In connection with the crash of the plane carrying out flight No. 7908
in Tehran-Yerevan direction RA Foreign Ministry has launched a hotline
telephone service. On July 15, a passenger plane belonging to Caspian
Airlines Company (Iran) crashed in the south-west of Iran. The liner
was carrying out flight No. 7908 in Tehran-Yerevan direction. The
crash left all 154 passengers dead, with 40 of them believed to be
RA citizens. Among crew members there were citizens of both Iran
and Armenia.

Update: Now that the interiors are redone, Cher has put her ocean-view
Malibu estate back on the market for $41 million.

The singer-songwriter-actress had listed the home at $45 million in
August but withdrew it in early May while the work was going on,
according to her listing agent, Robert Kass of Hilton & Hyland,
Beverly Hills.

The Italian Renaissance-inspired house, which Cher built in 1999, has
seven bedrooms, nine bathrooms, a theater and a gym in 13,126 square
feet. It sits on 1.7 acres of bluff top with a tennis court, infinity
pool and a guesthouse.

The updated look is "light, Zen, bright, beachy and beautiful," Kass
said.

Cher, an Oscar, Grammy and Emmy winner, appears regularly at the
Colosseum at Caesars Palace in Las Vegas.

Ninety-six km of the border is not agreed

By blocking the segment of Trancaucasus railroad, Tbilisi, together
with Turkey and Azerbaijan, Georgia participates the blockade of
Armenia.

President Saakashvili is paying an official visit to Armenia. He
arrived in Yerevan at a difficult time for him. Many analysts are
already counting the last hours of his presidency. It is noteworthy,
however, that the same analysts have been busy doing this over the
last three years.

In principle, Saakashvili is not a bad head of state. In 2006 he
managed to get back Upper Abkhazia [upper part of Abkhazia’s Kodori
Gorge] though the Georgian people did not appreciate it. People were
under pressure from the Russian economic embargo and this won out over
national values. The president would still be criticized even if he
had managed to establish federal control over the whole territory of
Soviet Georgia during the August venture in 2008.

Saakashvili’s main problem is that the average Georgian lacks
understanding of the idea of the Great Motherland. Starting from 2005
Saakashvili has been politically homeless. Today he is drawing new
borders for his home.

The intergovernmental commission on demarcation of the
Armenian-Georgian border was formed in 1995. It was inactive for quite
a long time. In summer 2003, Presidents Robert Kocharyan and Edward
Shevardnadze announced that within the next several months the borders
would be legally recognized. Afterwards, it was officially announced
that the 206km-long border had been divided into four parts: Bavra
(Ninotsminda) – Gugutsi – Akhkerli – Ayrum (Sadakhlo). After this, the
commission did not convene for quite a long time.

In 2004, the Georgian press raised uproar that the Armenian side had
advanced its check-points 10km into Georgian territory in the vicinity
of the border village of Akhkerpi. This message provoked a big
resonance. "Armenia has conquered 3,812 square kilometres of historic
Georgian territory," the weekly Georgian Times wrote. "It is important
to know that the factual outlines of our country in the South extend
to Gyumri," proclaimed Georgian historian Aleksandre Manveliashvili.

The new president, Mikhail Saakashvili, tried to smooth over the
situation: "Georgia and Armenia have not had territorial disputes in
the last 2,000 years. What will the situation be in the future? I
think that everything will stay the same".

In 2006 finally it was announced that "110km have already been
agreed". That meant that 96km was left to be agreed. However, that has
not been done so far. Perhaps there are still disputed issues.

Saakashvili arrived in Yerevan a week after the Georgian-Azerbaijani
intergovernmental commission session on demarcation of their state
border. At present 65% of that border – 480km long – has been agreed
with Azeris. During demarcation, the future of one of the important
cultural and religious sites, Monastery of David Gareji, has been
touched upon. Its destiny has not decided yet. In many churches and in
the refectory of this monastery, murals of VIII-XIV centuries are
preserved with the portraits of historical figures. The Azerbaijani
side thinks that the Monastery ensemble of David Gareji is an Albanian
medieval monastery complex called "Keshikchi". As a matter of fact,
Armenian inscriptions are preserved on the wall.

The important factor that influences the logic of Armenian-Georgian
relations is the geopolitical situation of Georgia. For the blockaded
Armenia, the northern neighbour’s territory has a vital meaning. It is
mentioned in the Republic of Armenia National Security concept paper
that "in the blockade conditions imposed by Turkey and Azerbaijan,
Georgia is the country through which the economic and transport link
of Armenia with the outside world is secured." The Georgian port of
Poti is still a most important transit point for the Armenian
goods. Currently more than 60 per cent of Armenian cargo circulation
passes through Georgian territory and this circumstance permits
Georgia to dictate its conditions to Yerevan (e.g. not to interfere
into processes taking place in Javakheti [Georgian region populated by
ethnic Armenians]). In the course of recent years, Tbilisi’s approach
to Yerevan has not changed and it can be characterized as
"blackmailing policy".

At the same time Yerevan has stated to the Georgian authorities
several times that, by blocking the Abkhaz segment of the South
Caucasus railway and thus impeding Armenia’s exit to Russia, Tbilisi
participates in the blockade of Armenia equally with Turkey and
Azerbaijan. In 2005 President Robert Kocharyan said to Mikheil
Saakashvili that "the only country that suffers specifically from the
blockade of Abkhazia is Armenia." He said that the expression
"blockade of Abkhazia" [reference to a CIS economic embargo on
Abkhazia that Russia withdrew from in April 2008] is a fantasy. First
of all, Abkhazia has its own functional ports. Second of all, it is
connected with Russia by a railroad and motorways. "Who is Georgia
blockading?" the Armenian president asked.

Thus Georgia is in fact involved in the blockade of Armenia. It is in
this regard that prospects for railroad traffic between Armenia and
Iran acquire particular importance. This will make it possible to
minimize the significance of such an unstable and unreliable northern
neighbour.

Currently Georgian territory is hope to such serious communication
projects as railroad Tbilisi-Akhalkalaki-Kars, the Baku-Tbilisi-Ceyhan
oil pipeline and the Baku-Tbilisi-Erzurum gas pipeline. All those
projects have bypassed Armenia, though Yerevan has been invited to
participate in the design and development of them in exchange for
Nagornyy Karabakh. At that time they were discussing the possibility
of restoring the rail link with Turkey (through using the Gyumri-Kars
segment), lifting the blockade of Armenia and the prospect of routing
Baku-Ceyhan through Yerevan.

The first president of the republic [Levon Ter-Petrosyan] had
considered this proposal for a long time and eventually stated at the
press conference that "situation in Armenia will not improve as long
as we have the Karabakh issue." The main political forces and the
Armenian society were against conceding Karabakh to Azerbaijan. This
situation made Levon Ter-Petrosyan resign.

The second president [Robert Kocharyan] announced that that version
was not acceptable and the then Foreign Minister Vartan Oskanyan
stressed that "Nagornyy Karabakh is not a subject for bargaining. It
is priceless". After it the first president’s supporters accused
Robert Kocharyan of "isolating Armenia." What will the position of the
third president be?

Congresswoman Eddie Bernice Johnson.

Q: Recently you and your colleagues sent a letter to the committee
of the House of Representatives about the 907 amendment. What do you
estimate about the current situation?

A: Yes, I joined this reference. We just wanted to remind the
hug-committee of the House of Representatives about some realities of
Azerbaijan.By this statement I and my colleagues are asking the House
of Representatives hug-committee on foreign aid to provide Azerbaijan
extra financial aids, and to stay constant in this policy.

Q: During Bush administration’s period the 907 amendment was brought
out of force every year.Do you think that the same experience will
be used during Obama’s administration?

A: I think you probably already know – Obama’s administration declared
foreign policy as their main priority, and also with the Muslim
world. And that policy is based on strengthening these relationships. I
can remind Obama administration’s interest in the region, especially in
Azerbaijan. We should stretch a hand and strengthen the relations with
Azerbaijan which is the most devoted partner and ally of the United
States in terms of energy security and fight against international
terrorism. Azerbaijan is one of the most important strategic allies
in the Caucasus region for the United States, which has met all the
obligations in terms of freedoms and continues to ensure that these
commitments are fulfilled.

Q: In the address, sent to the House of Representatives about
Azerbaijan a number of possible threats, which Azerbaijan can face,
are mentioned. What kind of threats do you mean?

A: First of all, Azerbaijan is in a very serious and dangerous
neighborhood with Russia and Iran. Plus Azerbaijan’s aid to American
Military Forces in Afghanistan can increase the danger to the
country. So we must be supportive to our partner Azerbaijan. There is
also one thing I should mention – Azerbaijan and Armenia are facing
such a sensible issue as Nagorno-Karabakh conflict. As a co-chair of
the OSCE Minsk Group US always kept its neutral point of view. We are
asking the hug-committee of the House of Representatives to avoid any
steps that might be a blow to the neutrality of US position during
the discussions of the state budget for 2010.

As some mass media reported, according to the state protocol of
Azerbaijan, visiting of the Baku ‘Alley of Shehids’ was involved
in the programme of Syrian President Bashar al-Assad’s visit to
Baku. Soldiers that died over the war unleashed by Azerbaijan against
Nagornyy Karabakh were buried at the Alley. But the president refused
to visit the cemetery in this way demonstrating solidarity with
Armenia in the matter of Nagornyy Karabakh conflict settlement. To
recall, President Assad visited Armenia in June and expressed his
supporting the principle of the peoples self-determination. He said
in Baku that Syria has good relations with the Azerbaijani as well
as Armenian party to the conflict and it may contribute in resolving
of the Karabakh conflict.

The Agarak copper-molybdenum factory has restarted its works which
were suspended for a few months.

Mayor of Agarak Mkhitar Zakarian told Armenpress that the start of
the works has been announced on June 30 after the visit of the Prime
Minister Tigran Sargsian to Agarak. In accordance to the agreement
reached with the Prime Minister the factory restarted its production
on July 1.

According to M. Zakarian the factory has not yet reached its entire
output capacity but the output volumes gradually increase. Here nearly
3 million tonnes of mineral is intended to be processed annually
getting 700-800 tonnes of copper and 60-70 tonnes of molybdenum
monthly.

M. Zakarian said that an attempt is made to reach such an output
capacity as in this case the self price of the product decreases
which makes the works more rational.

The mayor informed that at present the number of workers in the factory
reach nearly 900. According to the agreement reached with the Armenian
Government the factory leadership are committed to ensure at least 900
employees. Here certain dismissals took place in December last year;
the number of workers decreased from 1450 to 900. New dismissals will
not take place.

The mayor noted that the factory had the same amount of workers during
the Soviet years as well.

On the corresponding decision of the Armenian Government the Agarak
copper-molybdenum factory has been allocated with nearly 14 million
USD of credit to restart the activity of the factory and pay off the
gathered debts for salaries.

According to M. Zakarian the restart of the activity of the factory
has a very important role for the town. Nearly 80% of able-to-work
residents of the town work in this factory. The mayor of Agarak
expressed hope that there will not be an issue of demand for copper and
molybdenum in the international markets and no necessity of reduction
of the output volumes will arise.

He added that an attempt is made to activate the life in Agarak;
a number of new projects are intended to be implemented here in
collaboration with the Armenian Sport and Youth Affairs Ministry.

The town of Agarak has 2550 able-to-work residents. Here mostly the
lands are not used for agricultural aims.

"Nagorno-Karabakh conflict lacks military way of resolution," OSCE
Minsk Group U.S. Co-Chair Matthew Bryza said.

"We have consistently said that the conflict does not have military
way of resolution and resolution must be based on three principles
which includes non-use of force, self-determination and territorial
integrity," Bryza said at a news conference.

He said Azerbaijani President Ilham Aliyev also supports peaceful
resolution which is a positive factor.

French Co-Chair Bernard Fassier said the mediators have asked Armenian
and Azerbaijani presidents to prepare the population for peace for
many years.

Turley and Europe but it’s entailing a number of problems, former
Turkish Foreign Minister Hikmet Cetin said. "Baku-Tbilisi-Ceyhan
oil pipeline was put into operation thanks to titanic efforts of
late Azerbaijani President Heydar Aliyev. His son, Ilham Aliyev is
now enthusiastic about Nabucco but in this case not all depends on
Azerbaijan," he said. "If the U.S. acts as engine of the project,
it will be launched," Cetin said.

for Saturday, July 11 in upstate New York, will focus celebrations
on the facility mortgage burning that took place earlier in the year.

The Ararat Center, purchased by the Eastern Diocese in January 2004,
is now the permanent home of the St. Vartan Camp program as well
as many other Armenian-affiliated and nonaffiliated organizations
and associations that have discovered this facility’s many benefits
and beauty.

Over the past five years, hundreds of people have attended this
traditional Armenian-styled picnic held on the scenic grounds of the
Ararat Center. This year will be no exception as more than 500 people
are anticipated to participate in this annual event which will feature
Armenian music by a special assembled Festival Ensemble, entertainment
by the Sipan Dance Group of the Capital District, delicious food and
fun for young children. In addition, this year’s Festival will once
again showcase a variety of vendors selling Armenian jewelry, photos,
books, CDs, perfumes and more.
