THE FIRST CASUALTY OF THE C.I.S.

Georgia withdraws from the CIS and calls on other countries to follow;
Georgian President Mikheil Saakashvili has announced that Georgia is
withdrawing from the CIS. He called on Ukraine and other former Soviet
republics to follow this example. Most CIS countries have been slow to
comment on the South Ossetia conflict.

The end of the war in South Ossetia, announced yesterday by Russian
President Dmitri Medvedev, has coincided with another ending – in the
Commonwealth of Independent States (CIS). Georgian President Mikheil
Saakashvili told his fellow citizens that Georgia is withdrawing from
the CIS. He called on Ukraine and other former Soviet republics to
follow this example. But the governments of other CIS countries are in
no hurry to submit those resignations. Neither are they rushing to
express opinions about the recent events in Georgia’s conflict
zones. Most of Russia’s CIS partners – including its closest friends
and allies, Belarus and Kazakhstan – did not express support for the
peacekeeping operation aimed at compelling Georgia to make peace. But
neither did they express support for Tbilisi. Clear statements
regarding Moscow were issued by Ukraine and Azerbaijan: they expressed
support for Georgia’s territorial integrity. The other CIS countries
still remain silent.

Speaking at a rally in Tbilisi on August 12, Saakashvili announced
that the Georgian government decided on August 11 to withdraw from the
CIS. The 100,000 people at the rally responded to this news with
applause. Saakashvili said that in making this decision, Georgia is
bidding its final farewell to the Soviet Union. He called on Ukraine
and other former Soviet republics to join Georgia in withdrawing from
the CIS, which is run by Russia. Moreover, Saakashvili announced that
the Georgian government has made the decision to revoke all previous
decisions regarding Russia’s peacekeeping mission. Saakashvili said:
"As of today, we regard the Russian troops in Abkhazia and South
Ossetia as occupation forces and regard these regions as occupied
territories. And we won’t stop fighting until the last occupying
soldier has left our land."

No other CIS countries have responded to Georgia’s move as yet, but
Ukraine may follow its example. Meanwhile, however, friendly capitals
remain silent – delaying any evaluations of recent events in South
Ossetia. Kazakhstan attempted to make a statement yesterday, but it
wasn’t very convincing.

Kazakh Foreign Ministry spokesman Erzhan Ashikbayev said at a briefing
on August 12: "The Ministry has no statements to make at this time,
although this doesn’t mean that Kazakhstan has no stance on the issue
in question." Ashikbayev said: "We support political regulation of the
conflict." He also noted that Kazakhstan is "closely following
developments in the conflict zone, and will continue to monitor the
situation," and "will certainly participate in any CIS consultations
about resolving the situation in Georgia, if the country holding the
CIS chair initiates such consultations."

Kyrgyzstan is currently chairing the CIS – but it hasn’t called any
meetings so far. Kyrgyz President Kurmanbek Bakiyev said: "The
situation in South Ossetia should be resolved by political methods."
He instructed the Kyrgyz Foreign Ministry to hold consultations with
the foreign affairs ministries of other CIS countries. Then Bakiyev
left for his summer vacation. His press service told us that he is in
Issyk-Kula and will be taking a break there until the end of next
week. Thus, we shouldn’t expect any urgent CIS meetings, not even at
the level of foreign affairs ministers – let alone a heads of state
summit.

There is also silence from the government of Uzbekistan – Russia’s
strategic and military partner. Another friend of Moscow, Tajikistan,
hasn’t given an evaluation of events in South Ossetia
either. Turkmenistan remains neutral, as usual. But most surprising of
all is the silence from Minsk. Only a year ago, Belarusian President
Alexander Lukashenko showed support for Moscow on all its foreign
policy issues; but now he hasn’t said a word about what happened in
Tskhinvali.

The only unequivocal statements have come from members of the GUAM
alliance. Ukraine not only announced that it is siding with Georgia,
but told Russia that it is treating a neighbor-state inappropriately,
and even threatened to prevent Russian warships from returning to
their Sevastopol base. Khazar Ibragim, spokesman for the Foreign
Ministry of Azerbaijan, upheld the territorial integrity of Georgia
and expressed support for Tbilisi’s actions. He also emphasized
Nagorno-Karabakh: "If it becomes necessary, Azerbaijan will act in
accordance with international law to re-establish its territorial
integrity." However, in contrast to Ukraine, Azerbaijan has not
condemned Russia’s actions.

Moldova confined itself to an expression of support for the European
Union’s stance: calling for a cease-fire from both sides. Armenia did
the same. President Nursultan Nazarbayev of Kazakhstan met with Prime
Minister Vladimir Putin in Beijing; he said that the peacekeeping
mandate for South Ossetia was issued by the CIS heads of state, and
only they could withdraw it – but this statement hasn’t been followed
up. In contrast to the UN Security Council, which has met five times
to discuss this problem, the CIS hasn’t organized any summits in
relation to the war. This fact tells us a great deal about the
effectiveness of the CIS in general, as well as indicating serious
problems with bilateral relations between Russia and its former
allies.

These countries have taken a waiting stance because they don’t wish to
quarrel with either Moscow or Washington. Everyone understands that
the voting rights in the South Ossetia conflict are held by Russia and
the USA, not Russia and Georgia. Central Asian states aren’t the only
ones to be cooperating actively with the USA and other Western
countries. Even Lukashenko has hired a Western image-maker; thus, he
is trying to save face in this complicated situation. Moreover,
experts say that a number of CIS countries are looking at the South
Ossetia situation and applying it to their own cases.

A number of political analysts in Kyrgyzstan maintain that the next
round of the "game" should be expected to focus on the Manas airbase:
controlled by the Coalition Forces in Afghanistan de jure, and by the
USA de facto. Analyst Mars Sariyev says: "There is an American
military base in Kyrgyzstan – as well as a Russian airbase. Therefore,
we will be forced to decide between them. The Communist Party of
Kyrgyzstan has already called for the Manas airbase to be removed from
Bishkek. We are in a difficult situation. Both Russia and the USA will
be putting pressure on us." Another analyst, Askarbek Mambetaliyev,
says: "If South Ossetia is successfully separated from Georgia, this
would set a precedent for the Russian president to ‘defend the lives
and honor of Russian citizens wherever they may be’ by using such
methods."

Similar apprehensions are being expressed in Ukraine – but in that
country, they are coming from the Foreign Ministry. Azerbaijan,
Armenia, and Moldova all have unresolved territorial problems; they
are watching events and awaiting the conclusion of the story that
started with Georgia fighting South Ossetia, then changed to Russia
fighting Georgia. These countries are looking to either copy Georgia’s
experience or refrain from doing so. They are also trying to figure
out whom to blame and what to blame them for – if any such situation
should arise.

told Armenpress that the government is taking stock of the national
program designed to make Armenia a regional health center. He said
during the elaboration process all proposals and observations of
stockholders are taken into consideration.

The minister said more specifically Armenia seeks to become a regional
center in providing first class medical services in 8 directions. One
of these directions is treatment of cancer. The minister said the first
steps in this direction are in the process. The cancer treatment center
is supposed to be built on the basis of the National Cancer Institute.

The minister said Armenia may become a regional health center in
3-5 years. He said Armenia has the resource and personnel to offer
high class treatment of cardio-vascular diseases, infertility,
rehabilitation, stomatology, ear implants and collection and
transplantation of bone marrow cells.

YEREVAN, AUGUST 13, ARMENPRESS: "The agenda of the foreign policy
of Armenia cannot include issue of withdrawal of the country from
the CIS," Armenian deputy foreign minister Gegham Gharibjanian said,
commenting on the question of ITAR-TASS about Armenia’s position over
the activity of the CIS establishments.

"The CIS is a long-term political choice of the Republic of
Armenia. Within the frameworks of cooperation we are carrying out
effective programs especially during the recent years. Last year
the concept of the further development of the CIS was adopted,"
G. Gharibjanian said.

Global mining major Rio Tinto and state-run NMDC Ltd are set to enter
into an agreement to explore global and domestic iron ore reserves,
a top official of the Indian company said.

"We will be entering into a memorandum of understanding (MoU) with
Rio Tinto on August 18 for scouting mining resources in different
parts of the world including in India," NMDC Chairman Rana Som said
over phone from Hyderabad.

The MoU envisages a strategic partnership between the two
leading mining companies for prospecting iron ore reserves, both
internationally and domestically, he added.

"The two companies may also contemplate entering into a joint venture
once they identify mining properties," Som said.

NMDC has already entered into a joint venture agreement with country’s
Spice Energy and is about to acquire iron ore mines in Armenia,
Eritera and Congo.

Asked about the price negotiation with Japanese and South Korean steel
mills for supply of iron ore, the NMDC Chairman said the matter was
pending with the government.

"We have made our point that high freight charges and ad-valorem
export duty on iron ore are hitting our margins. It is now up to the
government to decide whether we should seek higher price for our high
quality iron ore from Japanese and Korean mills or not," he said.

NMDC is seeking up to 97 per cent increase in iron ore prices from
foreign steel makers, a move that could have similar repercussions
on the domestic market, which may result in higher steel prices.

FCO advises against all travel as conflict spreads Georgia

The Foreign and Commonwealth Office has advised against all travel
to Georgia as the violence in the country escalates.

Georgian troops have now withdrawn to the capital Tbilisi following
attacks by separatists in the Abkhazia region.

The FCO is advising any Britons in Georgia to consider leaving while
routes are still open. At the moment, the land borders with Armenia,
Turkey and Azerbaijan are still open.

The British Embassy is organising coaches from Tbilisi to Yerevan in
Armenia. Armenian visas can be obtained at the border.

Ross Bishop, a member of Wanderlust’s community site goWander.com,
has just returned from a week in Georgia and recounted his experiences
on the site.

He writes: "I spent each night of my holiday in the warm hospitality
of family-run homestays and my hosts were always so welcoming.

"While none of this has changed, what is notable is the attitude of
these people to the news of bombs being dropped on Georgian cities –
a mixture of genuine and understandable worry for their relatives
and friends in places like Tbilisi, Gori and Poti combined with a
collective sense of patriotism and pride in their determination that
Georgia should retain its freedom and independence from its powerful
neighbour."

Russian-backed rebels are now fighting in both Abkhazia and South
Ossetia.

The Red Cross has said that it’s impossible to gauge how many people
have died as a result of the conflict that ignited on Thursday.

Recently, members of parliamentary opposition from the ‘Strong Georgia
-Christian- Democrats’ fraction has cleared their position on the
issue. "Nobody can oust President Mikhail Saakashvili and occupy the
country," Giorgi Tsagareishvili, a representative from fraction said.

Almost all the members from fraction held a news- conference.

On 11 August, Giorgi Tsagareishvili, Leader of the United Opposition,
stated that the Georgian President was elected by population and
nobody can oust him. "We are ready to stand near the President and
to protect our motherland from aggressors," Tsagareishvili said.

Other opposition parties New Rights, National Independent, as well
as public organizations and opposition NGOs supported the country in
such a difficult state.

"It is no time for internal disputes. Enemy interfered into our
country and we must drive away him," David Gamkrelidze said.

Accusing Russian aggressors, Labours called upon the both sides to
stop firing, but did not sugest their support to President.

No statement has been made by the United Communistic Party of
Georgia. According to experts, Russia attempts to change Georgian’s
policy towards the west values to its own side. For this purpose,
Russia attempts to have its protege in the person of former head of
State Security Ministry Igor Giorgadze.

Georgian experts consider that even in the full occupation state
the Georgian population is unlikely to accept such a leader and
Russian values. "A new generation brought up in free and democratic
conditions," experts said.

invited Turkish President Abdullah Gul to watch a World Cup qualifying
game between the Turkish and Armenian teams due in Yerevan on September

rejection to visit Armenia may be evaluated as unavailability to launch

Serious popularization was carried out in Turkey before Gul was
invited to Yerevan. Dismissal of Pf. Yusuf Halacoglu, head of the

the Armenian propaganda in Turkey…

Another evidence of development of relations between Turkey and
Armenia is opening of the Armenian language and literature faculty
in one of Nevsehir Universities.

Turkish Ministry of Education has established the faculty upon receipt
of official permission from the Foreign Ministry, Pf. Mehmet Metin
Hulagu was quoted as saying to Habertime news agency.

The faculty would play a role of bridge between the two countries
Taking into account that there are few specialists in Turkey, who
can speak Armenian, such specialists will be attracted from Armenia,
according to him.

It would be naive to interpret actuation of the Turkish-Armenian
relations as accidental. The European Union is also interested in
normalization of the Turkish-Armenian relations and opening of borders,
which is the EU’s main demand from Turkey.

All the aforesaid make us think that the deadlock between Turkey and
Armenia is broken. Armenia’s glory depends on Turkey, which is facing

Vic Darchinyan has joined the ranks of Australia’s greatest boxers by
demolishing Russian Dimitri Kirilov to win a world title in a second
weight division.

The Sydney-based power puncher dominated the fight with his harder
shots and knocked the champion down twice in the fifth round.

The Armenian-born fighter, who relocated to Sydney in 2000 after the
Olympics, improved his professional record to 30-1-1 with 24 KOs.

Darchinyan said he was always confident he would win at least one
professional world title after joining the paid ranks.

Kirilov, 29, couldn’t continue after the second knockdown and suffered
his fourth defeat in 34 professional fights, dropping to 29-4-1.

He simply could not match the power of the 32-year-old Australian who
added the IBF super flyweight crown to that organisation’s flyweight
title which he won in 2004.

A delighted Darchinyan became only the second Australian citizen
to win a world title in more than one weight class, following Jeff
Fenech who captured championships in three different divisions.

A modest Darchinyan said he didn’t consider himself to be on the same
level as Fenech or Australia’s former undisputed junior welterweight
world champion Kostya Tszyu, but hoped to be ranked alongside them
by ultimately unifying the super flyweight division.

The ambitious Australian reiterated he also wanted to eventually move
up in weight and win a title in a third weight class.

He said his main target now was WBA and WBC super flyweight champion
Cristian Mijares.

Mexican Mijares, 26, is scheduled to defend his titles against
Thailand’s Chatchai Saskul in Monterrey, Mexico on August 30.

Fighting under his very first trainer from Armenia, Darchinyan said his
plan had been to work the jab early before throwing in some uppercuts
in the fifth round.

Darchinyan said he thought he was always in control of the fight.

"Everyone is saying it is one of my best performances," Darchinyan
told AAP.

"Showtime (USA cable television network) is very happy with me and
so is my American promoter Gary Shaw.

"I think it is one of my best performances."

He will travel to Armenia for a break before returning to Australia
in September.

Following a fight with Mijares, Darchinyan wanted to unify the division
by dethroning Mexico’s WBO titleholder Fernando Montiel and then look
at moving up in weight.

Baku, Fineko/abc.az. The United States has developed a new scheme of
settlement of Azerbaijani-Armenian conflict for Nagorno Gagabagh.

Mathew Braiza, US co-chair of the OSCE Minsk Group, spoke (according
to bbcrussian.com) for holding of a referendum at which the region’s
residents could define their future.

"The issue (Nagorno Garabagh status) will be defined by voting of
people living there. I mean Garabaghs themselves," Mr. Braiza said
commenting results of the Minsk Group session with participation of
foreign ministers of Armenia and Azerbaijan.

"We propose withdrawal of Armenian troops from seven regions around
Nagorno Garabagh and bringing in international peacemakers to provide
return of IDPs and refugees, creation of corridor to connect Armenia
and Nagorno Garabagh and process of voting for definition of the
future of Nagorno Garabagh," Mr. Braiza said.

Simultaneously, he admitted that "they don’t known when it occurs".

The Russian co-chair of Minsk Group, Yury Merzlyakov, stated on
Friday to journalists that the Minsk Group operates normally and the
conflict parties – Armenia and Azerbaijan are inclined constructively
in respect to each other.

Following the Garabagh conflict Armenia occupied 20% of Azerbaijani
territory. Since ceasefire regime has been operating between the two
countries since 1994.
