis
in Iran and examining the lessons for Armenia.

After welcoming the nearly fifty participants, ACNIS Director of
Administration Dr. Karapet Kalenchian presented a brief introduction
of recent developments in Iran within a broader context of Armenia’s
relations with Iran, explaining that `the future course of the
strategic relationship between Yerevan and Tehran was largely
dependent and affected by the outcome of Iran’s ongoing political
crisis.’

ACNIS Director Richard Giragosian then presented an assessment of
recent developments in Armenia’s southern neighbor Iran, which has
been gripped by a powerful, and at times, even violent post-election
crisis that has seen the largest anti-government demonstrations since
the 1979 Iranian revolution, with hundreds of thousands of Iranian
citizens protesting a disputed presidential election. He argued that
the `post-election unrest poses the most serious challenge to the
Iranian authorities since they came to power in the wake of the
Iranian revolution twenty years ago.’ In addition, he noted that `the
current wave of unrest is largely directed against the ruling elite,
although it is not, at least yet, targeting the system itself.’

After providing a focused analysis of the Iranian crisis, Giragosian
also presented several important lessons for Armenia, including the
fact that `Iran is now facing its own March 1st post-election crisis,
similar to the events in Armenia last year’ and, in both cases, `led
to the tragic deaths of civilian demonstrators after the use, and
misuse, of force, with police and security forces applying an
excessive and repressive response to the demonstrations.’ He went on
to say that `in Armenia’s case, the March 2008 crisis remains
unresolved, as the authorities have been unable or unwilling to fully
and fairly investigate the events of March 2008′ and warned that
`Armenia, like Iran, is plagued by a failure to adequately resolve the
underlying tension and demands emanating from that crisis.’

Giragosian explained that another lesson for Armenia from the current
crisis in Iran was the fact that the election revealed that `very
serious domestic contradictions quickly developed into a highly
volatile and explosive internal situation that no ideology, no mater
how powerful, could contain.’ And, `for the Armenian authorities,
this lesson also includes a warning: that there can be no political
panacea or substitute for not addressing concrete socio-economic
problems. And with Iran, it is also clear that the recent crisis has
shown that no country in this modern world can remain truly isolated,’
he added.

He concluded by noting that the third lesson from Iran, the `economics
of change’ as a driving force behind this tension that was even more
worrisome for Armenia. In both cases, he argued, `young Iranians and
Armenians share the same hopes, for a brighter future, for economic
opportunities, and for a voice in how their country is governed.’ He
then warned that `for both countries, there is no return to the
pre-crisis status quo, as the political and economic demands for
change remain unmet, and to continue to ignore these basic demands and
natural expectations, sparks a real risk of only prolonging the
crisis, and most dangerously, of merely fueling the fire of
discontent.’

In closing, Giragosian stated that `in terms of the outlook for
Armenian-Iranian relations, there are both inherent limits, such as
the Russian pressure on Armenia over the size of the gas pipeline to
prevent the re-export of gas beyond Armenia, and inherent
opportunities,’ arguing that `Armenia can play a role as a strategic
bridge to Iran, and as a platform for Russia, the EU and the US to
engage Iran.’

ACNIS Senior Analyst Manvel Sargsian provided a presentation on the
recent events in Iran and said that the protests in Iran revealed `a
lack of confidence in the Iranian government and a challenge to the
legitimacy’ of the leadership. He went on to say that the crisis was
unprecedented and can be seen as tied to the international context, in
terms of Iran’s isolation and pressure on its leaders. He then closed
by noting that the West was cautious in its response but that the real
challenge was from Iran itself.

The two presentations were then followed by a series of questions and
answers, as well as a lively exchange among two Armenian
parliamentarians, leading Armenian analysts, experts and journalists.

YEREVAN, JUNE 24, ARMENPRESS: During the June 23 session the Committee
of Appropriations of USA House of Representatives approved the Section
907 of Freedom Support Act for the 2010 Fiscal Year.

An official from the Armenian Assembly of America told Armenpress
that the Committee has also approved the 48 million USD support to
Armenia and 10 million – to Nagorno Karabakh. The military assistance
will reach 3 million USD and 450 000 USD will be provided for the
military education projects. On the decision of the Committee the
parity principal of military assistance given to Armenia and Azerbaijan
will be preserved.

Executive Director of Armenian Assembly of America Bryan Ardouny
expressed gratitude to the Chairwoman Nita Lowey for her leadership
on Armenian issues, as well as Congressmen Adam Schiff and Mark Kirk
for today’s outcome, which can contribute to the peaceful regulation
of Nagorno Karabakh conflict and confidence building between the
sides." A vote in the House on the 2010 Fiscal Year is expected as
early as next week.

The Section 907 of the Freedom Support Act was adopted thanks to the
active work of the Armenian lobby institutions in 1992.

Registering Azerbaijan’s active participation in the blockade policy of
Armenia and Nagorno Karabakh the USA Congress made the 907 amendment
in the Freedom Support Act with which providing of other type of
assistance to the Azerbaijani government has been banned.

The Conditional waiver of Section 907 of the Freedom Support Act makes
it clear that any assistance provided shall not "undermine or hamper"
the Karabakh peace process or "be used for offensive purposes against
Armenia" or any "Armenian community in the Caucasus region.

Sources, close to Armenia’s second president Robert Kocharyan, state
that he accepted Serzh Sargsyan’s proposal on amnesty with pain at
heart, reads the Ayk newspaper.

The newspaper reports with reference to its own sources that
Kocharyan said if he were Sargsyan, he would have never declared
amnesty. Moreover, he voiced opinion that Serzh Sargsyan will resign
soon for he is unable to resist either external or internal pressure.
