presidential elections of Armenia the internal political situation
will be regulated. Tigran Torosyan, the speaker of the parliament of
Armenia announced about this. "I hope that we shall manage to avoid
harsh collisions of the supporters of these 2 different candidates,
still, such people are taking the side of the opposition who are ready
for everything and they should be stopped", – the speaker announced,
making a comment on the fact that the supporters of Serzh Sargsyan,
the acting prime minister have started to move towards the capital.

Meanwhile Torosyan refused to make any comment on the announcement of
the vice-speaker Vahan Hovhannisyan about his resignation, underscoring
that; "Vahan Hovhannisyan has not submitted any statement to me
personally". And for this reason he also refused to answer the question
whether "Dashnaktsutyun" ARF would keep the post of the vice-speaker,

Today the executive body confirmed the project to provide 1 billion
630 million drams from the state budget to those people who remained
homeless because of the earthquake, refugees from Azerbaijan, and
families who suffered from bad weather conditions.

According to Vardan Ayvazyan, the minister of urban development,
the refugee families and people injured from Spitak and Gyumri
earthquake living in a hostel at Moldovakan Street # 70/1 will get
official support.

The minister of urban development was assigned to finish the process
of providing people with certificates till 15 June 2008. The project
started at 2005. Since 2335 certificates, giving the right to buy
apartments, were given to people.

become a more democratic state.

Armenia is close to the European Union and we were pleasantly
surprised by the high appearance of voters, said Marie Anne Isler
Beguin, Head of the European Parliament delegation.

"Compared to the previous presidential elections, significant progress
was noted with regard to the preparation and conduct of the electoral
process.

However, the whole electoral environment and reported interferences
still have to be carefully assessed. The EU will continue to support
the reinforcement of democracy in Armenia via its Neighborhood Policy,"
she said.

"The ENP aims to resolve problems with Azerbaijan and to promote
establishment of normal relations with Turkey," she said.

Yerevan /Mediamax/. General Prosecutor’s Office of Armenia initiated
7 criminal cases on facts of violations, which have taken place on
the day of presidential elections of February 19.

As the Deputy Prosecutor General of Armenia Aram Tamazian stated at
a news conference in Yerevan today, criminal case, in particular, is
initiated on the fact hindering the work of three MPs from "Heritage"
faction and the journalist of "Haykakan Zhamanak" Lusine Barseghian
at the polling station.

Deputy Head of the Armenian Police Ararat Mahtesian stated that on
the day of elections the Police received 30 alarms on violations,
to which it operatively reacted.

Yerevan /Mediamax/. Head of the Public Relations Department of the
Armenian Police, Lieutenant Colonel Sayat Shirinian stated that this
afternoon member of the central headquarter of presidential candidate
Levon Ter-Petrosian Samvel Gevorgian and 12 allies of his entered
the territory of the polling station 22/37 in Vardadzor village
of Gegharkunik marz and tried to hinder the work of the electoral
commission.

Mediamax reports that Sayat Shirinian stated that the electors and
proxies of the presidential candidates, who were at the polling
station, managed to send them out of the polling station, after
which Gevorgian’s group escaped. The Police are searching for Samvel
Gevorgian and the people accompanying him.

Sayat Shirinian informed that at about 14:00, the police department
of Maralik town of Shirak marz received a statement, according to
which not far from the polling station 36/34, the head of the local
pre-election staff of Levon Ter-Petrosian Harutiun Urumian inflicted
bodily injuries to the proxy of Serzh Sarkisian Suren Avetisian.

Sayat Shirinian informed that at 14:30 the chairman of the electoral
commission of Vanadzor polling station 30/22 Edik Vahanian turned to
the employee of the Police on duty at the polling station with the
request to move away from the territory of the polling station the
proxy of presidential candidate Levon Ter-Petrosian, who hindered the
normal work of the commission. Members of the commission composed the
corresponding protocol, after which Sofia Kalantarian was moved away
from the territory of the polling station.

met Thursday with newly appointed Iranian Ambassador to Armenia Ali
Saqayian, the RA NA press office reported.

Congratulating the diplomat on the appointment, Mr Torosian said
Armenia attaches importance to cooperation with Iran, specifically in
transport and energy fields.

Ambassador Saqayian assessed highly the Armenian-Iranian relations and
again invited Mr Torosian to Tehran after the RA presidential
election.

He also briefed on development in Iran’s nuclear program. `Iran is not
developing nuclear weapons,’ the Ambassador said. `Despite IAEA
statements and anti-Iranian resolution, our country will continue
scientific research.’

In this view the Armenian Speaker noted that all countries have equal
rights and obligations fixed by international treaties.

US Office of Defense Coop. upgrades English language laboratory

U.S. OFFICE OF DEFENSE COOPERATION UPGRADES ENGLISH LANGUAGE LABORATORY

YEREVAN, FEBRUARY 15, ARMENPRESS: U.S. Charge’ de Affaires,
a.i. Joseph Pennington and Armenian Deputy Minister of Defense Mikael
Harutyunian inaugurated the recently upgraded language laboratory at
the Aviation Institute in Yerevan on Friday, February 15. The
U.S. Embassy’s Office of Defense Cooperation (ODC) provided the
$93,000 upgrade which featured fifteen new desk-top computers.
A press release by the U.S. embassy said the new computers will
enable Armenian military students that use the English language
laboratory to individually utilize language learning software. Each
student station is networked to the instructor’s computer to provide
flexibility for instruction.
The laboratory, which was originally set up by the U.S. contractor
Dal Media Solutions in 2006 and funded through ODC at a cost of
$92,000, is already equipped with televisions, CD players, and DVD/VHS
players to help students learn English. Its purpose is to prepare
Armenian military personnel for study in U.S. military training
facilities.
About twenty-five Armenian officers and sergeants attend military
courses each year in the U.S. though the ODC’s International Military
and Education (IMET) program. This same program, currently funded by
the U.S. State Department, is what also provided the funding to
upgrade the laboratory.
The new lab upgrade will help fulfill the joint goal of the
U.S. ODC and the Armenian Ministry of Defense to centralize English
language instruction standards, and develop an intensive English
language course to support Armenian military personnel preparing for
their studies in the U.S. The ODC plans to provide an American English
language instructor later in the year to assist with instruction and
English course standards.
The U.S. Office of Defense Cooperation in Armenia works to foster
U.S. government and industry assistance in the Armenian defense
sphere. The U.S. ODC works for the U.S. Chief of Mission in Armenia
and the U.S. European Command, located in Stuttgart, Germany.

Regarding the foreign missionary groups that come to Jordan, the
Statement said the number of foreign missionary groups comes to under
social education or cultural cover, has increased in recent years;
there are currently around forty groups. Jordan has provided them
with the necessary facilities to perform the humanitarian services
which they ostensibly have come to deliver. These groups which came
under the guise of charitable organizations, have started to call
themselves as churches-which they are not- and ask for the same
rights that the Constitution stipulates for formal churches. They
also have proselytized among Jordanians, in a manner that has given
rise to the religious animosity, disrespecting the freedom of
conscience, and thus disturbed relations among Christian and Muslim
citizens. These groups are financially and politically supported by
certain countries. It is worth mentioning here that Arab Anglican
Episcopal Church and Anglican Lutheran Church do not recognize these
missionary groups as churches.

The Statement pointed out that the Council of the Churches Leaders
has warned successively the Jordanian Government of the danger these
groups pose to Christianity in Jordan to the Christian-Muslim
relations; we wrote many times to various officials in order to
explain their true nature; and we condemned their radical practices
which create strike among citizens. The most recent of such letters
was addressed to His Majesty King Abdullah II on September 29, 2007,
in which the Bishops explained to His Majesty that the objective of
these groups, which are known for their religious radicalism, is to
sow the seeds of religious animosity among citizens.

The Bishops also asked in the above mentioned letter that the
government not allow those groups to establish a "theological
institute" to which they attract poor and unemployment youths,
drawing them from our churches and tempting them with facilitations
and missionary jobs in Jordan and send them to various Arab and
Muslim countries, thereby causing needless trouble for Jordan and
churches in those countries.

On issue of deportation, the Statement elucidated that the issue of
deporting certain numbers of those radical groups is one security,
and deportation should not be surprising when radical practices that
give rise to religious strife. It is natural that the State should
exercise its sovereign right to protect its citizens from harm and
harassment by foreigners. Foreigners are subject to the law of the
country where they reside, irrespective of their religion, and must
respect the regulations regarding their residency permits. If a
foreigner breaches the law, then the State has the right to ask that
person to leave. This is an act of sovereignty.

The statement called on those groups to stop acting as self-appointed
guardians of Christians and Christianity in Jordan, stop describing
themselves as churches and respect the Jordanian State, its laws, and
its citizens. They should stop being the cause of strife, problems
and worries to Christians and Muslims alike. We do not need their
religious extremism or activities that harm national unity and
historical Christian-Christian and Christian-Muslim relations
existing among all citizens. We have made our position regarding
these groups clear to their leaders, offered them our honest advice,
and asked them not to be the cause of strife or destabilization in
the society, but they did not heed our message.

The Statement was signed by Bishop Benedicts, Bishop of the Greek
Orthodox and Bishop Yaser Ayyash Bishop of Greek Catholic (Melkite),
the Roman Catholic Bishop, Bishop Vahan Tobolian, Bishop of Armenian
Orthodox and Bishop Salem Al Saigh Bishop Latins and the secretary of
the Council Bishop John Noor.
