YEREVAN, DECEMBER 18, NOYAN TAPAN. The Council of Europe Armenian
Office has spread the following press release on the results of PACE
Monitoring Committee December 17 sitting: "Declaring it "unacceptable"
that persons could be charged and deprived of their liberty for
political motivation in Armenia in relation to the events of 1 and
2 March 2008, the Monitoring Committee of the Parliamentary Assembly
of the Council of Europe (PACE) yesterday recommended suspending the
voting rights of Armenia’s eight-member delegation to the Assembly
until the authorities "have clearly demonstrated their political will
to resolve this issue." The co-rapporteurs would visit the country
in January 2009, with a view to reporting back to the Committee on
the first day of the January 2009 part-session on any progress with
respect to the release of these persons.

In two earlier resolutions, the Assembly had made several demands
following the post-electoral violence of March 2008, including the
holding of an independent, transparent and credible inquiry into
what happened, and the release of persons detained on "seemingly
artificial and politically motivated charges" in connection with
those events. In its draft resolution, adopted yesterday in Paris,
the Monitoring Committee welcomed the Armenian President’s creation of
a fact-finding group of experts to look into the March events as an
important step towards meeting the Assembly’s demands, but cautioned
that its credibility would depend on how it conducts its work.

They also expressed satisfaction at efforts to initiate reforms in
the media, electoral legislation and the judiciary.

However, the parliamentarians said that "notwithstanding positive
developments in some areas" the limited progress with regard to the
release of the above mentioned persons meant the Armenian delegation
should be deprived of its vote, if no further progress is reached in
this request before the January 2009 PACE plenary session.

The Assembly is due to decide on the matter on Thursday 29 January
during its forthcoming Winter plenary Session (26 – 30 January 2009)."

"My conscience does not accept the insensitivity showed to and the
denial of the Great Catastrophe that the Ottoman Armenians were
subjected to in 1915.

I reject this injustice and for my share, I empathize with the feelings
and pain of my Armenian brothers. I apologize to them."

This public statement, signed by about 100 liberal intellectuals and
posted on the Internet for wider involvement has, as one expects,
ushered in heated debates. This was obviously the inevitable
result. Issuing a counter-statement, more than 50 retired diplomats
argued that the intellectuals’ apology was a misguided initiative,
which is "disrespectful to our history and also to our people who lost
their lives in violent terrorist attacks during the history of the
republic and also during the last years of the Ottoman Empire." The
retired ambassadors claimed that the "forced immigration of Armenians
in 1915 gave bitter results under the conditions of war, but the
pain of the Turks is no less than the Armenians, due to the Armenian
insurgence and terrorism."

The statement noted that in terrorist acts, which resumed in 1973,
many diplomats and their relatives were killed, and asked: "Have
the people who launched the flawed campaign of apology ever thought
that the people who were killed or victimized by Armenian terrorism
throughout history also deserve an apology?" The retired diplomats
suggest that if the aim of the intellectuals’ statement is to improve
relations between Turkey and Armenia, the proper way to do this is
not to make concessions like unilateral apologies, but to mutually
recognize borders and territorial integrity. "If it is inevitable, the
pain that both sides suffered during the history should be shared,"
the retired ambassador claimed, and called on the Armenian side
to apologize.

Which of the statements is more just or more correct? Before
discussing this question, let me tell you two short stories about my
late grandparents.

It was 1915 or 1916. My grandmother was seven years old. She lived in
the village of Orduzu in the province of Malatya. She was the only
girl in a family of seven brothers, at a time when the number of
males in a family connoted the "power" of that family. Moreover, her
mother had died before she was able to have memories about her. All
the uncles of this little girl, except the oldest one, and her father
had been recruited by the army and mobilized to defend the eastern
provinces, which had been occupied by the Russians cooperating with the
Armenians. None of them came back from the war. Her oldest uncle, who
lost all of his brothers in the war and become poorer as a result of
the war, took care of her, my grandmother, but he had nothing to give
but misery to her. She was married before she was 14 years old. But
bad luck followed her. Her husband died in a work accident when she
had just given birth to their first child at a young age. Whenever my
late grandmother remembered the dramatic day when her father left or
whenever she told that sorrow that lingered in her memory and heart
like a darkest stain, she would turn into a seven-year-old orphaned
girl — even at the age of 80.

The time of the second story, too, should be about the same. This time,
the place is a village in Bingöl province. This village suffered a
tragedy in which Armenians indiscriminately killed many people. The
people who survived the massacre fled to western parts of Anatolia
on foot and in convoys. A five- or six-year-old boy whose relatives
had all been killed by Armenians managed to find a place in one of
these convoys. Without any relatives or guardians, this little boy
was transferred from one convoy to another until he came to one of the
mountainous villages of Malatya. He managed to survive with help from
other people. As he grew stronger, he started to work for villagers
to earn his living. He finally arrived in my grandmother’s village,
where a relatively rich villager for whom he was working helped him
marry my grandmother, who was a widow with a child at that time. My
late grandfather, who died before my grandmother, was always searching
for any trace of his family past. When he eventually learned that
one of his cousins was living in the Karakocan district of Elazıg,
I saw that he was so happy, as if he felt he had been reborn at the
age of 70. I cannot find the words to describe how that little girl,
who had grown considerably older when she met my grandfather and
her children, reconnected my grandfather with all his past and the
relatives he had lost.

Such great sorrows that I, personally, would never want to experience
are the things people tend to forget. But, whatever advancements it
makes, humanity always lives side by side with history. The important
thing is to accept that history with its good and bad memories. Today,
some people have apologized for all the pains of the years of mutual
wars as if they had been suffered only by one side. To say that one
is sorry shows, of course, wisdom. Can an irrelevant apology not be
construed as nothing but done out of inferiority complex. If they
feel the urge to apologize for something, then they should say that
they apologize for their apparent lack of knowledge of history.

Everyone suffered their share of the sorrows of World War I. Neither
Armenians, Turks or Kurds can claim to have suffered more or less. If
an apology should be made for these sorrows, then it should be made
mutually and simultaneously by everyone involved. Moreover, if the
Turks had intended to commit systematic genocide on the Armenian
people, they would have done it easily at the time when their power
was at its peak. If, as claimed, there was a systematic genocide,
why the Ottomans chose to do it at the time they were at their weakest
needs some explanation.

People who have even a bit of respect for history would accept that
neither mutual tragedies suffered in conflict nor forced immigration
would be accepted as genocide or ethnic cleansing. What happened
is nothing but mutual fighting with its ensuing pain. The forced
immigration was nothing but the unsuccessful transfer of Armenian
citizens who cooperated with Russians to another area of the Ottoman
Empire. Some understand this forced immigration as an expulsion of
Armenians out of the country. But, at that time, Syria was no different
than Anatolia in terms of being part of Ottoman territory. Moreover,
Armenians in western provinces were not forced to emigrate.

Now that a rush of apologies has started, I think that I, too, deserve
to receive an apology for the Armenian massacres which orphaned my
grandmother and grandfather at an early age.

The Foreign Minister of Iran Manucheir Motaki had a meeting with the
Minister of Energy and Natural Resources of Armenia Armen Movsisyan who
was in Iran. The Minister said that Tehran greets any project conducted
by the two countries to improve the lives of their citizens. According
to him they are ready to have industrial and constructive relationship
with Armenia.

Minister Movsisyan said that the two countries have much developed
their relationship. He said that the Armenian Consulate which should
be opened in Tabriz will serve as a new step to develop bilateral
cooperation.

The creators of the website aim at turning the latter into a platform

US Iraq Invasion´s Only Success: Extermination of Aramaean

be extensively discussed, what matters for Americans, Europeans,
Russians, Latin Americans, and Christians worldwide is this:

Irrespective of the reasons, the pretexts, the motives, and the
methods involved in the operation of dethroning the Baath regime, the
existence of a deviate plan (or the lack of any) for the colonial
territory´s re-organization ended up in a terrible disaster for
Oriental Christianity ` a historically significant component of the
Islamic Middle East.

One can ponder whether it is due to ignorance, incapacity and
indifference or because of Western Christianity´s deep-seated
rancor and hatred against the various denominations of Oriental
Christianity, but the reality is there, and the figures are very
clear: the outright majority of the Iraqi Christians, who are ethnic
Aramaeans, have left abroad in order to escape the massacre that the
Satanic administrations of pseudo-Christian Western countries
mercilessly planned and delivered to them.

In this case, the complicity is evident between Al Qaeda,
pseudo-Kurdish terrorists Talabani and Barzani, the Assyrianist
Aramaean group of renegades, and the evil US administration ` that
criminally pretends to be Christian whereas it represents, along with
Freemasonic corrupt regimes of colonial England and France, the focus
of Anti-Christian Evil.

The evacuation of the Aramaean Christians from Iraq represents only
one bullet in the colonial agenda that will be completed with

Freemasonic journalism implemented by the totally anti-democratic and

is not the first hateful, implacable and odious attempt by the
Evangelical Broadcasting Channel in Holland to falsify the origin of
our people in the name of the criminal and carnivorous Jesus of the
West. This fake "Christians" seems so wicked, so thoroughly socked
with hatred and so eager to continue with the immoral colonial
intrigues of their forefather, that they seize every opportunity with
both hands to spit at the face of the Aramean nation; truly we are
dealing here with a genocide unfolding in front of our eyes. As a
human rights organization we consider this malicious act of
Evangelical Broadcasting Channel as:

Hateful

Because: this is the such-and-such cowardice and cunning attempt being
undertaken to falsely present our people in Holland as "Assyrians", in
the name of "Jesus" of the West- who definitely is not the Jesus
Christ of the Bible. They work together with wicked people who are
involved in terrorism as agreed between the terrorist organizations
PKK and ADO.

Malicious

This is not the first time that some criminal racists within the
Evangelical broadcasting channel wilfully try to distort the origin of
the Aramean people by presenting them as "Assyrians" in spite of the
letter we sent together with our bishops to the government of Iraq not
to be identified as such.

Hypocritical and rotten

Because: they do everything to depict Islamists as barbaric and
dehumanized, but neglect the fact that their forefathers carried out
atrocities in the name of "Jesus" ` this of course should not be
confused with the Jesus Christ of the Bible ` against the Aramean
nation and they continue to do so. To present themselves as
"civilized" and "sympathizers", they utterly crack down the Islamists
and Islam. So evil, sneaky and dirty they are. All these unholy acts
being carried in the name of "Jesus".

Racist

The emotions are being manipulated in a dirty and ugly way and the
sufferings of one group neglected while others being brought into the
prominence. The viewer is falsely and deliberately being informed as
though only Christians suffer in Iraq, while also hundreds of
thousands Muslims, Yazidis and others are being killed, Mosques and
other holy places of prayer being destroyed in mutual struggle between
Sunnis and Shiites. In 2007, 175 Yazidis of the mountains of Shingal
were killed by a care bomb attack. By some of the victims body parts
were missing; others were literal immersed in their blood, many of
them were wearing white clothes, which completely were painted red in
their blood. Well then, don´t all these terrible events
deserver to be mentioned as well?

Immoral, criminal and objectionable

Because: according what we know, they willingly made themselves the
doormat of Madam Tunc, who according to our information has been
involved with recruitment of youngster for the PKK at various
occasions under the cover of "cultural" and "social"
manifestations. In Iraq there are no more than 10.000 East-Aramean
Nestorians who eventually might call themselves "Assyrians". The vast
majority of Aramean Christians do not want to be identified with this
fake immoral Western spiritual colonial name which has destroyed our
nation. The Evangelical Broadcasting channel purposefully continues to
maintain and develop the spiritual colonialism of their forefathers
with devastating consequences for our nation.

Low and below all the human standards and values

Because: To our view only a beast and a completely dehumanized person
is able to justify and glorify such destructive crimes of history
falsification.

The EBC presents itself as though they testify of Jesus Christ of the
Bible. The word "Evangelism" implies that they want to spread the good
news to the world, in this case to the Netherlands, to enlighten
them. From this follows that those working with EBC, one may assume,
are people who adheres to the goods news, thus follow Jesus Christ.

Of course one cannot generalize this and say that everybody within the
EBC have evil intentions; that would be wrong. On the contrary, there
are pious and honest people within EBC who sincerely work for the
goals the EBC stands for. Our criticism is only aimed at some immoral
and hateful racists, having powerful media positions within ECB, who
since a long time are waging a satanic spiritual war against the
Aramean nation by presenting them as "Assyrians"- a genocidal and a
unholy product of the colonial spiritual activities of the criminal
Jesus of the West who brought about havoc in the Middle-East and have
besmirched the name of Jesus Christ of the Bible by planting hatred
and division within the Aramean nation. And the two "Christian"
broadcasting channels ECB and NCRV continue with their satanic
atrocities against our nation as if though their forefathers have a
done a good and holy job.

On the other hand, the noble forces within ECB should once make their
voice heard against these filthy, racists and wicked people within
ECB. Otherwise they are accessory to their satanic atrocities against
the Aramean nation.

These wicked forces within ECB started knowingly and brutally since

Jesus Christ of the Bible and Jesus of the West

definitely not the same as the true Jesus Christ of the Bible who is
the God of Abraham, Isaac and Jacob and revealed Himself to the world
in human body.

It was the criminal Jesus of the West who:

1) initiated crusades in the Middle-East,

2) has incited nations against each other,

3) divided and exterminated many nations,

4) is responsible for the worldwide problems and, last but not least

5) is responsible for the horrible bloodbaths in Iraq.

It was the same criminal Jesus of the West who initiated the genocide
of the Arameans, Greeks and Armenians. In this way, the Jesus of the
West has knocked off the Jesus Christ of the Bible of His Pedestal
resulting in the decline of the true Christianity in the Western
world. The true Christians are now a very small minority, while the
satanic fake Christians form the overwhelming majority.

Lancet: Dozens of nations inflated vaccine numbers

AP Medical Writer= LONDON (AP)Dozens of developing countries
exaggerated figures on how many children were vaccinated against deadly
diseases, which allowed them to get more money from U.N.-sponsored
programs, a new study said Friday.

Research in the medical journal, The Lancet, said only half as many
children were vaccinated than was claimed by countries taking part in
special programs meant to reach kids in poor nations. The findings
raise serious issues about vaccination programs â’ and whether money
earmarked for children is actually reaching their intended recipients.

"With the unprecedented billions given by the international community,
there is no excuse for these poor coverage rates," said Philip Stevens,
of the International Policy Network, a London-based think-tank. "One
has to wonder where the money has gone hopefully not into Swiss bank
accounts."

American researchers analyzed records of children supposedly vaccinated
by initiatives led by the United Nations and related groups like the
Global Alliance for Vaccines and Immunization, or GAVI.

The scientists examined reports the countries gave to the United
Nations on how many children were immunized. They then compared those
figures to independent surveys on vaccination conducted by
non-governmental groups and other outside researchers.

The report did not20focus on the tens of millions of children immunized
globally each year. Instead, the researchers studied programs meant to
increase the availability of vaccinations in poorer countries
vaccinations designed to reach kids who would not be covered otherwise.

From 1986 to 2006, the United Nations reported that 14 million children
received immunizations in the programs. But the reports from the
independent surveys put that number at just over 7 million.

"The magnitude of the gap is surprising," said Christopher Murray,
director of the Institute for Health Metrics at the University of
Washington and the study’s lead author.

Murray and colleagues found that at least 32 of the 51 countries taking
part in the U.N.-backed programs over-reported by at least 50 percent
how many children were protected against diphtheria, tetanus and
whooping cough.

Experts suggest that inflating the numbers is part of a larger problem
in attracting limited resources.

"That’s how you get money," said Ken Hill, a public health professor at
Harvard University who was not linked to the study. "You exaggerate the
number of people who die or who you save to get visibility. Somehow,
numbers always end up bigger than they would be otherwise."

The global alliance pays developing countries $20 per extra vaccinated
child a payment that relies exclusively on reports from the countries.

Murray and colleagues estimated that the alliance should have paid=2

countries $150 million. Instead, it paid them $290 million.

The report said the worst countries for over-reporting were Armenia,
Somalia, Zimbabwe and Myanmar, none of which immunized any additional
children at all.

Countries that reported vaccination numbers more than four times higher
than surveys showed included Tajikistan, Pakistan, Togo, Lesotho,
Liberia and Zambia.

Those overestimating immunizations by more than two times were Niger,
Ivory Coast, Congo, Central African Republic, Guinea, Indonesia,
Gambia, North Korea, Chad and the Democratic Republic of Congo.

Nations that claimed at least 50 percent more vaccinations than were
actually done included Afghanistan, Burkina Faso, Mali, Sudan, Uganda,
Tanzania, Ethiopia, Rwanda, Ghana, Azerbaijan, Cameroon and Nepal.

Experts said the study raised questions about the credibility of other
health data from the United Nations and countries.

Julian Lob-Levyt, the chief executive officer of the global vaccines
alliance, said it would hold off on all payments until affected
countries can clarify what is happening in their programs.

He also stressed that there was no evidence of corruption in any of the
countries that had received money from the alliance.

Some experts worry that the Lancet study, which was paid for by the
Bill & Melinda Gates Foundation, overstated the problem and that
immunization programs would be unfairly overhauled.

The United Nations has been criticized for its fluctuating figures in
the past. In 2007, it dramatically slashed its HIV figures, citing new
surveillance methods.

for 8 years and was considered one of the best professors. She
was always a member of the admission exams for her honesty and
professionalism.

During the pre-election period, the rector suddenly began to suspect
the professionalism of one of his best professors.

It all started when Mrs. Davoyan answered one of her students’
questions and said that the people gathered in "Freedom Square"
on February 20 were not "homeless" people, but freedom fighters.

"Students are also citizens of this country. They also have the right
to raise questions and I am obliged to answer them. Our rector found
out about this and warned me not to talk about democracy, human rights
or else I would be fired. When I asked him how he would fire me when
my students loved me, he said that he could find a couple of students
and make them write a complaint against me," said Mrs. Davoyan.

At first, Davoyan didn’t pay attention to this and didn’t think that
he was capable of such a thing. Before finding the two students,
two National Security Service officials attended the university and
called Davoyan to the rector’s office. Davoyan didn’t understand what
her lectures had to do with the NSS officials.

"I told them that I had no party affiliation. I told them that I was
going to elect Levon Ter-Petrosyan and that I would answer the same
if my students ask me. The NSS officials told me that I had the right
to do that and left."

After that, the rector warned Davoyan that she wasn’t doing the
right thing and prohibited her from participating in the rallies. He
didn’t like this administration either, but he was ready to fire some
professors for them. So, he was afraid to show his professors at the
rallies. After Davoyan disobeyed the rector, her issue was discussed
in the presence of 60 other professors.

"They claimed to have taken surveys from students on a scale of one
to ten. The highest score was "1" and the rector put my issue up
for discussion."

Later, the rector offered Davoyan to return, accept her guilt with
a final warning. Mrs. Davoyan refused, didn’t show up to class and
taking advantage of this, the rector marked the absences to prepare
ground for firing her for absences.

Although Mrs. Davoyan is currently unemployed, she doesn’t regret it.

"I was teaching students how to express themselves. If I were to
continue lecturing for a salary, how I was going to talk to those
students about dignity and individuality? I would lose my students
with whom I am in contact," said Davoyan.

Why did they fire you after the events of March 1? After all, you
were participating in the rallies before March 1. In response to that,
Mrs. Davoyan said:

"On March 1, I was near the Myasnikyan statue, but that was not the
reason for firing me. They fired me after March 1 because until then,
the rector thought that Levon Ter-Petrosyan might win and he might
turn out to be the bad guy. He became braver after March 1."

WITH A CHANGED MODEL OF YEREVAN’S GOVERNANCE, REVENUES OF THE CITY BUDGET WILL INCREASE, VATCHE TERTERIAN SAYS

YEREVAN, DECEMBER 11, NOYAN TAPAN. The bill on local self-government
and territorial administration in Yerevan will be soon submitted to
the RA National Assembly for discussion in the second reading. By the
bill, Yerevan will have a budget envisaged for implementation of the
city development program. Decisions on the budget to be submitted by
Yerevan mayor and decision on changes in it will be made by the council
of aldermen. "It is obvious that the measures on solution of all-city
problems in Yerevan can be efficiently managed only from one center,
while their financing can be carried out from a united budget formed
with this aim," the Head of the Budget Process Management Department
of the Staff of the RA Ministry of Finance David Hambartsumian said
at the December 11 enlarged hearing of the bill at the parliament.

Accoridng to him, the budget of Yerevan will form from the same sources
of revenues as the budgets of the current district communities. The
deficit will be financed with funds borrowed in order envisaged
by law, the balance of Yerevan budget’s resources available at the
beginning of a year, funds received from repayment of budgetary loans,
as well as resources received from the privatization of state share
in authorized capital of legal entities and from the sale of real
estate representing state property.

D. Hambartsumian said that several considerations on ensuring some
conditions in the revenues of the budget were taken into account:
in particular, "the revenues must be efficient, that is, they must
ensure more stable and regular revenues, ensure enough incomes to
cover considerable part of the expenditures of a community, they
must be neutral, that is, as independent as possible of private
economic decisions and the direct impact of economic changes in the
country, they must be simple and understandable for communities from
the administrative point of view, while the revenues received must
be predictable and fair, that is, the tax burden must be equally
distributed on all taxpayers within a community".

In response to NT correspondent’s question, the co-author of the
bill, the First Deputy Minister of Territorial Administration Vatche
Terterian said that the budget of Yerevan will not be "a mechanical
sum of the budgets of the current district communities but it will
be greater". In his opionion, only as a result of the improvement
of administration, revenues will grow by at least 20-30%. Besides,
it is expected that with a changed model of Yerevan’s governance, the
amounts of target subsidies to be allocated from the state budget will
increase in the revenues of the city budget because, according to him,
"we will have politically elected mayor and council of aldermen who
will deal much more seriously with the issue of attitude of the state
to Yerevan than the current mayor who is an official appointed by the
government". V. Terterian also said that some taxes, which are not
compulsory for communities and will be used on a voluntary basis,
will be establshed soon, for example, hotel tax used in many big
European cities, which may also help increase budgetary revenues.

of Social Security Narine Azatian stated that governmental policy
in social sphere was being built, in part, taking into consideration
the improvement of demographic situation in Nagorno-Karabakh. Narine
Azatian stated it in the course of discussion of NKR state budget
for 2009 held at the Parliament.

According to DE FACTO own correspondent in Stepanakert, the Minister
said that, within the frames of a governmental program on stimulating
birth-rate, in case of the birth of a first and a second child
allowance in the amount of 100, 000 AMD would be paid instead of 70,
000 AMD in 2008. In case of the third child’s birth the amount of the
allowance will make 500, 000, in case of a fourth and the following
child – 700, 000 AMD.

Besides, the process of payment of lump-sum allowances on pregnancy
and delivery to non-working women will be continued. The amount of
the allowance will increase by 20% as compared with 2008 and make 138,
000 AMD.

Narine Azatian stated that, as a whole, expenditure by the state
allowances program would increase by 872, 5 million AMD as compared
with 2008.

AZERBAIJANI SOLDIER IN ARMENIAN CAPTIVITY WANTS TO RETURN HOME

The contents of Armenian-captured Azerbaijani soldier Rafig Hasanov’s
letter have been publicized.

Parents of captive told APA Karabakh bureau that the letter was written
in Russian. Hasanov wrote: "My best regards to my father, sister,
brothers, their wives, uncles and all residents of the settlement! Do
not worry about me! I thought much and decided to return back to my
motherland and my mother. Wait a little. We will meet soon", said in
a letter.

The captive’s mother has also sent a letter to her son.

"Rafig, I am waiting for you impatiently. Today is your birthday. We
congratulate you on your birthday and wait for your arrival", the
letter records.

Representative of International Committee of the Red Cross (ICRC)
wrote on behalf of the captive, because Hasanov cannot write or
read. Representatives of ICRC Office in Armenia visited Hasanov twice
this week.

On December 9 representatives of the International Committee of the
Red Cross held a meeting with Azerbaijani soldier Rafig Hasanov,
held in Armenian captivity, said spokesman for ICRC Azerbaijan office
Gulnaz Guliyeva.

She said the soldier wrote a letter home.

"During the meeting the representatives of the committed checked the
detainment conditions of the soldier. The letter he wrote will be
delivered to his parents", noted Guliyeva.

Soldier of N military unit of the Defense ministry of Azerbaijan Rafig
Hasanov (born in 1989) was captured by Armenians on the contact line
in the direction of the Gazakh region on October 8 of this year.
