Ameriabank opens branch in Syunik, Armenia

"We explored the province of Syunik and saw it is interesting to
market.

We see a high demand for banking services here", Vazrik Sekoyan,
the bank director on retail transactions, said at the opening ceremony.

He said Zangezur Copper and Molybdenum Combine, its personnel and
residents of the province will be the bank’s clients.

Sekoyan said that after careful selection, the bank employed ten
people for this branch.

Tigran Jrbashyan, development director, in turn, said that the Syunik
branch has round-the-clock on-line connection with the home office
in Yerevan.

He said that the services provided by provincial branches wouldn’t
differ from those of the home office.

Ameriabank has also offices in Yerevan and Stepanakert.

Artak Anesyan, director general and chairman of directorial board,
said that new branches are planned to be opened in Grumri and Vanadzor
the next year.

The bank also intends to open another branch in Yerevan.

In his words, Ameriabank is now considering room for opening a branch
in Dilijan and searching areas for establishing another office in
Syunik, maybe in Kapan.

The Ameriabank CJSC (former Armimpexbank) was founded in July 1992
using the facilities of the Armenian branch of the USSR Vnesheconombank
(Foreign Economy Bank). On September 8, 1992, the bank received a
banking license from the CBA.

Last August, TDA Holdings limited, affiliated with Troika Dialogue,
Russia’s leading investment company, purchased the bank’s shares.

This May the bank was renamed Ameriabank.

Ameriabank’s assets totaled AMD 86.2 billion and liabilities 65.4
billion by late August.

The bank’s authorized capital amounts to 18.2 billion (first rank
among Armenian banks).

The bank’s credit investments for Jan-June 2009 totaled AMD 31.6
billion, liabilities to clients AMD 60.4 billion and net profit AMD
5584.9 million. ($1= AMD 384.67).

The delegation of the National Security Council of Armenia headed by
Secretary Arthur Baghdasaryan will visit Belarus from September 28 to
October 1 to participate in the West-2009 operative and strategic
military exercise and the sitting of the Security Council Secretaries
of the Collective Security Treaty Organization.

The West-2009 operative and strategic military exercise will be opened
by the Presidents of Russia and Belarus Dmitry Medvedev and Alexander
Lukashenko.

The sitting of the CSTO Security Council Secretaries will take place on
September 30.

The U.S. President Barack Obama had a meeting with the Turkish Prime
Minister Rejep Tayip Erdogan when he has emphasized the `absolute
necessity’ to handle Nagorno-Karabakh conflict. During the Pittsburgh
meeting the officials have discussed Near East, Turkish, Azerbaijani
and Armenian matters, foreign media reports.

President Obama assessed the processes held between Armenia and

Recently, Turkish-Armenian relations have been improved and some
protocols have been signed, etc. My first question is: how do you
treat that process from the Karabakhi part?

To tell the truth, I am not informed that these protocols have already
been signed. Let’s express ourselves more correctly: according to
preliminary agreement these documents are to be presented to the
Parliaments for ratification within 6 weeks. If my data are incorrect,
you can contradict. We follow that process attentively enough, as the
country we live in should seriously follow developments like that. At
the same time I want to say that we don’t even try to interfere in any
decision-making process of citizens and leadership of Armenia. Our
stance is clear-cut: we have never interfered and don’t interfere in
Armenia’s domestic life, although we understand that there are some
issues of All-Armenian sounding, connected with the establishment of
close relations between Turkey and Armenia that we are worried about.

Yes, those protocols have not been signed yet, but, anyhow, today if
they speak in Turkey about Armenian-Turkish relations, connected with
the protocols, Karabakh is constantly mentioned, though it is not
involved in these processes.

We wish Turkey and Turkish officials, who constantly state that
without the Karabakh issue settlement any progress is impossible, had
the same attitude. We wish these 2 issues were separated from each
other.

How will the Karabakh problem be solved, to your mind? Will you have a
meeting with Azerbaijan one day on solving the issue, or is it
possible to solve it on the international platform?

We have repeatedly stated that we are ready to sit around the table
for negotiations and discuss various questions, but unfortunately
Azerbaijan refuses, for some reason or other. May be it has its own
argumentation for it. To my mind Azerbaijan has no grounds to
persistently refuse having direct relations with us.
We have said more than once that the settlement can hardly be
productive without taking into account the NKR people’s opinion.

Maybe it is the unique sample of a republic in the world that is not
recognized by anyone. What are the problems connected with it? When
you look at the future what do you see? How will you achieve
recognition?

First of all, it is quite distinctly fixed in the international law
that the political situation in a republic does not depend on its
today’s recognition or non-recognition. Secondly, during all these
years, since 1992, we have proved both us and the others that we want
and we are able to establish statehood, which is the basis of our
general policy in this condition as well. From this point of view, the
issue of the Nagorno Karabakh independence recognition will have a
solution sooner or later. If you have noticed, we treat different
political events taking place in our region with restraint and don’t
allow ourselves to take antagonistic steps in the informational field,
and I hope it is evaluated both by the international community and our
adversary.
Besides, we suggest the other part to the conflict and other states,
who try to gamble the negotiation process of the Nagorno Karabakh
conflict settlement or use it for their national interests, treat
similarly.

It is clear that a solution of the problem is a matter of time. Time
is an irreversible category.

What will you tell or advise Turkey as the Foreign Minister of
Karabakh?

At the moment I find difficulty in giving any advice. But, anyway,
let’s not forget, that Armenians and Turkey have numerous problems and
complicated knots that today influence our everyday life. I wish the
process of approach was not a matter of gambling but serious
negotiations and meetings also were held between people of two
countries, in order to make our positions clear-cut and precise and to
come to mutual understanding.

These tangled points on the whole relate not only to Armenians and the
Armenian world. In connection with the Karabakh events, I can say that
it was in the period of the modern history that Karabakhi people
raised a political question. Since 1988, in fact on the threshold of
dissolution of the USSR, we have witnessed certain events in the
territory of Azerbaijan in connection with the Armenian population: of
course passions have been fanned again, wounds opened, and if it was
not a preparatory step to commit genocide, then what was that? Today
there are different comments concerning those issues: official,
humanitarian, etc. These are the questions that seriously influence
human memories, future policy and possibilities to establish
good-neighborly relations. It’s evident that nobody will leave this
territory. Common edges must be found in this territory which must be
based on human rights, as well as on the right of people in
general. This is the most significant thing.

In addition, in the present situation we see that Turkey’s
high-ranking officials directly try to connect these two issues
together: Nagorno-Karabakh problem and the problem of Armenian-Turkish
relations. It does not contribute to the settlement of the problem, as
Turkey has obviously become the hostage of his promises given to
Azerbaijan in due course, and this very directly and clearly shows
that Azerbaijan exerts pressure. Willy-nilly Turkey becomes a
concerned party once again insisting, that without this, this and
that, it is impossible to achieve any positive result. This is also
perceived as a means of pressure; however any display of pressure can
hardly ensure positive results.

Thank you very much. Have you anything to add?

At the moment I have nothing to add. I think these days set the
beginning of the future, when Karabakhi officials will have an
opportunity to get in touch not only with journalists, but also with
the politicians of different countries. Restrained and calm political
dialogues and discussions will be very productive.

I’ll merely add that time has a concept of irreversibility, and Turkey
also has such an experience, but everybody must have the courage to
take a sensible view of his past, his history in order to build his
future.

Part Of Expenses On Holding Of IPO By Local Companies To Be Recompen

PART OF EXPENSES ON HOLDING OF IPO BY LOCAL COMPANIES TO BE RECOMPENSED

ArmInfo. The changes to the Law give an opportunity to the local
companies, wishing to hold initial public offering (IPO) and pass a
listing at NASDAQ OMX Armenia, to avail of the tax exemption during the
next three years: the size of the profit tax they pay will be reduced
by 50% but to the amount not exceeding 300 mln drams a year. The
changes to the Law envisage return of the VAT these companies paid for
the audit, consulting, legal, information, marketing and other services
required for performance of IPO and successful listing procedure. To
note, the changes to the Law and took effect in July, 2009.

When commenting on these changes, Director General of NASDAQ
OMX Armenia Armen Melikyan told ArmInfo that the essential part
of expenses on performance of IPO and the listing procedure
by the local companies will be recompensed due to use of tax
exemptions. Exemplifying the company, which needs full reformation
aimed at preparation for entry in the capital market, in particular,
implementation of up-to-date standards and principles of corporate
management, use of the international financial reporting standards,
conduct of a financial and legal audit, creation of subdivisions on
interrelations with investors, and many other measures, A. Melikyan
said the expenses for IPO performance by issuers may reach $300,000.

According to A. Melikyan, if, during initial public offering of
his shares, the issuer plans to attract no more than $1 mln from
the market for implementation of any project, it is inexpedient to
conduct IPO and listing and shares from the financial viewpoint. The
companies with more ambitious future plans need the IPO. Along with it,
A. Melikyan assured that 80% of expenses for the preparatory work on
the listing procedure are non- recurrent at the stock exchange. The
expenses will further reduce and the company will make just fixed
payments for maintenance of the listing.

As for a possible agiotage among the potential issuers in view of the
changes made, the director general said that entry of NASDAQ OMX in
Armenia was accompanied by growth of the foreign investors’ interest
in the Armenian capital market. However, against the background of
the global financial and economic crisis, the participants in this
market, in particular, the foreign investors suffered from that,
are still engaged in solution of their problems.

As the situation in the world markets improves, inflow of foreign
investors into the Armenian market capital will resume, as the
developing markets are much more attractive than the developed ones,
in view of a possible high profit-making. , A. Melikyan said.

10TH ANNIVERSARY OF THE PASSING OF HIS HOLINESS KAREKIN I OBSERVED LAST WEEKEND

In a sermon at Holy Etchmiadzin, Archbishop Khajag Barsamian
remembered the late Catholicos as `an example of a man who lived a
godly life’

His Holiness Karekin I Sarkissian, the late 131st Supreme Patriarch
and Catholicos of All Armenians, was memorialized on the 10th
anniversary of his passing through a series of events held on
September 19 and 20. His Holiness Karekin II, the Supreme Patriarch
and Catholicos of All Armenians, presided over the events at the
Mother See of Holy Etchmiadzin and in Yerevan, Armenia,

Archbishop Khajag Barsamian, Primate of the Diocese of the Armenian
Church of America (Eastern), took part in the commemoration,
celebrating the Divine Liturgy at Holy Etchmiadzin on September 20. At
the Primate’s direction, special requiem services were also held at
parishes across the Eastern Diocese last Sunday.

On Saturday, September 19, a groundbreaking ceremony was held for the
new `His Holiness Karekin I Religious Missionary Educational Center,’
which is to be built at Holy Etchmiadzin. The center will house an
extensive library, conference facilities, and classrooms, and offer
enrichment opportunities to ordained clergy and teachers of Christian
education.

His Holiness Karekin II prayed for the successful completion of the
new building, and expressed his gratitude to the project’s benefactors
– Mr. and Mrs. Haig and Elza Didizian of London, lifelong friends of
the late Catholicos Karekin I, who also sponsored other memorial
events taking place in Armenia last weekend.

Haig Didizian was honored with an award from the government of the
Republic of Armenia, presented to him on Tuesday, September 22, by His
Excellency Tigran Sargsyan, Armenia’s Prime Minister.

On Saturday evening, a Concert of Remembrance was held in memory of
the late Catholicos at the Aram Khachaturian Philharmonic Hall in
Yerevan. The evening’s program included the viewing of a film about
the life and ministry of His Holiness Karekin I, and performances by
Armenia’s Philharmonic Orchestra and the National Academy Choir.

His Holiness Karekin II, presiding over the concert, remarked on `the
Christian faith and the Armenian national spirit that fused in the
soul of His Holiness Karekin I.’

`While ten years have elapsed since his passing, His Holiness remains
alive in the hearts of the Armenian people, and he will continue to be
remembered by new generations,’ said the Catholicos of All Armenians.

Prime Minister Sargsyan attended the concert, along with government
officials and dignitaries from around the world.

`A great Armenian, a religious man, a national figure, an intellectual
truly dedicated to Armenian letters and culture – such was our Vehapar
Hayrabed,’ Prime Minister Sargsyan said. `He was called to be such, in
order to face the global challenges of those contradictory times: the
preservation of Armenian identity, the expansion of the church, and
the struggle for the preservation of national values.’

On Sunday, September 20, Archbishop Barsamian celebrated the Divine
Liturgy at Holy Etchmiadzin. A requiem service followed at the tomb of
His Holiness Karekin I. His Holiness Karekin II led the procession of
dignitaries from around the world to the gravesite.

In his sermon, Archbishop Barsamian spoke of Karekin I’s strong
leadership at a time when Armenia was transitioning from Soviet rule
to independent statehood.

`Our homeland was taking its first steps into a new era of freedom.
Armenians around the world needed to be reminded of their heritage,
and the church itself required renewal,’ the Primate said. `It was a
heavy burden. But he did not bear it alone. His Holiness was always
supremely aware of that `greater Hand’ at work in human affairs. And
he had faith that this Hand would guide his people – our people –
through all difficulties, to a better place.’

Speaking of Karekin I’s international presence, Archbishop Barsamian
described the late Catholicos as `an international figure, who
inspired people from every conceivable background.’

`He was an example of a man who lived a godly life. But he also
invited others to live such a life,’ the Primate said. `As a pastor to
God’s Armenian flock, his invitation went out, first and foremost, to
his own people. But it did not end there. Countless others – Armenian
and non-Armenian, in the ecumenical arena and in the world at large,
people great and small – found themselves inspired by that
invitation.’

His Holiness Karekin I (1932-1999) – a key figure in the worldwide
ecumenical movement, an intellectual of international stature and
reputation, and a fiercely dedicated leader of the Armenian Church and
nation – was born in Kessab, Syria, with the baptismal name Neshan
Sarkissian.

He studied in Lebanon and then at Oxford, and was an official observer
to the Second Vatican Council. After serving as a bishop in Iran, New
York, and Lebanon, he was consecrated as Catholicos of the Great House
of Cilicia, in Antelias, Lebanon (1977-1995).

In 1995 he was elected the 131st Supreme Patriarch and Catholicos of
All Armenians. As leader of the entire Armenian Church – and the first
Catholicos to be elected in the free Republic of Armenia – Karekin I
resided at the Mother See of Holy Etchmiadzin until his untimely death
in 1999. A theologian of enormous breadth, his numerous books and
essays have appeared in Armenian, English, French, Spanish, Italian,
and Russian.

Catholicos Karekin I above all considered himself a pastor – an aspect
of his ministry evident in a long interview published in English as
Between Heaven and Earth: A Conversation with His Holiness Karekin I
(New York: St. Vartan Press, 2000). Speaking with journalist and
religion scholar Giovanni Guaïta, the late Catholicos addressed some
of the most pressing issues of the day: happiness, faith and beauty;
authority and power; the laity, young people, women in the church,
love, the family and sexuality; justice, ecology, and bioethics. The
book remains the best introduction to Karekin I’s spirituality and
thought.

His writings are being systematically issued as the `Karekin I
Theological and Armenological Studies Series.’ Eight volumes in the
series have already been published, and seven more are forthcoming,
all thanks to the generous sponsorship of Haig and Elza Didizian. They
are available at Armenian Church centers on the east and west coasts
of the United States, and through Armenian institutions around the
world.

Key to NKR conflict settlement is determination of its status,
RA Foreign Minister Edward Nalbandyan stated at the meeting with
Ambassadors of non-resident states to Armenia, that took part in
events of Armenia’s Independence 18th anniversary, RA MFA Press
Service reports.

"The key to the conflict settlement is the Artsakh status
determination. The achievement of mutual understanding will provide
the basis for conflict settlement based on the international law
principles," Nalbandyan said.

At the official’s request, RA Foreign Minister presented Armenia-Turkey
normalization process, outlining the parties initiated talks and came
to mutual consent to reconcile relations as well as open the border
without preconditions. Any distinction might jeopardize the whole
process, Nalbandyan noted.

The diplomats backed the Armenia-Turkey reconciliation, expressing
a hope that the parties will progress yet respecting the reached
agreements.

Presenting main stands and priorities of Armenian foreign policy, the
Foreign Minister outlined that Armenian diplomacy seeks to establish
peace, cooperation and stability in the region, as well as to deepen
the involvement of Armenia in the international processes.

Orange company is not planning any damping of prices for mobile
communication services in Armenia, Orange Vice-President for Europe
Olaf Swantee said in responding to ARKA Agency.

"We respect our competitors and we are not planning a dumping policy.

Our main principle is price-quality matching," Swantee said. Experience
proves that clients benefit from sound competition when 3 or 4
operators are available on the market, he said.

Yet, the company is ready to offer interesting prices for international
communication to Armenian consumers using its wide network and
international partners, Swantee said.

Head of Orange Personal LoB and Group Devices Anne Bouverot, in her
turn, said that the company studied its competitors’ price policies and
may use a different approach to be more interesting for its customers.

Orange Armenia fully owned by France Telecom (Orange brand) received
its 15-year final license on November 19 2008. The company has the
right to use radio frequencies during 10 years. The company is also
allowed to use numbers with 374(0)55 and +374(0)95 codes.

On October 7 2008 Armenian tender commission awarded the country’s
third mobile operator contract to France Telecom that submitted the
highest bid (51.5m euros) for a GSM license.

Before the coming of Orange there were two mobile comm unication
companies operating in the Armenian market – ArmenTel fully owned
by Russian VimpelCom and VivaCell-MTS with its control stock held by
Russian MTS.

executive directors of VimpelCom (brand name Beeline) pay official
visit to Yerevan. Directors attended a new flagship sales and service
office of the company last week opened on the Northern Avenue in
Yerevan.

As the executive director of VimpelCom Boris Nemsic said, Beeline can
provide telecommunication services of the best quality. According to
him, "Beeline will make more investments in the next 3-4 months than
it has already invested over 2009".

According to Boris Nemsic, the company projects to enlarge its 3G
network in Armenia twice in the short term.
